Contradicting Trump on Russia: Russian Officials

“I have nothing to do with Russia,” he told reporters on Thursday. “To the best of my knowledge, no person that I deal with does.”

The denial stands at odds with statements by Russian officials, who have at least twice acknowledged contacts with aides to Mr. Trump before the election.

.. The dispute began two days after the Nov. 8 election, when Sergei A. Ryabkov, the Russian deputy foreign minister, said his government had maintained contacts with members of Mr. Trump’s “immediate entourage” during the campaign.

.. More recently, Russia’s ambassador to Washington, Sergey I. Kislyak, told The Washington Post that he had communicated frequently during the campaign with Michael T. Flynn

.. “This is a nonstory because to the best of our knowledge, no contacts took place, so it’s hard to make a comment on something that never happened,” Sarah Huckabee Sanders, a White House spokeswoman, said on Monday.

.. The New York Times and other news outlets reported last week that Trump campaign advisers and other associates of Mr. Trump’s had repeated contacts last year with Russian intelligence officials. Those reports, citing anonymous current and former American government officials, were vigorously denied by the White House.

.. On Thursday, Mr. Trump made clear his annoyance when questioned about contacts with Russia.

“How many times do I have to answer this question? Russia is a ruse. I have nothing to do with Russia,” he said during a White House news conference.

Did post-Marxist theories destroy Communist regimes?

But the Soviet Empire gave way almost entirely peacefully and without a fight. How did that happened?

.. The key conclusion of Suraska, enounced in italics in the last chapter, is that the break up is due to “the general failure of communist regimes–their inability to build a modern state” (p. 134). It is “the state weakness, rather than its omnipotence [that] stalled communist project of modernization and, most notably, Gorbachev’s perestroika”

.. the arbitrary nature of Communist state, overseen by the Communist party, prevented it from ever developing a responsible and impersonal machinery of Weberian bureaucracy. Such a machinery that follows well-known and rational rules cannot be established if the power is arbitrary. And without such a machinery, the project of modernization is doomed.

.. When Gorbachev tried to recentralize decision-making in order to promote his reforms, he was obstructed at all levels and eventually figured out that without the republican support he could accomplish nothing. This is why, as Suraska writes, at the last Party congress in 1991, he outbid his competitors (Yegor Ligachev) by formally bringing all  regional party bosses into the Politburo and thus effectively confederalizing the Party and the country. But even that proved too little too late as the largest unit, Russia under Yeltsin, became, together with the Baltic republics, the most secessionist.

.. Suraska rightly adds to this vertical de-concentration of power the ever-present wariness and competition between the Party, the secret services (KGB) and the Army. The triangular relationship where two actors try to weaken and control the third contributed to the collapse.

.. Andropov’s positon (according to the transcripts of the Politburo meetings) that “even if Poland falls under the control of “Solidarity” …[non-intervention] will be” (p. 70) was grounded in the belief that every Soviet foreign intervention (Hungary 1956, Czechoslovakia 1968) reinforced the power of the Army and thus, if KGB were ever come on top, Army must not be in the driver’s seat.

.. In perhaps the most original insight, Suraska deals with the ideology of Gorbachev and the first entirely Soviet-raised and bred generation that came to power in the mid-1980s. They were influenced by post-Marxist thinking where democracy or its absence were simple external (or non-essential) features: democracy was a sham since the “real power” resides elsewhere. “Armed” with this belief and the 1970 ideas of convergence of the two systems plus (in my opinion) millenarian Marxist view that Communism represents the future of mankind, they began to see no significant contradictions between the two systems and trusted that even the introduction of democracy would not affect their positions. Thus, in an ironic twist, Suraska, who is thoroughly critical of both Marxist and post-Marxist theories,  credits the latter (p. 147) for bringing to an end the Marxist-based regimes.

.. Suraska discusses Communist rejection of the state and its rules-bound procedures (which make Communists ideological brethrens of anarchists) and compellingly argues for the complementarity of  “council (“soviet”) democracy and central planning.  Both eviscerate the state, take over its functions, impose arbitrary decision-making, and do away with the division of powers. Anarchic and despotic features are thus shown to go together, moreover to be in need of each other.

Vladimir Putin’s Political Meddling Revives Old KGB Tactics

Russia is returning to the playbook of the Cold War in its covert efforts to interfere with elections in the West

It has become accepted wisdom that Russia’s interference in the presidential campaign represents a fundamentally new sort of intrusion into a modern democracy’s inner workings.

But the Kremlin’s efforts—designed to help elect Donald Trump, according to the consensus view of the U.S. intelligence community—aren’t so new. In fact, they are a revival of Soviet covert behavior that dates back to the Cold War.

.. The Soviets and their partners, including East Germany’s Stasi secret police, understood that such operations could effectively exploit the openness of Western democracies.

.. The Soviets did everything they could to encourage and manipulate the grass-roots European peace movement that had risen up in opposition to the new weapons.

According to declassified CIA reports, Moscow used a web of front groups, secret payments to activists and articles placed in the press. The Russians also carefully conveyed propaganda themes to sympathetic media outlets, peddled disinformation and produced damaging forgeries of official U.S. and NATO documents.

.. In the mid-1980s, the Soviets circulated a fake National Security Council directive purporting to show the Reagan administration’s hope to develop a nuclear first-strike capability. In the pre-internet age, such disinformation could circulate in many places for years.

.. Soviet fake-news specialists also concocted reports that Pentagon bioweapons scientists had created HIV, that wealthy Americans were secretly importing children from Latin America for use in organ transplants and that the CIA was responsible for the 1981 assassination attempt on Pope John Paul II.

