I find it despicable that Wal-Mart refused to allow her to pay for the items. If one of those employees stepped in and noticed her diminished mental condition, and then allowed her to pay, then this confrontation would not have happened.
“I was going to pay for it” “but you didn’t” BECAUSE THE EMPLOYEES REFUSED TO LET HER! My god this officer is not only a monster thinking he’s some big shot for taking down a mentally unwell, little old lady and thinking he freaking knows what happened when clearly he didn’t. I’m glad she filed a lawsuit against them and both no longer work for the police dept as well as charges against them. I hope they get found GUILTY for this behavior because they KNEW they were in the wrong, and proceeded to try to cover their tracks. I feel so bad for Karen, she didn’t deserve that.

As a caregiver in a memory care facility, this brought me to tears. Absolutely sickening
This victim reminds me of my Mom who died just over a year ago from dementia. It’s hard to believe anyone (especially law enforcement officers) being so cruel to her and lacking basic humanity. Kudos to those who came to her aid in her time of need.

He seriously celebrated that arrest? What’s to be proud of,the way he just had to prove what a “boss” he was, right! By throwing a tiny, little, old woman to the ground because she “resisted arrest”! Bollox! She made you feel small when she didn’t stop and you had to show her the full power of your authority!! Pathetic!! This’s so heartbreaking. As a nurse, I worked with dementia patients for over a decade and the thought of any of them being treated this way makes me sick. When the officer first approached her, she was pleasantly confused and smiled at him. I’m sure she had no idea why this “nice young man” was talking to her. You can see it in her expression. With that in mind and understanding that a police officer’s roll in society is “to protect and serve”, it makes this one of the worst videos to watch. In that way, it reminds me of the video showing a man sweetly call a kitten over to him in a park, and when the kitten came running over to him calling, he kicked it through the air. The innocence in the world is too often crushed by the evil people in society. We have to stand up to those who crush that innocence. Can you imagine the pain and confusion Ms Garner was experiencing?… and then shackled to a bench with lacerations and fractures for hours without medical treatment. 😢 Anyone trying to say “He didn’t know”, watch his reaction to her after she’s in his vehicle and back at the station! He talked to her like a child because he knew her mental state was that of a child.

You forgot the young man who confronted the police officers when he saw conduct that clearly disturbed him and struck him as wrong…. I’d give that young man an A.
I like how the dude stands his ground when the cop lies and says she was running “I seen her the whole time, she wasn’t running”.
Whats really horrifying is that the sergeant, and pretty sure everyone else in the dept, approved of the behavior and didnt reprimand the officers until they were sued
“No action was taken against the officers until a lawsuit was filed…” The fact that a lawsuit was required in order to get the bad apples removed, speaks volumes.
A law needs to be passed that prohibits fired cops from being hired by other departments

 

It’s satisfying to finally see officers held accountable for their conduct. This used to be completely acceptable conduct for police, and now they not only get fired for it, but they get charged as well (as they should).

The fact he easily and quickly deescalated the bystander situation but couldn’t do the same for an elderly woman with dementia is just sad
Oddly, I’m upset with the Walmart employees for calling the police and escalating the situation. I’m not advocating for stealing, but it was only $13 worth of product. Walmart isn’t going to suffer over such a petty loss. Just let her take it—it was not worth the broken shoulder or trauma she suffered.
As someone who’s grandmother is in a similar state, I have nothing but loathing for the officers involved and the Wal-Mart management that all failed to help this woman. Just a couple of simple questions could have sorted out that she was having trouble, but no, they all had to treat her so terribly.

Where I came from, people would line up in the store to offer paying for what the old lady took. As we where raised to respect older people No matter what and this is what Im passing through to my kids. Seeing that lady go through pain not knowing what’s going on really hurts me. I hope she’s doing fine now.

