Esper Says He Saw No Evidence Iran Targeted 4 Embassies, as Story Shifts Again

The disparity between the defense secretary and President Trump added another twist to an ever-evolving explanation for a strike on an Iranian general that led to the brink of war.

They had to kill him because he was planning an “imminent” attack. But how imminent they could not say. Where they could not say. When they could not say. And really, it was more about what he had already done. Or actually it was to stop him from hitting an American embassy. Or four embassies. Or not.

For 10 days, President Trump and his team have struggled to describe the reasoning behind the decision to launch a drone strike against Maj. Gen. Qassim Suleimani, the commander of Iran’s elite security forces, propelling the two nations to the brink of war. Officials agree they had intelligence indicating danger, but the public explanations have shifted by the day and sometimes by the hour.

On Sunday came the latest twist. Defense Secretary Mark T. Esper said he was never shown any specific piece of evidence that Iran was planning an attack on four American embassies, as Mr. Trump had claimed just two days earlier.

“I didn’t see one with regard to four embassies,” Mr. Esper said on CBS’s “Face the Nation.” But he added: “I share the president’s view that probably — my expectation was they were going to go after our embassies. The embassies are the most prominent display of American presence in a country.”

The sharp disparity between the president and his defense secretary only added to the public debate over the Jan. 3 strike that killed Iran’s most important general and whether there was sufficient justification for an operation that escalated tensions with Iran, aggravated relations with European allies and prompted Iraq to threaten to expel United States forces. General Suleimani was deemed responsible for killing hundreds of American soldiers in the Iraq war more than a decade ago, but it was not clear whether he had specific plans for a mass-casualty attack in the near future.

The Trump Administration’s Fluctuating Explanations for the Suleimani Strike

While agreeing that General Suleimani was generally a threat, Democrats in Congress, as well as some Republicans, have said the administration has not provided evidence even in classified briefings to back up the claim of an “imminent” attack, nor has it mentioned that four embassies were targeted. Even some Pentagon officials have said privately that they were unaware of any intelligence suggesting that a large-scale attack was in the offing.

But senior government officials with the best access to intelligence have insisted there was ample cause for concern even if it has not been communicated clearly to the public. Gina Haspel, the director of the C.I.A., and Gen. Mark A. Milley, the chairman of the Joint Chiefs of Staff — who were both appointed by Mr. Trump but are career officials without a political history — have said privately and forcefully that the intelligence was compelling and that they were convinced a major attack was coming.

The challenge for the Trump administration is persuading the public, which has been skeptical about intelligence used to justify military action since President George W. Bush invaded Iraq in 2003 based on what turned out to be inaccurate intelligence indicating that Saddam Hussein had weapons of mass destruction.

Mr. Trump himself has made clear in other circumstances that he does not trust the intelligence agencies that he is now citing to justify his decision to eliminate General Suleimani. Moreover, given his long history of falsehoods and distortions, Mr. Trump has his own credibility issues that further cloud the picture. All of which means the administration’s failure to provide a consistent explanation has sown doubts and exposed it to criticism.

“If indeed the strike was taken to disrupt an imminent threat to U.S. persons — and that picture seems to be getting murkier by the minute — the case should be made to Congress and to the public, consistent with national security,” said Lisa Monaco, a former senior F.B.I. official and homeland security adviser to President Barack Obama. “Failure to do so hurts our credibility and deterrence going forward.”

Intelligence officials, who spoke on the condition of anonymity to describe sensitive data collection, have said there was no single definitive piece of information about a coming attack. Instead, C.I.A. officers described a “mosaic effect,” multiple scraps of information that came together indicating that General Suleimani was organizing proxy forces around the region, including in Lebanon, Yemen and Iraq, to attack American embassies and bases.

Several officials said they did not have enough concrete information to describe such a threat as “imminent,” despite the administration’s assertion, but they did see a worrying pattern. A State Department official has privately said it was a mistake for Secretary of State Mike Pompeo to use the word “imminent” because it suggested a level of specificity that was not borne out by the intelligence.

“I have not seen the intelligence, just to be clear, but it is sometimes possible for the reporting of planned attacks to be very compelling even without specificity of time, target or method,” said John E. McLaughlin, a former acting C.I.A. director. “In a sense, that is the story of 9/11. Our reporting gave us high confidence that a big attack was coming — and we so warned — but we were unable to nail down key details.”

