General Mattis’s Challenge

“To change anything in the Navy is like punching a feather bed. You punch it with your right and you punch it with your left until you are finally exhausted, and then you find the damn bed just as it was before you started punching.” — Franklin Roosevelt, 1940 San Diego — What the former assistant secretary of the Navy said is descriptive of the entire military. Each service’s culture, and interservice rivalries, and bureaucratic viscosity are resistant to reform. Which is why the next secretary of defense, retired Marine Corps General James Mattis, has the most difficult management challenge in American government.

Long-range projectiles for Navy’s newest ship too expensive to shoot

The automated AGS can fire 10 rocket-assisted, precision-guided projectiles per minute at targets over 100 miles away. Those projectiles use GPS and inertial guidance to improve the gun’s accuracy to a 50 meter (164 feet) circle of probable error—meaning that half of its GPS-guided shells will fall within that distance from the target.

The projectile responsible for that accuracy—something far too complex to just be called a “shell” or “bullet”—is the Long Range Land-Attack Projectile (LRLAP). Each projectile has precision guidance provided by internal global positioning and inertial sensors, and bursts of LRLAPs could in theory be fired over a minute following different ballistic trajectories that cause them to land all at the same time.

the Navy is canceling production of the LRLAP because of an $800,000-per-shot price tag—more than 10 times the original projected cost. By comparison, the nuclear-capable Tomahawk cruise missile costs approximately $1 million per shot, while the M712 Copperhead laser-guided 155-millimeter projectile and M982 Excalibur GPS-guided rounds cost less than $70,000 per shot. Traditional Navy 5-inch shells cost no more than a few hundred dollars each.

To put this figure in perspective: despite troop levels in Iraq and Afghanistan dropping sharply over the past eight years, the Obama administration has still managed to spend more on the Pentagon than the Bush administration did during its two terms in office.

.. What accounts for the Department of Defense’s ability to keep a stranglehold on your tax dollars year after endless year?

Pillar one supporting that edifice: ideology. As long as most Americans accept the notion that it is the God-given mission and right of the United States to go anywhere on the planet and do more or less anything it cares to do with its military, you won’t see Pentagon spending brought under real control.

.. General Colin Powell, then chairman of the Joint Chiefs of Staff, summed up the fears of that moment within the military and the arms complex when he said, “I’m running out of demons. I’m running out of villains. I’m down to Castro and Kim Il-sung.”

.. but the Pentagon helped staunch the bleeding relatively quickly before a “peace dividend” could be delivered to the American people. Instead, it put a firm floor under the fall by announcing what came to be known as the “rogue state” doctrine. Resources formerly aimed at the Soviet Union would now be focused on “regional hegemons” like Iraq and North Korea.

.. Secretary of Defense Donald Rumsfeld evensuggested that Saddam was like Hitler, as if a modest-sized Middle Eastern state could somehow muster the resources to conquer the globe.

.. In the context of an increasingly militarized foreign policy, one might call Obama’s approach “politically sustainable warfare,” since it involved fewer (American) casualties and lower costs than Bush-style warfare, which peaked in Iraq at more than 160,000 troops and a comparable number of private contractors.

.. Recent terror attacks against Western targets from Brussels, Paris, and Nice to San Bernardino and Orlando have offered the national security state and the Obama administration the necessary fear factor that makes the case for higher Pentagon spending so palatable. This has been true despite the fact that more tanks, bombers, aircraft carriers, and nuclear weapons will be useless in preventing such attacks.

The majority of what the Pentagon spends, of course, has nothing to do with fighting terrorism.

.. A Pentagon spokesman admitted as much recently by acknowledging that more than half of the $58.8 billion war budget is being used to pay for non-war costs.

.. That slush fund is also enabling the Pentagon to spend billions of dollars in seed money as a down payment on the department’s proposed $1 trillion plan to buy a new generation of nuclear-armed bombers, missiles, and submarines.

.. The size of a Clinton buildup is less clear, but she has also pledged to work toward lifting the caps on the Pentagon’s regular budget. If that were done and the war fund continued to be stuffed with non-war-related items, one thing is certain: the Pentagon and its contractors will be sitting pretty.

.. fundamental change would require taking on the fear factor, the doctrine of armed exceptionalism, and the way the military-industrial complex is embedded in Washington.

Israel and U.S. are close to a deal on the biggest military aid package ever

According to U.S. and Israeli analysts familiar with the negotiations, the Obama administration is insisting on phasing out a special arrangement that has allowed Israel to spend 26 percent of U.S. aid on its own defense research, development and procurement.

..With Israel’s defense industry now thriving, the administration wants to pare that back and require that more U.S. aid go to American companies providing goods and services.

The possibility that Israeli defense companies could lose hundreds of millions of dollars of contracts is already causing controversy. Critics say they fear it could impair Israel’s ability to maintain equipment that is the most advanced in the region, known as its qualitative military edge.

.. “Though he has been a strong supporter of Israeli security throughout his term, there’s clearly a difficult relationship between Netanyahu and Obama,” said Ilan Goldenberg, director of the Middle East Security Program at the Center for a New American Security. “For them to agree on this would send a signal to the world that although their personal relationship is not great, here Obama is making a down payment on 10 years of deep U.S.-Israeli security cooperation. That’s a powerful message.”
