How to Talk So Trump Will Listen: A GOP Guide for Pelosi

A few Republicans have managed—really—to work successfully with the president. Here’s what the new speaker could learn from them.

But there’s no formula for successfully negotiating with this mercurial, ad hoc chief executive. Pelosi’s first attempt to do so, an agreement in September 2017 to protect the Dreamers from deportation in exchange for border security funding, fell apart not long after it was announced.

Still, there’s no reason to think Pelosi, or anyone in the nation’s capital, can’t find a way to a win with Trump. Here’s what we’ve learned about the art of making a deal with Trump from the few successful people in Washington who have figured out how to get what they want out of the president.

Convince Him He’ll Be Loved

Trump may want nothing more than to be well-liked and appreciated. The bipartisan criminal justice reform bill seems to have been sold to him as an opportunity to do just that. Versions of the First Step Act, a major reform that liberalizes federal prison and sentencing laws, had floundered in Congress for years. The policy already had support from across the political spectrum—but it needed a Republican president who could provide political cover to bring enough members of the GOP on board.

Trump wasn’t an obvious champion for sentencing reform. He ran a campaign promising “law and order” and selected the tough-on-crime Jeff Sessions as attorney general. Sessions’ Justice Department had issued reports critical of the bill. The president has suggested that convicted drug dealers deserved the death penalty. To get his support, the criminal-justice reformers would need to conduct a conversion.

The evangelist was White House adviser Jared Kushner, who, all accounts say, worked hard to persuade his father-in-law. Kushner met with everyone from members of the Congressional Black Caucus to Koch-funded interest groups to the news media to bolster an already large coalition. It helped that Kushner was able to deliver plenty of groups and individuals on the right.

“I think the broad popularity of the policy was the gateway,” says one of the bill’s advocates, who watched the process at the White House up close. “The president was also given a booklet of dozens of conservative organizations and individuals making supportive statements on the bill to show grassroots political support. And then it took some convincing that law enforcement was on board.”

The last piece proved crucial, because there’s perhaps no interest group Trump cherishes more than law enforcement. The marquee names—the

  • Fraternal Order of Police, the
  • International Association of Chiefs of Police, the
  • National District Attorneys Association—

were enough to get the president on board. With seemingly few people opposed (Tom Cotton, otherwise a devoted Trump ally, the most prominent) and even staunch critics in the media like Van Jones making the trek to kiss Trump’s ring at the White House, Kushner and his partners succeeded in selling Trump on the most important provision of the First Step Act: Mr. President, you will be loved for signing it.

It won’t be easy for Pelosi, but the Democratic speaker may be able to use similar tactics to goad Trump into supporting some bipartisan health-care initiatives. The administration has already begun proposing some form of federal intervention to lower prescription drug prices, while Democrats have long argued that Medicare should negotiate with Big Pharma on bringing down drug costs. Some kind of compromise bill could get the support of both Capitol Hill and the White House. Your older, Medicare-using base will love you for it, Pelosi might tell the president. That would get his attention.

Remind Him of His Campaign Promises

Earlier this month, Trump and Kentucky Senator Rand Paul were having one of their frequent conversations about the American military presence in both Syria and Afghanistan. Paul, a persistent, longtime critic of the continued deployment of troops in the Middle East, has found the strongest ally of his political career on the issue with Trump.

After their discussion, Paul sent the president some news articles supporting his view that the time was right to withdraw from Syria, says top Paul aide Doug Stafford, who says Trump sent back a note alerting him that he would “see some movement on this soon.” On December 19, Trump announced the forthcoming withdrawal of the roughly 2,000 U.S. troops fighting ISIS in Syria. The move was resisted by just about everyone around Trump, inside and outside the administration, including John Bolton, Jim Mattis and Lindsey Graham. All, except Paul.

I think people mistake it like Rand is trying to get him to do what Rand wants. But this is what Donald Trump ran on,” says Stafford. “Rand sees his role more as keeping the president where he wants to be and where he said he would be against some people who are inside of the White House and other senators who are trying to push him off of his beliefs and his position.”

Paul’s strategy was partially to ingratiate himself with the man he once, in the primary season, called an “orange-faced windbag.” Trump and Paul have played golf together, a favorite pastime for the president and a way other former antagonists have overcome bad blood.

.. in recent months, Paul has ramped up his public praise for Trump and joined the chorus of Republican criticism for the president’s treatment in the press. Trump has returned the favor with praiseworthy tweets. Paul had raised concerns about two of Trump’s high profile nominations in 2018, for their defenses of the government’s data surveillance apparatus. But he dropped his public skepticism of Brett Kavanaugh and, earlier in the year, did an about-face on his opposition to Mike Pompeo.

