They hate the US government, and they’re multiplying: the terrifying rise of ‘sovereign citizens’

While US counter-terrorism efforts remain locked on Islamist extremism, the growing threat from homegrown, rightwing extremists is even more pressing

the “Patriot” movement, a spectrum of groups who believe the US government has become a totalitarian and repressive force.

.. Although the Trump administration is reportedly planning to restructure the Department of Homeland Security’s countering violent extremism (CVE) program to focus exclusively on radical Islam, a 2014 national survey of 175 law enforcement agencies ranked sovereign citizens, not Islamic terrorists, as the most pressing terrorist threat.

The survey ranked Islamic terrorists a close second, with the following top three threats all domestic in origin and sometimes overlapping: the militia movement, racist skinheads, and the neo-Nazi movement.

Though the federal CVE program already devotes almost the entirety of its resources to organizations combatting jihadism, the White House feels that the current name is “needlessly ‘politically correct’”, an anonymous government source told CNN.

.. “Many of [the people attracted to such movements] are guys my age, middle-aged white guys. They’re seeing profound change and seeing that they have been left behind by the economic success of others and they want to return to a never-existent idyllic age when everyone was happy and everyone was white and everyone was self-sufficient.”

.. Today’s sovereign citizen movement can be traced in part to two popular Patriot ideologies:

One of the movement’s foundational texts was The Turner Diaries, a 1978 novel by the white supremacist William Luther Pierce that describes a near future in which a small group of patriots fighting the extinction of the white race work to bring about a race war and the eventual genocide of non-white peoples.

The rise of sovereign citizens is linked to home foreclosures

not all sovereign citizens are white: Gavin Long, a black sovereign citizen, killed three law enforcement officers in Louisiana last year. An increasing number of black Americans are coming to the sovereign movement from the Moorish Science Temple, a black Muslim church that believes African Americans are the descendants of ancient Moors.

.. “There is still racism and bigotry,” she said. “Some of this is situational. If there are two members of your 12-person militia who are black, who are conservatives, military veterans, whatever – they are your brothers. You would kill for them and you would die for them. But two black guys in Ferguson, on the other side of the political spectrum – if there is a hierarchy of hatred, they are as low as you can get, lower than animals.”

.. “Their only agenda is they are anti-government.” Paudert believes that in some ways, sovereign citizens are better understood as an extreme left or anarchist movement than an extreme right movement.

.. “I call them rightwing anarchists … So perhaps it is almost a full circle, if you have that continuum.”

.. “The sovereign citizens really got big in the late 2000s because people were losing their houses to foreclosure.” Many are house-squatters

.. Financial crime is rampant among sovereign citizens, who are also well-known for harassing their enemies with fraudulent liens. “There are a lot of people scamming each other.”

.. Many come from a cluster of amorphous internet communities, MacNab noted, including far-right trolls, the hacking collective Anonymous, and Copwatch, whose supporters upload critical videos of police on YouTube.

.. Younger and older sovereigns get an overwhelming share of their news from Infowars, the media channel of the conspiracy theorist Alex Jones, and RT, the propaganda network known for pushing negative stories about the American government.

.. Among some of the anti-government groups MacNab tracks, Trump has enjoyed something of a honeymoon since the election, she said. But she believes that it won’t last: when they realize Trump is not the panacea they thought he was, they will feel used, and turn against him.

The Myth of the Kindly General Lee

The legend of the Confederate leader’s heroism and decency is based in the fiction of a person who never existed.

The strangest part about the continued personality cult of Robert E. Lee is how few of the qualities his admirers profess to see in him he actually possessed.

.. The myth of Lee goes something like this: He was a brilliant strategist and devoted Christian man who abhorred slavery and labored tirelessly after the war to bring the country back together.

There is little truth in this. Lee was a devout Christian, and historians regard him as an accomplished tactician. But despite his ability to win individual battles, his decision to fight a conventional war against the more densely populated and industrialized North is considered by many historians to have been a fatal strategic error.

