More Chaos as Trump Suggests the North Korea Summit May Be Back On

On Friday, after a North Korean official said that Kim was ready to meet Trump “at any time,” Donald Trump, Jr., linked to an Axios story about this statement and crowed, “The Art of The Deal baby!!!”—as if Trump’s decision to cancel the summit had elicited important new concessions from the North Koreans. But that wasn’t the case.

.. Of course, Kim is willing to meet anytime. It was he who requested the summit in the first place.

To sit down one on one with an American President has for decades been a goal of North Korea’s leaders.

.. At the very least, some detailed preparatory work would make it easier to manage expectations in both Washington and Pyongyang.

.. The evidence suggests Trump acted as he did because he didn’t like the tone of North Korea’s statements, particularly those directed at John Bolton, the national-security adviser, and Mike Pence, the Vice-President, after they both suggested that Libya’s disarmament under Muammar Qaddafi would be a good model for the North Koreans to follow.

.. This language suggests the North Koreans have learned the lesson that Pence and many other people around Trump learned a long time ago: the most reliable way to get him to do something you want is to praise him expansively and publicly.

.. the idea that Trump is some sort of master negotiator, or ace business tactician, is a fallacy propagated by himself. Trump’s actual record in doing business deals is one of overpaying, struggling to make them work, and shuffling some of his companies in and out of bankruptcy.

.. The only art he has perfected is promoting himself as a great dealmaker on the basis of such a checkered past.

.. Trump has displayed virtually no regard for the consequences of his actions on American allies, including South Korea and Japan.

.. without giving any advance notice to South Korea, which had worked for months to set up the summit, was shocking even by his standards.

.. To many people who live in Korea or in nearby countries, it seemed like an American President was behaving erratically on a matter of existential importance.

.. Trump looks impetuous and unreliable.”

.. the Trump Administration is demanding that Kim’s regime agree to scrap its entire nuclear arsenal—which it spent thirty years developing—rapidly and unilaterally.

The North Koreans, in talking about “denuclearizing the Korean Peninsula,” appear to be envisaging a much more gradual process that would involve reciprocal measures on the U.S. side.

.. China, which is also a key player, has proposed an initial “freeze for freeze” deal, in which North Korea freezes its nuclear program and the United States suspends its military exercises with South Korea.

 

Trump’s Reckoning Arrives

The president’s unpredictability once worked to his advantage—but now, it is producing a mounting list of foreign-policy failures.

.. Trump’s election jolted almost every government into a frantic effort to understand what to expect. Other countries’ uncertainty enhanced Trump’s relative power—and so, perversely, did Trump’s policy ignorance and obnoxious behavior.

.. presidents are surrounded by elaborate staff systems to help them—and oblige them—to think through their words and actions.

If we impose tariffs on Chinese products, how might they retaliate? What’s our next move after that?

If we want to pressure Iran more tightly than our predecessors, what buy-in will we need from other countries? What will they want in return?

What do we want from North Korea that we can realistically get?

Team Trump does not engage in exercises like this.

.. Team Trump does not do it because the president does not do it. His idea of foreign policy is to bark orders like an emperor, without thinking very hard about how to enforce compliance or what to do if compliance is not forthcoming.

The administration canceled the Iran deal without first gaining European, Chinese, Japanese, or Indian cooperation for new sanctions.

Trump started a trade war with China without any plan for response to the inevitable Chinese counter-moves.