As a caregiver who have seen many of these patients, this broke my heart.
As a former officer this made me sick to my stomach. I love old people and we much protect them at all costs that’s level of force was completely unnecessary. I was literally pissed watching this video. I’m glad she sued the s*** out of them! And shout out to that citizen who stood up against these wolves dressed as sheepdogs! He need a award as well.
I’m so glad that the police in my country get at least a 2 year training and in those 2 years and constantly after as well are being trained on how to deal with mentally unstable or ill people, development issues, physical ailments, confused people etc and even with aggression and stubbornness. You rarely see stuff like this or anything on this channel for that matter happening here.
I am getting sick and tired of departments allowing officers to resign in order to to not be held accountable for their actions, and not being put on the list.
Isn’t it funny how police can immediately charge a citizen for resisting arrest all while carrying around “qualified immunity” where it takes months to years to prove their unprofessionalism? I’m an advocate for getting rid of qualified immunity and letting officers carry their own insurance similar to malpractice insurance that doctors and nurses carry.
This could have been my mother who suffers from similar conditions. I cried throughout this video – disgraceful conduct..
“I’m going home. I’m going home.” This poor woman. My mom suffered from Alzheimer’s. It’s horrible. I’m shocked these officers didn’t recognize there was a mental issue here. Just horribly sad.
I didn’t even make it 2mins into the video and I’m already furious! The sheer level of ignorance. The amount of fear and confusion that woman must have felt is unimaginable. I lost one of my Grandparents to Alzheimer’s disease and it was heart breaking to watch her mental decline and how it affected her. Some days were almost like she was blissfully unaware but other times it was like she suddenly realised what was happening to her and what she was losing. The dread, fear and confusion in those moments were devastating. So watching this poor woman be mistreated because people don’t have time to consider or due to their ignorance figure out that there is an explanation for her behaviour is so hard to watch.

A reasonable person knows how fragile elderly people are. Knowing this, this is an assault in my opinion.
It really angers me in the beginning how overly righteous and condescending he sounds when he speaks to this poor woman, who clearly is suffering from some kind of mass confusion/mental health episode. They can’t approach suspects like this like they’re pure evil, it isn’t black and white, you have to at least try to communicate properly before using force and immediate judgement. It’s clear by the first officer sounding like he’s out of breath, he couldn’t handle anyone other than a child or an elderly female. The female officer is there to do no more than what it was found out later, sleeping with other officers. What a joke.
This one breaks my heart. My mom & aunt are at the age where they are becoming frail like this. If I saw an officer man handle one of them like this I would probably wind up in jail. Pick on someone your own size! He could have literally pinched her sweatshirt sleeve & that would have been enough to overpower this tiny old woman. She is clearly not a threat to society at large. Stealing is wrong regardless, but this is a tricky situation. The officers had no way of initially knowing that she was mentally disabled. I can agree with that. But they could absolutely see that she is a frail old woman & made better decision about use of force. & btw calling them “peace officers” makes me sick.
I wonder these days if there is a truly honest well trained and following the ‘To Protect and Serve’ cop anywhere in this country?? I was in law enforcement in the 70s and was proud to serve, but these days even I have a whole different look when I see an officer, wondering if they are corrupt or not. That is so sad!
Nobody would have ever known about this if it wasn’t filmed. This is what has been going on for years. It’s hard to watch, but there’s unprofessional cops in every state.
It’s absolutely amazing how the cops can all convince themselves and each other that they have done nothing wrong. Doesn’t matter what they’ve done – they all group-think themselves into believing that they acted within the law. It’s laughable. The only hope is that they watch the video in private and see what everyone else sees. Why couldn’t the cop see that something wasn’t right – does he not have a mother? Does he not recognise when someone is behaving oddly? He could have given her a lift home and made sure she was safe – it wasn’t like she was public enemy number 1.
the arrest itself was very difficult for me to watch.. she’s visibly confused and the officer immediately resorts to using physical force.. i hope she’s doing okay this must have been physically and mentally traumatizing for the poor lady
I know exactly when the shoulder injury happened. That was when he was controlling her arm causing her pain on purpose to teach a lesson or for self pleasure because she was not complying with him.
Update to this is that their Sargent Metzler- who participated in dropping her on the ground while loading her into a police car and signed off on this abuse as acceptable was allowed to work until he retired with full pay. The police chief Ticer who hired the miscreants, and also approved the beating they administered to this grandmother, now works in a retirement community in Arizona. Please pray for the unsuspecting seniors he will be “helping”………
She’s 73. He tells her if she kicks him “things will be bad”. Clearly this man was itching to beat up someone in cuffs. He had no intention of using just the amount of force necessary to stop the threat.

