Mike Flynn’s Promotion of Nuclear-Plant Project Went Deep Into the White House

Project backers drafted memos for President Trump and Flynn allies continued to push the plan after the Trump security adviser was ousted

Private-sector backers of a controversial Middle East nuclear-power plan worked with former national security adviser Mike Flynn to promote it inside the White House, to the point of sending him a draft memo for the president to sign authorizing the project.

At issue was a proposal to build dozens of nuclear reactors, billed by its backers as a “Marshall Plan for the Middle East.” Before joining the White House, Mr. Flynn, a retired lieutenant general, had advised some of the U.S. companies involved in the plan in his capacity as a consultant.

.. The plan was projected to generate $250 billion in revenue for U.S. companies
.. Evidence now is surfacing about how far it progressed inside the administration, and how Mr. Flynn’s former staffer continued to promote it after Mr. Flynn left office in February.
.. Since his resignation, his former private-sector colleagues have continued to lobby various federal agencies about the plan and recently met with Jared Kushner, the president’s son-in-law and a senior White House adviser.

.. In early January, Mr. Flynn talked favorably about the proposed deal with Mr. Trump’s friend, real-estate magnate Thomas Barrack Jr.
.. Mr. Flynn arrived at his National Security Council job with a group of people who felt the Obama administration had been too soft on Iran. They believed the nuclear-power plan, which envisioned building and operating dozens of nuclear plants in Saudi Arabia and across the Middle East, would strengthen Iran’s rivals.

.. One of the people Mr. Flynn brought with him, former Army Col. Derek Harvey, said at a meeting during the first week of the new administration that Mr. Flynn had told him to develop a regional economic and energy plan for the Middle East. When staffers pointed out there was an NSC office that handled economic and energy issues, Mr. Harvey said Mr. Flynn had directed him to take the lead on the issue.
.. After Mr. Flynn was ousted, Mr. Harvey pushed NSC colleagues to continue working on the nuclear plan. The private-sector group still promotes the deal and holds weekly meetings.

The Peril of Trump’s Populist Foreign Policy

His style of deal-making prizes uncertainty and brinkmanship, without a plan for what comes next.

Mr. Trump’s foreign policy reflects his instinct for political realignment at home, based on celebrity populism.

Populist movements feed off grievances and impatience with traditional politics. Frustrations—whether generated by economic distress, social displacement, or cultural challenges—fuel skepticism about institutions and elites. Challengers (who want to become the new elite) attack traditional leaders as out of touch, incompetent and corrupt.

.. First, it professes to reflect the will of a scorned people.

.. Second, populism finds and blames enemies, domestic or foreign, who thwart the people’s will. Mr. Trump has mastered insulting such scapegoats.

.. Third, populism needs “the leader,” who can identify with and embody the will of the people. Like other populist leaders, Mr. Trump attacks the allegedly illegitimate institutions that come between him and the people. His solutions, like those of other populists, are simple. He contends that the establishment uses complexity to obfuscate and cover up misdeeds and mistakes. He claims he will use his deal-making know-how to get results without asking the public to bear costs.

.. Mr. Trump’s foreign policies serve his political purposes, not the nation’s interests

  • .. He says the U.S. needs to build a wall to keep Mexicans at bay—and Mexico will pay for it. He asserted he would
  • block Muslims from coming to America to harm us.
  • His protectionist trade policies are supposed to stop foreigners from creating deficits, stealing jobs, and enriching the corporate elite.
  • Mr. Trump also asserts that U.S. allies have been sponging off America. T
  • he U.S. military is supposed to hammer enemies and not bother with the cleanup—even if the result, for example in Syria, is an empowered axis of Iran, Shiite militias, Hezbollah and Bashar Assad’s regime.

.. The president’s emphasis on discontinuity—breaking things—demonstrates action while disparaging his predecessors.

.. His style of deal-making prizes uncertainty and brinkmanship, which risks escalation, without a plan for what comes next.

..  Other presidents led an alliance system that recognizes U.S. security is connected to mutual interests in Europe, the Asia-Pacific region and the Middle East. Past presidents believed that the U.S. economy would prosper in a world of expanding capitalism

..  Mr. Trump dismisses this U.S.-led international system as outdated, too costly and too restrictive of his case-by-case deal-making.

Institutions:

  • Congress beholden to antiquated procedures, and even
  • his own Justice Department.

.. Mr. Trump’s recent trip to Asia reveals that foreigners have taken his measure. They play to his narcissism. He in turn basks in their attention, diminishes his own country by blaming past presidents, and preens with promises of great but unspecified things to come. 

.. The president’s need to project an image of personal power—for his domestic audience and his ego—makes him more comfortable with authoritarian leaders. Presidents Xi Jinping, Vladimir Putin and Rodrigo Duterte have noticed, as has part of the Saudi royal family. 

