The Economics of the Civil War

In 1805 there were just over one million slaves worth about $300 million; fifty-five years later there were four million slaves worth close to $3 billion. In the 11 states that eventually formed the Confederacy, four out of ten people were slaves in 1860, and these people accounted for more than half the agricultural labor in those states. In the cotton regions the importance of slave labor was even greater. The value of capital invested in slaves roughly equaled the total value of all farmland and farm buildings in the South.

.. Looking at Figure 1, it is hardly surprising that Southern slaveowners in 1860 were optimistic about the economic future of their region. They were, after all, in the midst of an unparalleled rise in the value of their slave assets.

.. The Northern states also had a huge economic stake in slavery and the cotton trade. The first half of the nineteenth century witnessed an enormous increase in the production of short-staple cotton in the South, and most of that cotton was exported to Great Britain and Europe. Figure 2 charts the growth of cotton exports from 1815 to 1860. By the mid 1830s, cotton shipments accounted for more than half the value of all exports from the United States. Note that there is a marked similarity between the trends in the export of cotton and the rising value of the slave population depicted in Figure 1. There could be little doubt that the prosperity of the slave economy rested on its ability to produce cotton more efficiently than any other region of the world.

.. The income generated by this “export sector” was a major impetus for growth not only in the South, but in the rest of the economy as well. Douglass North, in his pioneering study of the antebellum U.S. economy, examined the flows of trade within the United States to demonstrate how all regions benefited from the South’s concentration on cotton production (North 1961). Northern merchants gained from Southern demands for shipping cotton to markets abroad, and from the demand by Southerners for Northern and imported consumption goods. The low price of raw cotton produced by slave labor in the American South enabled textile manufacturers — both in the United States and in Britain — to expand production and provide benefits to consumers through a declining cost of textile products. As manufacturing of all kinds expanded at home and abroad, the need for food in cities created markets for foodstuffs that could be produced in the areas north of the Ohio River. And the primary force at work was the economic stimulus from the export of Southern Cotton. When James Hammond exclaimed in 1859 that “Cotton is King!” no one rose to dispute the point.

.. One “economic” solution to the slave problem would be for those who objected to slavery to “buy out” the economic interest of Southern slaveholders. Under such a scheme, the federal government would purchase slaves. A major problem here was that the costs of such a scheme would have been enormous. Claudia Goldin estimates that the cost of having the government buy all the slaves in the United States in 1860, would be about $2.7 billion (1973: 85, Table 1). Obviously, such a large sum could not be paid all at once. Yet even if the payments were spread over 25 years, the annual costs of such a scheme would involve a tripling of federal government outlays (Ransom and Sutch 1990: 39-42)! The costs could be reduced substantially if instead of freeing all the slaves at once, children were left in bondage until the age of 18 or 21 (Goldin 1973:85). Yet there would remain the problem of how even those reduced costs could be distributed among various groups in the population. The cost of any “compensated” emancipation scheme was so high that even those who wished to eliminate slavery were unwilling to pay for a “buyout” of those who owned slaves.

.. Beard and Hacker focused on the narrow economic aspects of these changes, interpreting them as the efforts of an emerging class of industrial capitalists to gain control of economic policy. More recently, historians have taken a broader view of the situation, arguing that the sectional splits on these economic issues reflected sweeping economic and social changes in the Northern and Western states that were not experienced by people in the South. The term most historians have used to describe these changes is a “market revolution.”

.. In 1860 6.1 million people — roughly one out of five persons in the United States — lived in an urban county. A glance at either the map or Table 2 reveals the enormous difference in urban development in the South compared to the Northern states. More than two-thirds of all urban counties were in the Northeast and West; those two regions accounted for nearly 80 percent of the urban population of the country. By contrast, less than 7 percent of people in the 11 Southern states of Table 2 lived in urban counties.

.. In the South, the picture was very different. Cotton cultivation with slave labor did not require local financial services or nearby manufacturing activities that might generate urban activities. The 11 states of the Confederacy had only 51 urban counties and they were widely scattered throughout the region. Western agriculture with its emphasis on foodstuffs encouraged urban activity near to the source of production. These centers were not necessarily large; indeed, the West had roughly the same number of large and mid-sized cities as the South. However there were far more small towns scattered throughout settled regions of Ohio, Indiana, Illinois, Wisconsin and Michigan than in the Southern landscape.

.. Settlement of western lands had always been a major bone of contention for slave and free-labor farms. The manner in which the federal government distributed land to people could have a major impact on the nature of farming in a region. Northerners wanted to encourage the settlement of farms which would depend primarily on family labor by offering cheap land in small parcels. Southerners feared that such a policy would make it more difficult to keep areas open for settlement by slaveholders who wanted to establish large plantations. This all came to a head with the “Homestead Act” of 1860 that would provide 160 acres of free land for anyone who wanted to settle and farm the land. Northern and western congressmen strongly favored the bill in the House of Representatives but the measure received only a single vote from slave states’ representatives. The bill passed, but President Buchanan vetoed it.

