Where American Politics Can Still Work: From the Bottom Up

I was invited in April to give a paid book talk here in Lancaster, and I was so blown away by the societal innovation the town’s leaders had employed to rebuild their once-struggling city and county that I decided to return with my reporter’s notebook and interview them.

.. Greater Lancaster is a microcosm of America. The city has a population of 60,000, about 40 percent of whom are white, 40 percent Latino — mostly Puerto Ricans whose parents came decades ago to process chickens.

.. Unwilling to let their hometown die a slow death, and fed up with weak municipal politicians, Mann and other civic leaders “got together in my living room” to become catalysts for change. “Our first insight was that leadership matters” — and if it wasn’t going to come from the politicians, then it would come from them — and it would be devoid of party politics.

.. “We found that people who were responsible for key parts of the city, business and government had never met each other,” said Mann. “They were all in their own silos, and we — Hourglass — were neutral, so we could get them together.”

.. When a leader from York told him: “Ray, you know, we take care of our own. We’re doing things our way,” D’Agostino responded, “Maybe that’s part of the problem.”

.. locate the stadium in the city’s northwest corridor in 2005. Recalled Mann: “I went to opening night and sat next to people from suburbia and they said, ‘Wow, I can’t believe I’m in Lancaster.’”

.. Hourglass, and other groups provided the funds so public officials and the private sector could learn from the best experts in the world on how to lift their city and businesses. These included bringing in the mayor of Charleston, S.C., Joseph Riley, to explain how to build a thriving downtown; Edward Deming to teach quality improvement strategies; and an urban development expert from Brookings, Christopher Leinberger, to help create a long-term growth vision for the city and county. They’ve even looked to Denmark for insights.

..  found the hunger for best practices profound. “There is an awareness that all good ideas don’t start here,”

.. Gray, with the help of Leinberger, started by drawing up a long-term revitalization plan, which he carried around on a small note card every day to make sure every decision aligned with it.

..Gray told me he once remarked to F&M’s president, “You want to make Lancaster a place where students want to come and I want to make it a place where graduates want to stay.”

.. he forged a quiet partnership with Lloyd Smucker, a Republican who was then a state senator, to establish a community reinvestment zone that created the income stream to pay off the bonds needed to fund the convention center. “That was because Smucker and I could work together,” said Gray. “You get an awful lot done if you don’t worry who gets credit.”

.. Part of Gray’s strategic plan was also to bring public art into the city. “Art makes people feel better about themselves and their communities,” he told me, “so we made a huge push for public art

.. The unemployment rate in Lancaster County is 3.3 percent while in the city it’s over 10 percent. And while some 30 percent of the city lives below the poverty line, it reaches 50 percent in some of the poorest neighborhoods.

 

 

Trump’s Dream Come True: Trashing Obama and Iran in One Move

Trump, by taking a hard line on Iran, drew some needed attention to Iran’s bad behavior and created an opportunity to improve the nuclear deal. But to do so would have required Trump to admit that there was merit in the deal Obama had forged and to be content with limited, but valuable, fixes that our European allies likely would have embraced.

.. Instead, Trump pushed for the max, torched the whole bridge, separating us from Germany, France and Britain, undermining the forces of moderation in Iran.

.. Color me dubious that a president who has not been able to manage his confrontation with a stripper, or prevent leaks in his White House, can manage a multifront strategy for confronting Iran and North Korea and trade wars with China, Europe and Mexico.

.. Obama’s view of the Middle East was that it was an outlier region, where a toxic brew of religious extremism, tribalism, oil, corruption, climate change and mis-governance made positive change from outside impossible; it had to come from within. By the end of his eight years, Obama was skeptical of all the leaders in the Middle East — Iranian, Arab and Israeli — and of their intentions.

.. It made Obama a policy minimalist on the Middle East: keep it simple and focus on the biggest threat.

.. By lifting sanctions on Iran as part of the deal, Obama hoped Iran would become integrated into the world and moderate the regime.

.. By contrast, Trump’s team is made up of maximalists. They want to limit Iran’s ballistic missile program, reverse its imperialistic reach into the Sunni Arab world, require Iran to accept terms that would ensure it could never ever enrich enough uranium for a nuclear bomb, and, if possible, induce regime change in Tehran.