You can tell how disconnected this cop is with everything. He treated this whole situation like it was a game.

I’m a retail manager. This is appalling. If the “customer” offers to pay for the stuff, that’s acceptable. My first issue is with the employees who should have accepted payment and then simply told her she’s not welcome there anymore. (NOTE: That’s regardless of knowledge of mental capacity). My second issue is then with the police where it became obvious that she does have some mental disadvantages. Either way, the police were wrong in their approach. They didn’t bother to talk amicably with her. It was immediate detention.
This is so sad that this lady went through this. I am thankful she did file the lawsuit and won however, the pain had to be so excruciating. Elderly don’t heal fast. I will be waiting to see or hear their trials. Thank you for sharing these audits.
The fact that concerned man wasn’t even fluent in English and had the bravery to confront that aggressive cop was amazing!!! He must of been prepared to go to jail.
Cops should have NO means to delete footage, EVER. There’s no reason for someone with so much power to have more access than a retail employee has with cctv cameras.
Right from start, in the first 30 seconds, even I could see the lady was not 100% – 5′ tall and 80lb with dementia does not pose a threat. The whole thing could have been avoided if he just stopped for a second and reassessed the situation. He could have explained it to her, given her a ride home, talked to the caregiver who would have probably gone and paid the bill at WalMart. And good on that dude rolling up and challenging the cops treatment of that lady.

I remember a time we’re old ladies and ladies in general we’re treaded with respect. Today police in America seem to see in humans only criminals and non criminals. No nuance’s whatsoever. Sad.
The fact that there was an “internal review” and they found this use of force “reasonable” shows just how corrupt most internal reviews actually are. “We investigated ourselves and have found nothing wrong”.

That pos officer’s tone of voice is infuriating. He was talking to her like a small child but physically manhandled her like she was an NFL linebacker. The fact that their bosses tried to sweep it under the rug until they had no choice but to break the blue wall is why people hate the police.
Friendly reminder that the prosecutor who dropped the charges reviewed the body cam footage and only dropped charges to protect the officers involved in hopes that this body cam wouldn’t be released to the public.
When the lady just kept saying she was going home in a confused tone they should have suspected something wasn’t mentally right with her and they should have been more accommodating.
It’s amazing how this officer just had no clue. It’s obvious this lady had an issue from first contact. You could see how clueless she was when she turned around. She had a confused look on her face and that was very clear.
There is just one major problem here. When the woman was stopped at the store by a store employee she offered the store employee her credit card to pay for the items she was walking out with. She offered to pay and instead the store employee said no and took the items back from her. Thus no crime was committed.
This is why I teach my children to respect the law and authority, but always keep your guard up around the police.

The way the cop physically, without speaking, threatened to destroy her shoulder when he was saying don’t kick at her terrifies me. He could have ruined her rotator cuff just with how he was pressing her arm.
The cop’s tone of voice genuinely upsets me. It’s so condescending I’m disgusted and if I met him in a bar or something I don’t think I could hold a conversation longer than 20 seconds with him.
That’s why these cameras are so important. Cops like these need to be held accountable. The fact that they tried covering their tracks makes this far worse. We need to normalize disciplining officers who abuse their power more.

I didnt know that trying to pay for items you forgot to pay for and having the items taken back and then leaving counted as stealing, attempting to steal or warranted being tackled.

This situation boils my blood as former LEO. I was giving the officers the benefit of the doubt at the beginning. No way they could know she had dementia and she wasn’t a habitual shop lifter. But the way treated her without any medical attention and she laid on that bench in pain while they watched the body cam footage and celebrated the arrest of a 5 foot 80 lbs grandma, is disgusting. The reason they watch the footage was because of that concerned person witnessing the excessive force so they could come up with an excuse if he filed a complaint.
Something similar happened in my town. They arrested her and then released her in the middle of the night with no phone or care. She was found wandering the streets by her family a day later

Cop puts foot in door to block resident from closing. I’m of the opinion that the resident should be allowed to close the door using however much force is necessary to achieve closing the door. The idea that cops will charge you with assault for closing a door on them is asinine. Other option is to close the door however much you can, place your foot behind the door. Then inform the cop that the same assault charge he would charge you with if you close the door applies to him if he forces the door open wider. When they stand in the hall but have their foot in the doorway, they know they have no right to enter. We should be allowed to slam the damn door even if it breaks the cops foot!