.. Southerners, with their emphasis on staple agriculture and need to buy goods produced outside the South, strongly objected to the imposition of duties on imported goods. Manufacturers in the Northeast, on the other hand, supported a high tariff as protection against cheap British imports. People in the West were caught in the middle of this controversy. Like the agricultural South they disliked the idea of a high “protective” tariff that raised the cost of imports. However the tariff was also the main source of federal revenue at this time, and Westerners needed government funds for the transportation improvements they supported in Congress.

.. In 1834 President Andrew Jackson created a major furor when he vetoed a bill to recharter the Second Bank of the United States. Jackson’s veto ushered in a period of that was termed “free banking” in the United States, where the chartering and regulation of banks was left entirely in the hands of state governments. Banks were a relatively new economic institution at this point in time, and opinions were sharply divided over the degree to which the federal government should regulate banks. In the Northeast, where over 60 percent of all banks were located, there was strong support by 1860 for the creation of a system of banks that would be chartered and regulated by the federal government. But in the South, which had little need for local banking services, there was little enthusiasm for such a proposal.

.. James McPherson, argues that Southerners were correct when they claimed that the revolutionary program sweeping through the North threatened their way of life

.. Most writers argue that the decision for war on Lincoln’s part was not based primarily on economic grounds. However, Gerald Gunderson points out that if, as many historians argue, Northern Republicans were intent on controlling the spread of slavery, then a war to keep the South in the Union might have made sense. Gunderson compares the “costs” of the war (which we discuss below) with the cost of “compensated” emancipation and notes that the two are roughly the same order of magnitude — 2.5 to 3.7 billion dollars (1974: 940-42). Thus, going to war made as much “economic sense” as buying out the slaveholders.

.. the only way that the North could ensure that their program to contain slavery could be “enforced” would be if the South were kept in the Union. Allowing the South to leave the Union would mean that the North could no longer control the expansion of slavery anywhere in the Western Hemisphere

What Did Pope Francis Know?

The Catholic Church needs leaders who can purge corruption even among their own theological allies. The pope is failing that test.

During the Catholic Church’s synod on the family in Rome in 2015, a rough-and-tumble affair in which Pope Francis pushed the assembled bishops to liberalize Catholic teaching on remarriage and divorce, one of the attendees, by the pope’s own invitation, was the retired Belgian Cardinal Godfried Danneels.

Danneels was a natural pick in one sense: One of the church’s prominent liberals, he had been part of a circle that supported Jorge Bergoglio in the run-up to his election as Francis, and in a synodal fight with conservative bishops, the pope needed all the allies he could get.

.. In another sense, though, Danneels was a wildly inappropriate choice, because at the conclusion of his career he was caught on tape trying to persuade a young victim of sex abuse not to go public with allegations against the victim’s uncle, Bishop Roger Vangheluwe of Bruges, Belgium.

..  hauling a cover-up artist out of retirement for a synod on the family was a statement that ideological loyalties mattered more to him than personal misconduct: Sex abuse might be bad, but what really mattered was being on the correct side of the Catholic civil war.

.. after years of failed American attempts to get Rome to take action, Francis’ predecessor, Benedict XVI, placed the already retired McCarrick under some form of sanctions — moving him out of his residence, restricting contact with seminarians, limiting public appearances. It further claims that despite being told that McCarrick was a sexual predator, Francis removed those sanctions, raised McCarrick’s profile and relied on him for advice about major appointments.

.. noting that McCarrick appeared at many events, including with Benedict himself, in the period when he was supposedly under sanctions.

..  given the distracted and ineffectual way that the last pope ran the church, it’s very easy to imagine a distracted and ineffectual attempt to restrict McCarrick being subverted and ignored by the cardinal and his allies in the hierarchy.

.. In which case it’s also easy to imagine a scenario in which Francis didn’t technically “lift” those sanctions so much as acted in ignorance of them, or of their seriousness. He might have been given some knowledge, by Viganò and others, of the allegations against McCarrick but either assumed they couldn’t be that bad (at this point the cardinal mostly stood accused of imposing himself on seminarians, not teenage minors) or else chose to believe a denial from the accused cardinal himself. Why? In part because of perceived self-interest: Francis needed allies, McCarrick was sympathetic to the pope’s planned liberalizing push, and the pope wanted his help reshaping the ranks of American bishops.

.. In this scenario Francis would be guilty of self-deception and incuriosity but not as nakedly culpable as Viganò implies. And if it’s easy to imagine this scenario because of the Danneels example, it’s also easy to imagine because that’s how things have proceeded consistently in the church since the sex abuse scandals broke: If a given predator or enabler is “on side” for either conservatives or liberals, he will find defenders and protectors for as long as events and revelations permit.

