The Strange Failure of the Educated Elite

The chief accomplishment of the current educated elite is that it has produced a bipartisan revolt against itself.

.. A narrative is emerging. It is that the new meritocratic aristocracy has come to look like every other aristocracy. The members of the educated class use their intellectual, financial and social advantages to pass down privilege to their children, creating a hereditary elite that is ever more insulated from the rest of society. We need to build a meritocracy that is true to its values, truly open to all.

.. The real problem with the modern meritocracy can be found in the ideology of meritocracy itself. Meritocracy is a system built on the maximization of individual talent, and that system unwittingly encourages several ruinous beliefs:

.. Exaggerated faith in intelligence. Today’s educated establishment is still basically selected on the basis of I.Q. High I.Q. correlates with career success but is not the crucial quality required for civic leadership. Many of the great failures of the last 50 years, from Vietnam to Watergate to the financial crisis, were caused by extremely intelligent people who didn’t care about the civic consequences of their actions.

.. If you build a society upon this metaphor you will wind up with a society high in narcissism and low in social connection. Life is not really an individual journey. Life is more like settling a sequence of villages.

.. Misplaced notion of the self. Instead of seeing the self as the seat of the soul, the meritocracy sees the self as a vessel of human capital, a series of talents to be cultivated and accomplishments to be celebrated. If you base a society on a conception of self that is about achievement, not character, you will wind up with a society that is demoralized; that puts little emphasis on the sorts of moral systems that create harmony within people, harmony between people and harmony between people and their ultimate purpose.

.. Inability to think institutionally. Previous elites poured themselves into institutions and were pretty good at maintaining existing institutions, like the U.S. Congress, and building new ones, like the postwar global order. The current generation sees institutions as things they pass through on the way to individual success.

.. Some institutions, like Congress and the political parties, have decayed to the point of uselessness, while others, like corporations, lose their generational consciousness and become obsessed with the short term.

.. Diversity for its own sake, without a common telos, is infinitely centrifugal, and leads to social fragmentation.

.. The essential point is this: Those dimwitted, stuck up blue bloods in the old establishment had something we meritocrats lack — a civic consciousness, a sense that we live life embedded in community and nation, that we owe a debt to community and nation and that the essence of the admirable life is community before self.

The Fall of the German Empire

But if the test of Europe’s unity feels like a test for liberal democracy, it’s a mistake to see it only in those terms. It is also a struggle of nations against empire, of the Continent’s smaller countries against German mastery and Northern European interests, in which populist parties are being elected to resist policies the center sought to impose upon the periphery without a vote. And the liberal aspect of the European system wouldn’t be under such strain if the imperial aspect hadn’t been exploited unwisely by leaders in the empire’s German core.

This disastrous imperial dynamic was first manifest in the fiscal policy imposed on Southern Europe in the wake of the Great Recession — a policy that manifestly made more sense for Germany’s economy than for Italy’s or Spain’s or Greece’s, even as it was confidently presented by German bankers as a hardheaded necessity that no merely national government could be permitted to reject.

Then the same dynamic repeated itself on immigration, when Angela Merkel took it upon herself to make migration policy for the Continent, in atonement for Germany’s racist past and in the hopes of revitalizing its aging society. The resistance from other Europeans to her open door to refugees and migrants, the refusal to let the German chancellor and her admirers determine immigration policy, is one reason among many that populists won the Brexit referendum and find themselves on the cusp of power in Italy — and it’s the major reason that populist parties rule today in Budapest and Warsaw.

The Necessary Immigration Debate

as mass immigration increases diversity, it reduces social cohesion and civic trust

.. the trust problem is not a simple matter of racist natives mistrusting foreigners, since social trust is often weakest among minorities — which is one reason why the most diverse generation in American history, the millennials, is also the least trusting.

.. It’s one reason why campus politics are so toxic, why Democrats struggle to keep their diverse coalition politically engaged

.. Then linked to these ethno-cultural tensions are the tensions of class, where mass immigration favors stratification and elite self-segregation.

.. regions and cities with the largest immigrant populations are often the wealthiest and most dynamic.

.. The hinterlands are also filled with people who might want to move to wealthier regions (or who used to live there) but can’t because an immigrants-and-professionals ecosystem effectively prices out the middle class.

.. Thus our rich and diverse states also often feature high poverty rates when their cost of living is considered, while second and third-generation immigrants often drift into the same stagnation as the white working class

.. Which in turn encourages them toward mild contempt for their fellow countrymen who don’t want to live under a cosmopolitan-ruled caste system

.. For some pro-immigration Republicans this contempt is Ayn Randian: We’ll all be better off with more hard-working immigrants and fewer shiftless mooching natives. For pro-immigration liberals it’s the predictable cultural triumphalism: The arc of history is long, but thanks to immigration we won’t have to cater to heartland gun-clingers any longer.

In both cases there’s a fantasy of replacement that’s politically corrosive, and that’s one reason why Donald Trump is president and Jeb! and Hillary are not.

.. Hence my own view that keeping current immigration levels while bringing in more immigrants to compete with our economy’s winners and fewer to compete for low-wage work represents a reasonable middle ground.
