Dinesh D’Souza’s “The Big Lie: Exposing the Nazi Roots of the American Left” is a jujitsu exercise that argues that only Donald Trump’s G.O.P. can “denazify” a U.S.A. in thrall to liberal totalitarianism.

.. But the two books are also sometimes weirdly similar, making them respectable and disreputable embodiments of the same crisis in the right-wing mind.

.. For Flake, as for many Republican critics of the current president, Goldwater-to-Reagan conservatism is the true faith that Trump has profaned, to which the right must return

.. His imagined G.O.P. would no longer need to “ascribe the absolute worst motives” to liberals, “traffic in outlandish conspiracy theories,” or otherwise engage in the kind of demagogy that informs, well, Dinesh D’Souza’s recent work.

.. But because D’Souza has become a hack, even his best material basically just rehashes Jonah Goldberg’s “Liberal Fascism” from 10 years ago, and because D’Souza has become a professional deceiver, what he adds are extraordinary elisions, sweeping calumnies and laughable leaps.

.. To pick just one example: It would be nonsense at any juncture to argue that because famed Indian-fighter Andrew Jackson was a Democrat and the Nazis admired the expulsion of the Indians, contemporary Democrats are basically Nazis. To make the argument during a Republican presidency that has explicitly laid claim to Andrew Jackson even as Democrats disavow Old Hickory is so bizarre that the term “big lie” might be usefully applied.

.. the senator and the demagogue both think that conservatives need to … cut social programs in order to cut taxes on the rich.

.. So long as they are not broken, the G.O.P. has two options. It can follow Flake’s lead and be a high-minded party of small-government principle, disavowing bigotry and paranoia — and it will lose elections

.. Or it can follow D’Souza’s lead (and Trump’s, now that his populist agenda seems all-but-dead) and wrap unpopular economic policies in wild attacks on liberalism. With this combination, the Republican Party can win elections, at least for now — not because most Americans can be persuaded that liberals are literally Nazis, but because liberalism’s intolerant and utopian tendencies make people fear the prospect of granting progressives political power to match their cultural hegemony.

Winning this way is a purely negative achievement for the right, a recipe for failed governance extending years ahead.

.. leaders and activists and donors to have an intellectual epiphany, and to realize that the way up from Trumpism requires rethinking the policieswhere Jeff Flake and Dinesh D’Souza find a strange sort of common ground.

Republicans slip into a ‘predictable spiral’

Trump and Republicans have given clear signs they are moving away from tax reform (a simplification of the tax code that doesn’t necessarily reduce revenue) toward all-out tax cuts, financed by deficit spending.

.. Trump, who came to power promising to eliminate the $20 trillion debt, or at least to cut it in half, is poised to oversee an exponential increase in that debt. Republicans, who came to power with demands that Washington tackle the debt problem, could wind up doing at least as much damage to the nation’s finances as the Democrats did.

 .. There is no way to pass a comprehensive tax-reform plan of the sort Ronald Reagan secured — a simplified code, lower rates and closed loopholes — without bipartisan support. And Democrats want tax reform that doesn’t add to the deficit and doesn’t benefit the wealthiest 1 percent of households.But Republicans could pass a simple, deficit-mushrooming tax cut without Democratic support.

.. Treasury Secretary Steven Mnuchin and chief economic adviser Gary Cohn have not been reaching out to Democrats

.. Mitch McConnell has indicated he plans to use the same “reconciliation” resolution he used on the failed attempt to repeal Obamacare to allow for a party-line vote on a tax cut. That process would nominally prevent Republicans from ballooning the deficit — but they could avoid such concerns by using the well-worn gimmick of having the tax cut expire before 10 years.

.. Then, a debt-limit increase, possibly secured with promises to spend more money on defense (which would buy GOP votes) and domestic priorities (for Democratic votes). Next, a spending deal that busts previously agreed budget caps by allowing an extra $70 billion or so for an “Overseas Contingency Operations” slush fund. Eventually, a reckless tax cut doesn’t seem so crazy — particularly with midterm elections looming and no accomplishments to show.

Just. Cut. Taxes.

But the world is what it is, and a party that offers nothing, whose ideological sclerosis and internal contradictions allow it to offer nothing, might as well just go pass a tax cut and call it a day.

.. the Republican leadership in Congress persuaded itself that it could pull off a complicated fiscal maneuver, using health care reform to change the budget baseline in anticipation of a tax reform more comprehensive and enduring than George W. Bush’s tax cuts 15 years ago.

