So, I Asked People in Saudi Arabia About Their Mad, Murderous Crown Prince

The U.S. has leverage over Riyadh. Let’s use it.

In fact, I’ve felt reasonably safe in Saudi Arabia. Officials were respectful and courteous even when I was painfully frank. But people also seemed more afraid to speak to a journalist than before, and mingled with the oppressiveness, there was an aggrieved nationalism in the air.

.. Senior Saudis privately accept that M.B.S. ordered Khashoggi’s death but insist that the Saudi-U.S. relationship is more important than one man’s life. For the sake of stability in the region, they say, America should stand by Saudi Arabia.

To which my answer is: The problem is not only that M.B.S. is a murderer, but also that he has destabilized the region, starved Yemeni children and undermined the interests of Saudi Arabia and the United States alike. Everything he touches, he breaks.

President Trump and Jared Kushner have placed their bets on the prince, and in a narrow sense they may be right. King Faisal managed to oust his incompetent predecessor, King Saud, in 1964, but I saw no sign that M.B.S. is in jeopardy of losing power.

My most interesting interaction was with a group of young professionals who believe that I am getting it all wrong.

“I don’t know why the media focuses on the bad side,” protested Tariq Buhilaigah, a consultant in Riyadh. Sure there have been missteps, he said, but the most important things going on are the modernization of the country and the diversification of the economy away from oil.

Felwa AlBazie, who is preparing to get her driver’s license, said she doesn’t know why the women’s rights activists are detained but added, “The big picture I’m seeing is that every woman in life benefits from driving, and women and men benefit from social progress.”

.. But modernity isn’t just about cappuccinos and iPhone apps; it’s also about human dignity and the rule of law. While M.B.S. is bringing social progress, he’s also recklessoppressive and brutal, and I am skeptical of his economic competence. He hasn’t even been able to organize an initial public offering for Aramco.

Trump’s bizarre defense of the prince reflects what has been wrong with the U.S.-Saudi relationship. It has become all transactional. The Saudis have treated us like body guards, and we have treated them like gas station attendants.

I suspect the real reason Trump and Kushner embrace M.B.S., aside from the hope that he will back their Middle East peace plan, is business: the belief that Saudis will invest in their personal real estate projects for decades to come.

The truth is that as Saudi Arabia’s significance as an oil producer diminishes, we need Saudi Arabia less. In 25 years, if we’re freed from the tyranny of imported oil, we may not need it at all.

Some Saudis kept trying to suggest to me that if we block weapons sales to Riyadh, the kingdom will turn to Moscow. That’s absurd. It needs our spare parts and, more important, it buys our weapons because they come with an implicit guarantee that we will bail the Saudis out militarily if they get in trouble with Iran.

 

Why the Anonymous Trump Official’s Op-Ed in the New York Times Matters

In 1947, “Mr. X” wrote an extremely influential article, for Foreign Affairs, advocating a policy of containment toward the Soviet Union’s expansionist tendencies. Its author turned out to be the diplomat George Kennan, who was then the second-ranking official at the U.S. Embassy in Moscow. And, in 1996, Random House published “Primary Colors,” a thinly disguised roman à clef about Bill Clinton, by “Anonymous.” Less consequential than Kennan’s contribution, the novel nonetheless created a great deal of speculation about who its author was; it turned out to be the political journalist Joe Klein.

.. By nightfall on Wednesday, there were reports that White House officials were engaged in a frantic search for the culprit.

..  “scrutiny focused on a half-dozen names.”

.. the piece merely adds to what we already know about Trump’s character and the struggle of people around him to control his destructive tendencies.

.. it was reported that the Secretary of Defense, the Secretary of State, and the national-security adviser at the time—James Mattis, Rex Tillerson, and H. R. McMaster—had privately agreed to avoid being out of Washington at the same time.

.. There have been numerous reports about how Don McGahn, the outgoing White House counsel, tried to talk Trump out of firing James Comey and Jeff Sessions.

