Lukewarmers accept that the earth is warming and that our civilization’s ample CO2 emissions are a major cause. They doubt, however, that climate change represents a crisis unique among the varied challenges we face, or that the global regulatory schemes advanced to deal with it will work as advertised.
.. in actual right-wing politics no serious assessment of the science and the risks is taking place to begin with. Instead there’s just a mix of business-class and blue-collar self-interest and a trollish, “If liberals are for it, we’re against it” anti-intellectualism. So while lukewarmers may fancy ourselves serious interlocutors for liberals, we’re actually just running interference on behalf of know-nothing and do-nothingism, attacking flawed policies on behalf of a Republican Party that will never, ever advance any policies of its own.
Donald Trump, Establishment Sellout
WHICH side are you on? Are you with Donald Trump, or with the Washington insiders who want to undo his election? Do you favor the legitimate president of the United States, or an unelected “deep state” — bureaucrats, judges, former F.B.I. directors, the media — that’s determined not to let him govern? Are you going to let a counterrevolution by elites bring down a man who was elevated to the White House precisely because the country knows that its elite is no longer fit to govern?
This is how the debate over Donald Trump’s mounting difficulties is being framed by some of my fellow conservatives, from Sean Hannity to more serious pundits and intellectuals.
.. But Trump is not actually governing as a populist or revolutionary, and the rolling crises of his first four months are not really about resistance to an “America First” or “drain the swamp” agenda
the various outsider groups that cast their lot with him
- working-class ex-Democrats to
- antiwar conservatives to
- free-trade skeptics to
- build-the-wall immigration hawks to
- religious conservatives fearful for their liberties —
have seen him pick very few difficult fights on their behalf.
.. his legislative agenda has been standard establishment-Republican fare — spending cuts to pay for upper-bracket tax cuts, rinse, repeat.
.. he’s mostly handed foreign policy over to his military advisers
.. Religious conservatives got Neil Gorsuch because he was a pedigreed insider. But they aren’t getting anything but symbolism on religious liberty, because Trump doesn’t want to pick a fight with the elite consensus on gay and transgender rights.
the establishment keeps winning:
- Planned Parenthood was funded in the budget deal and
- the border wall was not, the promised
- NAFTA rollback looks more likely to be a toothless renegotiation, Trump’s occasional talk about
- breaking up the big banks is clearly just talk,
- we haven’t torn up the Iran deal or
- ditched the Paris climate accords, and more.
.. populism needs a seat at the table of power in the West, and the people who voted for our president do deserve a tribune.
.. Trump is not that figure. As a populist he’s a paper tiger
.. too incompetent and self-absorbed to fight for them.
he’s not being dogged by leaks and accusations because
- he’s trying to turn the Republican Party into a “worker’s party” (he isn’t), or because
- he’s throwing the money-changers out of the republic’s temples (don’t make me laugh), or because
- he’s taking steps to reduce America’s role as policeman of the world (none are evident).
.. he’s at war with the institutions that surround him because he behaves consistently erratically and inappropriately and dangerously, and perhaps criminally as well.
.. there is no elite “counterrevolution” here for them to resist, because there is no Trump revolution in the first place.
The European Crisis
In Europe as in the United States, recent trends in culture and economics have elevated an educated upper class while separating it, geographically and ideologically and in every other way, from a declining and fragmenting working class.
In Europe as in the United States, a growing immigrant population serves this upper class while seeming to compete with downscale natives for jobs, housing and social benefits. In Europe as in the United States, the center-left coalition has become a kind of patronage arrangement between the multicultural meritocracy and minority groups both new and old, while the white working class drifts rightward and votes for Brexit, Trump and now Le Pen.
.. these problems are worse in Europe, part of a systemic crisis that’s more serious than our own.
They’re worse because Europe is stuck with a horribly flawed experiment in political economy, a common currency without a common fiscal policy or a central political authority capable of claiming real legitimacy.
.. They’re worse because Europe has had sub-replacement fertility for much longer than the United States
.. mass immigration seem more culturally threatening to natives even as it seems more desirable to technocrats.
.. They’re worse because Europe is a continent of ethno-states without a strong assimilative tradition
.. Finally, they’re worse because European governance has a greater democracy deficit than the United States, and because the European ruling class already relies more than its American counterpart on illiberal methods — restrictions on speech that would be the envy of our campus commisars, counterterrorism methods that would make Jeff Sessions blush, even the spread of “voluntary” euthanasia as a solution to age and illness and unhappiness — to maintain the continental peace.
.. This is a tangle of problems that no single statesman or party, however brilliant, is likely to cut through; they can be only managed, not resolved.
But much of elite European politics seems to be organized around the premise that they are really problems only because they might lead to an extremist party taking power. So the important thing is to concentrate every effort on delegitimizing and defeating and excluding critics (be they right wing or, as in many Mediterranean countries, far left) rather than solving the problems that the outsiders often quite accurately identify.
.. the policy alternative that the right-wing populists often offer —
- hard limits on immigration, new financial support for families,
- a re-emphasis on national sovereignty,
- the unwinding of the euro
— is in some ways less extreme than the open-borders and onward-to-federalism fantasies still nursed by the elite
.. in which secularism gives ground to religious pluralism even as it firmly demands certain forms of assimilation.
Break Up the Liberal City
if they are innovation capitals it’s a form of innovation that generates fewer jobs than past technological advance. If they produce some intellectual ferment they have also cloistered our liberal intelligentsia and actually weakened liberalism politically by concentrating its votes.
.. Liberalism has become more smug and out-of-touch; conservatism more anti-intellectual and buffoonish. The hive-mind genius supposedly generated by concentrating all the best and the brightest has given us great apps and some fun TV shows to binge-watch, but the 2000s and 2010s haven’t exactly been the Florentine Renaissance.
