Mueller Is Said to Likely Seek to Interview Trump

White House officials viewed the discussion as a sign that Mr. Mueller’s investigation of Mr. Trump could be nearing the end. But even if that is so, allowing prosecutors to interview a sitting president who has a history of hyperbolic or baseless assertions carries legal risk for him.

.. Mr. Mueller appeared most interested in asking questions about the former national security adviser, Michael T. Flynn, and the firing of the F.B.I. director, James B. Comey — not the broader question of possible collusion with Russia.

.. Mr. Trump has sat for depositions before and shown discipline when under oath. His testimony in civil cases reveals a canny ability to avoid being cornered and a frank acknowledgment that he uses “truthful hyperbole” or “innocent exaggeration.” But he has never faced questioning from someone like Mr. Mueller, a veteran prosecutor and former F.B.I. director who has a dozen experienced litigators behind him.

.. “It’s pretty clear when Ty Cobb came in, he tightened up the ship and had a talk with Trump and must have said: ‘You’re O.K. on collusion. Stop attacking Mueller directly.’”

.. Mr. Mueller would almost certainly want to speak directly with Mr. Trump in person. They said Mr. Trump’s lawyers would want to prevent Mr. Mueller from putting Mr. Trump alone before a grand jury, where lawyers normally are not present.

.. Mr. Trump’s lawyers would do all they could to show Mr. Mueller they were cooperating to prevent the special counsel from putting him before the grand jury.

A few years back EnterpriseDB, built on Postgres, offered enterprises something they shouldn’t have been able to refuse: All the Oracle database goodness without any of the Oracle. Enterprises were intrigued, but the efforts foundered. The problem? Contracts. As Keith Alsheimer, chief marketing officer for EnterpriseDB, explained:

Some of the practices that Oracle has of locking customers in contractually is a real challenge. Even if they want to move over [to another database system], they still have this number of licenses they bought, and they have to pay support for them [even if those licenses remain unused]. It’s very hard to get out of that.

It’s not merely a matter of contracts, but also how Oracle sells. Over the years, Oracle has acquired a bevy of applications (ERP, CRM, SCM, etc.) and tends not to certify that those applications will work with any other database. They probably would work fine, but not many CIOs would take that risk, especially given that doing so would violate their (wait for it!) contracts.

Tillerson’s fall could turn State into a hawk’s nest

The centerboard of this administration’s foreign policy team will remain Defense Secretary Jim Mattis, still steady in balancing competing views. But there will be a lot more sail aloft, adding speed and also danger. The changes will likely be seen as a signal of greater U.S. willingness to use force, which will increase anxieties at home and abroad about possible conflict with North Korea and Iran.

.. Mike Pompeo, the feisty and politically ambitious CIA director who is likely headed to State, is the un-Tillerson. He’s flamboyant where Tillerson is guarded, sharp and sometimes snarky where Tillerson is reticent. He’s a far better communicator than Tillerson, and he’ll probably do better conveying to Congress, the public and U.S. allies his version of diplomacy than does Tillerson, whose dislike for his job is palpable.
 
.. The atmospherics will be a more activist, hawkish, extroverted U.S. foreign policy. Pompeo is good at the things Tillerson isn’t.

.. Mattis and Tillerson have been joined at the hip on most policy issues, especially North Korea. They presented a formidable united front in the Situation Room; the power axis may now shift a bit, because of the chemistry between Trump and Pompeo.

.. Pompeo has been aggressively developing covert options for North Korea, but he probably agrees with Tillerson that there is no “silver bullet” for solving this problem.

.. Tillerson’s plan to convene in Canada a meeting of the “sending states,” the 15 U.S. allies that sent troops to fight North Korea in 1950 under a U.N. Security Council resolution. Mattis was the first to endorse this idea publicly, and he still backs it strongly.

.. The wild card in the new team is Sen. Tom Cotton (R-Ark.), reputed to be the president’s choice to replace Pompeo as CIA director. Cotton has played an outsize policy role in recent months, especially in shaping Iran strategy. He cultivates the image of a hard man, lanky, laconic and Arkansas-tough. Like Pompeo, he combines book smarts with a high tolerance for risk. Pyongyang and Tehran should be worried. This team has not been selected to manage compromise.

.. U.S. allies will probably be worried, too. Tillerson was liked and trusted by key allies and seen as a check on Trump’s impulsiveness.

.. Most successful CIA directors quickly learn how much they don’t know; humility is part of the job description, along with boldness.

In the early months of the Trump administration, the Mattis-Tillerson alliance led many analysts to say that the “adults” were in charge of foreign policy, and that their influence checked the tweet-happy president. Trump hated that formulation. Now he’ll have a new team, one that is tuned more closely to his pitch.

The Peril of Trump’s Populist Foreign Policy

His style of deal-making prizes uncertainty and brinkmanship, without a plan for what comes next.

Mr. Trump’s foreign policy reflects his instinct for political realignment at home, based on celebrity populism.

Populist movements feed off grievances and impatience with traditional politics. Frustrations—whether generated by economic distress, social displacement, or cultural challenges—fuel skepticism about institutions and elites. Challengers (who want to become the new elite) attack traditional leaders as out of touch, incompetent and corrupt.

.. First, it professes to reflect the will of a scorned people.

.. Second, populism finds and blames enemies, domestic or foreign, who thwart the people’s will. Mr. Trump has mastered insulting such scapegoats.

.. Third, populism needs “the leader,” who can identify with and embody the will of the people. Like other populist leaders, Mr. Trump attacks the allegedly illegitimate institutions that come between him and the people. His solutions, like those of other populists, are simple. He contends that the establishment uses complexity to obfuscate and cover up misdeeds and mistakes. He claims he will use his deal-making know-how to get results without asking the public to bear costs.

.. Mr. Trump’s foreign policies serve his political purposes, not the nation’s interests

  • .. He says the U.S. needs to build a wall to keep Mexicans at bay—and Mexico will pay for it. He asserted he would
  • block Muslims from coming to America to harm us.
  • His protectionist trade policies are supposed to stop foreigners from creating deficits, stealing jobs, and enriching the corporate elite.
  • Mr. Trump also asserts that U.S. allies have been sponging off America. T
  • he U.S. military is supposed to hammer enemies and not bother with the cleanup—even if the result, for example in Syria, is an empowered axis of Iran, Shiite militias, Hezbollah and Bashar Assad’s regime.

.. The president’s emphasis on discontinuity—breaking things—demonstrates action while disparaging his predecessors.

.. Mr. Trump’s recent trip to Asia reveals that foreigners have taken his measure. They play to his narcissism. He in turn basks in their attention, diminishes his own country by blaming past presidents, and preens with promises of great but unspecified things to come. 

.. The president’s need to project an image of personal power—for his domestic audience and his ego—makes him more comfortable with authoritarian leaders. Presidents Xi Jinping, Vladimir Putin and Rodrigo Duterte have noticed, as has part of the Saudi royal family. 

.. Sixty percent say alliances with Europe and East Asia either are mutually beneficial or mostly benefit the U.S. Record numbers say international trade is good for consumers (78%), the economy (72%) and job creation (57%). Some 65% support providing illegal immigrants a path to citizenship, and only 37% characterize immigration as a critical threat. All these numbers have shifted against Mr. Trump’s positions since the election.