Mr. McLaughlin said that the administration may well have had intelligence adequate to compel action, but that it was a separate question whether killing General Suleimani was the most effective response, as opposed to hardening targets or choosing a less provocative option.

John B. Bellinger III, who was the top lawyer for the National Security Council and later the State Department under Mr. Bush, said the president would have legal authority to strike under the Constitution whether or not there was fear of an imminent attack.

But under the United Nations Charter, the United States cannot use force in another country without its consent or the authority of the Security Council except in response to an armed attack or a threat of an imminent armed attack. “So under international law, the attack on Suleimani would not have been lawful unless he presented an imminent threat,” Mr. Bellinger said.

Claims that an imminent attack could take “hundreds of American lives,” as Mr. Pompeo put it right after the drone strike, have also generated doubts because no attack in the Middle East over the past two decades, even at the height of the Iraq war, has ever resulted in so many American casualties at once in part because embassies and bases have become so fortified.

The contrast in descriptions of what the administration knew and what it did not came in quick succession on a single Fox News show last week.

On Thursday night, Mr. Pompeo, while sticking by his description of an “imminent” attack, acknowledged that the information was not concrete. “We don’t know precisely when and we don’t know precisely where, but it was real,” he told the host, Laura Ingraham.

The next day, in a separate interview, Mr. Trump told Ms. Ingraham that in fact he did know where. “I can reveal that I believe it probably would’ve been four embassies,” he said.

That left administration officials like Mr. Esper in an awkward position when they hit the talk show circuit on Sunday. While the defense secretary revealed on CBS that he had not seen intelligence indicating four embassies were targeted, he sounded more supportive of Mr. Trump’s claim on CNN’s “State of the Union.”

“What the president said in regard to the four embassies is what I believe as well,” he said, seeming to make a distinction between belief and specific intelligence. “And he said he believed that they probably, that they could have been targeting the embassies in the region.”

Appearing on “Fox News Sunday,” Robert O’Brien, the president’s national security adviser, played down Mr. Trump’s claim of specific, imminent threats to four American embassies in the region.

“Look, it’s always difficult, even with the exquisite intelligence that we have, to know exactly what the targets are,” Mr. O’Brien said. “We knew there were threats to American facilities, now whether they were bases, embassies — you know it’s always hard until the attack happens.”

“But,” he added, “we had very strong intelligence.”

Senator Mike Lee of Utah, one of the administration’s most outspoken Republican critics after the strike, said on CNN that he worried about the quality of the information that national security officials were sharing with Congress and had not “been able to yet ascertain specific details of the imminence of the attack.”

“I believe that the briefers and the president believed that they had a basis for concluding that there was an imminent attack, I don’t doubt that, but it is frustrating to be told that and not get the details behind it,” he said.

Speaker Nancy Pelosi struck a similar tone, telling ABC’s “This Week” that “I don’t think the administration has been straight with the Congress of the United States” about the reasons for killing General Suleimani.

On “Face the Nation,” Representative Adam B. Schiff, Democrat of California and chairman of the House Intelligence Committee, accused the president and his top aides of “fudging” the intelligence.

“Frankly, I think what they are doing is overstating and exaggerating what the intelligence shows,” Mr. Schiff said. Officials briefing the so-called Gang of Eight top congressional leaders never said that four embassies were targeted, he added. “In the view of the briefers, there was plotting, there was an effort to escalate being planned, but they didn’t have specificity.”

Trump, Tax Cuts and Terrorism

Why do Republicans enable right-wing extremism?

Why has the Republican Party become a systematic enabler of terrorism?

Don’t pretend to be shocked. Just look at G.O.P. responses to the massacre in El Paso. They have ranged from the ludicrous (blame video games!) to the almost honest (who would have expected Ted Cruz, of all people, to speak out against white supremacy?). But as far as I can tell, not one prominent Republican has even hinted at the obvious link between Donald Trump’s repeated incitements to violence and the upsurge in hate crimes.

