President Trump said on Monday that he would oppose any effort to reduce the amount of pretax income that American workers can save in 401(k) retirement accounts, effectively killing an idea that Republicans were mulling as a way to help pay for a $1.5 trillion tax cut.
The directive, issued via Twitter, underscored a growing fear among Republicans and business lobbyists that Mr. Trump’s bully-pulpit whims could undermine the party’s best chance to pass the most sweeping rewrite of the tax code in decades.
.. Mr. Trump hosted House Republicans in the Rose Garden to celebrate passage of a bill to repeal the Affordable Care Act, only to call the same bill “mean” later.
.. Mr. Trump “can shift on a dime, and he has many unformed policy positions,” said Representative Charlie Dent, Republican of Pennsylvania. “We have to worry about him shifting positions.”
.. Republicans are also discussing whether to raise the top income tax rate for top earners and jettisoning a proposal to eliminate the estate tax.
.. Reducing 401(k) contribution limits would force retirement savers to pay more in taxes today, as they sock away money, but less in the future, when they begin withdrawing retirement funds.

.. What privately alarms even supporters of Mr. Trump’s on Capitol Hill is the possibility that he cannot stomach unpopular issues. Such supporters often point to President Ronald Reagan’s championing of the 1986 tax reform bill, which eliminated many business tax preferences, as a contrast to Mr. Trump’s recent actions.
That same dynamic could also be a benefit for industry groups, which may be able to rout a proposal by portraying a change as going against public sentiment.
.. Many observers in Washington say Mr. Trump has frequently promised more than he can deliver, again pointing to the health care debate, where he campaigned on a promise to provide better, lower-cost coverage to more Americans.
Others point to Mr. Trump’s promises on the budget, where he vowed to

- leaving two major safety-net spending programs, Medicare and Social Security, untouched.

In a stunning one-two assault, Mr. Corker of Tennessee, the chairman of the Foreign Relations Committee, and Mr. Flake took on the president in terms rarely, if ever, heard from members of a sitting president’s party.
Mr. Corker, who has been feuding with the man he once contemplated serving as vice president, accused Mr. Trump of serial lying and debasing the office.
“We must never regard as normal the regular and casual undermining of our democratic norms and ideals, we must never meekly accept the daily sundering of our country,” Mr. Flake said.
.. But Mr. Corker, Mr. Flake and Mr. McCain remain the outliers.
.. Mr. McConnell left his lunch with Mr. Trump and members of the caucus to emphasize the issues that bind congressional Republicans to Mr. Trump and play down the divisions underscored by Mr. Flake and Mr. Corker.

They have been willing to look past some actions and pronouncements by Mr. Trump that they consider beneath a president in hopes of pushing into law some of their long-sought goals, the most important of which are tax cuts. And with no substantial legislative achievements so far, the party is all in on a tax overhaul, recognizing that failure to deliver one will be a political disaster. That necessity ties them tightly to Mr. Trump, at least for now.

Bannon in Limbo as Trump Faces Growing Calls for the Strategist’s Ouster
Rupert Murdoch has repeatedly urged President Trump to fire him. Anthony Scaramucci, the president’s former communications director, thrashed him on television as a white nationalist. Lt. Gen. H. R. McMaster, the national security adviser, refused to even say he could work with him.
.. So far, Mr. Trump has not been able to follow through — a product of his dislike of confrontation, the bonds of foxhole friendship forged during the 2016 presidential campaign and concerns about what mischief Mr. Bannon might do once he leaves the protective custody of the West Wing.
.. Despite his marginalization, Mr. Bannon consulted the president repeatedly over the weekend as Mr. Trump struggled to respond to the neo-Nazi rally in Charlottesville, Va. In general, Mr. Bannon has cautioned the president not to criticize far-right activists too severely for fear of antagonizing a small but energetic part of his base.
