Third London Bridge Attacker Youssef Zaghba Had Been Stopped in Italy
Officials say 22-year-old Italian citizen was carrying Islamic State propaganda
An incident like the one at Bologna airport should have resulted in Mr. Zaghba’s name being placed in the database as a potential terror threat, said an EU official who helps run the Schengen system. Though the U.K. isn’t in the Schengen Area—the region covering most of Europe where border checks have largely been abolished—British police have access to the database under an agreement with the Schengen nations.
U.K. border guards, however, can’t access the database in real-time, so incoming travelers aren’t routinely checked against it.