 @Van Iyke  The cops will undoubtedly claim exigent circumstances. One of them even pointed out that he saw some broken glass. Check out the story of James Wood in Cotati CA, couple of years ago, who also thought that he can resist officers’ warrantless entry during welfare check. The whole family was tazed and charged with obstructing, including the alleged victim; Wood was tried in court, and got off only because the jury deadlocked – half of the jury agreed that he deserved prison term. In this case it’s ten times easier because of the glass, and of the kids involved.

 @vad R  there was no visible harm on the child when said child presented himself, there were no sounds of the child crying, the child was not seen to be crying, the child did not ask police for help and…. Oh yeah…. almost forgot about the PRESUMPTION OF INNOCENCE ABSENT PROBABLE CAUSE of which there was NONE. 4) Exigent Circumstances
An anonymous call stating a “disturbance” does not meet the threshold for exigent circumstances.
They have no warrant, they clearly do not have consent and they are obviously not in hot pursuit.

NEVER, NEVER, NEVER, open the door for the police unless they have a warrant. Make them break down the door. Make them defend it in court.
I feel so sorry to this man and his child for having sick people in their door so scary.
This was an illegal search. The reason they didn’t just drag him out the door and detain him while they searched for the “distressed party” is because they knew there was no distressed party. They were trying to get him to agree to an open-ended search where anything found would be admissable in court. This whole charade was to try to trick him into giving permission to search. They show up claiming exigent circumstances but then waited at least 15 minutes, plenty long enough for someone to bleed to death or die from asphyxiation, drowning, OD, heart attack, stroke or any number of other causes. This didn’t disturb the officers because they knew that the exigent circumstances was merely a pretext. Exigent circumstances are exceptions for when seconds matter. By waiting 15 minutes they proved that there was no exigency. So at this point they clearly are not performing any legitimate law enforcement activity. They were very clearly asked to leave but did not do so. We are left with the inescapable conclusion that they are not acting in any official or legal capacity at all! (Though they are acting under color of law.) They had no legitimate reason to be there and they have been asked to leave and failed to do so, one of the actual examples of trespass in the Texas Penal Code! Because they are acting under color of law, this becomes Criminal Trespass. When later they do force their way in, having, by their own conduct, clearly discarded all legal rationale for their presence, TPC 9.31 is triggered, which justifies use of lethal force. These officers got lucky. If that boy had understood how wrong what was happening was, he might have feared for his and his father’s lives. He was big enough to handle an AR… Plenty of kids his size have killed intruders.
Once you heard his son is fine your wellness check is done. There is no longer any need to be there.
Never, ever open the door to cops unless you have a locked screen door or storm door between you in case you need to shut your door quickly.

Someone give me more information on what happened to this father, and his child. I believe this call was the cause of a bad woman. I believe there is more to what was really going on behind that domestic call. It was clear though that he was a good man, and a protecting father.

According to this, cops can just have anyone call in a residence and that will give them the right to search that residence. That is scary.

Security doors allow you to open your door and still have a barrier between you and whoever’s at your door.
They will interrogate the son and tell him that dad will go to prison if he doesn’t agree that dad is abusing him.

This was extremely disturbing to watch. This is exactly where the breakdowns of community start. I have decided never to call the police, unless specifically asked to, for fear of individuals ending up harrassed, bombarded, wounded, and at worst, DEAD. I cannot live with that on my conscious. Even if there was a Domestic Situation, some just need to get to the other side of that situation. Sadly, in either situation, calling the police or not, someone could end up dead!
Never open your door to cops unless you called them or its an emergency. When you do the first thing the do is put their foot in so you can’t close the door and if you try they arrest you for assault.
A “welfare check” does not suspend his civil rights!

