Donald Trump Is Bad for Israel

As usual, the president makes his predecessors look better.

Suppose you’re the type of smart conservative reluctantly inclined to give Donald Trump a pass for his boorish behavior and ideological heresies because you like the way the economy is going and appreciate the tough tone of his foreign policy, especially when it comes to Islamic fundamentalism.

These last few weeks haven’t exactly validated your faith in the man, have they?

.. The president has abruptly undermined Israel’s security following a phone call with an Islamist strongman in Turkey. So much for the idea, common on the right, that this is the most pro-Israel administration ever.

.. Contrary to the invidious myth that neoconservatives always put Israel first, the reasons for staying in Syria have everything to do with core U.S. interests. Among them: Keeping ISIS beaten, keeping faith with the Kurds, maintaining leverage in Syria and preventing Russia and Iran from consolidating their grip on the Levant.

.. Powers that maintain a reputation as reliable allies and formidable foes tend to enhance their power. Powers that behave as Trump’s America has squander it.

.. But leave that aside and consider the Trump presidency from a purely Israeli standpoint. Are Israelis better off now that the U.S. Embassy is in Jerusalem? Not materially. The move was mostly a matter of symbolism, albeit of an overdue and useful sort. Are Israelis safer from Iran now that the U.S. is no longer in the Iran deal and sanctions are back in force? Only marginally. Sanctions are a tool of strategy, not a strategy unto themselves.

.. What Israel most needs from the U.S. today is what it needed at its birth in 1948: an America committed to defending the liberal-international order against totalitarian enemies, as opposed to one that conducts a purely transactional foreign policy based on the needs of the moment or the whims of a president.

.. From that, everything follows. It means that the U.S. should not

  • sell out small nations — whether it was Israel in 1973 or Kuwait in 1990 — for the sake of currying favor with larger ones. It means we should
  • resist interloping foreign aggressors, whether it was the
    • Soviets in Egypt in the 1960s, or the
    • Russians and Iranians in Syria in this decade. It means we should
  • oppose militant religious fundamentalism, whether it is
    • Wahhabis in Riyadh or Khomeinists in Tehran or Muslim Brothers in Cairo and Ankara. It means we should
  • advocate
    • human rights,
    • civil liberties, and
    • democratic institutions, in that order.

Trump has stood all of this on its head.

He shows no interest in pushing Russia out of Syria. He has neither articulated nor pursued any coherent strategy for pushing Iran out of Syria. He has all but invited Turkey to interfere in Syria. He has done nothing to prevent Iran from continuing to arm Hezbollah. He shows no regard for the Kurds. His fatuous response to Saudi Arabia’s murder of Jamal Khashoggi is that we’re getting a lot of money from the Saudis.

He speaks with no authority on subjects like press freedom or religious liberty because he assails both at home. His still-secret peace plan for Israel and the Palestinians will have the rare effect of uniting Israelis and Palestinians in their rejection of it

.. If you think the gravest immediate threat to Israel is jihadist Hezbollah backed by fundamentalist Iran backed by cynical Russia, the answer is no.

.. If you think the gravest middle-term threat is the continued Islamization of Turkey under Recep Tayyip Erdogan — gradually transforming the country into a technologically competent Sunni version of Iran — the answer is no.

.. If you think that another grave threat to Israel is the inability to preserve at least a vision of a future Palestinian state — one that pursues good governance and peace with its neighbors while rejecting kleptocracy and terrorism — the answer is no.

And if you think that the ultimate long-term threat to Israel is the resurgence of isolationism in the U.S. and a return to the geopolitics of every nation for itself, the answer is more emphatically no.

 

 

‘America Is Respected Again!’ Trump Tweets as Allies Question His Leadership

Mr. Mattis’s resignation letter on Thursday served as a rebuke of the president’s sharp demands of America’s allies and softened approach toward some of its adversaries. Only over the weekend did Mr. Trump realize that Mr. Mattis’s letter was a critique of the president’s policies, leading him to accelerate Mr. Mattis’s departure.

.. “I very deeply regret the decision made on Syria,” President Emmanuel Macron of France said during a news conference over the weekend. “To be allies is to fight shoulder to shoulder. It’s the most important thing for a head of state and head of the military. An ally should be dependable.”

.. Focusing on money saved, Mr. Trump sent more than 10 Twitter posts in four hours.