Stafford gives credit for Paul’s success to the senator’s constant prodding of the president to be true to himself and his base. “It’s not just Rand’s voice. People who voted for Donald Trump don’t want to still be there either,” Stafford says. “He ran on it, he was loud and clear on it, and he believes it.”

Like opposition to military interventionism in the Middle East, an increase in infrastructure spending is one of the few major Trump campaign pledges that aligns him more with Democrats than his fellow Republicans. Trump’s failure to embrace a major infrastructure bill in favor of the divisive travel ban at the outset of his presidency may have doomed his ability to work across the aisle on the issue. Yet Pelosi could get more than enough of her caucus to embrace some form of new infrastructure spending by reminding the president of his 2016 promise to invest more federal dollars in roads and bridges. If she persists in nudging Trump to fulfill his pledge, Pelosi could deliver a longtime Democratic wish list item.

Stay Outside the Room Where It Happens

Before he was the White House national security adviser being overruled by the president on Syria, John Bolton was arguably more influential with Trump as a private citizen—albeit one with the right platforms to reach him. A fixture on Fox News for the first year of the Trump presidency, Bolton used his cable perch and the host of outlets that would publish him to make an argument directly to Trump: Get out of the Iran nuclear deal.

Trump, who had run hard against what was officially called the Joint Comprehensive Plan of Action, had been persuaded to recertify the deal in early 2017 until the new administration could get off the ground. His national security team, particularly Mattis and Rex Tillerson, were insisting Trump recertify at the next deadline, in July. Trump was resistant but acquiesced to the pleas of his team to allow them to finish crafting a new interagency strategy on Iran. On July 13, my colleague Stephen F. Hayes and I reported in The Weekly Standard that Trump would recertify the deal a second time.

But four days later, on the day of the deadline, an article by Bolton in the Hill made its way to Trump via Iran-deal opponent and White House aide Steve Bannon. The headline read: “Trump Must Withdraw from the Iran Nuclear Deal—Now.” In his op-ed, Bolton argued that Trump “should stop reviewing and start deciding” how to exit the deal. For several hours that day, according to reporting by Hayes and me, Trump reversed his decision to recertify the deal. The White House team scrambled to roll out a brand-new policy. In one meeting that day with his national security team, Trump called up Senator Tom Cotton and placed him on speakerphone as Cotton made the case against recertification.

In a final meeting in the late afternoon, Tillerson and national security adviser H.R. McMaster prevailed on Trump to follow through on the plan to recertify, at least once more. Trump eventually assented, but not before vowing it would be the last time he would do so. It was: Trump did not recertify in October 2017 and, in May 2018, pulled the United States out of the agreement. Bolton and Cotton, working from the outside, won.

This may be the most difficult tactic for Pelosi, who so far has been unable to demonstrate she has Trump’s trust or respect—something the outside voices have always been able to draw on. She’s not

  • one of Trump’s old business friends in New York,
  • a consistent defender in the conservative media,
  • or a former campaign or White House aide.

The best way for Pelosi to persuade Trump from the outside is to do perhaps the unthinkable for a liberal Democrat from San Francisco: Go on Fox News. A lot. Pelosi or her deputies won’t be the obvious choices for the booking producers at Fox & Friends and Hannity, but House Democrats would be wise to take every opportunity to speak directly to Trump on his favorite cable network. A few solid appearances on Fox News Sunday, for instance, would help Pelosi immensely.

Pelosi herself already seems to recognize the necessity of making a public case, most obviously on television, for compromise with Trump. “You know how I talk to him?” she told Draper. “I just say it in public. That’s what he hears: what people say in public.” A Democrat in Trump’s Washington could do worse.

Why Is Trump Tacitly Supporting Corruption in Guatemala?

The administration’s silence empowers President Jimmy Morales to continue ruling with impunity.

When President Jimmy Morales of Guatemala announced last monththat he would not reauthorize a joint United Nations-Guatemala anticorruption commission to remain in the country, he set in motion what some are calling a slow-motion coup.

The International Commission Against Impunity in Guatemala, known as Cicig, has been operating there since 2007. In the mid-2000s, Guatemala was on the verge of becoming a narco state — and Cicig’s international prosecutors and investigators, and their Guatemalan counterparts, were tasked with fighting organized crime and ending the institutional impunity that gave free rein to powerful criminals and corrupt officials.