.. Sixty percent say alliances with Europe and East Asia either are mutually beneficial or mostly benefit the U.S. Record numbers say international trade is good for consumers (78%), the economy (72%) and job creation (57%). Some 65% support providing illegal immigrants a path to citizenship, and only 37% characterize immigration as a critical threat. All these numbers have shifted against Mr. Trump’s positions since the election.

Saudi Arabia’s Arab Spring, at Last

The crown prince has big plans to bring back a level of tolerance to his society.

.. It’s been a long, long time, though, since any Arab leader wore me out with a fire hose of new ideas about transforming his country.
.. It’s “ludicrous,” he said, to suggest that this anticorruption campaign was a power grab. He pointed out that many prominent members of the Ritz crowd had already publicly pledged allegiance to him and his reforms, and that “a majority of the royal family” is already behind him
.. The calculation of our experts is that roughly 10 percent of all government spending was siphoned off by corruption each year
.. So when his father, who has never been tainted by corruption charges during his nearly five decades as governor of Riyadh, ascended to the throne in 2015 (at a time of falling oil prices), he vowed to put a stop to it all, M.B.S. said:
“My father saw that there is no way we can stay in the G-20 and grow with this level of corruption. In early 2015, one of his first orders to his team was to collect all the information about corruption — at the top. This team worked for two years until they collected the most accurate information, and then they came up with about 200 names.”
.. each suspected billionaire or prince was arrested and given two choices: “We show them all the files that we have and as soon as they see those about 95 percent agree to a settlement,” which means signing over cash or shares of their business to the Saudi state treasury.
.. “How much money are they recovering?” I asked.

The public prosecutor says it could eventually “be around $100 billion in settlements,” said M.B.S.

..  Saudi business people who paid bribes to get services done by bureaucrats are not being prosecuted, explained M.B.S. “It’s those who shook the money out of the government” — by overcharging and getting kickbacks.

.. Not a single Saudi I spoke to here over three days expressed anything other than effusive support for this anticorruption drive. The Saudi silent majority is clearly fed up with the injustice of so many princes and billionaires ripping off their country.

.. The first is to bring Saudi Islam back to its more open and modern orientation — whence it diverted in 1979. That is, back to what M.B.S. described to a recent global investment conference here as a “moderate, balanced Islam that is open to the world and to all religions and all traditions and peoples.”

.. in 1979, and so much of the region that I have covered since was shaped by the three big events of that year:

  1. the takeover of the Grand Mosque in Mecca by Saudi puritanical extremists — who denounced the Saudi ruling family as corrupt, impious sellouts to Western values;
  2. the Iranian Islamic revolution; and
  3. the Soviet invasion of Afghanistan.

.. These three events together freaked out the Saudi ruling family at the time, and prompted it to try to shore up its legitimacy by allowing its Wahhabi clerics to impose a much more austere Islam on the society and by launching a worldwide competition with Iran’s ayatollahs over who could export more fundamentalist Islam.

.. It didn’t help that the U.S. tried to leverage this trend by using Islamist fighters against Russia in Afghanistan. In all, it pushed Islam globally way to the right and helped nurture 9/11.

It was still a traditional and modest place, but not one where fun had been outlawed, which is what happened after 1979.

.. Toby Keith held a men-only concert here in September, where he even sang with a Saudi, and that Lebanese soprano Hiba Tawaji will be among the first woman singers to perform a women-only concert

How a Saudi-Israeli Alliance Could Benefit the Palestinians

Most attention on this issue has focused on Iran, because countering Tehran’s growing regional power—particularly as the war in Syria winds down, and with Iran and its allies gaining control of key strategic areas along the Syrian-Iraqi border—is uppermost in the minds of Saudis and Israelis alike. Both also feel keenly menaced by Iran’s most effective Arab proxy, Hezbollah, which has emerged from the Syrian war much more powerful than before

.. The traditional assumption has been that the Palestinian cause benefits from a zero-sum attitude toward Israel by the Arab states that, at a minimum, demands a complete end to the occupation that began in 1967

.. There’s still a strong sense of betrayal about Egypt’s separate peace with Israel in 1979; there’s somewhat more understanding about why Jordan undertook a similar treaty with Israel following the Israeli-Palestinian Oslo Accords.

.. The Arab Peace Initiative, launched by Riyadh in 2002 and subsequently endorsed by both the Arab League and the Organization of Islamic Cooperation, initially held out full diplomatic and trade normalization for Israel with virtually the entire Arab and Muslim worlds as a major additional benefit to be acquired upon the conclusion of a peace agreement with the Palestinians.

.. The Arab, and especially Saudi, position appears to have evolved lately to accept the virtue of “concurrence,” whereby limited Israeli peace moves and concessions toward the Palestinians, such as restricting settlements in the occupied territories, would be matched by concomitant limited Gulf Arab gestures toward Israel

.. It’s unlikely that many Palestinians share the degree of alarm that Israelis and Saudis feel about the growth of Iranian power in the Middle East, and particularly the emergence of an Iranian-controlled “land bridge” between Tehran and Lebanon and its Mediterranean coast. Yet this is a strategic game changer
