‘The President Speaks for Himself’

To most people with any awareness of Arizona politics, Mr. Arpaio is an abomination to the rule of law, the principle of equal justice and plain decency.

.. abusing and humiliating them, refusing to stop even after a federal judge told him to, and arresting journalists for reporting on it all.

.. Yet to President Trump, Mr. Arpaio is a role model: a man for whom the “rule of law” means that he can do what he wants when he wants, who humiliates those weaker than him and mocks those who try to constrain him, who evades scrutiny and accountability — in short, a perfect little tyrant.

.. The Arpaio pardon is not only morally reprehensible on its own, it is also in line with Mr. Trump’s broader attitude toward law enforcement. Consider his affection for the Milwaukee County sheriff, David Clarke, an Arpaio in waiting who has called activists in the Black Lives Matter movement “terrorists” and who runs a county jail where inmates have a tendency to die under suspicious circumstances.

.. During the presidential campaign,

  • Mr. Trump endorsed the use of torture on terrorism suspects,
  • encouraged supporters at his rallies to assault protesters and
  • made racially tinged comments about a judge overseeing a case involving Trump University.

In his seven months as president, Mr. Trump has

  • attacked federal judges who ruled against the administration’s travel ban;
  • tried to impede investigations into his allies, including Mr. Arpaio;
  • and exhorted police officers to treat suspects roughly — which earned a quick rebuke from his own Justice Department and police officials around the country.

But this is Donald Trump’s rule of law — a display of personal dominance disconnected from concerns about law and order, equality or the Constitution.

John Kelly’s Latest Mission: Controlling the Information Flow to Trump

For months, the White House under President Trump operated with few real rules, and those were barely enforced. People wandered into the Oval Office throughout the day. The president was given pieces of unvetted information, and found more on his own that he often tweeted out. Policy decisions were often based on whoever had last gotten Mr. Trump’s attention.

.. In two memos sent to the staff on Monday he began to detail his plan, starting with how he wants information to get to the president, and how Mr. Trump will respond.

.. Mr. Kelly’s predecessor, Reince Priebus, sent some similar guidelines around early in the administration, according to two officials, but they were never taken seriously. Mr. Kelly, a retired Marine general, has been treated with a different level of deference

.. Mr. Kelly has made clear that one thing he will not seek to directly control is the behavior of the president, and there is a good reason for that.

.. Mr. Trump has a history of lashing out at advisers who have publicly conveyed their attempts to impose tighter procedures on him. Just before Election Day, for example, Mr. Trump blew up publicly after a New York Times report that his aides had succeeded in keeping him off Twitter for the final stages of the campaign. He tweeted several times to enforce the point.

.. Despite Mr. Kelly’s fairly deft touch at approaching the president, Mr. Trump has shown signs of rebelling

.. That included his news conference at Trump Tower in which he doubled down on his blame for “both sides” in the racially charged violence in Charlottesville, Va., and his campaign rally speech in Arizona

.. Mr. Kelly had urged Mr. Trump to deliver a more somber, traditional statement the day before. And he and other advisers had urged the president to avoid taking questions from the news media at Trump Tower, a request that the president ignored.

.. In one of the memos, White House aides were told that all materials prepared for the president must go first to Mr. Porter for vetting and clearance. Then Mr. Kelly must sign off on them before they go to Mr. Trump’s desk.

.. given the propensity for some of Mr. Trump’s staff to slip him news accounts from dubious sources that shape his thinking or prompt him to cite unreliable or inaccurate information.

.. Mr. Priebus had tried to take firmer control of that process after Mr. Trump’s first week in office, when Stephen K. Bannon, the recently departed chief strategist, and Stephen Miller, the president’s senior policy adviser, pushed across the president’s desk two orders redesigning the National Security Council, and putting in place the first, court-contested travel ban on seven predominantly Muslim countries.

.. That process is expected to curtail freelancing and hijacking of decisions by West Wing aides. Mr. Bannon was often accused of taking advantage of the loose process, but Mr. Trump’s son-in-law, Jared Kushner, and his daughter, Ivanka Trump, who both work in the West Wing, have also frustrated their colleagues for months by going directly to the president on specific issues.

.. “Let’s assume for the moment that Trump has learned the first big lesson of his first six months, which is that you have to empower the White House chief of staff to be a real gatekeeper,”

.. “What he hasn’t learned, what he has shown no sign of learning, is that governing is completely different from campaigning,” Mr. Whipple said.

Jeff Sessions: This Time, It’s Personal

Trump’s willful misunderstanding of the obligations of an Attorney General reflects a larger flaw in his Presidency and in his character.

