White House Digs In for Chief of Staff Hunt

Mick Mulvaney says he’s not interested; Trump campaign official David Bossie is in the running

Mr. Trump has told associates he is unhappy with aspects of how the West Wing is running, complaining that staff morale is low, some aides are disloyal and his press coverage is negative.

Both men who have held the position thus far—Reince Priebus and then Mr. Kelly—found it difficult to manage Mr. Trump and create a White House that sticks to a message and pursues goals in disciplined fashion. Rival power centers have emerged, with Mr. Trump’s son-in-law, Mr. Kushner, and daughter Ivanka Trump wielding enormous influence and chafing at the chief of staff’s direction. Mr. Priebus would ruefully refer to himself as merely “Chief of Stuff.”

Another challenge is the dearth of qualified individuals willing to take the job. Current and former senior staff members describe the Trump administration as a high-stress, unpredictable atmosphere in which they are subjected to unsparing criticism from inside the building and out.

Top officials often leave their posts with bruised reputations. Several high-level members of the administration have left their jobs in humbling circumstances, with Mr. Trump writing derisively on Twitter about them. Mr. Trump has fired a chief of staff, secretary of state and attorney general on the social media platform.

Aides to Mr. Trump have advised him to hire as chief of staff a former or current lawmaker who knows how to work with Congress, according to one adviser. Among those Mr. Trump is considering is Rep. Mark Meadows (R., N.C.), a longtime ally, say people familiar with the matter.

Advisers also have urged Mr. Trump to look for a chief with more political experience than Mr. Kelly, a retired Marine Corps general, one who will work well with the 2020 re-election campaign. Rudy Giuliani, the president’s lawyer, said in an interview that Mr. Trump needs a chief of staff “able to add more political experience needed for the next two years.”

.. Mr. Trump have repeatedly clashed, as Mr. Kelly sought to curtail access to Mr. Trump and limit the flow of information to him. That often rankled the president, who complains he feels isolated unless he is free to call longtime confidants, friends and advisers, according to current and former White House officials.
.. One of Mr. Kelly’s frustrations was that he couldn’t manage a president who insists on following his own instincts rather than working within a hierarchical process that vets and manages the information and people he sees, people close to the White House said.
.. Advisers to Mr. Trump say he should install a chief who, even privately, will talk more positively about the administration. At meetings, Mr. Kelly often took on a negative tone about Mr. Trump’s tweets and the circumstances the White House faced, to the detriment of staff morale, one person familiar with the matter said.
.. A better approach for the next chief of staff would be to let Mr. Trump be himself and focus instead on managing and motivating a staff whose morale has plummeted
.. The chief of staff job is difficult job to fill in part because Mr. Trump tends to “grow weary” of anyone in his company for an extended period of time, another person familiar with the matter said.
Referring to the next chief of staff, the person said: “I just don’t believe there’s any person who isn’t going to get crushed.”

Pence Chief of Staff Nick Ayers Won’t Be Next White House Staff Chief

The uncertainty surrounding the chief-of-staff job reflects a record-setting turnover in the White House’s senior ranks. Whoever succeeds Mr. Kelly will be the third chief of staff in the president’s first two years.

Two of the candidates are Rep. Mark Meadows (R., N.C.), a Trump ally, and Mick Mulvaney, director of the White House Office of Management and Budget.

Trump Weighs Replacing Chief of Staff John Kelly in White House Shake-Up

The first to go is expected to be the deputy national security adviser, Mira Ricardel, who has clashed with First Lady Melania Trump. Mr. Trump is also leaning toward the ouster of Homeland Security Secretary Kirstjen Nielsen, who is a close ally of Mr. Kelly, White House officials said. The president has decided to replace Ms. Nielsen, but hasn’t finalized the timing, White House officials said, in part because there isn’t an obvious candidate to replace her.

.. The president often games out multiple staffing scenarios with advisers, including months of talking about whether to replace Mr. Kelly. While those discussions often signal impending changes, that is not always the case.This is how the president works,” one White House official said. “He’s doused a bunch of people in gasoline and he’s waiting for someone to light a match.”

.. A rift emerged after Mrs. Trump staff’s battled with Ms. Ricardel during the first lady’s trip to Africa last month over seating on the plane and requests to use National Security Council resources, according to people familiar with the matter. The first lady’s team also told Mr. Trump that they suspect Ms. Ricardel is behind some negative stories about Mrs. Trump and her staff.

The first lady’s office issued a statement on Tuesday calling for Ms. Ricardel to be dismissed. “It is the position of the Office of the First Lady that she no longer deserves the honor of serving in this White House,” said Stephanie Grisham, a spokeswoman for Mrs. Trump.