.. In France, Emmanuel Macron, who hopes to defeat Kremlin favorite Marine Le Pen in May’s presidential election, has endured a whispering campaign claiming that he is secretly gay, fanned in part by online trolls and outlets close to Ms. Le Pen’s xenophobic National Front. The “story” went viral this month after it ran on Sputnik, a Kremlin-controlled news agency, which asserted that Mr. Macron has a “very wealthy gay lobby behind him.”

.. In the 1960s and ’70s, the KGB spread similar rumors about two of the Soviet Union’s legendary nemeses, FBI chief J. Edgar Hoover and Sen. Henry “Scoop” Jackson. As Mitrokhin, the KGB defector, later wrote, the KGB tried to spread rumors in the U.S. media that Hoover had promoted “homosexuals from whom he expected sexual favors.”

.. In a 1976 operation against Jackson, the KGB forged a memo in which Hoover “reported” in 1940 that the senator was gay and sent it to newspapers and Jimmy Carter’s presidential campaign.

.. In Germany, for instance, a high-profile January 2016 fake-news story about an attempted sexual assault on a Russian-German teenager by Middle Eastern refugees, which was also spread by Russian Foreign Minister Sergei Lavrov, stoked popular anger toward Chancellor Angela Merkel—probably Mr. Putin’s most prominent foreign foe.

The Kremlin is conspicuously unembarrassed about its handiwork, as seen in Mr. Putin’s smirking, I-know-that-you-know-that-I’m-lying handling of questions about the hacking of the DNC and Clinton campaign emails. “Listen, does it even matter who hacked this data?” he said last September. “The important thing is the content that was given to the public.”

A Comparative Guide to Russia’s Use of Force

From Ukraine to Syria, Charap cogently identified an important trend in how Russian leadership deploys the military: “Moscow has used just enough force to get the policy job done, but not more.”

This is part and parcel of a Russian strategy defined by reasonable sufficiency, compelling an outcome with the least amount of force required. It contrasts sharply with working to achieve battlefield dominance and overmatch at the outset. Perhaps, this is best understood for what it is not. The Russian approach is the polar opposite of the Weinberger Doctrine, which Secretary of Defense Caspar Weinberger laid out in a famous 1984 speech. Weinberger’s six conditions for the use of force included, “if we are unwilling to commit the forces or resources necessary to achieve our objectives, we should not commit them at all,” and the “need for well-defined objectives and a consistent strategy is still essential.”

.. In the Russian view, force must be used cheaply, deniably when necessary, and with emphasis placed on retaining agility, which requires holding the bulk of its forces in reserve.

.. This approach stems from a healthy fear of commitment that could result in overextension, quagmires, and offer opportunities for opponents to counter.  It is driven by a cognizance of Russia’s limits in terms of economic and human resources

.. In the post-Cold War period, the U.S. policy community also rejected the Powell-Weinberger doctrine, but it has arguably not replaced it with anything serviceable.

.. Afghanistan, Iraq, and Libya are hardly the resume of a successful policy establishment.  What’s more, large parts of the national security community have trouble even admitting these wars have not gone well, with the notable exception of President Obama identifying Libya as one of his greatest mistakes.

.. The Russian armed forces are actually small relative to the size of the country they have to defend, perhaps exceeding no more than 900,000 in total size with a ground force doubtfully greater than ~300,000.  That may not seem small, but Russia is one eight the earth’s land mass.  As a comparison, countries like Turkey or Pakistan are fraction of Russia’s geographic size, yet they possess comparable if not larger armies with over 400,000 in the land forces.

In the case of Syria, Russia was engaged in a two-level game. Its objective was to change the foreign policies of the United States and Turkey. To do this, Moscow recognized that it would have to annihilate the Syrian opposition on the battlefield, destroying any alternatives to Assad. Moscow, with its Syrian, Iranian, and Lebanese partners, killed its way to victory on a part of the battlefield in order to coerce adversaries at the strategic level.

.. In order to deter and dissuade peer adversaries Russia  will often introduce high-end conventional capabilities, such as long range air defense, anti-ship missiles, and conventional ballistic missile systems.  These weapons are not meant for the actual fight. Instead, they are intended to make an impression on the United States.

.. the Kremlin prefers to use regular forces in burst mode, both to prevent combat losses and avoid uncontrolled escalation once they shift into the high gear.

.. It is a remarkable amalgamation: a feudal economy, headed by what can best be described as a national security aristocracy, but the principal agencies required to manage government affairs (like the Ministry of Defense) tend to be run by competent administrators.

.. Russia places strong emphasis on having an exit strategy.  In fact, a viable exit strategy seems just as important than whatever they are trying to achieve.

.. Russia prefers to establish dominance for brief periods of time, but does not desire mastery of the battlefield, and would rather take a long time with limited application of power than have to ‘own’ the war.

.. Moscow is comfortable with failure, preferring for it come fast and cheap so it can improvise the next evolution rather than investing in a failing plan.  As I described in an earlier article, the overall Russian strategy is emergent, preferring a lean approach to deliberate planning.

.. Much of Russia’s effort to establish plausible deniability is intended to create the political space to make mistakes, paving the road for cycles of retreat and escalation as necessary.

.. the United States should consider using force differently. A better motto for conflicts against small and middle sized powers, many of which tend to be wars of choice, could be “go small or go home.”  If Russia can figure out how to use its much smaller conventional force for coercive effects over countries sized big and small, certainly the U.S. policy establishment can get smarter on the subject.  Only in the shadowy drone war, a component of the global counter terrorism campaign, has the United States shown the sort of tactile flexibility and creative thinking required of this century.