So the party remains in lock step behind a man who has arguably done more to promote racial violence than any American since Nathan Bedford Forrest, who helped found the Ku Klux Klan, a terrorist organization if there ever was one — and who was recently honored by the Republican governor of Tennessee.

Anyway, the party’s complicity started long before Trump came on the scene. More than a decade ago, the Department of Homeland Security issued a report warning about a surge of right-wing extremism. The report was prescient, to say the least. But when congressional Republicans learned about it, they went on a rampage, demanding the resignation of Janet Napolitano, who headed the agency, and insisted that even using the term “right-wing extremism” was unacceptable.

This backlash was effective: Homeland Security drastically scaled back its efforts to monitor and head off what was already becoming a major threat. In effect, Republicans bullied law enforcement into creating a safe space for potential terrorists, as long as their violent impulses were motivated by the right kind of hatred.

No, not exactly. No doubt some members of Congress, and a significant number of Trump administration officials, very much including the tweeter in chief, really are white supremacists. And a much larger fraction — almost surely bigger than anyone wants to admit — are racists. (Recently released tapes of conversations between Ronald Reagan and Richard Nixon reveal that the modern G.O.P.’s patron saint was, in fact, a crude racist who called Africans “monkeys.”)

But racism isn’t what drives the Republican establishment, and my guess is that a majority of the party’s elected officials find it a little bit repugnantjust not repugnant enough to induce them to repudiate its political exploitation. And their exploitation of racism has led them inexorably to where they are today: de facto enablers of a wave of white supremacist terrorism.

The central story of U.S. politics since the 1970s is the takeover of the Republican Party by economic radicals, determined to slash taxes for the wealthy while undermining the social safety net.

With the arguable exception of George H.W. Bush, every Republican president since 1980 has pushed through tax cuts that disproportionately benefited the 1 percent while trying to defund and/or privatize key social programs like

  • Social Security,
  • Medicare,
  • Medicaid and the
  • Affordable Care Act.

 

  • believe that the rich should pay more, not less, in taxes, and
  • want spending on social programs to rise, not fall.

So how do Republicans win elections? By appealing to racial animus. This is such an obvious fact of American political life that you have to be willfully blind not to see it.

For a long time, the G.O.P. establishment was able to keep this game under control. It would campaign using implicit appeals to racial hostility (welfare queens! Willie Horton!) but turn postelection to privatization and tax cuts.

But for some reason this bait-and-switch started getting less effective in the 2000s. Maybe it was the reality of America’s growing racial diversity; maybe it was the fact that American society as a whole was becoming less racist, leaving the hard-core racists feeling isolated and frustrated. And the election of our first black president really kicked hatred into overdrive.

The result is that there are more and more angry white people out there willing to commit mayhem — and able to do so because those same Republicans have blocked any effective control over sales of assault weapons.

A different, better G.O.P. might have been willing to acknowledge the growing threat and supported a crackdown on violent right-wing extremism, comparable to the F.B.I.’s successful campaign against the modern K.K.K. in the 1960s. A lot of innocent victims would be alive today if Republicans had done so.

But they didn’t, because admitting that right-wing extremism was a threat, or even a phrase law enforcement should be allowed to use, might have threatened the party’s exploitation of racial hostility to achieve its economic goals.

In effect, then, the Republican Party decided that a few massacres were an acceptable price to pay in return for tax cuts. I wish that were hyperbole, but the continuing refusal of G.O.P. figures to criticize Trump even after El Paso shows that it’s the literal truth.

So as I said at the beginning, the G.O.P. has become a systematic enabler of terrorism. Why? Follow the money.

Do Social Conservatives Really Face an Existential Crisis?

The flawed assumption underlying both sides of the intra-conservative debate kicked off by Sohrab Ahmari

We get your holidays off. Most TV shows have a Christmas episode. I’ve heard about “the spirit of Christmas” more times than I can count. There are churches everywhere. The most-watched news network and some of the most popular websites denounce “happy holidays” while issuing fever dream warnings of Sharia law. Visit Israel or a Muslim country and you’ll see what it looks like when Christianity is culturally weak.

But that’s not the type of power culture warriors and defenders of conservative Christianity are talking about.

