The Anomaly of Barbarism

The brutality of Islamist terrorism has many precedents.

In these secular acts of iconoclasm, the goal was to abolish the past and create a new society from “year zero”—an idea that goes back to “year one” of the calendar introduced in France in 1793 to signal the new era inaugurated by the French Revolution. Systematically destroying not only pre-Islamic relics but also long-established Islamic sites, the aim of ISIS is not essentially different.

.. A more plausible view would be that Soviet crimes came chiefly from implementing a modern European tradition of using terror to remodel society, emerging with the Jacobins in the aftermath of the French Revolution, which Lenin avowedly followed.

..  the Nazi state has often been described as having taken Europe back to the Dark Ages. Certainly the Nazis exploited a medieval Christian demonology in their persecution and genocide of Jews, but Nazism also invoked a modern pseudoscience of race to legitimate these atrocities. Invoking a type of faux Darwinism, Nazi racism could have emerged only in a time shaped by science. Nazism was modern not just in its methods of killing but also in its way of thinking.

..  The increase of knowledge in recent centuries is real enough, as is the enlargement of human power through technology. These advances are cumulative and accelerating and, in any realistically likely scenario, practically irreversible. But there have been few, if any, similar advances in politics. The quickening advance of science and technology in the past few centuries has not gone with any comparable advance in civilization or human rationality. Instead, the increase of knowledge has repeatedly interacted with human conflicts and passions to produce new kinds of barbarism.

..  While Al Qaeda aimed to force the U.S. to withdraw from the Middle East, ISIS is dedicated to the destruction of the entire existing world order—a goal that suggests the group is more eschatological in its view of the world than its current jihadist rivals. None of these features go any distance toward showing that ISIS is other than modern. A transnational crime cartel, rapidly expanding apocalyptic cult movement, and worldwide terror network, ISIS could have emerged only in modern conditions of globalization.

.. The state of Iraq was built by the British from provinces of the Ottoman Empire by applying a divide-and-rule strategy that meant Iraq’s governance could never be democratic.

.. A more fundamental reason was the fact that the integrity of the state rested on Sunni hegemony, which the occupation undid. Iraq was a multiethnic and multisectarian state held together principally by force. Self-government for “the Iraqi people” was impossible, since nothing of the kind had ever existed. The only realistically imaginable outcome of regime change was the violent disintegration of the state.

.. Without the American-led invasion of Iraq, ISIS would most likely not exist. The effect of regime change in Iraq was to destroy a modern secular despotism and empower a type of theocracy that is also modern.

.. Fundamentalism looks to the lost purity of an imaginary past; but in that they thrive in societies whose traditions are in disarray because of an encounter with new technologies and economic forces, fundamentalist movements are themselves essentially modern.

.. While much remains unknown, there is nothing mysterious in the rise of ISIS. It is baffling only for those who believe—despite everything that occurred in the twentieth century—that modernization and civilization are advancing hand in hand.

.. To accept that liberal societies may not be “on the right side of history” would leave their lives drained of significance

.. With mounting bewilderment and desperation, they cling to the faith that the normal course of history has somehow been temporarily derailed.

.. As in Iraq and Libya, regime change in Syria would inexorably produce the collapse of the state, with ISIS being a beneficiary of the resulting anarchy.

.. In an obsessive effort to remake the world according to an idealized image of their own societies, Western leaders have renounced a sense of reality.

.. One such fact is that toppling despots does not of itself enhance freedom.

.. Another uncomfortable fact is that tyrants are often popular. According to today’s liberals, when large numbers of people flock to support tyranny it cannot be because they do not want to be free.

.. Born liberals, human beings become anything else as a result of social conditioning. Only cultural and political repression stands in the way of liberal values becoming a universal way of life.

.. Interwar Europe demonstrates how quickly and easily civilized life can be disrupted and destroyed by the impact of war and economic crisis.

.. Civilization is not the endpoint of modern history, but a succession of interludes in recurring spasms of barbarism.

 

 

 

A Revolutionary Discovery in China

These competing ideas were lost after China was unified in 221 BCE under the Qin, China’s first dynasty. In one of the most traumatic episodes from China’s past, the first Qin emperor tried to stamp out ideological nonconformity by burning books

.. But the fact is that for over two millennia all our knowledge of China’s great philosophical schools was limited to texts revised after the Qin unification. Earlier versions and competing ideas were lost—until now.

.. For Gu Jiegang and his allies, Chinese history was much like the West’s, founded in myth and oral traditions that only slowly evolved into written works at a much later date. These were plausible theses, but Gu had no archaeological evidence to back his ideas, instead relying on close readings of the transmitted texts to find inconsistencies.

.. Academics in China have responded with thousands of books and articles, discussing every detail of the new texts. Western scholars have joined in a bit more slowly. But, perhaps with the benefit of distance, they are drawing broader and more provocative conclusions.