.. Late Tuesday, one White House official pushed back against the criticism but offered no assurances about Ms. Ricardel’s job security.

“Mira Ricardel is one of the highest ranking women in the Trump administration,” the official said. And she “has never met the first lady.”

Ms. Ricardel also repeatedly clashed with Defense Secretary Jim Mattis and his Pentagon team over staffing decisions and policy differences, according to people familiar with the feud.

.. Ms. Ricardel has served as a vital ally for Mr. Bolton since he took the national security job in April. He resisted efforts by Mr. Kelly to force her out, including when the chief of staff cited Mrs. Trump’s concerns two weeks ago, the officials said. Mrs. Trump and her staff then discussed the issue with the president during the trip to Paris, White House officials said. Mr. Trump told his wife that he would have Ms. Ricardel removed, the officials said.Mr. Bolton, meanwhile, has been among those pushing for Ms. Nielsen’s ouster, officials said. The Washington Post reported Mr. Trump’s decision to remove Ms. Nielsen on Monday.

.. One reason: The White House has no one ready to nominate, and there are succession questions at Homeland Security. The administration has yet to replace Elaine Duke, who resigned as the deputy secretary in February.
.. Mr. Trump also has soured on Kevin McAleenan, who is commissioner of U.S. Customs and Border Protection
 .. One source of tension between Mr. Bolton and Ms. Nielsen stemmed from a plan she raised to deal with the migrant caravan heading to the U.S.-Mexico border. Ms. Nielsen raised the possibility of asking the United Nations refugee agency to set up camps on the Mexico side of the border to house the migrants, said to people familiar with the talks.Mr. Bolton pointedly dismissed the idea as unworkable and misguided, a response that irked Ms. Nielsen and triggered a forceful defense from Mr. Kelly, these people said. Mr. Kelly asked Mr. Bolton what he thought would be a better approach, and Mr. Bolton said he would discuss it directly with the president, one of these people said.

.. In a meeting in the Oval Office, Mr. Trump further aggravated Mr. Kelly by suggesting that Jared Kushner, the president’s son-in-law and top adviser, use his contacts in the Mexican government to try to resolve the caravan issue. “Let’s get Jared involved; he’s our best guy on this,” Mr. Trump said.

.. In recent days, Mr. Trump referred to Mr. Ayers in the present tense as his chief of staff, one White House official said. Mr. Trump has told officials he expects to offer Mr. Ayers the job when Mr. Kelly leaves

 

Trump Should Be a Better Boss

“The Deep State,” on the other hand, is a description of the millions of bureaucrats immune from the political ebbs and flows. The term is meant to suggest that these men and women are pursuing agendas that run contrary to the preferences of the president, the peole who voted for him, or the nation at large.

.. We can debate whether and how much the Deep State is actually countering Trump’s agenda. But one thing that is not debatable is that the anonymous author is not part of such a group. Anonymous is, rather, a “senior administration official” who, based on what his  op-ed reveals, serves at the pleasure of the president. Trump could get rid of him, if he knew who he was.

.. Instead of rebuking Anonymous with the same complaints many conservatives have lobbed at the career officials at the Department of Justice, we could instead see his op-ed as an illustration of the inherent principal–agent problem that every president must confront. And the essay strongly suggests that Trump is struggling with this problem.

.. Simply stated, the principal–agent problem arises whenever any principal deputizes an agent to do his bidding. How can the principal make sure that the agent is actually doing what he has been tasked to do? Well, it requires monitoring and sanctions — both of which are costly to the principal.

.. Indeed, the differences between presidential success and failure often come down to how the president handles the monitoring of his staff. Jimmy Carter, for instance, was an unsuccessful president in no small part because he was a micromanager.

.. Dwight Eisenhower, on the other hand, imported organization structures from the military to great success. More recently, in Confidence Men, Ron Suskind reported that Barack Obama instructed U.S. Treasury Secretary Tim Geithner to draw up a plan to dissolve Citigroup; however, Suskind claimed, Geithner ignored the order, and Obama never followed up. That is the principal–agent problem in action.

.. These are all symptoms of an executive branch that is suffering from a lack of sufficient management.

.. If Trump does not have a good handle on what his agents are up to, then his power necessarily is going to decline, as the principal–agent problem grows. We can bemoan the fact that his political appointees are undermining democratic accountability by ignoring or circumventing Trump’s dictates, but that misses the point. The principal–agent problem exists just about everywhere. It is a consequence of human nature, whereby people are prone to put their own judgments and interests first. That’s why principals must monitor their agents.