.. The real importance of the Op-Ed is that it corroborates these reports, provides a window into the mind-set of people who continue to work for Trump, and also reveals some intriguing details. “Given the instability many witnessed, there were early whispers within the cabinet of invoking the 25th Amendment, which would start a complex process for removing the president,”

.. Really? “Early whispers within the cabinet” of invoking the Constitution to oust the President? If this is true, it is information of enormous consequence, and leads to a series of further questions. Who was involved in these discussions, and how far did the whispers go?

.. The suggestion that at least some members of the Cabinet have talked about invoking these powers is new and shocking. But what does it mean to say that the whisperers didn’t want to precipitate a crisis? After all, the rest of the article makes clear that the crisis already exists and is deadly serious.

.. The head of state of the most powerful country in the world is someone whose own subordinates and appointees regard as unmoored, untrustworthy, and potentially dangerous.

.. “The root of the problem is the president’s amorality,” the Op-Ed says. “Anyone who works with him knows he is not moored to any discernible first principles that guide his decision making. . . . Meetings with him veer off topic and off the rails, he engages in repetitive rants, and his impulsiveness results in half-baked, ill-informed and occasionally reckless decisions that have to be walked back.”

.. “I have no respect for someone who would say these things—of whose truth I have no doubt—in an anonymous oped, rather than in a public resignation letter copied to the House Judiciary Committee.”

.. He or she has enflamed the paranoia of the president and empowered the president’s willfulness.”

.. These are legitimate concerns, but the larger one is that we have a menacing dingbat in the White House, and nobody with the requisite authority seems willing to do anything about it, other than to try to manage the situation on an ad-hoc, day-to-day basis. Perhaps this could be seen as a “Trump containment” strategy, but it falls well short of the systematic containment strategy that Kennan advocated, and, in any case, the Trumpkins, unlike the early Cold War strategists, are not necessarily dealing with a rational actor. Something more is surely needed.

 

I Am Part of the Resistance Inside the Trump Administration

I work for the president but like-minded colleagues and I have vowed to thwart parts of his agenda and his worst inclinations.

.. The dilemma — which he does not fully grasp — is that many of the senior officials in his own administration are working diligently from within to frustrate parts of his agenda and his worst inclinations.
.. To be clear, ours is not the popular “resistance” of the left. We want the administration to succeed and think that many of its policies have already made America safer and more prosperous.
.. But we believe our first duty is to this country, and the president continues to act in a manner that is detrimental to the health of our republic.
That is why many Trump appointees have vowed to do what we can to preserve our democratic institutions while thwarting Mr. Trump’s more misguided impulses until he is out of office.
The root of the problem is the president’s amorality. Anyone who works with him knows he is not moored to any discernible first principles that guide his decision making.
.. Although he was elected as a Republican, the president shows little affinity for ideals long espoused by conservatives:
  • free minds,
  • free markets and
  • free people.
At best, he has invoked these ideals in scripted settings. At worst, he has attacked them outright.
.. In addition to his mass-marketing of the notion that the press is the “enemy of the people,” President Trump’s impulses are generally anti-trade and anti-democratic.

There are bright spots that the near-ceaseless negative coverage of the administration fails to capture:

  • effective deregulation,
  • historic tax reform, a
  • more robust military and more.

But these successes have come despite — not because of — the president’s leadership style, which is

  • impetuous,
  • adversarial,
  • petty and
  • ineffective.

From the White House to executive branch departments and agencies, senior officials will privately admit their daily disbelief at the commander in chief’s comments and actions. Most are working to insulate their operations from his whims.

.. Meetings with him veer off topic and off the rails, he engages in repetitive rants, and his impulsiveness results in half-baked, ill-informed and occasionally reckless decisions that have to be walked back.

“There is literally no telling whether he might change his mind from one minute to the next,” a top official complained to me recently, exasperated by an Oval Office meeting at which the president flip-flopped on a major policy decision he’d made only a week earlier.

The erratic behavior would be more concerning if it weren’t for unsung heroes in and around the White House. Some of his aides have been cast as villains by the media. But in private, they have gone to great lengths to keep bad decisions contained to the West Wing, though they are clearly not always successful.

The result is a two-track presidency.

Take foreign policy: In public and in private, President Trump shows a preference for autocrats and dictators, such as President Vladimir Putin of Russia and North Korea’s leader, Kim Jong-un, and displays little genuine appreciation for the ties that bind us to allied, like-minded nations.

