Climate Change Denial as the Historical Consciousness of Trumpism: Lessons from Carl Schmitt

Of all the errors made today by liberals—I use the term broadly—our most fundamental has been our underestimation of Trumpism as a philosophical movement.

We have no trouble loathing Donald Trump the man. His temperament and political impulses are self-evidently those of an authoritarian, straight from the pages of Adorno or Hayek. Likewise, our criticism of his administration’s misguided policies has been ever at the ready.

.. Trumpism is well on the road to becoming a systematic program of ideas that will carefully refine its views through praxis and—allied with anti-liberal movements elsewhere in the world, especially in Russia—articulate a new, fundamental challenge to liberal thought for the twenty-first century.

.. History as

  • heritage and nostalgia—#MAGA. History as
  • reverence and fidelity—Straussianism and constitutional originalism. History as a
  • philosophy of action—embodied in the novels of Trump’s intellectual precursor, Newt Gingrich. History as
  • racial melancholy—Charlottesville. History as a resource of trans-historical Germanic mythology—the masculinist branches of the alt-right. History as
  • conspiracy—Infowars, #fakenews, and the “rigged” political system. History as
  • providence and decay—the implicit revival of Jacksonian-era romantic nationalism, with its narrative scaffolding of dwindling popular sovereignty.

  • a cycle of apocalypse and renewal.

.. climate change denial grows logically from the core metaphysical commitments of contemporary populist nationalism in its confrontation with trans-Atlantic, cosmopolitan, individualist liberalism.

.. one might thus regard it as the distinctive form of anti-liberal historical thinking of our era.

.. it’s helpful to turn to the work of a thinker whose writings, it’s been suggested (and here), underwrite the movement’s “intellectual source code”: the German constitutional theorist Carl Schmitt (1888-1985).

.. On Schmitt’s view, liberal states are weak and vulnerable, subject to corrosion from within—through capture by private interest groups—and conquest from abroad.

.. a political community arises when its members coalesce around some aspect of their common existence. On this basis, they distinguish between their “friends” and “enemies,” the latter of whom they are ultimately prepared to fight and kill to defend their way of life.

.. A political community, that is, is created through an animating sense of common identity and existential threat

.. Schmitt believes that this pugilistic view of politics rings true as a conceptual matter, but he also regards drawing the friend-enemy distinction as a quasi-theological duty and part of what it means to be fully human.

.. This gives Schmittianism, like the Bannon-affiliated elements of Trumpism, a family affinity to traditionalism in Russia

.. But the object of a community’s political dissociation is made on the basis of criteria independent from judgments about good and evil, beauty and ugliness, or profit and loss.

.. the liberal effort to circumscribe national sovereignty within universalist legal and moral criteria increases the possibility of total war.

.. Trump acts in full accord with Schmitt in this respect by praising Vladimir Putin and embracing autocratic Russia as a potential friend while snubbing liberal nations of the trans-Atlantic alliance.

.. at the heart of Trump’s campaign was the promise to territorialize the friend-enemy distinction, namely to build a “great wall” along the border between the United States and Mexico

.. That spirit is one not simply of xenophobia or ethnocentrism, but also, and perhaps most of all, of shared laughter and good humor—a spirit, it’s essential for liberals to acknowledge, of warm community.

.. As Stephen Miller bracingly put the matter, in a statement nearly incomprehensible on liberal terms, “We’re going to build that wall, and we’re going to build it out of love.”

.. on Schmitt’s view, those nations that are strong enough to impose their own internal political homogeneity ought to ally with each other against nations and groups that undermine the territorialization of the friend-enemy distinction.

By this logic, it’s not Russia so much as violent Islamic extremism and cosmopolitan trans-Atlanticism that represent America’s true enemies—and, in fact, Russia can be an important ally against both.

.. Much like extreme conservative positions on gun control, climate change denial is based above all in anti-liberal metaphysical and identity commitments.

.. Although scientists have a forty-year track record of accurately predicting rising global temperatures, climate change deniers insist that such findings are the product of self-serving business elites and cunning foreign economic competitors who stand to gain if America reduces carbon emissions.

This sociological critique of scientific knowledge is a position not of evidentiary skepticism but rather of radical epistemological relativism. Deniers essentially challenge the Enlightenment position that the past is subject to objective understanding and that the world is amenable to rational human control.

This lends the popular culture of climate change denial a palpable spirit of historical fatalism.

.. It is destabilizing the territorial boundaries of the world through rising sea levels, altering the very land from which, in Schmitt’s view, the nomos of a people originally grows

.. it is undermining the spatial boundaries that Schmitt deems essential to sovereignty by putting the export of negative externalities at the center of global concern

.. Deniers interpret climate history in a way that obscures the existence of a global political community

.. In doing so, they not only embrace what I’ve called “the rule of the clan” at the level of the modern state, they also reject sotto voce the liberal ideals of universalism and individualism.