The victim did as well as I could imagine. I’d like to see Audit the Audit show this and give us some clues how to handle the foot in the door problem with cops. If you try to close the door they arrest you for assault and yet they are trespassing. In the time they spent harassing the victim the cops could have gotten a warrant, but they don’t want to go that route because they don’t have probable cause to convince a judge to sign a warrant. Can the officers not be charged with trespassing? Are they immune from that? Time to clarify this foot in the door process.
You did a good job of stopping the cops from talking. When they start talking, you end up getting charges that they make up..!
In Texas, the law allows a few exceptions to the warrant requirement. One of these exceptions is Exigent Circumstances, sometimes referred to as “the emergency doctrine.” If they reasonably suspect that someone may be in need of medical assistance, or is otherwise in danger of harm…that qualifies. And courts have upheld that a phone call report may be satisfactory to establish reasonable suspicion. Therefor it is very likely that their Welfare Check, based on a caller reporting some domestic violence, would be enough for a court to rule that they were allowed to enter his home without a warrant. This is true even if it turns out later that the reporting caller was wrong. And at least one of the officers did try to explain Exigent Circumstances briefly before being drowned out by the man. I friggin hate it when I hear about yet another instance of, “We investigated ourselves and – shocker – find that we did nothing wrong.” But in this particular case, I’m afraid that would rightly be the outcome.
I gotta stop watching these types of videos. It makes me upset that “leo’s” believe that they can violate the God given and constitutional rights of citizens at will. When the lawsuits inevitably happen, the payouts come from the pockets of other innocent citizens rather than from those of the perpetrators. Sickening system.
This happened to me with a crazy salesman. I told him to move his foot before I shut the door, cuz if he didnt, it was gona hurt. He refused. I slammed the door. I can still hear him yelping. I think I broke it. Would do the same for unwanted cops
1) theres either a “real” threat or circumstance that makes it really necessary to go in without a warrant in that case they shouldnt talk to him for 10 minutes 2) they have no real reason, then they should all get sued
We homeschooled our six children. This kind of thing happens to homeschool families all the time. We belonged to the Homeschool Legal Defense Association when we are children were school age. We had their lawyers on speed dial to protect us against this kind of crap. It still happened to some people especially in CA. Some families won large civil rights settlements. Does anyone know if this guy came out of it okay? Where did this happen?