To get to the supposed crisis, we have to dismiss a lot of political and cultural power. Even then, examining specific instances of encroaching secular culture shows that “no longer dominant in every area, but still powerful overall” is more accurate than “under immense threat and headed for annihilation.”

The Actual Threat

There are, of course, incidents of religious Americans facing discrimination. There are also incidents of non-religious Americans facing discrimination. The question is not “do religious conservatives face any opposition?,” but whether that opposition is so powerful, and conservative Christians so weak, that the threat is existential.

Consider some of the most prominent cases:

Universities and Free Speech
David French cites a lawsuit in which he defended “a conservative Christian professor who was denied promotion because of his faith.” That’s wrong — it’s religious discrimination — and he won in court. There are many universities where no professors were denied promotion because of their religion, and others, such as Bob Jones in South Carolina, that are allowed to utilize religious criteria.

French also cites the work of the Foundation for Individual Rights in Education (FIRE), which he used to lead. I share some of their criticisms regarding campus censorship — see, for example, my article on free speech — but it hardly amounts to social conservatives’ impending annihilation.

As an example of threats to free speech on campus, FIRE maintains a database of disinvitations, in which activists tried to prevent someone they dislike from speaking. From 1998 through 2019, FIRE identifies 427 incidents. Of these, 257 cases involve protests coming from the speaker’s left (not all of which involve religion). That means an average of 11.68 cases per year over 22 years. With about 5,300 colleges and universities in the United States, about 0.2 percent see a disinvitation attempt prompted by the left in a given year.

That’s not the only illiberal activity on campus — and I think many of them deserve criticism — but an existential threat it is not.

Hobby Lobby
Obamacare required health insurance plans to cover contraception, and the owners of Hobby Lobby, a privately-held chain of stores, objected. They’re conservative Christians, and argued that being forced to pay for contraceptives violated their religious freedom.

But they weren’t forced to pay for contraceptives. They compensated their employees with health insurance, and then, if the employee chose to buy contraceptives, the insurance company paid for it. Millions of employees spend their paychecks on things their employers disapprove of, but the employers can’t stop it. There’s no reason non-cash compensation should be different.

What the owners of Hobby Lobby wanted is the type of power Ahmari craves — the ability to impose religious beliefs on others. No one forced them to use contraception. No one even forced them to buy someone else’s contraception. But the possibility that employees might choose to use their health insurance for something the employers didn’t like was too much.

In a 5–4 decision, the Supreme Court ruled in favor of Hobby Lobby. As a result, if you work for a private company, and the owners are religious, they can tell you what you can and cannot do with some of your compensation.

You may be more sympathetic to Hobby Lobby’s position than I am. Either way, no existential threat here.

Gay Wedding Cakes
The 2015, 5–4 Supreme Court decision in Obergefell v. Hodges legalized same-sex marriage in the United States. That’s probably the biggest example of social conservatives losing the power to impose their beliefs on others. However, while no church has to perform a gay wedding, and no one has to attend any wedding if they don’t want to, legalization created some situations that impose on religious Americans.

Should religious wedding vendors have to sell to gay couples? It’s a fascinating question, because two fundamental rights come into conflict: equal protection for the couple; freedom of religion for the vendor. In Masterpiece Cakeshop v. Colorado Civil Rights Commission, the Supreme Court ducked the larger question, deciding 7–2 that the Commission displayed religious animus in its treatment of Masterpiece.

For me, it comes down to what the vendor’s being asked to do. Refusing to sell a standard product — something off the shelf they’d sell to other couples — is blatant “we don’t serve your kind here” discrimination, like banning black people from the lunch counter at Woolworth’s. But if it’s a custom product — something not unreasonably called art — then the government making the vendor do it is coerced creative labor. (I tackled this in greater detail here).

Brett Kavanaugh
The 2018 fight over Brett Kavanaugh’s conformation to the Supreme Court looms large in social conservative narratives of existential threat. For Ahmari, it’s proof they “face enemies who seek our personal destruction.” Dreher says it “radicalized” him. French agrees that it shows conservative Christians under threat, but argues that Kavanaugh’s confirmation demonstrates why the principles of classical liberalism, such as due process and presumption of innocence, are the best response. (As I said, their debate’s primarily over strategy, not the threat’s existence).