.. Trumpism draws together for our own time the core ideals of politics and the state that Carl Schmitt placed at the center of his philosophical vision. These include

  1. an animating community spirit that combines pugilism with love,
  2. an existential embrace of the friend-enemy distinction,
  3. a conception of state sovereignty as inviolable,
  4. the need to territorialize and homogenize the political community, and the rejection of the liberalist international order

—all in the service of a unified, common people.

 

Are Politicians Responsible for Their ‘Base,’ or Is It the Other Way Around?

Political caricatures don’t come much broader than these. Strange was the establishment incarnate; Moore was the Republican electorate’s id made ruddy flesh, an avatar of the latent nativism and conspiracism that Donald Trump’s detractors inside and outside the Republican Party blamed for his rise.

.. This was a “Jurassic Park” vision of the Republican base, in which party leaders, after fecklessly creating and nurturing a monster, find themselves powerless to stop it once the electric fences go out on the island.

.. Reagan’s 1980 campaign won seven percent more of the labor-union vote than Gerald Ford did in 1976, but he won just 10 percent of the nonwhite vote, significantly less than Ford.

.. Many of the major contenders for the 1988 Republican presidential nomination ran explicitly on the idea of bringing nonwhite constituencies into the party — none more enthusiastically than Representative Jack Kemp of New York.

.. Kemp believed that his vision of racial outreach could bring the party control of Washington.

.. Kemp lost to George Bush — himself a self-identified base-broadener, but one whose candidacy was marred by the race-baiting “Willie Horton” ad

.. Lee Atwater, Bush’s campaign manager, vowed — and later apologized for vowing — that “by the time we’re finished, they’re going to wonder whether Willie Horton is Dukakis’s running mate.”

.. It was a testament to the party’s cynicism, naïveté or both that Atwater, in taking the helm of the Republican National Committee after Bush’s victory, was tasked with improving outreach to black and Hispanic voters.

.. The base had, in Gingrich’s formulation, become something new: not a coalition to be expanded but a force to be propitiated or crossed at Bush’s peril. It was not there to be molded by politicians like Jack Kemp. It was there to give orders to them, through mediums like Gingrich

.. When Bob Dole — who had campaigned for the 1988 nomination on, as his spokeswoman put it, the “need to broaden the base of the Republican Party” — said he had no “litmus test” for the abortion views of his running mate in 1996, he drew harsh words from James Dobson

..  It implies that the Republican Party is not a coalition of interests but the tribune of an essentially unified tribe.

.. Conservatives often point out, correctly, that today’s Democratic base is, if anything, more monolithic in its policy views than its Republican counterpart, with more uniform positions on issues like abortionimmigration and taxes.

.. Republican voters, meanwhile, passed over candidates with actual fiscal-conservative and evangelical bona fides, like Ted Cruz, in favor of one whose only sustained and consistent point of contact with past Republican practice was the winking subtext of the party’s white identity politics, delivered without the wink. One party’s base knew what it believed; the other’s knew who it was.

Who Are ‘The People’ Anyway?

Trump’s core constituency covers about 39 percent of prospective voters; and this raises certain questions about whether this percentage is coextensive with the entire “people.” Do the 4 out of 10 college students who would silence “hate speech” (that is speech from the Right) belong to “the people”? Do the 60 percent of those polled in a recent CNN survey who disapprove of Trump’s criticism of NFL players who took to their knees during the playing of the Star Spangled Banner, belong to this mystical whole known as “the people”? What about the more than 60 million individuals who gave their votes to Clinton in our most recent presidential election? Do these voters belong to “the people”? If not, why not?

.. The Revolt of the Elites by Christopher Lasch—a work that tries to dissociate “the people” from the vile, transnational “overclass” that Lasch blames for the decline of the family and a traditional sense of community. Lasch studiously ignores a major reason that the entertainers, authors, and other celebrities whom he deprecates have done so remarkably well. It’s because “the people” adore them and their cultural products and have made them what they are. Without Lasch’s “people,” the overclass that he despises would not be prospering.

.. Lasch, a defender of settled communities, typically holds up as his paradigm a mid-twentieth century working-class family, featuring very traditional gender roles. Lasch’s ideal mommy packs a lunch pail for his ideal blue-collar dad, who goes off to work in a factory.

.. By contrast, most of those who I hear celebrating Trumpian populism—like Sean Hannity and Newt Gingrich on Fox News—are not about to restore “the people” as they used to be, or at least how they were perceived to be

.. Our self-advertised populists do not therefore attempt to take us back to mid-twentieth century communities, lest they be accused of praising the bad old times. In any case, Trumpian populists have different priorities. For example, Hannity and other pundits on Fox News want to mobilize their viewers against the Democrats and in favor of Republican political candidates.