  • That’s a major reason John Paul II refused to investigate Father Marcel Maciel, the wicked founder of the Legionaries of Christ — because the Legionaries were conservative, and apparently a great success, and that was all that mattered.
  • It’s why many conservative Catholics unwisely defended John Paul II-appointed prelates like Boston’s Bernard Law in the early 2000s.
  • It’s why a notorious traditionalist priest, Father Carlos Urrutigoity, could find a welcome from conservative bishops in Pennsylvania and then Paraguay, despite a trail of abuse allegations.

.. Now it’s why certain organs and apostles of liberal Catholicism are running interference for McCarrick’s protectors — because Francis is their pope, the liberalizer they yearned for all through the John Paul and Benedict years, and all’s fair in the Catholic civil war.

.. But the inevitable, even providential irony is that this sort of team thinking never leads to theological victory, but only to exposure, shame, disaster. Indeed, the lesson of these bitter decades is that any faction hoping to lead Roman Catholicism out of crisis should begin with purges within its own ranks, with intolerance for any hint of corruption.

.. Francis, alas for everyone, did the opposite. Elected by cardinals eager for a cleanup at the Vatican, he wanted to be a theological change agent instead — which led him to tolerate the corrupt Roman old guard (whose names fill Viganò’s letter) and to rehabilitate liberal figures like Danneels, McCarrick and Cardinal Oscar Maradiaga of Honduras (a dubious figure with a predator among his underlings and a scandal at his seminary) who deserved the sidelines if not a penitent’s cell.

..  purge the corruption he has tolerated and to supply Catholicism with what it has lacked these many years: a leader willing to be zealous and uncompromising against what Benedict called the “filth” in the church, no matter how many heads must roll on his own side of the Catholic civil war.

Salvadoran Civil War

Murder of Archbishop Romero

In February 1980 Archbishop Óscar Romero published an open letter to US President Jimmy Carter in which he pleaded with him to suspend the United States’ ongoing program of military aid to the Salvadoran regime. He advised Carter that “Political power is in the hands of the armed forces. They know only how to repress the people and defend the interests of the Salvadoran oligarchy.” Romero warned that US support would only “sharpen the injustice and repression against the organizations of the people which repeatedly have been struggling to gain respect for their fundamental human rights.”[66] On 24 March 1980, the Archbishop was assassinated while celebrating mass, the day after he called upon Salvadoran soldiers and security force members to not follow their orders to kill Salvadoran civilians. President Jimmy Carter stated this was a “shocking and unconscionable act”.[67] At his funeral a week later, government-sponsored snipers in the National Palace and on the periphery of the Gerardo Barrios Plaza were responsible for the shooting of 42 mourners.[68]

.. Murder and rape of US nuns

.. On December 2, 1980, members of the Salvadoran National Guard were suspected to have raped and murdered four American nuns and a laywomanMaryknoll missionary nuns Maura ClarkeIta Ford, and Ursuline nun Dorothy Kazel, and laywoman Jean Donovan were on a Catholic relief mission providing food, shelter, transport, medical care, and burial to death squad victims. U.S. military aid was briefly cut off in response to the murders but would be renewed within six weeks. The outgoing Carter administration increased military aid to the Salvadoran armed forces to $10 million which included $5 million in rifles, ammunition, grenades and helicopters.[72]

 

“Draining the Sea”

.. In its effort to defeat the insurgency, the Salvadoran Armed Forces carried out a “scorched earth” strategy, adopting tactics similar to those being employed by the counterinsurgency in neighboring Guatemala. These tactics were primarily derived and adapted from U.S. strategy during the Vietnam War and taught by American military advisors.[76]

.. An integral part of the Salvadoran Army’s counterinsurgency strategy entailed “draining the sea” or “drying up the ocean,” that is, eliminating the insurgency by eradicating its support base in the countryside. The primary target was the civilian population – displacing or killing them in order to remove any possible base of support for the rebels. The concept of “draining the sea” had its basis in a doctrine by Mao Zedong which emphasized that “The guerrilla must move amongst the people as a fish swims in the sea.”[77]

 

.. “This may be an effective strategy for winning the war. It is, however, a strategy that involves the use of terror tactics—bombings, strafings, shellings and, occasionally, massacres of civilians.”[78]

.. On 18 March, three days after the sweep in Cabañas began, 4-8,000 survivors of the sweep (mostly women and children) attempted to cross the Rio Lempa into Honduras to flee violence. There, they were caught between Salvadoran and Honduran troops. The Salvadoran Air Force, subsequently bombed and strafed the fleeing civilians with machine gun fire, killing hundreds

.. Atlacatl was a rapid response counter-insurgency battalion organized at the US Army School of the Americas in Panama in 1980.

