Everyone observing our politics, or serving in it, still has the sense that anything could happen at the White House at any time. But neither the most hopeful nor the most fearful prognostications about the effects of Trump’s presidency on our political system have been confirmed.

..  It would be hard now to claim that the surface appearance of reckless incompetence at the White House is just a mask for deep strategic genius.

.. Both begin from the assumption that Trump ran for president in order to use the presidency to achieve a set of relatively conventional political or policy objectives, and each approach formed its expectations around some sense of what those might have been. Ten months into his presidency, it does not look as if this was the nature of Trump’s ambition.

.. Instead, his ambition seems to have been something like a desire to put himself at the center of our national consciousness and attention. This looks to be what Trump wants most, and what some of his most peculiar choices and actions are directed toward achieving. Everything else — from policy priorities to political alliances — is always subject to change in pursuit of that goal. This could also be a key to understanding the effects Trump might ultimately have on our constitutional system.

.. Trump’s ambition that most resembles the ambitions of many other politicians.

.. But they also, of course, run to do something.

.. Trump’s exertions in office have mostly been of a different sort altogether. They have generally been neither channeled through the constitutional framework nor directed against it

.. The ideal of the president as project manager was especially prominent in how Trump spoke about his ambitions at the very beginning of his campaign. In August 2015, for instance, asked by George Stephanopoulos how he would carry out his immigration proposals, Trump responded, “These people don’t know what they’re doing, George. They’re politicians. They don’t know management. I get the best people and we will do it properly and we will do it humanely.” Asked three months later to respond to criticism from his primary opponents about his proposal for a registry of Muslims, he responded, “It would be just good management.” Pressed for more details, he said, “It’s all about management, our country has no management.” We have grown so accustomed to this sort of vague, brash talk from Trump over the past two years that we barely stop to ask what it actually conveys.

.. Trump still seems to believe that he has unique management abilities to offer the country and that this job is like his last one. Perhaps ironically, given his now-infamous lack of discipline, his sense of the president’s core administrative function remains exceptionally managerial — and not, in this sense, quite political or constitutional. He instinctively treats members of Congress like incompetent subcontractors.

.. Trump’s sense of the president’s broader functions, meanwhile, has turned out to be fundamentally theatrical. In just about every setting, he is performing for an audience. Thus his obsession with ratings and audience size, his running commentary on Twitter (often calling for actions that he could instead just undertake as chief executive), and his peculiar tendency even to comment on his own speeches as he delivers them.

..  his intense desire to please the room at every moment — which has led him incessantly to shift course and change positions. He seems to want different things at different times in front of different audiences. But he actually always wants the same thing: He wants to be acclaimed a winner.

When he isn’t depicted as successful, whether it’s on morning television or in a meeting with congressional leaders, he says and does whatever seems required to change the story in his favor. He can’t resist such provocations because he is always on the stage, needing to please or save face before the crowd.

.. This has left President Trump open to shameless attempts at manipulation by members of Congress and his own administration who think they can push him in their direction on key policy questions by portraying their preferred approach as a way for him to look stronger.

.. Trump’s capacity to disrupt our exhausted political order and force other politicians into at least modestly more populist directions could well prove a boon.

.. the presence of an undisciplined, aggressive performance artist at the heart of our government — a figure whose excesses are not structurally counterbalanced by others in the system because they are not strictly speaking excesses of presidential power — could alter the public’s expectations of government and politics in ways that are decidedly unhelpful to American constitutionalism and would not be easy to reverse. Viewing politics as entertainment could be a hard habit to break.

.. Washington has experienced the Trump presidency so far as an exhausting, intense, and unproductive circus.

.. Both seem to have been incapacitated by concerns that anything meaningful they do could be undercut by an erratic presidential tweet at any moment.

.. The appointment of judges might be the one presidential function that does not require perseverance — once nominated, they are confirmed by another branch of government and then perform their work without dependence on the president

.. it is frankly hard to say just what the president actually aims to achieve except for being on everyone’s mind all the time.

