The Best Era for Working Women Was 20 Years Ago

Things seem to have changed around the 2001 recession. Until then, women tended to keep their onward march into employment steady even when the economy faltered. If their employment dipped, it quickly recovered. But this was the first time that the share of working women dropped without bouncing back.

.. Husbands’ wages grew faster than wives’ in the 1990s, which may have eventually discouraged married women from staying at work.

.. For lower-wage women, work itself has also gotten worse. Research by Robert Moffitt, a Johns Hopkins economist, has found that the decline in women’s labor force participation, especially among lower-educated women, mirrors that of their male peers.

.. The low-wage jobs these laid-off workers found are more likely to come with variable schedules that make it difficult to arrange child care. Work hours have also stretched later and later, which hurts women more.
..  the United States has done almost nothing to help make it easier for parents to work and raise a family at the same time. Unlike all other developed countries, the United States doesn’t guarantee parents any paid time off when they have children.
.. If the United States were to spend more on helping parents get child care, ensure they can take paid time off work and protect those who want or need to work flexible schedules, it would almost certainly tap into this pool of women who have stepped away from work.
.. the economy would have been 11 percent smaller if women’s labor force participation had remained at the levels of the late 1970s.
.. President Trump has said he wants to reach 3 percent G.D.P. growth. He would do well to focus on increasing how many women work.
.. This is a man who said in the 1990s — that same decade when working women reached their zenith — that “putting a wife to work is a very dangerous thing.”

He’ll find out how dangerous it is for the economy when the government doesn’t help put all women, married or not, to work.

Would a Work-Free World Be So Bad?

Fears of civilization-wide idleness are based too much on the downsides of being unemployed in a society premised on the concept of employment.

Peter Gray, a professor of psychology at Boston College who studies the concept of play, thinks that if work disappeared tomorrow, people might be at a loss for things to do, growing bored and depressed because they have forgotten how to play. “We teach children a distinction between play and work,” Gray explains. “Work is something that you don’t want to do but you have to do.” He says this training, which starts in school, eventually “drills the play” out of many children, who grow up to be adults who are aimless when presented with free time.

“Sometimes people retire from their work, and they don’t know what to do,” Gray says. “They’ve lost the ability to create their own activities.” It’s a problem that never seems to plague young children. “There are no three-year-olds that are going to be lazy and depressed because they don’t have a structured activity,” he says.

.. Ten thousand years ago, all humans were hunter-gatherers, and some still are. Daniel Everett, an anthropologist at Bentley University, in Massachusetts, studied a group of hunter-gathers in the Amazon called the Pirahã for years. According to Everett, while some might consider hunting and gathering work, hunter-gatherers don’t. “They think of it as fun,” he says. “They don’t have a concept of work the way we do.”

.. anthropologist Marshall Sahlins argued in a 1968 essay that hunter-gathers belonged to “the original affluent society,” seeing as they only “worked” a few hours a day; Everett estimates that Pirahã adults on average work about 20 hours a week (not to mention without bosses peering over their shoulders)

.. According to Gary Cross’s 1990 book A Social History of Leisure Since 1600, free time in the U.S. looked quite different before the 18th and 19th centuries. Farmers—which was a fair way to describe a huge number of Americans at that time—mixed work and play in their daily lives. There were no managers or overseers, so they would switch fluidly between working, taking breaks, joining in neighborhood games, playing pranks, and spending time with family and friends. Not to mention festivals and other gatherings: France, for instance, had 84 holidays a year in 1700, and weather kept them from farming another 80 or so days a year.

.. Meanwhile, clocks—which were becoming widespread at that time—began to give life a quicker pace, and religious leaders, who traditionally endorsed most festivities, started associating leisure with sin and tried to replace rowdy festivals with sermons.

 

Getting to Zero

Dorothy Sayers has an essay in which she notes it’s fashionable to say you do your work to serve the community. But if you do any line of work for the community, she argues, you’ll end up falsifying your work, because you’ll be angling it for applause. You’ll feel people owe you something for your work. But if you just try to serve the work — focusing on each concrete task and doing it the way it’s supposed to be done — then you’ll end up, obliquely, serving the community more. Sometimes the only way to be good at a job is to lose the self-consciousness embedded in the question, “How’m I doing?”