Cicig has become especially effective since Ivan Velazquez, a renowned Colombian prosecutor, was appointed commissioner in 2013. In the last five years, more than 60 criminal groups, many deeply embedded in the government, have been exposed, and some 680 people have been jailed for corruption and related crimes.

In 2015, President Otto Perez Molina was imprisoned, along with his vice president, for presiding over a corruption network. Nearly 70 percent of Guatemalans view Cicig favorably.

President Morales, a former television comedian, is widely regarded as corrupt. His government is backed by a so-called juntita of retrograde military officers and a bloc in the Guatemalan Congress derisively known as “el pacto de corruptos” for its efforts to pass legislation granting members impunity from prosecution for corruption and other crimes.

Cicig has been investigating Mr. Morales for accepting undeclared campaign contributions, and the commission recently asked Congress to lift his immunity from prosecution. In response, Mr. Morales not only refused to extend Cicig’s right to operate in the country, but he sent armed military vehicles to the United States Embassy to intimidate the American ambassador, who publicly supports Cicig.

Last week, Mr. Morales went on to bar Mr. Velazquez, who was in Washington for meetings, from re-entering the country. On Sunday, Guatemala’s Constitutional Court ruled that Mr. Morales had to readmit Mr. Velazquez. The Morales government responded by demanding that the United Nations nominate a new commissioner.

The United States supplies 40 percent of Cicig’s funding, and historically Cicig has received firm support from American presidents, both Republican and Democratic. But as tensions have risen between Mr. Morales and the commission, the Trump administration has been too quiet.

The administration’s tough-talking foreign policy chiefs — including President Trump’s national security adviser, John Bolton — are not standing up to a leader who faces credible accusations of corruption and is aggressively defying a United States ambassador.

The administration’s silence helps pave the way for a possible coup, and chaos and violence that would most likely result. One firm step by the Trump administration could be enough to stop Mr. Morales’s dangerous gambit. Mr. Trump or his lieutenants could

  • join the United States Congress in threatening to cut off economic assistance to Guatemala. They could
  • slash military aid. They could
  • reiterate their support for Cicig’s anticorruption work, including its investigation of Mr. Morales.

Some commentators say that the Trump administration wants to reward Mr. Morales for moving the Guatemalan Embassy in Israel to Jerusalem. Others speculate that Mr. Trump’s advisers fear provoking Mr. Morales into swapping American patronage for that of China.

But it’s important to remember why Cicig was founded. In the post-civil war period, elite Guatemalan military officers, politicians and other powerful groups and individuals, recognizing that the era of Cold War American largess and unconditional support was over, found a new master: organized crime.

And the country remains a key transit point in the drug corridor between Colombia and Mexico. As recently as 2014, the State Department estimated that as much as 80 percent of the cocaine that eventually reached the United States passed through Guatemala.

An international solution is needed to fight transnational crime. This insight led to the establishment of Cicig.

The American ambassador to the United Nations, Nikki Haley, wrote in a Sept. 10 article for CNN: “Corruption spurs revolutions, enables extremist groups and fuels civil wars. Combating corruption is not just about good governance, it’s about maintaining peace and security.”

Those are important words. But when it comes to Guatemala, the Trump administration appears to have a different standard. Instead, in his silence, Mr. Trump is embracing corruption and organized crime.

Saudi crown prince exchanged messages with aide alleged to have overseen Khashoggi killing

In the hours before and after journalist Jamal Khashoggi was killed inside the Saudi Consulate in Istanbul, Saudi Crown Prince Mohammed bin Salman and a senior aide who allegedly oversaw the assassination exchanged multiple messages, according to people familiar with the matter.

.. The CIA included the existence of the messages in its classified assessment that Mohammed is likely to have ordered Khashoggi’s death, a view that agency officials have shared with members of Congress and the White House.

.. Mohammed exchanged the messages on Oct. 2 with Saud al-Qahtani, one of his closest aides and a fierce public supporter who has kept a blacklist of those he deems disloyal to the kingdom.

.. Citing portions of the CIA’s written assessment, the Wall Street Journal first reported on Saturday that Mohammed had sent at least 11 messages to Qahtani before and after the killing.

.. The CIA has rated its assessment that Mohammed was involved in the killing at “medium-to-high confidence,” and privately, officials have said it is inconceivable that the prince, who exercises total authority over the government, could not have known about such an audacious operation. The Post had previously described officials as saying that the CIA had high confidence in its assessment.

