the question of what Iran is. This isn’t just about whether it’s a dictatorship. What kind of dictatorship? To get the answer right is to know what kind of pressure can change its behavior or break its back.
The conventional wisdom is that it’s a dictatorship with democratic characteristics, and that it’s riven between hard-liners who want to make it more repressive and militant and reformists who want to make it less. Western policy, according to this analysis, should do what it can to encourage and reward the latter at the expense of the former.
But the analysis fails to explain why, for instance,
- the number of executions in Iran rose under the ostensibly reformist leadership of President Hassan Rouhani.
- It doesn’t account for Foreign Minister Mohammad Javad Zarif laying a wreath in honor of Imad Mugniyeh, the Hezbollah terrorist responsible for killing hundreds of Americans. And it doesn’t explain
- Tehran’s hyperaggressive foreign policy in the wake of the 2015 nuclear deal, which was supposed to inaugurate its opening to the rest of the world.
A better way of describing Iran’s dictatorship is as a kleptotheocracy, driven by impulses that are by turns doctrinal and venal.
.. Note how quickly the provincial protesters turned their sights on the supreme leader: Maybe it’s because they know better than most how thoroughly he’s fleecing them.
.. a supposedly charitable foundation controlled by Khamenei, known as Setad, had assets worth an estimated $95 billion.
.. “Setad built its empire on the systematic seizure of thousands of properties belonging to ordinary Iranians
.. the Islamic Revolutionary Guards Corps, estimated to controlanother 15 percent of the Iranian economy.
.. But it also means that the kleptotheocracy is uniquely vulnerable to charges of hypocrisy.
.. All Islamist movements take the concept of justice (as opposed to freedom) as their organizing political concept, and all of them ignore it at their peril.
.. Ken Weinstein of the Hudson Institute has argued that the U.S. government “should release details on the billions in stolen assets” held by the I.R.G.C. and the supreme leader. That — and making sure ordinary Iranians learn about them, one scandalous disclosure at a time — is the right idea.
.. put Setad, along with its scores of front companies and subsidiaries, under U.S. sanctions for corruption. The Obama administration did such a thing in 2013, only to reverse course as part of the nuclear deal.
America Is Not Yet Lost
The U.S. may yet become another Turkey or Hungary — a state that preserves the forms of democracy but has become an authoritarian regime in practice. But it won’t happen as easily or as quickly as many of us had feared.
.. never in the course of our nation’s history have we been ruled by people less trustworthy.
.. And the growing evidence that the Trump campaign colluded with Russia doesn’t seem to have induced any prominent Republicans who weren’t already anti-Trump to take a stand. Instead, we’ve seen erstwhile critics like Lindsey Graham become obsequious toadies promoting Trump properties... we need to be realistic about the likely results of Robert Mueller’s investigation. The best bet is that no matter what Mueller finds, no matter how damning and no matter what Trump does — even if it involves blatant obstruction of justice — Republican majorities in Congress will back up their president and continue to sing his praises... as long as Republicans control Congress, constitutional checks and balances are effectively a dead letter... It’s going to be hard, because the game is definitely rigged. Remember, Trump lost the popular vote but ended up in the White House anyway, and the midterm elections will be anything but fair. Gerrymandering and the concentration of Democratic-leaning voters in urban districts have created a situation in which Democrats could win a large majority of votes yet still fail to take the House of Representatives... Our democracy needs two decent parties, and at this point the G.O.P. seems to be irretrievably corrupt.
Passing Through to Corruption
one thing that changed was the insertion of a provision that wasn’t in the Senate bill: Real estate companies were added to the list of “pass-through” businesses whose owners will get sharply lower tax rates. These pass-through provisions are arguably the worst feature of the bill. They will open the tax system to a huge amount of gaming, of exploiting legal loopholes to avoid tax.
But one thing they will also do, thanks to that last-minute addition, is give huge tax breaks to elected officials who own a lot of income-producing real estate — officials like Donald Trump and, yes, Bob Corker.
Ehud Barak: We Must Save Israel From Its Government
For all of Israel’s great achievements in its seven decades of statehood, our country now finds its very future, identity and security severely threatened by the whims and illusions of the ultranationalist government of Prime Minister Benjamin Netanyahu.
.. this government has been irrational, bordering on messianic
.. The government realizes that carrying out its one-state plan must entail steps and practices that necessarily clash with Israeli and international law — which is why it has effectively declared war on
- the Supreme Court of Israel,
- the free press and civil society, as well as
- the Israel Defense Forces’ ethical code.
This disrespect for the rule of law permeates other aspects of the government, too. It helps to shield the prime minister, his family and his aides from corruption investigations. Mr. Netanyahu’s Likud Party recently introduced legislation that would explicitly forbid the police from recommending indictments at the end of high-profile investigations.
.. there is a broad consensus among Israelis that rests on three pillars.
- First and foremost, security comes before everything; every Israeli understands this.
- Second, the unity, solidarity and integrity of the people take priority over the unity of the land — namely, the wish to possess the entirety of our historic homeland.
- Third, the principles of the 1948 Declaration of Independence, which lay out a vision for a democratic Israel based on freedom, justice and peace, are the foundation of our country’s de facto constitution.
.. The entire debate, then, is actually only over the fate of the isolated settlements, fewer than 100 small communities deep in the West Bank, containing around 100,000 settlers. Even if it is not possible to solve the Israeli-Palestinian conflict at this stage — and it probably is not — it is obvious that continued construction in those isolated settlements directly damages Israel’s vital interests... Mr. Netanyahu’s coalition claims to support the three pillars of Israeli consensus but the truth is it is determinedly undermining all three... He prefers a Greater Israel with an Arab majority, violence and division over a united, self-confident Israel with a solid Jewish majority.. He sanctifies the Land of Israel before the People of Israel. And he systematically erodes Israel’s democracy and liberal norms of governance... In the service of this agenda, Mr. Netanyahu elevated fake news, alternative facts and whataboutism into art forms in Hebrew, long before those terms gained any traction in English.
