Can North Korea Trust Us?

on a few questions there is real consistency across his years as a public eminence.

  1. One is his belief, which may give us new steel tariffs, that America is a big loser from the international trade system.
  2. Another, which may give us a Trumpian tête-à-tête with Kim Jong-un, is his belief that he alone can solve the problem of nuclear proliferation.

In 1984, near the peak of Reagan-era nuclear fears, he told The Washington Post that he should lead nuclear deal-making with the Soviets.

Six years later, he warned Playboy that “the greatest of all stupidities is people’s believing [nuclear war] will never happen.”

In 1999, flirting with a presidential bid, he promised to “negotiate like crazy” to prevent North Korea from going nuclear.

.. But we also have no clear example to offer Pyongyang of a denuclearization that worked out for the authoritarian regime that accepted it.

.. Where denuclearization has happened successfully, it has generally followed a

  • transition from dictatorship to democracy (as in Brazil and Argentina), been
  • part of such a transition (Ukraine) or been
  • a prelude to regime change (as in South Africa).
.. Ukraine, which gave up its nuclear weapons in return for guarantees from Russia and the United States, only to find that guarantee a dead letter in an age of Putinist aggression
.. Then there is the case of Iraq.
.. Any authoritarian regime observing that history might reasonably conclude that nuclear weapons should be sought and never be given up …
.. Especially since our next president decided to tacitly confirm that lesson, by pursing regime change in Libya after the Libyan dictator had agreed to close down his own W.M.D. program. The spectacle of Qaddafi getting murdered by a Libyan mob, however roughly just, was also an object lesson in the downsides of believing that the Americans will care about a W.M.D. deal if the opportunity arises to remove you afterward.

.. Despite our official commitment to nonproliferation, then, the revealed preference of our foreign policy elite is often for other priorities — NATO expansion, humanitarian intervention, regime change.

.. the deal that Kim dearly wants to extract from us — a limited denuclearization in return for our withdrawal from the Korean Peninsula — would probably have disastrous effects for regional security and the larger Pax Americana.

  1. .. persuade Pyongyang that we might attack if they keep raising the nuclear ante and
  2. that we really don’t care about toppling them otherwise.

 

Mueller Probe May Spell Trouble for Top GOP Lobbying Firm That Worked With Paul Manafort

Did Mercury Public Affairs participate in a scheme to obscure its Ukrainian lobbying?

.. Vin Weber, a former Republican congressman from Minnesota turned DC power-lobbyist, was a foreign policy adviser to presidential candidate Mitt Romney and in line for a top administration job, should Romney win the White House.

.. The work was lucrative—it ultimately netted Mercury more than $1.1 million—but problematic. It might have required Weber to register as a foreign agent for a regime known for its close ties to Russia, which Romney famously denounced as America’s top geopolitical threat. That, in turn, might have complicated Weber’s chances of landing a job in a Romney White House.

.. Prosecutors charge that Manafort and Gates arranged for a Brussels-based think tank, the European Centre for a Modern Ukraine, to be “the nominal client” of Mercury and the Podesta Group

.. the former congressman pushed for Mercury and Podesta to avoid registering with the Justice Department under the Foreign Agents Registration Act, or FARA, as agents for Ukraine.

.. The “Centre is funded by a group of Ukrainian business people,” not Yanukovych’s Party of Regions, a spokeswoman for the firm inaccurately told the Daily Beast at the time.

.. The Podesta Group eventually agreed to skip registering under FARA after insisting that the firms also obtain a written certification from the European Centre that it was not funded or controlled by a foreign government or a political party

..  It has kept up its foreign lobbying business, in recent months signing on as one of a number of DC firms lobbying for Qatar.

.. Last month, Mercury registered to represent the Turkey-US Business Council, a group formerly headed by a shadowy businessman, Ekim Alptekin, who in 2016 arranged for Michael Flynn to secretly work for Turkey

.. Gates and Manafort held weekly calls with Mercury and the Podesta Group “to provide them directions as to specific lobbying steps that should be taken,” and “both congratulated and reprimanded” the firms “on their lobbying work,”

..  allege that both Mercury and Podesta “were paid for their services not by their nominal client, the Centre, but solely through offshore accounts” controlled by Manafort.

 

Trump’s Threat to Democracy

four warning signs to determine if a political leader is a dangerous authoritarian:

  1. The leader shows only a weak commitment to democratic rules.
  2. He or she denies the legitimacy of opponents.
  3. He or she tolerates violence.
  4. He or she shows some willingness to curb civil liberties or the media.

.. “With the exception of Richard Nixon, no major-party presidential candidate met even one of these four criteria over the last century,” they say, which sounds reassuring. Unfortunately, they have one update: “Donald Trump met them all.”

.. democracies are more likely to wither at the hands of insiders who gain power initially through elections. That’s what happened, to one degree or another, in

  • Russia, the
  • Philippines,
  • Turkey,
  • Venezuela,
  • Ecuador,
  • Hungary,
  • Nicaragua,
  • Sri Lanka,
  • Ukraine,
  • Poland and
  • Peru.

.. Venezuela was a relatively prosperous democracy, for example, when the populist demagogue Hugo Chávez tapped the frustrations of ordinary citizens to be elected president in 1998.

.. the Venezuelan public overwhelmingly believed that “democracy is always the best form of government,” with only one-quarter saying that authoritarianism is sometimes preferable. Yet against their will, Venezuelans slid into autocracy.

.. he has tried to undermine institutions and referees of our political system: judges, the Justice Department, law enforcement agencies like the F.B.I., the intelligence community, the news media, the opposition party and Congress. But to his great frustration, American institutions have mostly passed the stress test with flying colors.
.. Levitsky and Ziblatt warn of the unraveling of democratic norms — norms such as treating the other side as rivals rather than as enemies, condemning violence and bigotry, and so on. This unraveling was underway long before Trump (Newt Gingrich nudged it along in the 1990s), but Trump accelerated it.

  • denounces the “deep state Justice Department,”
  • calls Hillary Clinton a “criminal” and
  • urges “jail” for Huma Abedin,
  • denounces journalists as the “enemy of the American people” and
  • promises to pay the legal fees of supporters who “beat the crap” out of protesters.
.. The answer, they said, is not for Trump opponents to demonize the other side or to adopt scorched-earth tactics, for this can result in “a death spiral in which rule-breaking becomes pandemic.” It’s also not terribly effective, as we’ve seen in Venezuela.
.. they suggested protesting vigorously — but above all, in defense of rights and institutions, not just against the ruler.
.. build coalitions, even if that means making painful compromises, so that protests are very broadly based.

Fox News is calling the Podesta brothers “central figures” in the Mueller probe.

.. Podesta and the other firm, Mercury Public Affairs, say that they were hired by the European Center for a Modern Ukraine, a nonprofit group based in Brussels, to boost Ukraine’s reputation in the United States and increase its chances of joining the European Union.

.. the question among lobbyists in Washington is why someone at the top of his game like Tony would have anything to do with Manafort, whom one Republican lobbyist described as a “shady businessman advocating for murderers, thugs and thieves — even if those criminals were heads of states.