.. Reading Breitbart, one gets the impression that their staff’s understanding of populism is simply to support Trump at every turn, except when Steve Bannon decides to break ranks (such as on DACA).

.. These would-be populists were disciples of Strauss’s student, the late Harry Jaffa, or in some cases of Jaffa’s student Charles Kesler at Claremont University, and are promoting their trademark views about the United States as a propositional nation founded on natural rights theory. Jaffa combined his view of America’s founding with obligatory worship of certain democratic statesmen and heroes, including Lincoln, Churchill, and Martin Luther King Jr. For more than 50 years, “West Coast Straussians” have been feuding with more mainstream Straussians, who are centered mostly in Chicago or else on the East Coast. Not surprisingly, this second group of sectarians has come to be known as “East Coast Straussians.”

.. I would be delighted if these websites simply stated some of their signature positions, such as criticizing judicial activism, without claiming to represent an entity called “the people.”

.. All that seems left of populism, a movement that arose in late 19th century America among rural and small-town populations, are a political style and distrust of elites. Unlike those who today appropriate this identity, American populists historically desired to return all domestic politics to the states and to create public utilities.

The New Republic’s Super Buzzy, Lefty Upgrade

103-year-old magazine today is a repudiation of its stuffy, neo-liberal past.

Two months later, the “new” New Republic resurrected itself, with eminent Canadian leftist Jeet Heer in the driver’s seat and a buzzy cover story stolidly titled “Whitewash”—a sizzling takedown of the magazine’s complicated racial and social-class history under Peretz’s nearly four-decade tenure. Then the magazine went full-throttle in favor of the Sanders cult, with sometimes frankly Marxist cultural analyses, attacks on Hillary Clinton (from the left), calls for single payer, the $15 minimum wage, resistance to Trump, and opposition to military interventionism.

.. Hughes’ move was not merely a rebooting or rebranding—it was a repudiation of the magazine’s past.

.. “I bought The New Republic to take back the Democratic Party from the McGovernites,” he told the Wall Street Journal in 2012.

..  If William F. Buckley Jr. sought to reform and update the conservative movement with National Review in the 1950s, Peretz was just as redoubtable in his goal to remake Democratic liberalism in the ’70s, ’80s, and ’90s. Not until Roger Ailes joined Fox would an editor exert the kind of ideological tone-policing that Peretz proudly did at TNR.

.. University of Kansas grad Thomas Frank ruthlessly satirized The New Republic in Salon as a place where sheltered young Ivy know-it-alls would “exercise the prerogatives of their class” by sliding into “ready-made” positions of power where they would “pantomime seriousness” while “trolling” the real left.

.. Peretz and Kinsley transformed the stodgy Washington insider into a brash, impudent, ironic, and irreverent voice that no other “serious” journal dared to match in those pre-cable/pre-Twitter days.

.. Then came the attacks by conservative writer Betsy McCaughey against Hillarycare in 1993-94, followed by the controversy over Charles Murray’s 1994 bestseller, The Bell Curve.

.. “DAY OF RECKONING” cover—bordered in blood red with a cigarette-smoking “Preciousand Mary” black welfare queen—where the editors demanded that President Clinton sign Newt Gingrich’s welfare reform bill.

.. None of this would have been particularly remarkable in the pages of National Review or The American Spectator. But what made The New Republic sui generiswas that it took these positions while proudly, even aggressively, touting itself as the arbiter of acceptable liberal Democratic dialogue. TNR was a living rebuke to other opinion-meisters such as The NationMother JonesIn These Times, and NPR’s Democracy Now!, which more-or-less stayed with New Deal liberalism and 1960s-style idealism.

.. And when TNR offered full-throated support for Bush’s Iraq and Afghanistan interventions after 9/11—while capital-L liberals stood in opposition—whatever credibility the magazine had as The Voice of Liberalism finally collapsed. As far as left-wing voices were concerned, TNR’s neoliberalism and George W. Bush-style neoconservatism had now become practically one and the same.

.. one might say that there was simply no room left on the Left anymore for “even the liberal” New Republic. The death of the Peretz TNR and the rise of Bernie Sanders, Jill Stein, Black Lives Matter, the Democratic Socialists of America, Jeremy Corbyn, Chapo Trap House, The Young Turks, Mr. Robot, and Jacobinmagazine were all but simultaneous.

.. TNR alum Jonathan Chait, who has emerged as perhaps the top (white male) tone-policeman of (neo) liberals versus The Left, as he illustrated in his recent New York magazine piece, “How ‘Neoliberalism’ Became the Left’s Favorite Insult.”