.. Atlacatl soldiers were equipped and directed by U.S. military advisers operating in El Salvador[82][83] and were described as “the pride of the United States military team in San Salvador. Trained in antiguerrilla operations, the battalion was intended to turn a losing war around.”[84]

.. The November 1981 operation was commanded by Lt. Col. Sigifredo Ochoa, a former Treasury Police chief with a reputation for brutality. Ochoa was close associate of Major Roberto D’Aubuisson and was alleged to have been involved in the assassination of Archbishop Oscar Romero.

.. Col. Ochoa claimed that hundreds of guerrillas had been killed but was able to show journalists only fifteen captured weapons, half of them virtual antiques, suggesting that most of those killed in the sweep were unarmed.[87]

.. he field commander said they were under orders to kill everyone, including the children, who he asserted would just grow up to become guerrillas if they let them live. “We were going to make an example of these people,” he said.[90

.. El Mozote Massacre

.. The US steadfastly denied the existence of the El Mozote massacre, dismissing reports of it as leftist “propaganda,” until secret US cables were declassified in the 1990s.[91

.. The army and death squads forced many of them to flee to the United States, but most were denied asylum.[95]

.. A US congressional delegation that on January 17–18, 1981, visited the refugee camps in El Salvador on a fact finding mission submitted a report to Congress which found that: “the Salvadoran method of ‘drying up the ocean’ is to eliminate entire villages from the map, to isolate the guerrillas, and deny them any rural base off which they can feed.”[96]

.. El Salvador’s National Federation of Lawyers, which represented all of the country’s bar associations, refused to participate in drafting the 1982 electoral law. The lawyers said that the elections couldn’t possibly be free and fair during a state of siege that suspended all basic rights and freedoms.

.. Fearful of a d’Aubuisson presidency for public relations purposes, the CIA financed Duarte’s campaign with some two million dollars.[113]

.. Nearly two weeks earlier, US Vice President Dan Quayle on a visit to San Salvador told army leaders that human rights abuses committed by the military had to stop. Sources associated with the military said afterword that Quayle’s warning was dismissed as propaganda for American consumption aimed at the US Congress and the U.S. public.[131] At the same time, U.S. advisers were sending a different message to the Salvadoran military – “do what you need to do to stop the commies, just don’t get caught“.[132] A former U.S. intelligence officer suggested the death squads needed to leave less visual evidence, that they should stop dumping bodies on the side of the road because “they have an ocean and they ought to use it“.[133]

.. After 10 years of war, more than one million people had been displaced out of a population of 5,389,000. 40% of the homes of newly displaced people were completely destroyed and another 25% were in need of major repairs

.. At war’s end, the Commission on the Truth for El Salvador registered more than 22,000 complaints of political violence in El Salvador, between January 1980 and July 1991, 60 percent about summary killing, 25 percent about kidnapping, and 20 percent about torture. These complaints attributed almost 85 percent of the violence to the Salvadoran Army and security forces alone.

  • The Salvadoran Armed Forces, which were massively supported by the United States (4.6 billion euros), were accused in 60 percent of the complaints,
  • the security forces (i.e. the National Guard, Treasury Police and the National Police) in 25 percent,
  • military escorts and civil defense units in 20 percent of complaints,
  • the death squads in approximately 10 percent, and
  • the FMLN in 5 percent.[157]

.. The report concluded that more than 70,000 people were killed, many in the course of gross violation of their human rights. More than 25 per cent of the populace was displaced as refugees before the U.N. peace treaty in 1992

.. The State’s terrorism was affected by the security forces, the Army, the National Guard, and the Treasury Police;[1]:308[167] yet it was the paramilitary death squads who gave the Government plausible deniability of, and accountability for, the political killings. Typically, a death squad dressed in civilian clothes and traveled in anonymous vehicles (dark windows, blank license plates). Their terrorism consisted of publishing future-victim death lists, delivering coffins to said future victims, and sending the target-person an invitation to his/her own funeral.[168][169

.. the objective of death-squad-terror seemed not only to eliminate opponents, but also, through torture and the gruesome disfigurement of bodies, to terrorize the population.[170

.. the FMLN continuously violated the human rights of many Salvadorans and other individuals identified as right-wing supporters,

  • military targets,
  • pro-government politicians,
  • intellectuals,
  • public officials, and
  • judges.

These violations included

kidnapping, bombings, rape, and killing.[158]

.. the constitution was amended to prohibit the military from playing an internal security role except under extraordinary circumstances

..  By 1993—nine months ahead of schedule—the military had cut personnel from a wartime high of 63,000 to the level of 32,000 required by the peace accords. By 1999, ESAF’s strength stood at less than 15,000