.. in almost every country the alternative to autocracy turned out not to be democracy, but disorder or military dictatorship. If Iran, a country of 80 million people, was to go the way of Syria, it would destabilize the entire Middle East, and refugees would pour into Europe.

.. Iran has projected its power deep into the Arab world. But that was not because of money it got from the nuclear deal and sanctions relief, as argued by Trump & friends. It was because of the weakness of the Sunni Arab states and their internecine fighting, which created power vacuums that Iran has filled

.. Israel gets censured for implanting settlements deep into the West Bank. Saudi Arabia and the United Arab Emirates get censured for contributing to the humanitarian crisis in Yemen. But the Iranians have gotten away with murder, mass murder, at home and abroad — with virtually no censure.

.. In Syria, Iran’s special forces and its mercenary recruits — Hezbollah militiamen from Lebanon and Shiite hired guns from Central Asia — have helped President Bashar al-Assad perpetrate a ruthless genocide against Syrian Sunnis, including the use of poison gas, in order to maintain a pro-Shiite, pro-Iranian dictatorship in Damascus.

.. “The aim … is changing the demography” of Syria by settling Iranian-backed Shiite militiamen “from Afghanistan, Lebanon and other countries in the region … to fill the demographic vacuum” left by the hundreds of thousands of Syrians who have fled their civil war.

.. Rather than scrapping the deal, he should have told the Europeans that all he wanted to stay in the deal were three fixes:

1. Extend the ban on Iran’s enriching of uranium to weapons grade from the original 15 years Obama negotiated to 25 years.

2. Europe and the U.S. agree to impose sanctions if Iran ever attempts to build a missile with a range that could hit Europe or America.

3. The U.S. and Europe use diplomacy to spotlight and censure Iran’s “occupations” of Syria, Iraq and Lebanon.

How Mark Zuckerberg Can Save Facebook — and Us

“The first inning’s prevailing ethos was that any technology that makes the world more open by connecting us or makes us more equal by empowering us individually must, in and of itself, be a force for good,” Seidman began. “But, in inning two, we are coming to grips with the reality that the power to make the world more open and equal is not in the technologies themselves. It all depends on how the tools are designed and how we choose to use them. The same amazing tech that enables people to forge deeper relationships, foster closer communities and give everyone a voice can also breed isolation, embolden racists, and empower digital bullies and nefarious actors.”

.. “The world is fused. So there no place anymore to stand to the side and claim neutrality — to say, ‘I am just a businessperson’ or ‘I am just running a platform.’ ”
.. In the fused world, Seidman said, “the business of business is no longer just business. The business of business is now society. And, therefore, how you take or don’t take responsibility for what your technology enables or for what happens on your platforms is inescapable.
.. “Software solutions can increase our confidence that we can stay a step ahead of the bad guys. But, fundamentally, it will take more ‘moralware’ to regain our trust. Only one kind of leadership can respond to this kind of problem — moral leadership.”
.. What does moral leadership look like here?

“Moral leadership means truly putting people first and making whatever sacrifices that entails,”

.. “That means not always competing on shallow things and quantity — on how much time people spend on your platform — but on quality and depth. It means seeing and treating people not just as ‘users’ or ‘clicks,’ but as ‘citizens,’ who are worthy of being accurately informed to make their best choices. It means not just trying to shift people from one click to another, from one video to another, but instead trying to elevate them in ways that deepen our connections and enrich our conversations.”

.. It means, Seidman continued, being “fully transparent about how you operate, and make decisions that affect them — all the ways in which you’re monetizing their data. It means having the courage to publish explicit standards of quality and expectations of conduct, and fighting to maintain them however inconvenient. It means having the humility to ask for help even from your critics. It means promoting civility and decency, making the opposite unwelcome.

.. At the height of the Cold War, when the world was threatened by spreading Communism and rising walls, President John F. Kennedy vowed to “pay any price and bear any burden” to ensure the success of liberty.

Some Things Are True Even if Trump Believes Them

One of the hardest things to accept for all of us who want Donald Trump to be a one-term president is the fact that some things are true even if Donald Trump believes them! And one of those things is that we have a real trade problem with China. Imports of Chinese goods alone equal two-thirds of the global U.S. trade deficit today.