.. Republicans could just go ahead and cut taxes the way Bush did — without major offsets but with a 10-year expiration date, so that all you would need is 50 votes plus Mike Pence to do it.

.. there are still lots of clever and plausible ways to overhaul and improve the tax code without sacrificing revenue.

.. You could cap various perverse deductions that mostly benefit wealthy blue-state taxpayers, like the home-mortgage and state and local tax deductions, and use the savings to lower rates across the board. You could cut the corporate tax rate and raise the capital-gains tax rate to compensate, as Senator Mike Lee has proposed. You could even (gasp, heresy, gasp) raise the top income tax rate, as Steve Bannon reportedly wants to do, and use the savings to cut payroll taxes or fund a new child tax credit.

.. Republicans don’t seem equipped to pull off anything complicated, they don’t look united enough to take political risks, and they aren’t ideologically ready to pass anything heretical. So barring a sudden transformation in the party and its leadership, a temporary, deficit-financed tax cut is the only thing that has a decent chance of happening

.. One reason among many that Obamacare repeal has run aground is that the deficit picture doesn’t look as dire as it did when the health care law was passed — and Obamacare itself is not driving the kind of spending surge that many of its critics (myself included) feared.

.. Instead, the ugly years of fiscal cliffs and shutdowns and sequesters produced a certain amount of deficit reduction even without a grand bargain, Medicare spending has been coming in lower than expected, and interest rates have stayed historically low.

.. without doing much entitlement reform, we’re in much better shape than either the Simpson-Bowles commission or the deficit hawks of the 1990s projected.

..  I can live with a Trump administration that appoints conservative judges and fails at everything else, since judicial appointments are about the only thing I trust this G.O.P. to do.

GOP opponents to Senate health-care bill see vote delay as an advantage

A vocal conservative opponent of the measure, Sen. Rand Paul, predicted the delay would strengthen critics’ position by giving them more time to mobilize against the bill.

“The longer the bill is out there, the more conservative Republicans are going to discover it is not repeal,” Paul (R-Ky.) said Sunday in an interview with CBS’s “Face the Nation.”

Paul said he spoke with Trump on Friday and suggested the president support repealing the Affordable Care Act and deciding the details of a replacement plan later if the latest version of the bill does not pass.

.. Trump administration officials failed to gain support from influential Republicans such as Nevada Gov. Brian Sandoval (R). Opposition from Sandoval and others will make it easier for undecided Republican senators from those states to vote “no” on the bill, potentially further endangering its prospects.

.. (63 percent) believes it is more important for the government to provide health coverage to low-income people compared with cutting taxes (27 percent). Among Republicans, 48 percent favored cutting taxes, compared with 39 percent who favored providing health coverage for low-income people.

.. “President Trump and I believe the Senate health-care bill strengthens and secures Medicaid for the neediest in our society,” Pence said

.. Collins strongly disagreed in an interview Sunday with CNN.

“You can’t take more than $700 billion out of the Medicaid program and not think that it’s going to have some kind of effect,” she said during an appearance on “State of the Union.”

.. “This bill imposes fundamental, sweeping changes in the Medicaid program, and those include very deep cuts that would affect some of the most vulnerable people in our society, including disabled children and poor seniors. It would affect our rural hospitals and our nursing homes, and they would have a very hard time even staying in existence.”

.. Pence’s speech was criticized by Democrats, health-care advocates and even some Republicans for mischaracterizing the possible ramifications of the GOP bill.

.. During the same speech, the vice president went after Ohio Gov. John Kasich (R), a critic of the legislation, by suggesting his state’s expansion of Medicaid left nearly 60,000 residents with disabilities “stuck on waiting lists, leaving them without the care they need for months or even years.”

The claim alienated many at the meeting, partly because waiting lists for Medicaid’s home- and community-based services were not affected by the program’s expansion under the ACA, and partly because many interpreted Pence’s remark as an overly aggressive shot at Kasich. The Ohio governor’s stance against the bill could shape the position of Sen. Rob Portman (R-Ohio), a pivotal vote for Republicans who is undecided on the current version. Some fear Pence missed an opportunity to woo Portman with his remark against Kasich.

.. Health and Human Services Secretary Tom Price and Seema Verma, administrator of the Centers for Medicare and Medicaid Services, worked to undermine that report and a forthcoming analysis by the Congressional Budget Office showing the legislation’s cost and insurance impact.

.. The Avalere study projected marked reductions in federal Medicaid funding to all 50 states, ranging from 27 percent to 39 percent by 2036.