In one, he declared that Saudi Arabia would “spend the necessary money needed to help rebuild Syria, instead of the United States.” It was not immediately clear how or when that would happen.

As he assailed critics of his “America First” approach, Mr. Trump also targeted Mr. McGurk, the envoy to the coalition fighting the Islamic State.

The president misleadingly called Mr. McGurk an Obama-era appointee, and accused him of “loading up airplanes with 1.8 Billion Dollars in CASH & sending it to Iran” as part of the nuclear deal that world powers struck with Tehran — an agreement from which Mr. Trump has withdrawn the United States.

.. The Obama administration did not directly give money to Iran as part of the 2015 nuclear deal; instead the United States unfroze billions in assets as part of a decades-long debt dispute, $1.7 billion of which was transferred in cash in 2016.

.. Mr. McGurk, who worked in the administration of President George W. Bush as well as President Barack Obama, led the delicate, 14-month negotiations with Iran that prompted the release of Jason Rezaian, the Washington Post journalist. This summer, Mr. McGurk was the target of assassination threats from Iranian-backed militias and demonstrators in Iraq.

.. Over the weekend, Mr. Trump suggested on Twitter that Mr. McGurkwas a “grandstander.” The envoy resigned in protest over the Syria decision, which he said had blindsided United States officials and allies in the Middle East, including American-backed Kurdish soldiers who are fighting the Islamic State.

The president also said he was making progress on negotiations with North Korea, despite the State Department having been stymied so farin efforts to persuade the country’s leader, Kim Jong-un, to begin the process of dismantling its nuclear arsenal. “Looking forward to my next summit with Chairman Kim!” Mr. Trump tweeted.

.. After his initial burst, Mr. Trump tweeted that he had just given out “a 115 mile long contract for another large section of the Wall in Texas.” White House and Department of Homeland Security officials did not respond to a request for comment on what the president meant, and Mr. Trump did not elaborate when he briefly appeared in front of reporters on Monday night.

 

 

The Ghost of Trump Chaos Future

Sorry, investors, but there is no sanity clause.

Two years ago, after the shock of Donald Trump’s election, financial markets briefly freaked out, then quickly recovered. In effect, they decided that while Trump was manifestly unqualified for the job, temperamentally and intellectually, it wouldn’t matter. He might talk the populist talk, but he’d walk the plutocratic walk. He might be erratic and uninformed, but wiser heads would keep him from doing anything too stupid.

In other words, investors convinced themselves that they had a deal: Trump might sound off, but he wouldn’t really get to make policy. And, hey, taxes on corporations and the wealthy would go down.

But now, just in time for Christmas, people are realizing that there was no such deal — or at any rate, that there wasn’t a sanity clause. (Sorry, couldn’t help myself.) Put an unstable, ignorant, belligerent man in the Oval Office, and he will eventually do crazy things.

To be clear, voters have been aware for some time that government by a bad man is bad government. That’s why Democrats won a historically spectacular majority of the popular vote in the midterms. Even the wealthy, who have been the prime beneficiaries of Trump policies, are unhappy: A CNBC survey finds that millionaires, even Republican millionaires, have turned sharply against the tweeter in chief.

.. The reality that presidential unfitness matters for investors seems to have started setting in only about three weeks (and around 4,000 points on the Dow) ago.

  • First came the realization that Trump’s much-hyped deal with China existed only in his imagination. Then came
  • his televised meltdown in a meeting with Nancy Pelosi and Chuck Schumer,
  • his abrupt pullout from Syria,
  • his firing of Jim Mattis and
  • his shutdown of the government because Congress won’t cater to his edifice complex and build a pointless wall. And now there’s
  • buzz that he wants to fire Jerome Powell, the chairman of the Federal Reserve.

Oh, and along the way we learned that Trump has been engaging in raw obstruction of justice, pressuring his acting attorney general (who is himself a piece of work) over the Mueller investigation as the tally of convictions, confessions and forced resignations mounts.

.. And even trade war might not do that much harm, as long as it’s focused mainly on China, which is only one piece of U.S. trade. The really big economic risk was that Trump might break up Nafta, the North American trade agreement: U.S. manufacturing is so deeply integrated with production in Canada and Mexico that this would have been highly disruptive. But he settled for changing the agreement’s name while leaving its structure basically intact, and the remaining risks don’t seem that large.