.. The U.S. has abjured its right to inspect Iranian nuclear facilities without any workable plan to impose global sanctions instead. India and China each trade more with Iran than with the entirety of the European Union—and neither is very vulnerable to U.S. pressure.
.. First, because he talked so much and tweeted so much, he revealed much more of himself much earlier than other presidents. His ego, his neediness, his impulsiveness, and the strange irregular cycles of his working day—those were all noted and analyzed before any formal action of his presidency.
.. for example, Australia, his offensive words had limited the ability of Australia’s democratically accountable leaders to cooperate with him.
.. Second, foreign leaders have concluded that the shortest path to Trump’s heart runs through his wallet. Oil states such as the United Arab Emirates and Saudi Arabia have rushed to be helpful to the business interests of Donald Trump and his son-in-law Jared Kushner, seeking an advantage over regional rivals like Qatar. Authoritarian leaders who could hamper Trump-licensed businesses—like Turkey’s Recep Erdogan and Rodrigo Duterte in the Philippines—have exploited their perceived leverage, acting with apparent impunity.
.. Third, Trump’s highly suspicious dealings with Russia before the election potentially put him at the mercy of countries in a position to embarrass him.
.. Only 17 percent of South Koreans trust Trump to do the right thing
.. At a time of relatively low military casualties and strong job growth, the president’s popularity at home roughly matches that of George W. Bush’s during the worst months of the Iraq war, 2005–2006, and Barack Obama’sduring the most disappointing months of the weak recovery from the recession of 2009.

Stop Giving Trump the Benefit of the Doubt

Five months later, everything liberals said about the tax bill turned out to be true. Contrary to Republican claims, wage growth has been anemic. Instead of sharing the wealth with employees, companies have spent record amounts of money buying back their own stock. The tax cuts are creating larger deficits than Republicans predicted, and those deficits are now being cited as a pretext for cutting spending on the poor.

.. has signaled that he wants the summit meeting too much,” David Sanger reported in The New York Times. The U.S. government has even issued a commemorative coin about the summit featuring Trump and “Supreme Leader” Kim Jong-un face-to-face, signaling to the world that it’s now the American president who craves legitimation from the North Korean dictator.

.. Even a casual newspaper reader — which, of course, Trump is not — knows that when North Korea talks about “denuclearization,” it doesn’t mean unilaterally giving up all its nuclear weapons. A hastily arranged meeting between two bellicose egomaniacs, premised on a basic misunderstanding, is unlikely to resolve one of the world’s most intractable geopolitical conflicts; a flimsy agreement that roughly preserves the status quo seems like a best-case scenario.

.. We all want to be open-minded, but con men should never be given the benefit of the doubt.

The other risk from Trump’s talks with North Korea

The fact is, establishing the outlines of a “grand bargain” has never been the hard part. Indeed, the George W. Bush administration negotiated a joint statement in 2005 containing some of the key elements. The hard part has always been nailing down the specifics and enforcing them. Trump and Kim would just leave that to their respective teams, a process that would inevitably involve years of motion with little movement, and ample opportunities for deadlock, breakdown and North Korean cheating.

..  Trump’s supporters, starting with Fox News, would rapturously applaud the outcome, without pausing to remember that they relentlessly attacked President Barack Obama for far more rigorous agreements. Trump’s critics would undoubtedly temper their opposition, because the alternative is catastrophic war. And while Bolton would hate this approach under a different president, he may like the politics of it for Trump for now — and figure that he can press for military action later.

But here’s the rub: There is a real risk that this kind of outcome would work much more to Pyongyang’s advantage than Washington’s.

.. Our partners would take their foot off the sanctions gas, even if our concessions were meant to come later. After a grand, but premature, Trump announcement that he has “solved” the North Korea nuclear issue, South Korea would naturally accelerate its engagement with the North, including its economic ties. China, fearing that U.S.-North Korean engagement would weaken its hand, would scramble (even more than it already has) to offer incentives to increase Beijing’s influence with Kim.

.. we might not even get the full benefits of a freeze on North Korea’s capability. We know North Korea has a history of promising big and then working in secret to advance its program.

.. And since the Trump administration has deliberately degraded our diplomatic capacity and nonproliferation expertise — and Trump won’t be paying attention to what happens after the cameras are turned off —  Pyongyang would enjoy an advantage in the period following a summit.

.. North Korea, in this scenario, would be implementing a new version of its old playbook: Make a series of promises in exchange for economic breathing room — and break them later. This could easily raise the risk of war in the medium term.

.. It’s an argument against approaching the summit with politics and pageantry in mind, rather than hardheaded practical concerns.

.. Congress should press Mike Pompeo during his confirmation hearing for secretary of state to acknowledge these risks and account for how he would intend to deal with them

.. Trump won’t be thinking about the risks, only about the political reward. It is up to the rest of us to hold him accountable to deal with the reality
