An Elusive Immigration Compromise

 Cotton-Perdue bill is written for the 35 percent of Americans who want less immigration, which it achieves by creating a points-based system for applications (with points for English proficiency, education, a good job offer, and so on), limiting family-based migration, and cutting the number of legal immigrants we take by roughly half.

.. The case for such cuts runs as follows. We are nearing our historical peak for the foreign-born share of the population, assimilation looks slower than for prior cohorts and may be stalling, growing diversity may be increasing social distrust, and our partisan landscape is increasingly shaped by ethnic patronage and white-identity politics. An immigration slowdown would make assimilation somewhat easier and give American politics time to adjust to the country’s transformation. It would also modestly curb the growth of inequality, reduce some strain on social programs, and offer a slight wage boost to less-educated natives, who are presently in dire socioeconomic straits.

.. Immigration may hurt the wages of high school dropouts, but it offers modest economic benefits to most natives, and obvious benefits to the immigrants themselves.

.. The future of immigration looks more Asian than Latin American. Conservative fears of a disappearing southern border or an ever-expanding Spanish-speaking underclass should be tempered somewhat by these shifts.

.. you can address many of the costs of mass immigration by embracing the new bill’s points system without also making its steep cuts.

.. a system that focused more on skills and education and job prospects would automatically put less pressure on wages at the bottom. It would increase immigration’s economic benefits, and reduce its fiscal costs. And it would presumably bring in a more diverse pool of migrants, making balkanization and self-segregation less likely.

.. mainstream liberalism has gone a little bit insane on immigration, digging into a position that any restrictions are ipso facto racist, and any policy that doesn’t take us closer to open borders is illegitimate and un-American.

.. Liberalism used to recognize the complexities of immigration; now it sees only a borderless utopia waiting, and miscreants and racists standing in the way.

As long as these problems persist — a right marred by bigotry, a liberalism maddened by utopianism — it is hard to imagine a reasonable deal.

But as long as a deal eludes us, the chaotic system we have is well designed to make both derangements that much more powerful, both problems that much worse.

Obamacare Rage in Retrospect

So once again: What was Obamacare rage about?

Much of it was orchestrated by pressure groups like Freedom Works, and it’s a good guess that some of the “ordinary citizens” who appeared at town halls were actually right-wing activists. Still, there was plenty of genuine popular rage, stoked by misinformation and outright lies from the usual suspects: Fox News, talk radio and so on. For example, around 40 percent of the public believed that Obamacare would create “death panels” depriving senior citizens of care.

The question then becomes why so many people believed these lies. The answer, I believe, comes down to a combination of identity politics and affinity fraud.

.. Whenever I see someone castigating liberals for engaging in identity politics, I wonder what such people imagine the right has been doing all these years. For generations, conservatives have conditioned many Americans to believe that safety-net programs are all about taking things away from white people and giving stuff to minorities.

And those who stoked Obamacare rage were believed because they seemed to some Americans like their kind of people — that is, white people defending them against you-know-who.

The Vatican’s America Problem

The Democratic Party, whose long-ago New Deal was built in part on Catholic social thought, has become increasingly secular and ever-more-doctrinaire in its social liberalism.

.. The Republican Party, which under George W. Bush wrapped the Catholic-inflected language of “compassionate conservatism” around its pro-life commitments, has been pinballing between an Ayn Rand-ish libertarianism and the white identity politics of the Trump era.

.. Its seems to intend, reasonably enough, to

  • warn against Catholic support for the darker tendencies in Trumpism — the xenophobia and identity politics, the “stigmatization of enemies,”
  • the crude view of Islam and a wider “panorama of threats,”
  • the prosperity-gospel inflected worship of success.

.. the religious votes for the cheerfully pagan Trump and the growing interest in

  • traditionalism,
  • radicalism and
  • separatism

.. Between Leo XIII and the Second Vatican Council, Rome gradually made its peace with secular and liberal government, and embraced a style of Catholic politics that worked comfortably within the liberal order, rather than against its grain. And the church has good prudential reasons not to lean in too far to any kind of populism or post-liberalism, lest it lead toward authoritarianism or simple disaster.

The Vatican’s America Problem

.. old 20th century approaches to Catholic politics — both the ethnic-Catholic liberalism of a Mario Cuomo or a Ted Kennedy and the Catholic neoconservatism that shaped figures like Jeb Bush and Marco Rubio or Paul Ryan — seem like they’re out of energy and influence.

.. Western liberalism writ large seems at once hostile to traditional religion and beset by internal contradictions, making the moment ripe for serious Catholic rethinking, a new and perhaps even post-liberal Catholic politics.

..  the religious votes for the cheerfully pagan Trump and the growing interest in traditionalism, radicalism and separatism, are not the culmination of the Catholic-evangelical alliance but rather a reaction to its political and cultural failures — and the failures of liberal religious politics as well.

.. leaders and thinkers have spent decades rallying to the republic, trying to bring about its moral and political renewal … only to see republican virtues decaying, liberalism turning hostile to religious faith, and democratic capitalism delivering disappointment and dislocation

.. in their evident paranoia about what the Americans are up to, you see a different spirit: a fear of novelty and disruption, and a desire for a church that’s primarily a steward of social peace, a mild and ecumenical presence, a moderate pillar of the establishment in a stable and permanently liberal age.