.. he’s so weirdly obsessed with protecting “manly” industries like coal, steel and aluminum that affect our allies more than China — and he’s built such a chaotic policymaking process and unilaterally surrendered so much leverage to Beijing — that he can’t be relied upon to navigate the China trade issue in our national interest.

.. David Autor, the M.I.T. economist who’s done some of the most compelling research on the impacts of China trade

.. the “shock” that China delivered to U.S. lower-tech manufacturers in the years right after Beijing joined the World Trade Organization in 2001

.. roughly 40 percent of the decline in U.S. manufacturing between 2000 and 2007 was due to a surge in imports from China primarily after it joined the W.T.O.

.. it led to the sudden loss of about one million factory jobs in Ohio, Michigan, Wisconsin and Pennsylvania. Trump won all of those states.

.. This “China shock,” said Autor, led not only to mass unemployment but also to social disintegration, less marriage, more opioid abuse and more people dropping out of the labor market and requiring government aid.

.. “International trade creates diffuse benefits and concentrated costs,”

..  has created identifiable losers in trade-impacted industries

.. We assumed that China would “reform and open” after it joined the W.T.O.,

.. Instead, China “reformed and closed.” So China kept a 25 percent tariff on new cars imported from the U.S. (our tariff is 2.5 percent)

.. China grew its companies behind a wall of protection, fed them with state funds and, when they were competitive enough, unleashed them on the world

..  “Chinese and foreign makers are about to start sending huge numbers of fully built cars to the U.S. We are about to see a big increase in the U.S. trade deficit in automotive in the next several years.”

.. U.S. tech firms, like Apple, that want to offer cloud services to Chinese citizens have to store the data in China on servers operated by a Chinese partner. The U.S. has no such regulation.

.. “if they don’t accept demands to partner with Chinese companies and store data in China, then they risk losing access to the lucrative Chinese market, despite fears about trade secret theft and the rights of Chinese customers.”

.. “no US auto company is allowed to own even 50% of their own factory in China, but there are five 100% China-owned EV auto companies in the US.”

.. American electric vehicle (E.V.) companies operating in China are forced to have a Chinese partner and transfer technology to them.

.. they are also playing by a set of rules that others would be naïve to ignore.

.. So what would a smart American president do? First, he’d sign the Trans-Pacific Partnership trade accord. TPP eliminated as many as 18,000 tariffs on U.S. exports

.. focused on protecting what we do best — high-value-added manufacturing and intellectual property.

.. China was not in TPP. It was a coalition built, in part, to pressure Beijing into fairer market access, by our rules. Trump just gave it up for free.

.. “Since you like your trade rules so much, we’re going to copy them for your companies operating in America: 25 percent tariffs on your cars, and your tech companies that open here have to joint venture and share intellectual property with a U.S. partner — and store all their data on U.S. servers.”

.. Having a really tough trade negotiation with China on manufacturing and high technology, but doing it in secret, makes sense to me.

Starting a public trade war with our allies over aluminum and steel that raises the costs for our manufacturers, that doesn’t protect our growth industries and that loses allies that we need to deal with China makes absolutely no sense.

.. We needed to be, and still need to be, much more serious, and generous, about creating “wage insurance” and community reinvestment policies for people and places whose employers are suddenly wiped out by a trade shock.

.. tax incentives, Pell grants, community colleges — to create the conditions for every American to be constantly upgrading skills

.. Too much of the economic discussion of late “has been focused on the 1 percent versus the 99 percent,” observed Autor. “It’s become a kind of ‘inequality porn’

.. You lose sight of the fact that there is a dramatic rise in the economic return to tangibly acquiring skills — skills that are available and should be within everyone’s reach.”

.. The lack of real meritocracy in our country today, he added, “is not about the returns to realized skills. It is about the inequality in the ability to acquire those skills.

.. If you get educated in America today, and have a good work ethic, you are going to be rewarded.’

.. What does education do? It gives you a skill set and enables you to adapt to change better.

And cities and towns anchored by universities tend to reinvent themselves more easily; they’re engines of adaptation.