 But even if one conceded Lee’s military prowess, he would still be responsible for the deaths of hundreds of thousands of Americans in defense of the South’s authority to own millions of human beings as property because they are black.
.. Then there are those whose reverence for Lee relies on replacing the actual Lee with a mythical figure who never truly existed.
..  Jack Kerwick concluded that Lee was “among the finest human beings that has ever walked the Earth.” John Daniel Davidson, in an essay for The Federalistopposed the removal of the Lee statute in part on the grounds that Lee “arguably did more than anyone to unite the country after the war and bind up its wounds.”
.. In the letter, he describes slavery as “a moral & political evil,” but goes on to explain that:

I think it however a greater evil to the white man than to the black race, & while my feelings are strongly enlisted in behalf of the latter, my sympathies are more strong for the former. The blacks are immeasurably better off here than in Africa, morally, socially & physically. The painful discipline they are undergoing, is necessary for their instruction as a race, & I hope will prepare & lead them to better things. How long their subjugation may be necessary is known & ordered by a wise Merciful Providence. Their emancipation will sooner result from the mild & melting influence of Christianity, than the storms & tempests of fiery Controversy.

.. emancipation must wait for divine intervention.  That black people might not want to be slaves does not enter into the equation; their opinion on the subject of their own bondage is not even an afterthought to Lee.

.. “Lee ruptured the Washington and Custis tradition of respecting slave families,” by hiring them off to other plantations, and that “by 1860 he had broken up every family but one on the estate, some of whom had been together since Mount Vernon days.” The separation of slave families was one of the most unfathomably devastating aspects of slavery, and Pryor wrote that Lee’s slaves regarded him as “the worst man I ever see.”

.. “in their eyes, the work of emancipation was incomplete until the families which had been dispersed by slavery were reunited.”

.. Lee’s heavy hand on the Arlington plantation, Pryor writes, nearly led to a slave revolt, in part because the enslaved had been expected to be freed upon their previous master’s death, and Lee had engaged in a dubious legal interpretation of his will in order to keep them as his property

.. When two of his slaves escaped and were recaptured, Lee either beat them himself or ordered the overseer to “lay it on well.” Wesley Norris, one of the slaves who was whipped, recalled that “not satisfied with simply lacerating our naked flesh, Gen. Lee then ordered the overseer to thoroughly wash our backs with brine, which was done.”

Every state that seceded mentioned slavery as the cause in their declarations of secession. Lee’s beloved Virginia was no different, accusing the federal government of “perverting” its powers “not only to the injury of the people of Virginia, but to the oppression of the Southern Slaveholding States.” Lee’s decision to fight for the South can only be described as a choice to fight for the continued existence of human bondage in America—even though for the Union, it was not at first a war for emancipation.

.. During his invasion of Pennsylvania, Lee’s Army of Northern Virginia enslaved free blacks and brought them back to the South as property. Pryor writes that “evidence links virtually every infantry and cavalry unit in Lee’s army” with the abduction of free black Americans, “with the activity under the supervision of senior officers.”

.. Soldiers under Lee’s command at the Battle of the Crater in 1864 massacred black Union soldiers who tried to surrender.

.. The presence of black soldiers on the field of battle shattered every myth the South’s slave empire was built on: the happy docility of slaves, their intellectual inferiority, their cowardice, their inability to compete with whites. As Pryor writes, “fighting against brave and competent African Americans challenged every underlying tenet of southern society.” The Confederate response to this challenge was to visit every possible atrocity and cruelty upon black soldiers whenever possible, from enslavement to execution.

.. Nor did Lee’s defeat lead to an embrace of racial egalitarianism. The war was not about slavery, Lee insisted later, but if it was about slavery, it was only out of Christian devotion that white southerners fought to keep blacks enslaved.

.. that unless some humane course is adopted, based on wisdom and Christian principles you do a gross wrong and injustice to the whole negro race in setting them free.

.. Lee had beaten or ordered his own slaves to be beaten for the crime of wanting to be free, he fought for the preservation of slavery, his army kidnapped free blacks at gunpoint and made them unfree—but all of this, he insisted, had occurred only because of the great Christian love the South held for blacks. Here we truly understand Frederick Douglass’s admonition that “between the Christianity of this land and the Christianity of Christ, I recognize the widest possible difference.”