This is just an ego confrontation and the cops are experts at it. I guess it’s taught at the academy.
I’m from Canada. And if I took this to any, and I mean ANY lawyer, even though I could not afford them? They would take this case for free (pro bono), and they would sue the police department, the city and each individual officer. With the condition, that if we won, I would then pay for their services. My parents demanded a warrant, the police said it’s in the car, and refused to show it, police decided to shove their way into the house, then a month later, came back and arrested my 81 year old father and 60 year old mother for assaulting an officer/obstruction of justice 3 counts because there were 3 cops.
When we get a call for service………. Obviously the cops feel all of your rights are suspended because their phone rings. I wonder how that will work out in court. The cops just keep saying listen listen listen listen when the facts are we don’t have to listen to them and we don’t have to speak to them .
The citizens, one day will use the “I feared for my life” excuse. This would have been a good time for it.
This reminds me of when I was 6-7 years old. My Father was a single parent. He was an alcoholic and heroin addict, but he never put his hands on me. Cops used to force their way in and beat the living $h.. out of my dad. They even went as far as to throw him down 5 flights of stairs. When it came to court time, these TYRANTS would lie in their report. Saying, “he fell!” I would tell court the truth, but of course they wouldn’t listen. Poor lil boy. Good old boys in blue still wondering why us people of color don’t trust them??? (I really want to go off in my comments, because this video is a trigger for me)!!!
We need to start having special doors made that automatically close at the push of a button to close the threshold of a door and sever anything that is breaking that threshold. Cops might start learning when half their foot is where it should never have been to start with.
That’s scary shit! The cop immediately tried to say he saw broken glass and stop hurting your child. Scary when law enforcement puts themselves above the law.
You should have made a citizens arrest, request that the second officer arrest the trespasser, and demand a supervisor. You provided several trespasser notices. At that point both lose qualified immunity.
This would not be happening if there was no Qualified Immunity and the police had to carry their own liability insurance!
So if there’s a call for a domestic disturbance, all the abuser has to do is say they can’t come in without a warrant? In my country, there wouldn’t have been more than 10 seconds in this situation before the cops came in. This man is responsible for his sons tears.
They are claiming extengent circumstance, but those concerns should have been relieved without entrance into the residence by 10:04 time stamp. There was clearly no threat to life or limb at that point. These cops forced their way in for no other reason than to demonstrate their dominance. They willfully escalated a routine disturbance call with criminal intent to cause harm.
Doesn’t “exigent circumstance” mean someone inside the home is in immediate danger? If they had that, they would be in the home already, IMO. Courts have traditionally let cops do almost anything, as it relates to 4th amendment violations. Cops have something like 10 ways to enter a residence without a warrant, and the courts rarely hammer them for the violations, so this guy may be able to pry a civil judgement out of the city, maybe.
This is when a door chain comes in handy. Set it up so it only opens 1/2 inch. Or better yet, get a doorbell cam with audio and put it on your door. I watched a guy argue with cops/CPS through his doorbell cam while he was actually in the background cutting his neighbour’s lawn. Hilarious.
The cops do need to investigate calls regarding a disturbance and make sure everybody is okay and I I wasn’t sure if the man being questioned was being reasonable until later in the video he told the officer that he would cooperate and keep the door open if the officer would step out of the doorway. Then I became appalled when they actually forced their way in. They should never have been in the doorway to begin with and if the man wouldn’t cooperate by at least answering questions that should be enough for reasonable suspicion to get a warrant to make sure that the man didn’t commit child or spousal abuse. From what I could tell they had no probable cause to force their way in and they should all probably be fired if that is the case.

In most states, the only way police can enter a home without a warrant, is when they have PC that a crime is “in progress”, not “may have been committed”. Don’t know the details here, but what’s obvious is these cops are blocking the door, been told to leave, are trespassing, and trying to force their way in someone’s home to search every room, drawer, toy box etc, just hoping to find anything to use against this man. This homeowner was great and I hope this worked out big for him.

Sadly, this man will lose any lawsuit based on “Exigent Circumstances” (defined below) as mentioned by the Sgt. when he arrived. This is a law that police use to screw your 4th amendment. Call your congressman and demand the law be abolished.
I am not a lawyer but I believe there were some civil liberties violations here. They said they were there on a call for a domestic disturbance with a female and just because he won’t let them in to ascertain if there is one there does not give them the legal right to barge in unless they hear her cry for help. I would cite very serious fourth amendment violation concerns here.
This is main reason why I invested in a Ring device! I can still communicate with people, and don’t have to open the door to anyone Law Enforcement included.
If the police actually had the right to make entry like they claim, they would not have wasted all that time talking. They know they had no legal power there, and they know it. Also, their story flipped between “welfare check” to “disturbance call.”
That same thing happened here in Harnett co and ended with Livingston being shot killed because he closed the door on the deputy’s foot !

UNLESS “SOMEONE” MAKES A CALL!
Easy win 42USC1983 case. Any lawyer would take it. An officer placing their foot past the threshold on hearsay is trespassing. Investigating on hearsay does not allow them to barge in to somebody’s home. Prosecutor should also charge them under 18USC241 and 18USC242.
This is why a good relationship with the community is important. People dont even respect you or trust you enough for a simple welfare check. You have no one to blame but your own organization!
I found asking them to repeat their lies again and again and again works quite well.

Heads up all. The reason why cops place their foot in between the door is for (2) reasons:
Reason #1 – In the event you close it they can claim you assaulted them in the event they have no probable cause or basis for being at your residence.
Reason #2 – Keeping the door open allows them to look inside and smell and observe the activity within your home to establish probable cause.

