The Voter Purges Are Coming

The Trump administration’s election-integrity commission will have its first meeting on Wednesday to map out how the president will strip the right to vote from millions of Americans.

.. the Justice Department’s civil rights division. It forced 44 states to provide extensive information on how they keep their voter rolls up-to-date. It cited the 1993 National Voter Registration Act, known as the Motor-Voter law, which mandates that states help voters register through motor vehicle departments.

The letter doesn’t ask whether states are complying with the parts of the law that expand opportunities to register. Instead it focuses on the sections related to maintaining the lists. That’s a prelude to voter purging.

.. Here’s how the government will use voters’ data. It will create a national database to try to find things like double-voters. But the commission won’t be able to tell two people with the same name and birthday apart. Such errors will hit communities of color the hardest. Census data shows that minorities are overrepresented in 85 of the 100 most common last names.

.. Purging voters is part of a larger malicious pattern that states have employed across the country. Georgia and Ohio are being sued for carrying out early versions of what we can expect from the Trump administration.

.. Mr. Kobach has been at the vanguard of a crusade against Motor-Voter and has been sued at least three times for making it harder for Kansans to vote. Before the 2016 election, he illegally blocked tens of thousands of voters from registering. Mr. Blackwell rejected registration forms because they were printed on paper he thought was too thin. Mr. von Spakovsky has led numerous unsuccessful legal efforts to diminish voter participation and to fight voting rights. Mr. Adams published personal information about people whom he wrongly accused of committing multiple felonies in a flawed hunt for fraud.
.. my biggest fear is that the government will issue a report with “findings” of unsupported claims of illegal voting, focused on communities of color.
.. These wild claims won’t be just hot air. Members of Congress will seize on them to turn back protections in federal law. States will enact new barriers to the ballot box. Courts will point to the commission’s work to justify their decisions.
.. The irony is that there are serious threats to our voting systems,
  1. from cyberattacks to aging machines to
  2. Russian interference to
  3. discriminatory voter ID laws at the state level.
Those are the real problems, but that’s not what the commission was created to address.

No one is disputing that segregation was a heinous policy with far-reaching ramifications; the question is where do you locate the harm of segregation? And the court chose to locate the harm squarely inside the hearts and psyches of black children, whereas I would locate the harm in the world. I would say that the harm is located in the structure of laws and institutions that have the effect of systematically inhibiting and disempowering African Americans.

That may sound like a minor distinction. It is not. It’s a fundamental distinction. And particularly when you understand that it is the deliberate strategy of Southern whites to try and shift the racial conversation from institutions and political structures to hearts and minds. They’re trying to do that because they understand that if we can locate the argument entirely inside black people’s psyches, then we can leave institutional structures in place that systematically disenfranchise African Americans.

.. It’s because they’re locating the problem inside the hearts and minds of black kids that they can’t focus on teachers.*

..  it seems like they made a choice to pursue an argument that would convince the court. It didn’t seem obvious to me that they could have won making a structural argument, since that would involve taking power from people who would stand in their way.

.. Many African-American intellectuals have looked back on that and said, “You know what, we would’ve been better off if they had not overturned Plessy v. Ferguson,” and, “You want to play separate and equal? Let’s really do separate and equal,” and call them on their bluff. 

.. Like I said, many black intellectuals have subsequently said, “Look maybe what the court should’ve done in Brown in 1954 is say, ‘Alright, let’s actually do separate and equal—prove to me they’re equal before we go any further. Let’s start by equalizing funding. Let’s go down the list. If you want to have a separate law school for white people in the state of Texas then you have to prove to me that every element in the black law school is the equivalent of the white law school.’” That strikes me as being both a radical and a doable argument, at least in the short term. And then when you have equality—real equality—then you take the next step, and remove [segregation]. I’m not entirely convinced that would’ve been the right way to go—but I think that is an argument worth hearing.

..  I wouldn’t focus on the damage done to a person’s psyche, the way the Brown lawyers did for legal reasons, but rather on the burden of existing within a context that treats you as inferior. Other people’s beliefs, especially when they determine your outcomes, matter a great deal.

.. Maintaining separate school systems for blacks and whites in the south was very expensive, and they were able to maintain those systems only if they impoverished the black half. That’s what made it economically palatable to taxpayers in rural and urban southern school districts. They’re running two systems. It’s not cheap. And they get away with it by not giving any money to the black half. If you came along and said, “You have to fund the black half the same as you fund the white half,” you effectively force integration. But you force them to integrate themselves, as opposed to doing it from above

.. You’ve got to decide, what am I trying to do here? Am I trying to win a political battle, as expeditiously and expediently as possible, or am I trying to make a larger moral argument about race and society?