..Lee told Congress that blacks lacked the intellectual capacity of whites and “could not vote intelligently,”
..To the extent that Lee believed in reconciliation, it was between white people, and only on the precondition that black people would be denied political power and therefore the ability to shape their own fate.
.. his life as president of Washington College (later Washington and Lee) is tainted as well. According to Pryor, students at Washington formed their own chapter of the KKK, and were known by the local Freedmen’s Bureau to attempt to abduct and rape black schoolgirls from the nearby black schools.
.. There were at least two attempted lynchings by Washington students during Lee’s tenure, and Pryor writes that “the number of accusations against Washington College boys indicates that he either punished the racial harassment more laxly than other misdemeanors, or turned a blind eye to it,” adding that he “did not exercise the near imperial control he had at the school, as he did for more trivial matters, such as when the boys threatened to take unofficial Christmas holidays.” In short, Lee was as indifferent to crimes of violence toward blacks carried out by his students as he was when they were carried out by his soldiers.
.. The Ku Klux Klan was founded in 1866; there is no evidence Lee ever spoke up against it.
.. The most fitting monument to Lee is the national military cemetery the federal government placed on the grounds of his former home in Arlington.
.. There are former Confederates who sought to redeem themselves—one thinks of James Longstreet, wrongly blamed by Lost Causers for Lee’s disastrous defeat at Gettysburg, who went from fighting the Union army to leading New Orleans’s integrated police force in battle against white supremacist paramilitaries.
.. But there are no statues of Longstreet in New Orleans.
.. Lee was devoted to defending the principle of white supremacy; Longstreet was not. This, perhaps, is why Lee was placed atop the largest Confederate monument at Gettysburg in 1917,  but the 6-foot-2-inch Longstreet had to wait until 1998 to receive a smaller-scale statue hidden in the woods that makes him look like a hobbit riding a donkey. It’s why Lee is remembered as a hero, and Longstreet is remembered as a disgrace.
.. The white supremacists who have protested on Lee’s behalf are not betraying his legacy. In fact, they have every reason to admire him. Lee, whose devotion to white supremacy outshone his loyalty to his country, is the embodiment of everything they stand for. Tribe and race over country is the core of white nationalism, and racists can embrace Lee in good conscience.

The question is why anyone else would.

The Rise of the Violent Left

Antifa’s activists say they’re battling burgeoning authoritarianism on the American right. Are they fueling it instead?

.. The alliance said it didn’t object to the Multnomah GOP itself, but to “fascists” who planned to infiltrate its ranks. Yet it also denounced marchers with “Trump flags” and “red maga hats” who could “normalize support for an orange man who bragged about sexually harassing women and who is waging a war of hate, racism and prejudice.”

A second group, Oregon Students Empowered, created a Facebook page called “Shut down fascism! No nazis in Portland!”

.. Next, the parade’s organizers received an anonymous email warning that if “Trump supporters” and others who promote “hateful rhetoric” marched, “we will have two hundred or more people rush into the parade … and drag and push those people out.”

..  But in the country at large, some militant leftists are offering a very different answer.

  1. On Inauguration Day, a masked activist punched the white-supremacist leader Richard Spencer.
  2. In February, protesters violently disrupted UC Berkeley’s plans to host a speech by Milo Yiannopoulos, a former Breitbart.com editor.
  3. In March, protesters pushed and shoved the controversial conservative political scientist Charles Murray when he spoke at Middlebury College, in Vermont.

.. these activists appear to be linked to a movement called “antifa,” which is short for antifascist or Anti-Fascist Action.  .. how the rest of the activist left responds will help define its moral character in the Trump age.

 .. In the late ’80s, left-wing punk fans in the United States began following suit, though they initially called their groups Anti-Racist Action, on the theory that Americans would be more familiar with fighting racism than fascism.
.. some American activists had adopted the name antifa
.. To most left-wing activists during the Clinton, Bush, and Obama years, deregulated global capitalism seemed like a greater threat than fascism.
.. Trump’s rise has also bred a new sympathy for antifa among some on the mainstream left. “Suddenly,” noted the antifa-aligned journal It’s Going Down, “anarchists and antifa, who have been demonized and sidelined by the wider Left have been hearing from liberals and Leftists, ‘you’ve been right all along.’ ” An article in The Nation argued that “to call Trumpism fascist” is to realize that it is “not well combated or contained by standard liberal appeals to reason.” The radical left, it said, offers “practical and serious responses in this political moment.”
.. Since antifa is heavily composed of anarchists, its activists place little faith in the state, which they consider complicit in fascism and racism. They prefer direct action:
  1. They pressure venues to deny white supremacists space to meet.
  2. They pressure employers to fire them and landlords to evict them.
  3. And when people they deem racists and fascists manage to assemble, antifa’s partisans try to break up their gatherings, including by force.