.. For many decades now, American progressives have advanced an ideal of the presidency in great tension with the logic of our broader constitutional architecture. Trump now offers a far less coherent model of the presidency that is downright unaware of that broader architecture and so stands as a kind of histrionic alternative to constitutional politics. If we are to hold out any hope for a constitutional restoration, these cannot be the only options before the public.

Victor Cha: Giving North Korea a ‘bloody nose’ carries a huge risk to Americans

North Korea, if not stopped, will build an arsenal with multiple nuclear missiles meant to threaten the U.S. homeland and blackmail us into abandoning our allies in Asia. North Korean dictator Kim Jong Un will sell these weapons to state and nonstate actors, and he will inspire other rogue actors who want to undermine the U.S.-backed postwar order. These are real and unprecedented threats. But the answer is not, as some Trump administration officials have suggested, a preventive military strike. Instead, there is a forceful military option available that can address the threat without escalating into a war that would likely kill tens, if not hundreds, of thousands of Americans.

.. Some may argue that U.S. casualties and even a wider war on the Korean Peninsula are risks worth taking, given what is at stake.

.. A strike also would not stem the threat of proliferation but rather exacerbate it, turning what might be a North Korean moneymaking endeavor into a vengeful effort intended to equip other bad actors against us.

.. I also hope that if North Korea did retaliate militarily, the United States could control the escalation ladder to minimize collateral damage and prevent a collapse of financial markets.

.. the rationale is that a strike that demonstrates U.S. resolve to pursue “all options” is necessary to give the mercurial Kim a “bloody nose.”

.. If we believe that Kim is undeterrable without such a strike, how can we also believe that a strike will deter him from responding in kind? 

And if Kim is unpredictable, impulsive and bordering on irrational, how can we control the escalation ladder, which is premised on an adversary’s rational understanding of signals and deterrence?

.. Some have argued the risks are still worth taking because it’s better that people die “over there” than “over here.” On any given day, there are 230,000 Americans in South Korea and 90,000 or so in Japan. Given that an evacuation of so many citizens would be virtually impossible ..

.. these Americans would most likely have to hunker down until the war was over.

.. To be clear: The president would be putting at risk an American population the size of a medium-size U.S. city — Pittsburgh, say, or Cincinnati — on the assumption that a crazy and undeterrable dictator will be rationally cowed by a demonstration of U.S. kinetic power.

.. An alternative coercive strategy involves enhanced and sustained U.S., regional and global pressure on Pyongyang to denuclearize. This strategy is likely to deliver the same potential benefits as a limited strike, along with other advantages, without the self-destructive costs.

  1. .. First, the Trump administration must continue to strengthen the coalition of U.N. member states
  2. Second, the United States must significantly up-gun its alliances with Japan and South Korea with integrated missile defense, intelligence-sharing and anti-submarine warfare and strike capabilities to convey to North Korea that an attack on one is an attack on all.
  3. Third, the United States must build a maritime coalition around North Korea involving rings of South Korean, Japanese and broader U.S. assets to intercept any nuclear missiles or technologies leaving the country. China and Russia should be prepared to face the consequences if they allow North Korean proliferation across their borders.
  4. Lastly, the United States must continue to prepare military options. Force will be necessary to deal with North Korea if it attacks first, but not through a preventive strike that could start a nuclear war.

.. This strategy gets us out of crisis-management mode. It constitutes decisive action, not previously attempted, by President Trump. And it demonstrates resolve to other bad actors that threats to the United States will be countered.

s Trump has already authored his own tell-all

Trump is damaged most, not by sabotage, but by self-revelation.

.. The president has recently taunted FBI Deputy Director Andrew McCabe for “racing the clock to retire with full benefits,”

  1. attacked the “Deep State Justice Department,” taken credit for the lack of commercial airline crashes,
  2. urged“Jail!” for former Hillary Clinton aide Huma Abedin, called for the sacking of two journalists,
  3. claimed the news media will eventually “let me win” reelection to keep up their ratings,
  4. displayed a sputtering inability to describe his own health-care reform plan,
  5. claimed that a cold snap disproves global warming,
  6. boasted of having “a much bigger & more powerful” nuclear button than Kim Jong Un,
  7. tried to prevent the publication of Wolff’s book,
  8. and insisted he is “like, really smart” and “a very stable genius.”