..  When they have a black teacher, black students are much less likely to be suspended and are more likely to get into the gifted program. But we don’t yet know what’s happening psychologically. Do the black teachers open doors, or do they motivate or inspire students?

..  In a sense, economists are much better suited for dealing with these big data sets. It’s incumbent on psychologists to figure out how to do that or collaborate with economists. But economists don’t necessarily care about the mechanisms, as long as there’s a difference. The problem then becomes, where’s that difference coming from? Is it about having someone that cares about you, regardless of race? Or is it about seeing someone like me in a position of authority, or seeing that person-like-me be successful?

.. The economists can look at the data set and describe the phenomenon with real precision. The psychologist can look at that same data and give us possible mechanisms—why is it happening? And then there is a role here for the sociologist, or even the anthropologist, to go in and, in a fine-grained way, to describe the experience of the participants.

.. there were enormous numbers of oral histories done over the last 30 to 40 years, and I drew on some of them. Interviews done in the 60s and 70s with black teachers, talking about the experience of being a teacher moving from an all-black school to a white school. That stuff—very anecdotal, very individual, placed alongside psychological accounts of mechanism and economic accounts of exactly what happened—that stuff is really powerful. Those three things in combination, I think, can tell you something really important.

His swimming and rescue training aims to calm the trauma of a passage that has claimed the lives of at least 2,300 migrants and refugees this year.

.. And the Nautical Technical Institute in this gritty coastal city is trying to help emotionally scarred teenagers overcome their fear of the water in a region where most jobs are tied to the sea.

.. The program, which started in May, aims to teach basic first aid, and rescue and diving skills to the about two dozen teenage boys who live together in a dormitory at Basilica di Sant’Antonio in Messina. All of the boys are from sub-Saharan Africa. Some fled wars. Others are escaping poverty. All made the desolate journey through Libya, where many migrants are forced into labor, imprisoned and brutalized.

.. His mother is blind, he said, and he has no other family members. His plan is to become a professional soccer player in Italy and send money home.

 .. “People are racist here. If there’s a bench, and white people are sitting there, and you sit down, they’ll get up,” said Richard Amegah, 17, who made a 19-month journey from his native Ghana to Italy that started in 2014.
.. Unlike the largely Syrian, Iraqi and Afghan refugees who streamed into Greece in 2015, many of the migrants on the Italian route are traveling northward for economic reasons.
.. This year, the principal sources of migrants have been Nigeria, Bangladesh, Guinea, Ivory Coast, Gambia, Senegal and Mali, according to Italian Interior Ministry figures.
.. In the chaos, boys started falling off the slippery back of the boat. Among them was one of Hubert’s closest friends, Moussa, who drowned, he said.Now the lanky 17-year-old says he wants to become a lifesaver after fleeing his native Ivory Coast when he was 11 after rebels killed his parents.

 

We Don’t Need No Education

Republicans, who were already much less positive than Democrats about higher education, have turned very negative on the role of colleges in America. True to form, this worries some liberal commentators, who are calling for outreach – universities should examine their implicit biases, make an effort to hire more conservative faculty, etc..

.. After all, among college professors 59 percent identify as Democrats versus only 13 percent as Republicans; senior faculty were even more liberal, with very few identifying themselves as conservatives.

.. Oh, wait – that wasn’t a survey of college professors; it was a 2004 survey of the military, and the 59-13 comparison was of Republicans versus Democrats.

.. The point is that your political orientation isn’t something handed to you, like your race or ethnicity. It’s a choice, reflecting your values – and those same values are likely to influence your choice of profession

.. But hasn’t the anti-conservative lean of academics gotten more pronounced over time? Yes – but surely that has a lot to do with the changing nature of what it means to be a conservative. When denial of climate change, and for that matter the theory of evolution, become tribal markers, you shouldn’t be surprised to find academics, very much including those in the hard sciences, decline to be identified as members of the tribe.

.. But there used to be at least some pretense of taking facts and hard thinking seriously. Now anyone pointing out awkward facts – immigrants haven’t brought a reign of terror, coal jobs can’t be brought back, Trump lost the popular vote – is the enemy. In fact, I’d argue that anti-intellectualism was, in its own way, as big a factor in the election as racism.

.. America basically invented the modern, educated society, leading the way on universal K-12 education, building the world’s finest and most comprehensive higher education system; this in turn was an important factor in how we became leader of the free world. Now a powerful political movement basically wants to make America ignorant again.