.. “The accepted position is that there is no way this happened without him being aware or involved,” said a U.S. official familiar with the CIA’s conclusions. The CIA has declined to comment, and people familiar with the intelligence said the agency has not found any single piece of evidence that irrefutably links Mohammed directly to the killing.
.. “I have read every piece of intelligence that is in the possession of the United States government,” Secretary of State Mike Pompeo said in an interview with CNN on Saturday, “and when it is done, when you complete that analysis, there’s no direct evidence linking him to the murder of Jamal Khashoggi.”
.. “They are a relationship that has mattered for 70 years across Republican and Democrat administrations alike,” said Pompeo, who previously served as the CIA director. “It remains an important relationship, and we’re aiming to keep that relationship with the Kingdom of Saudi Arabia.”
.. Secretary of Defense Jim Mattis said the question of holding the killers responsible and the strategic importance of the U.S.-Saudi relationship were separate issues. 

“Accountability for the murder of Khashoggi stands alone. It is distinct from any other factor going on,” Mattis said in remarks at the Reagan National Defense Forum in California.

.. Qahtani has emerged as a key player in the killing and a compelling link to the prince. He shows up in another portion of the CIA’s assessment: An alleged member of the Saudi hit team that U.S. and Turkish officials said Qahtani oversaw, Maher Mutreb, called Qahtani from inside the consulate to inform him Khashoggi was dead, The Post has previously reported. Mutreb, a security official who was often at the crown prince’s side, is seen on security camera footage entering and leaving the consulate on the day Khashoggi was killed.

.. The U.S. intelligence community also has intercepts of communications before Khashoggi was killed that show Mohammed had ordered an operation to lure him back to Saudi Arabia. Friends of Khashoggi’s have said that Qahtani called the journalist and raised the potential of his working for the crown prince if he would end his self-imposed exile in Virginia and return to his native country.

.. Communications that the United States intercepted in July show that Mohammed had asked senior Saudi intelligence officials about the status of a plan to lure Khashoggi back to Saudi Arabia, according to one intelligence official.

.. President Trump, who also has been briefed on the CIA’s findings, has been equivocal in assigning blame to the crown prince, who works closely with the president’s son-in-law and senior adviser Jared Kushner on Middle East issues.

“Maybe he did or maybe he didn’t!” Trump said in a statement last month, adding that the true culprits might never be known. The president has said that the strategic relationship with Saudi Arabia and the benefit to the U.S. economy from Saudi arms purchases are too important to rupture over the killing of Khashoggi, which he has condemned.

.. But the latest revelation of intelligence connecting Mohammed and his aide Qahtani to the killing may increase pressure on the administration to take more punitive steps.

.. Last week, in a rebuke of Saudi Arabia and the administration’s handling of the Khashoggi case, a majority of the Senate voted to advance a measure to end U.S. military support to Saudi Arabia for its war in Yemen against Iranian-backed militants.

The Saudi Sycophants in the Trump Administration

Between Pompeo’s embarrassing sycophancy and Trump’s disgraceful attempts to cover for the Saudis, the Trump administration has lived down to my extremely low expectations for how they would respond to the murder of Jamal Khashoggi. It comes as no surprise that they are making excuses for Mohammed bin Salman and his government, since this has been an important part of the “Saudi first” foreign policy that the administration has been conducting for the last twenty months. If Pompeo was willing to lie to Congress for the Saudis and their allies last month in his bogus Yemen certification, we should expect him to endorse Saudi attempts to whitewash their role in the murder of a prominent critic. Pompeo may not realize how much damage he is doing to his reputation and his relationship with members of Congress, especially those on the Foreign Relations Committee, but the damage is significant and lasting.

Pompeo’s behavior during his visit to Riyadh was extremely inappropriate under the circumstances, and many observers remarked on how wrong it was.

.. The president has a knack for offering the most preposterous defenses for the most obviously guilty people. The Saudi government is being blamed for Khashoggi’s death because there is no one else that could be responsible. When a government critic is detained and killed by agents of that government in their own consulate, that government is undeniably guilty of murdering him. Trump keeps mentioning the official denials from the crown prince and others as if those matter, but we are far past the point of pretending that we don’t know what happened. The president wants to obfuscate and distract for as long as possible in the hopes that all of this will soon be forgotten, and so he keeps trying to buy time by stalling and refusing to take any action that might put pressure on Riyadh to admit the truth. It doesn’t fool anyone, and it isn’t helping the Saudis very much, because it just convinces members of Congress that they will have to do what the president won’t.

The good news is that Trump is making the relationship with the Saudis more politically toxic by embracing it, and the Saudis are bringing discredit on the Trump administration for its uncritical, reflexive support for them. The more that Trump and his officials lie and cover up for a reckless client, the worse it is for both the administration and the Saudis.