Trump wasn’t taunting Sessions because of any policy differences between them but, rather, as usually seems to be the case with this President, for personal reasons. The core of the President’s grievance is that the Attorney General recused himself from the investigation into possible Russian attempts to interfere in the 2016 election, thereby setting in motion the process that led to the appointment of Robert Mueller, the special counsel.

Sessions did the right thing; according to prosecutorial ethics, he cannot supervise a review of a campaign in which he played a prominent role. Trump’s willful misunderstanding of the obligations of an Attorney General reflects a larger flaw in his Presidency and in his character—his apparent belief that his appointees owe their loyalty to him personally, rather than to the nation’s Constitution and its laws, and, more broadly, to the American people.

.. no member of the Cabinet has worked more assiduously to advance Trump’s agenda than Sessions.

  • .. He has reversed the Obama Administration’s commitment to voting rights, which had been reflected in Justice Department lawsuits against voter-suppression laws in North Carolina and Texas.
  • He has changed an Obama-era directive to federal prosecutors to seek reasonable, as opposed to maximum, prison sentences for nonviolent drug offenders. Similarly,
  • he has revived a discredited approach to civil forfeiture, which will subject innocent people to the loss of their property.
  • He has also backed away from the effort, championed by his predecessors Eric Holder and Loretta Lynch, to rein in and reform police departments, like the one in Ferguson, Missouri, that have discriminated against African-Americans.
  • .. Sessions has embraced the issue that first brought him and Trump together: the crackdown on immigration. Sessions’s subordinates have defended the President’s travel ban

.. No President in recent history has treated his Attorney General solely as a political, or even as a personal, functionary.

..  He had violated a principle that, until now, seemed inviolate: that the Attorney General serves the public, not the political interests of the President who appoints him.

..  On the Saturday night that Cox was fired, he said, “Whether ours shall continue to be a government of laws and not of men is now for Congress and ultimately the American people” to decide. So it remains today. ♦

Trump Seems Much Better at Branding Opponents Than Marketing Policies

Donald J. Trump, the master brander, has never found quite the right selling point for his party’s health care plan.

He has promised “great healthcare,” “truly great healthcare,” “a great plan” and health care that “will soon be great.” But for a politician who has shown remarkable skill distilling his arguments into compact slogans — “fake news,” “witch hunt,” “Crooked Hillary” — those health care pitches have fallen far short of the kind of sharp, memorable refrain that can influence how millions of Americans interpret news in Washington.

 .. Mr. Trump is much better at branding enemies than policies. And he expends far more effort mocking targetsthan promoting items on his agenda.
.. The word choice is memorable. But it’s also the repetition that’s important. In its simplicity and consistency, that message is textbook marketing
.. Marketing research also suggests that the more we’re exposed to a belief or a brand, the more likely we are to believe that others share or use it. And so by repeating the slogan, Mr. Trump also feeds the notion that Mrs. Clinton is widely believed to be crooked.
.. Psychologists have another term for what Mr. Trump does here that is so effective. He “essentializes” Mrs. Clinton and his other opponents, like Lyin’ Ted Cruz.
.. This is the important difference between using a descriptive verb (“Ted Cruz tells lies”) and a noun label (“Lyin’ Ted”). Such minor manipulations of language, psychological research shows, can convey much more deep-seated, stable and central characteristics about a subject. And these labels preclude other identities.
.. The only thing you need to know about Marco Rubio, according to Mr. Trump’s branding efforts, is that he lacks stature. And that’s a deeply embedded quality that the man can never change:
.. But the affirmative case for the Republican alternative? None of his language has stuck. When Mr. Trump has tried to brand his party’s health care reform efforts in a positive light, his messages have largely taken the form of unmemorable promises about “better” or “great” health care in the future:
.. If any word kept coming up — and this one’s not from his Twitter feed — it was his reference to the House bill as “mean.”
.. debates over whether the ban should be called a ban.
.. Mr. Trump for the most part hasn’t done that. He has used the tactic to promote himself: He is, above all, “a winner.” The endless repetition and emotional simplicity seemed to work during the campaign as he promoted the WALL (not a fence!). But now that he’s president, what if he cheered the Republican health plan as doggedly as he scorned “Crooked Hillary”? What if he devoted as much effort to defining the stakes of tax reform as he has spent branding his antagonists in the news media?

.. One possibility is that these subjects just don’t interest him as much. Or perhaps it’s much harder to condense the case for complex policies — codified in hundreds of pages of legislation and legalese, devised through countless compromises and trade-offs — down to the size of a hashtag. Either way, one of Mr. Trump’s most remarkable skills hasn’t proved an asset on Capitol Hill.
