The ideas the group de­bated in­cluded con­vert­ing more fed­er­al anti-poverty programs in­to state block grants; ex­pand­ing the Earned In­come Tax Cred­it that sup­ports the work­ing poor, pro­mot­ing charter schools, crim­in­al-justice re­form, and re­think­ing treat­ment for drug ad­dicts. Phrases such as “out­come-based meas­ures” and “middle-skilled jobs” drew know­ing nods.

.. Demo­crats find much to cri­ti­cize in these spe­cif­ic pro­pos­als. Ad­voc­ates for the poor ar­gue that Ry­an’s plans to block-grant anti-poverty pro­grams such as food stamps would pro­duce large spend­ing cuts.

.. Polit­ic­ally, the for­um re­flec­ted the be­lief of many con­ser­vat­ive policy intellectuals that the party can win back the White House only by prov­ing it has con­crete re­sponses that ex­tend bey­ond tax cuts to the eco­nom­ic chal­lenges most Amer­ic­ans face.

.. Their more fun­da­ment­al difference is that Trump is lead­ing the GOP to­ward a European-style ra­cial nationalism that re­lies primar­ily on mar­shal­ing griev­ances among ali­en­ated whites

India’s Move Against the Poor

The Haryana Panchayati Raj (Amendment) Act disqualifies from local political office citizens who have been formally charged with serious crimes, citizens who are behind on loan payments to rural cooperative banks, citizens who haven’t paid their electricity bills, citizens who don’t have a functional lavatory at home and citizens who lack certain educational qualifications.

The stipulation that men running for local office should have high school diplomas and that women and Dalit candidates should have completed middle school was the most controversial part of the amendment, because it would disqualify about one half of Haryana’s rural voters. For that reason, the Supreme Court’s recent decision upholding the law, “Rajbala and Others vs. the State of Haryana and Others,” is a landmark in conservative jurisprudence and a dangerous departure from the ideal of a participatory democracy.

.. The second problem is that the law, in effect, punishes the poorer half of Haryana’s population for the failure of both state and national authorities to provide free education to all Indians.

.. Populist in idiom rather than intent, the B.J.P. appears to be using these two states as laboratories in which to test the chances of a broader conservative move to limit the political participation of the poor.

Debt and the Racial Wealth Gap

The modern roots of the racial wealth gap can be traced back to the post-World War II housing boom, when federal agencies blocked loans to black Americans, locking them out of the greatest wealth accumulation this country has ever experienced. More recently, the bursting of the housing bubble and subsequent recession slammed minorities. In 2013, the median wealth of white households was 13 times the median wealth of black households, the widest gap since 1989.

.. In a 2009 national survey of lower-income households by the federal Energy Information Administration, 9 percent of blacks reported having their electricity disconnected in the previous year because they had been unable to pay. For whites, the number was less than 4 percent, according to an analysis of the survey by the National Consumer Law Center.

.. In its report on the Ferguson, Mo., Police Department, the Justice Department found that officers disproportionately stopped and ticketed black citizens. For a “manner of walking” violation, it was $302; for “high grass and weeds,” $531.

.. the typical black household earning between $25,000 and $50,000 reported having emergency savings of $400. The typical white household in that range had $2,100.

Why Living in a Poor Neighborhood Can Make You Fat

But as the experiment went on, researchers began encountering anecdotal evidence that surprised them. The people who moved out of poor neighborhoods were healthier. When they went back and measured the differences between people who got vouchers and people who didn’t, the results were remarkable: The people who got vouchers to move to low-poverty neighborhoods had significantly lower rates of obesity and Type 2 diabetes.

.. But the HUD study, and subsequent research, have shown that something more than race, individual behavior, or genetics is taking a toll on the health of people who live in poor neighborhoods: stress.

.. In much the same way, being late for school, unable to make your car payment, worried about where your next meal will come from, or feeling unjustly scrutinized because of your skin color aren’t immediate physical threats. But the brain still responds by signaling the adrenal glands to release cortisol. “Those energy substrates are still in high circulation so you can run away,” Hasson says. “But if you don’t, or can’t, run away, you’re always in this high-alert situation, whether or not you’re conscious of it.”

.. As part of its role in freeing up energy, chronic exposure to cortisol also increases cravings for high-sugar, high-fat foods, and increases the body’s resistance to insulin, the hormone that signals the body’s cells to absorb sugar.