Underlying all of these claims is a staggering presumption of bad faith. Ahmari, Dreher, French and many other conservatives don’t consider the possibility that at least some of the opposition to Kavanaugh might’ve been opposition to Kavanaugh himself, not to American Christians in general.

To get there, you have to assume Christine Blasey Ford was lying, deluded, and/or put up to it, that people who say they believe her allegations of sexual assault are also lying, and that the women who poured their hearts out over their own sexual assaults were crisis actors out of Alex Jones’ imagination, or at least manipulators exaggerating how they feel because of their secret anti-Christian agenda. And you also must dismiss concerns from Americans who think Kavanaugh’s previous experience as a partisan operative isn’t a good fit for the nation’s highest supposed-to-be-impartial body.

Most importantly, you have to ignore the recent Supreme Court confirmations of Neil Gorsuch (conservative and Catholic, like Kavanaugh), Samuel Alito (conservative, Catholic), and John Roberts (conservative, Catholic), none of whom faced accusations of sexual assault. You have to concoct a story where the left wasn’t angry during Gorsuch’s nomination in 2017 — even though they were openly furious that the Senate blocked Obama’s 2016 nomination of Merrick Garland — but developed such fury over the subsequent year that they decided to invent and then pretend to care about accusations of sexual assault.

A lot of people care passionately about the Supreme Court, with many on the left strongly opposed to right-wing positions on abortion, prayer in schools, and other issues involving religion. And there’s no doubt some political operatives oppose every Supreme Court nomination from the other party and will latch onto whatever they can to fight it. But this does not add up to Christians under existential threat.

The Kavanaugh case reveals the fuzziness of the distinction between cultural and political power. According to right-wing culture warriors, winning elections is not a sign of lasting power, because it’s political, not cultural. However, nearly losing — but still winning — a Supreme Court seat is a sign of cultural weakness so menacing that Christians must adapt a crisis mentality.

Chick-fil-A
Social conservatives worrying about cultural annihilation may find all the above examples unconvincing. They all involve institutional power — court rulings, Senate votes — and one of the cultural warriors’ arguments is that conservatives must do anything to hold institutional power as a bulwark against the cultural threat.

Consider, then, the case of Chick-fil-A.

In 2012, the family-owned fast food chain came under fire when the chief operating officer publicly opposed same sex marriage, and it came out that the family’s foundation donated millions to organizations fighting against legalization. In response, LGBT rights activists called for protests and a boycott..

So it went out of business, right? Or if it didn’t, it’s because a court came to the rescue?

Nope. Conservatives rallied to the restaurant’s defense. Sales rose 12% in the aftermath of the controversy, and the chain has continued expanding, growing larger than Burger King or Wendy’s. Activists fought the expansion — here’s one warning of “Chick-fil-A’s creepy infiltration of New York City” — but failed.

It’s Not a Crisis

The Chick-fil-A case encapsulates my argument. Social conservatives face motivated opponents that have some cultural power. But religious conservatives have quite a bit of cultural power too. Plus a lot of judicial and political power. Ahmari’s frame of existential danger is divorced from reality. French’s “immense threat” is overstated.

There’s no question that Christianity is weaker in the United States in the 21st century than it was in the 20th or 19th. Mainstream movies, television, and pop music often portray social conservatives negatively (if at all), and portray things social conservatives disapprove of positively. But what this all adds up to is competing in American society as a large, powerful bloc — not impending annihilation.

The slope isn’t slippery.

Conservative Christians hold the keys to statehouses, House and Senate seats, electoral votes. There’s a friendly majority on the Supreme Court, and friendly judges throughout the system. Christianity has an enduring cultural power, because it’s deeply embedded in American life, and because millions of Americans practice various versions of it every day.

The narrative that religious conservatives face cultural apocalypse is one of the most toxic in American politics. It is one of the biggest causes — not the only cause, but a big one — of zero-sum, no-compromise, fight-over-everything hyper-partisanship. Because after all, if you’re facing extermination, you have no choice.

This logic bears enough resemblance to racist theories of “white genocide” that it should give social conservatives pause.

But it’s also good for political mobilization and media consumption. And a lot of people seem to like thinking of themselves as victims. So I wouldn’t expect it to stop.