But the most revolutionary implications of these texts are political.

.. philosophers were grappling with the best way to organize and lead states. Should one be loyal to one’s family (and thus support hereditary rule) or should one put the best interests of the state (and the people) first, and accept that the best person should run the land?

.. For many of these skeptical Westerners, Chinese efforts to prove the antiquity of their culture is closet chauvinism, or part of a project to glorify the Chinese state by exaggerating the antiquity of Chinese civilization.

But the new discoveries should give pause to this skepticism.

.. Besides theDaodejing, only a few of the texts excavated over the past twenty years have mnemonic devices or rhyme. She writes that even the texts that claim to be speeches of ancient kings originated as literary compositions.

.. Some Westerners have dismissed this, saying that it did not make sense to speak of “China” before the Qin unified China in the third century BCE. Instead, they argue, the states that existed before the Qin should be viewed as separate cultures. But the discovery of these manuscripts at least partially backs the traditionalists.

..  The Party’s continued rule is likewise justified by China’s economic development, which proves heaven’s support (“history’s judgment,” in Communist parlance). But true to Chinese tradition, the Party makes clear that its rule is hereditary

.. “I don’t know if it’s especially Chinese, or a result of the past decades [of political turmoil], but people often don’t try to make bigger conclusions,” she told me. “They write the papers and do the research with the big picture in their head, but rarely write it down.”

.. When I asked Professor Liu about this, he told me that up until the 1970s, “We had these classics like the Shangshu[the Ancient Documents], and for two thousand years they didn’t change. Now we can see them before that and the texts are different!

What African Americans lost by aligning with the Democratic Party

The personal call and the timely intervention significantly bolstered Kennedy’s standing among black voters. They also strengthened the political alliance between the Democratic Party and African Americans. After his release, King praised Kennedy for exhibiting “moral courage of a high order.”

.. When President Lyndon B. Johnson signed the Civil Rights Act of 1964 and the Voting Rights Act of 1965, he cemented a political alliance between African Americans and the Democratic Party that continues to this day. But celebrating these landmark pieces of legislation makes it easy to overlook what black people in the United States lost when civil rights and equality for blacks were hitched to the Democratic Party.

.. As King understood, Democratic politicians acted more boldly on race issues in Alabama and Mississippi than in New York and Massachusetts.

.. “liberalism seems to be related to the distance people are from the problem.”

.. After the 1964 election, where Republican candidate Barry Goldwater described the Civil Rights Act as unconstitutional, black voters essentially found themselves in a one-party system for presidential elections.

.. This is a problem for black voters, because the Democratic Party’s vision of racial justice is also extremely limited. Northern liberals pioneered what scholars now call “colorblind racism.” That’s when racially neutral language makes extreme racial inequalities appear to be the natural outcome of innocent private choices or free-market forces rather than intentional public policies like housing covenants, federal mortgage redlining, public housing segregation, and school zoning.

.. “People have to understand that although the civil-rights bill was good and something for which I worked arduously, there was nothing in it that had any effect whatsoever on the three major problems Negroes face in the North: housing, jobs, and integrated schools…the civil-rights bill, because of this failure, has caused an even deeper frustration in the North.”

.. most white politicians and voters assume that the civil-rights revolution not only leveled the playing field, but also tilted it in favor of African Americans.

 

From Illusion to Empire: The Creation of the Chinese Economy

With the largest navy, the most advanced technology, and unprecedented agricultural productivity, the Ming Dynasty remained the most extensive and powerful political structure in the world. In every way it matched and surpassed Europe, and the question of China’s “failed” transition to capitalism (known as “Needham’s Paradox”) would become a sort of initiatory riddle for future scholars of the region.

.. Instead, it was the curious fact that, among all the “Chinese” people he spoke to, none had heard of “China,” nor any of its supposedly native correlates (variants on Zhongguo—the “middle” or “central” country or countries). Pereira himself travelled exclusively in what is today Southern China, traversing Fujian, Guangdong, Guangxi and Guizhou provinces. These regions were host to a myriad of local “dialects,” most as mutually incommunicable as European “languages” are from one another

.. The people Pereira asked had trouble even understanding the question of what “country” they were from, as there were no clear indigenous correlates to the concept. Ultimately they explained that there was one ruler, but many countries, which still used their ancient names. The combination of these countries composed the “Great Ming,” but each retained much of its local specificity.

.. Unlike the nationalists, we do not hope to uncover any secret lineage of culture, language or ethnicity in order to explain the unique character of today’s China. Unlike many leftists, we also do not seek to trace out the “red thread” in history, discovering where the socialist project “went wrong” and what could have been done to achieve communism in some alternate universe.[3]

.. Instead, the socialist developmental regime designates the breakdown of any mode of production and the disappearance of the abstract mechanisms (whether tributary, filial, or marketized) that govern modes of production as such.