It only has force of law if there is immediate danger to someone, to stop destruction of evidence or to chase an escaping offender and thats it. most cases, police officers probably cannot enter a home without permission during a welfare check. However, if they feel that they have reason to believe that someone is in danger, and/or that a crime is being committed in the home, then they can typically enter the home without permission. Pretty sure none of this has happened they need a warrant what the hell is wrong with these cops?
They were just biding time for authorization to enter from a supervisor. They were unsure if they had probable cause enough to enter, so they figured they’d just trespass “a little bit” and to keep the door from closing until they could get authorization that they had enough probable cause. Once they got the OK, they just blew in. That authorization “qualified” their “immunity.”

But with the murder of the Saudi journalist Jamal Khashoggi by his own government, the poisoning of former Russian spies living in the United Kingdom, and whispers that the head of Interpol, Meng Hongwei, may have been executed in China, the curtain has been slipping more than usual of late. In Riyadh, Moscow, and even Beijing, the political class is scrambling to cover up its lethal ways.

Andrew Jackson, was a cold-blooded murderer, slaveowner, and ethnic cleanser of native Americans. For Harry Truman, the atomic bombing of Hiroshima spared him the likely high cost of invading Japan. But the second atomic bombing, of Nagasaki, was utterly indefensible and took place through sheer bureaucratic momentum: the bombing apparently occurred without Truman’s explicit order.

.. Since 1947, the deniability of presidential murder has been facilitated by the CIA, which has served as a secret army (and sometime death squad) for American presidents. The CIA has been a party to murders and mayhem in all parts of the world, with almost no oversight or accountability for its countless assassinations. It is possible, though not definitively proved, that the CIA even assassinated UN Secretary-General Dag Hammarskjöld.

.. Many mass killings by presidents have involved the conventional military. Lyndon Johnson escalated US military intervention in Vietnam on the pretext of a North Vietnamese attack in the Gulf of Tonkin that never happened. .. The mass killings in Iraq under George W. Bush are of course better known, because the US-led war there was made for TV. A supposedly civilized country engaged in “shock and awe” to overthrow another country’s government on utterly false pretenses. Hundreds of thousands of Iraqi civilians died as a result.

Barack Obama was widely attacked by the right for being too soft, yet he, too, notched up quite a death toll. His administration repeatedly approved drone attacks that killed not only terrorists, but also innocents and US citizens who opposed America’s bloody wars in Muslim countries. He signed the presidential finding authorizing the CIA to cooperate with Saudi Arabia in overthrowing the Syrian government. That “covert” operation (hardly discussed in the polite pages of the New York Times) led to an ongoing civil war that has resulted in hundreds of thousands of civilian deaths and millions displaced from their homes. He used NATO airstrikes to overthrow Libya’s Muammar el-Qaddafi, resulting in a failed state and ongoing violence.

.. Under Trump, the US has abetted Saudi Arabia’s mass murder (including of children) in Yemen by selling it bombs and advanced weapons with almost no awareness, oversight, or accountability by the Congress or the public. Murder committed out of view of the media is almost no longer murder at all.

When the curtain slips, as with the Khashoggi killing, we briefly see the world as it is. A Washington Post columnist is lured to a brutal death and dismembered by America’s close “ally.” The American-Israeli-Saudi big lie that Iran is at the center of global terrorism, a claim refuted by the data, is briefly threatened by the embarrassing disclosure of Khashoggi’s grisly end. Crown Prince Mohammed bin Salman, who ostensibly ordered the operation, is put in charge of the “investigation” of the case; the Saudis duly cashier a few senior officials; and Trump, a master of non-stop lies, parrots official Saudi tall tales about a rogue operation.

A few government and business leaders have postponed visits to Saudi Arabia. The list of announced withdrawals from a glitzy investment conference is a who’s who of America’s military-industrial complex: top Wall Street bankers, CEOs of major media companies, and senior officials of military contractors, such as Airbus’s defense chief.

.. Political scientists should test the following hypothesis: countries led by presidents (as in the US) and non-constitutional monarchs (as in Saudi Arabia), rather than by parliaments and prime ministers, are especially vulnerable to murderous politics. Parliaments provide no guarantees of restraint, but one-man rule in foreign policy, as in the US and Saudi Arabia, almost guarantees massive bloodletting.