.. More likely, Trump is exhibiting a set of compulsions and delusions that have characterized his entire adult life. You can’t have declining judgment that never existed. You can’t lose a grasp on reality you never possessed. What is most striking is not Trump’s disintegration but his utter consistency.

.. If the secret tape of a president threatening a private citizen with jail were leaked, it would be a scandal. With Trump, it is just part of his shtick.

.. The president’s defenders, in perpetual pursuit of the bright side, argue for the value of unpredictability in political leadership — which is true enough. But Trump is not unpredictable. He is predictable in ways that make him vulnerable to exploitation.

He is easy to flatter, easy to provoke and thus easy to manipulate.

.. The Chinese have made an art of this

.. “I like very much President Xi,” Trump has said. “He treated me better than anybody’s ever been treated in the history of China.” Contrast this with Germany’s Chancellor Angela Merkel, who has treated Trump like an adult with arguments and criticism. Big mistake.

.. Trump has revealed a thick streak of authoritarianism. “I have [an] absolute right to do what I want to do with the Justice Department,” he insists.

  • .. “Libel laws are very weak in this country,”
  • Rivals are not only to be defeated; they should be imprisoned.
  • Critics are not to be refuted; they should be fired.
  • Investigations are not to be answered; they should be shut down.

.. we are depending on the strength of those institutions, not the self-restraint of the president, to safeguard democracy.

.. At the beginning, they could engage in wishful thinking about Trump’s fitness. Now they must know he is not emotionally equipped to be president. Yet, they also know this can’t be admitted, lest they be accused of letting down their partisan team.

.. GOP leaders are engaged in an intentional deception, pretending the president is a normal and capable leader.

.. they will, eventually, be exposed. And by then, the country may not be in a forgiving mood.

 

Israelis cheered for Trump. But they may miss Obama more than they expected.

Policy vs. personality in Middle East politics.

Real policy differences over Israeli settlement expansion in the West Bank and the terms of the nuclear deal with Iran caused innumerable disagreements, many of them quite public. But during my time representing the United States here, I found that the caricature of universal Israeli hostility to Obama was overstated.
.. the arrival of a president who “at last” would support Israel unconditionally and not pressure the country to limit settlement growth or make concessions to the Palestinians.
Naftali Bennett, leader of the right-wing Jewish Home party, declared, “Trump’s victory is an opportunity for Israel to immediately retract the notion of a Palestinian state.”
.. revive Israeli-Palestinian negotiations toward a two-state solution, with the support of key Arab states
.. With Obama, Israelis may not always have gotten everything they wanted. But they always got consistency. Obama held as a firm principle the idea that the U.S. commitment to Israel’s security was unconditional.
.. relationship mature enough and durable enough to withstand such differences — but they needed to know that the United States was a reliable ally when it mattered most. And he delivered
.. they came to appreciate was Obama’s style of leadership: steady, thoughtful, knowledgeable.
.. he had the maturity, the discipline and the judgment to reach well-informed decisions that benefited Israel’s security.
.. The result was a period of unprecedented intimacy between our militaries and intelligence services.
.. I was struck by the depth of appreciation that senior Israeli military officers and intelligence officials expressed for Obama’s contributions to Israel’s security, often drawing a contrast with sentiments expressed by their politicians or the public.
.. Amos Gilad, a longtime senior defense official.. told me: “It’s easy to criticize Obama. But on the military front, the relationship was incredible.”
.. His unpredictability .. was already a source of anxiety
.. Israelis now have to ask which Trump will show up for work each day — the friend who pledges his loyalty or the adolescent who can lash out at allies such as Australia and Canada, and perhaps one day Israel?
.. His lack of knowledge, compounded by his aversion to reading and short attention span
.. His carelessness
.. shaken the confidence of the Israeli intelligence services in the reliability of the United States as a partner
.. indifferent to democratic values and institutions and enamored of authoritarian leaders is harming the United States’ standing globally, which is never good for Israel.
.. off the record, officials are beginning to acknowledge that something has changed.
.. erratic, unreliable leader?

.. The best way you can help Israel, Ben-Gurion told him, is “by being a great President of the United States.”