.. Such tactics have elicited substantial support from the mainstream left. When the masked antifa activist was filmed assaulting Spencer on Inauguration Day, another piece in The Nation described his punch as an act of “kinetic beauty.” Slate ran an approving article about a humorous piano ballad that glorified the assault. Twitter was inundated with viral versions of the video set to different songs, prompting the former Obama speechwriter Jon Favreau to tweet, “I don’t care how many different songs you set Richard Spencer being punched to, I’ll laugh at every one.”

.. The violence is not directed only at avowed racists like Spencer: In June of last year, demonstrators—at least some of whom were associated with antifa—punched and threw eggs at people exiting a Trump rally in San Jose, California. An article in It’s Going Down celebrated the “righteous beatings.”

.. Antifascists call such actions defensive. Hate speech against vulnerable minorities, they argue, leads to violence against vulnerable minorities. But Trump supporters and white nationalists see antifa’s attacks as an assault on their right to freely assemble, which they in turn seek to reassert.

.. At that rally, a 41-year-old man named Kyle Chapman, who was wearing a baseball helmet, ski goggles, shin guards, and a mask, smashed an antifa activist over the head with a wooden post.

.. A politicized fight culture is emerging, fueled by cheerleaders on both sides. As James Anderson, an editor at It’s Going Down, told Vice, “This shit is fun.”

.. The Pacific Northwest has long attracted white supremacists, who have seen it as a haven from America’s multiracial East and South.

.. Now, in the Trump era, Portland has become a bastion of antifascist militancy.

.. A local paper said the ensuing melee resembled a mosh pit.

.. Trump supporters hosted another Portland rally, this one featuring Chapman, who had gained fame with his assault on the antifascist in Berkeley. Antifa activists threw bricks until the police dispersed them with stun grenades and tear gas.

 .. What’s eroding in Portland is the quality Max Weber considered essential to a functioning state: a monopoly on legitimate violence. As members of a largely anarchist movement, antifascists don’t want the government to stop white supremacists from gathering. They want to do so themselves, rendering the government impotent
.. Demonstrators have interrupted so many city-council meetings that in February, the council met behind locked doors.
.. activists protesting police violence and the city’s investments in the Dakota Access Pipeline hounded Mayor Ted Wheeler so persistently at his home that he took refuge in a hotel. The fateful email to parade organizers warned, “The police cannot stop us from shutting down roads.”All of this fuels the fears of Trump supporters, who suspect that liberal bastions are refusing to protect their right to free speech.

.. Joey Gibson, a Trump supporter who organized the June 4 Portland rally, told me that his “biggest pet peeve is when mayors have police stand down … They don’t want conservatives to be coming together and speaking.” To provide security at the rally, Gibson brought in a far-right militia called the Oath Keepers.

In late June, James Buchal, the chair of the Multnomah County Republican Party, announced that it too would use militia members for security, because “volunteers don’t feel safe on the streets of Portland.”

 .. Antifa believes it is pursuing the opposite of authoritarianism. Many of its activists oppose the very notion of a centralized state. But in the name of protecting the vulnerable, antifascists have granted themselves the authority to decide which Americans may publicly assemble and which may not. That authority rests on no democratic foundation.
.. Antifa’s perceived legitimacy is inversely correlated with the government’s. Which is why, in the Trump era, the movement is growing like never before. As the president derides and subverts liberal-democratic norms, progressives face a choice. They can recommit to the rules of fair play, and try to limit the president’s corrosive effect, though they will often fail. Or they can, in revulsion or fear or righteous rage, try to deny racists and Trump supporters their political rights. From Middlebury to Berkeley to Portland, the latter approach is on the rise, especially among young people.
.. Revulsion, fear, and rage are understandable. But one thing is clear. The people preventing Republicans from safely assembling on the streets of Portland may consider themselves fierce opponents of the authoritarianism growing on the American right. In truth, however, they are its unlikeliest allies.