.. Now imagine how this administration team might cope with a real economic setback, whatever its source. Would Trump look for solutions or refuse to accept responsibility and focus mainly on blaming other people? Would his Treasury secretary and chief economic advisers coolly analyze the problem and formulate a course of action, or would they respond with a combination of sycophancy to the boss and denials that anything was wrong? Trump’s Populist Schism Over Syria

His troop-withdrawal plan is politically risky. The Republican base is more hawkish than isolationist.

The most surprising thing about President Trump’s decision to overrule his top advisers and withdraw U.S. forces from Syria and Afghanistan isn’t that it was improvised and disruptive. Sudden shifts are part of Mr. Trump’s method, and disconcerting senior officials is one of his favorite management tools.

The surprise is that for the first time, Mr. Trump made a foreign-policy decision that divides the coalition that brought him into the White House and risks his control of the GOP. Mr. Trump has frequently challenged and infuriated his political opponents, but his Syria decision risks alienating allies he can ill afford to lose.

Nowhere has Mr. Trump’s sense of populist America been more important than in foreign policy. As a candidate in 2015-16, he showed that he understood something his establishment rivals in both parties did not: that the post-Cold War consensus no longer commanded the American people’s support.

.. During the Cold War, a large majority of Americans united around the policies that built the international liberal order after World War II. But when the Soviet Union collapsed, a gap opened between those who saw an opportunity to expand America’s world-building activities and those who saw an opportunity for the U.S. to reduce its commitments overseas. The foreign-policy establishment across both parties supported an ambitious global agenda, but increasingly alienated populists preferred to pull back.

For a quarter-century after the Soviet Union collapsed, the establishment consensus for building up the global order dominated American foreign policy, and dissenting voices were shunted aside. By 2016, that was no longer possible. In the Republican Party, Trump’s antiestablishment message led him to victory; on the Democratic side, Sen. Bernie Sanders’s campaign also benefited from opposition to establishment policies on security and trade.

The conservative opposition to conventional American foreign policy is anything but monolithic. One group of critics continues the Jeffersonian tradition of preserving American liberties at home by minimizing American involvement abroad. Figures like Sen. Rand Paul and his father, former Rep. Ron Paul, speak to this side of the populist coalition. Jeffersonians are skeptical of international institutions and alliances as well as American interventions to protect human rights abroad. They oppose big defense budgets and extensive military deployments and see no reason for an anti-Russia foreign policy. Many believe that Israel seeks to drag the U.S. into Middle East struggles that Washington would do better to avoid. Sen. Paul was quick to announce his support for President Trump’s Syria decision.

The other, Jacksonian wing of conservative populism shares the Jeffersonian suspicion of multilateralism and humanitarian interventions, but is more supportive of the American military and of maintaining America’s reputation for standing by allies. Jacksonians are hawkish about China, Russia and Iran and favor a strong relationship with Israel. This tendency in American politics is represented by figures like Sen. Tom Cotton, a U.S. Army veteran who served in both Afghanistan and Iraq and has criticized Mr. Trump’s Syria decision.

Mr. Trump’s beleaguered presidency needs both Jeffersonian and Jacksonian support to survive, and until the Syria decision, he had managed the tension between the two currents pretty effectively. Both Jacksonians and Jeffersonians supported the withdrawal from the Paris climate accord, and both hailed the president’s skepticism about humanitarian intervention. Both sides enjoyed the discomfiture of the foreign-policy establishment when Mr. Trump challenged conventional wisdom, and both praised his willingness to pursue a more unilateral course in foreign affairs.

That harmony may soon sour. Mr. Trump’s decisions on Syria and Afghanistan risk a rift between the president and his Jacksonian supporters and provide a way for some in the GOP to break with the president without losing their own populist credentials.

  • The betrayal of the Kurds, the
  • benefits to Iran of American withdrawal,
  • the tilt toward an Islamist and anti-Israel Turkey, and
  • the purrs of satisfaction emanating from the Kremlin are all bitter pills for Jacksonians to swallow.

Of the two wings of the GOP populist movement, the Jacksonians are the stronger and, from a political standpoint, the more essential. The GOP base is more hawkish than isolationist, and from jihadist terrorism to Russian and Chinese revisionism, today’s world is full of threats that alarm Jacksonian populists and lead them to support a strong military and a forward-leaning foreign policy.

Neoconservatives tried and failed to rally GOP foreign-policy hawks against Donald Trump. Should Jacksonians turn against him, they are likely to pose a much more formidable threat.