Astute observers have noted, though, that the rest of the administration is operating on another track, one where countries like Russia are called out for meddling and punished accordingly, and where allies around the world are engaged as peers rather than ridiculed as rivals.

.. On Russia, for instance, the president was reluctant to expel so many of Mr. Putin’s spies as punishment for the poisoning of a former Russian spy in Britain. He complained for weeks about senior staff members letting him get boxed into further confrontation with Russia, and he expressed frustration that the United States continued to impose sanctions on the country for its malign behavior. But his national security team knew better — such actions had to be taken, to hold Moscow accountable.

.. This isn’t the work of the so-called deep state. It’s the work of the steady state.

Given the instability many witnessed, there were early whispers within the cabinet of invoking the 25th Amendment, which would start a complex process for removing the president. But no one wanted to precipitate a constitutional crisis. So we will do what we can to steer the administration in the right direction until — one way or another — it’s over.

.. The bigger concern is not what Mr. Trump has done to the presidency but rather what we as a nation have allowed him to do to us. We have sunk low with him and allowed our discourse to be stripped of civility.

.. Senator John McCain put it best in his farewell letter. All Americans should heed his words and break free of the tribalism trap, with the high aim of uniting through our shared values and love of this great nation.

.. We may no longer have Senator McCain. But we will always have his example — a lodestar for restoring honor to public life and our national dialogue. Mr. Trump may fear such honorable men, but we should revere them.

.. There is a quiet resistance within the administration of people choosing to put country first. But the real difference will be made by everyday citizens rising above politics, reaching across the aisle and resolving to shed the labels in favor of a single one: Americans.

Performer in Chief

Everyone observing our politics, or serving in it, still has the sense that anything could happen at the White House at any time. But neither the most hopeful nor the most fearful prognostications about the effects of Trump’s presidency on our political system have been confirmed.

..  It would be hard now to claim that the surface appearance of reckless incompetence at the White House is just a mask for deep strategic genius.

.. Both begin from the assumption that Trump ran for president in order to use the presidency to achieve a set of relatively conventional political or policy objectives, and each approach formed its expectations around some sense of what those might have been. Ten months into his presidency, it does not look as if this was the nature of Trump’s ambition.

.. Instead, his ambition seems to have been something like a desire to put himself at the center of our national consciousness and attention. This looks to be what Trump wants most, and what some of his most peculiar choices and actions are directed toward achieving. Everything else — from policy priorities to political alliances — is always subject to change in pursuit of that goal. This could also be a key to understanding the effects Trump might ultimately have on our constitutional system.

.. Trump’s ambition that most resembles the ambitions of many other politicians.

.. But they also, of course, run to do something.

.. Trump’s exertions in office have mostly been of a different sort altogether. They have generally been neither channeled through the constitutional framework nor directed against it

.. The ideal of the president as project manager was especially prominent in how Trump spoke about his ambitions at the very beginning of his campaign. In August 2015, for instance, asked by George Stephanopoulos how he would carry out his immigration proposals, Trump responded, “These people don’t know what they’re doing, George. They’re politicians. They don’t know management. I get the best people and we will do it properly and we will do it humanely.” Asked three months later to respond to criticism from his primary opponents about his proposal for a registry of Muslims, he responded, “It would be just good management.” Pressed for more details, he said, “It’s all about management, our country has no management.” We have grown so accustomed to this sort of vague, brash talk from Trump over the past two years that we barely stop to ask what it actually conveys.

.. Trump still seems to believe that he has unique management abilities to offer the country and that this job is like his last one. Perhaps ironically, given his now-infamous lack of discipline, his sense of the president’s core administrative function remains exceptionally managerial — and not, in this sense, quite political or constitutional. He instinctively treats members of Congress like incompetent subcontractors.

.. Trump’s sense of the president’s broader functions, meanwhile, has turned out to be fundamentally theatrical. In just about every setting, he is performing for an audience. Thus his obsession with ratings and audience size, his running commentary on Twitter (often calling for actions that he could instead just undertake as chief executive), and his peculiar tendency even to comment on his own speeches as he delivers them.

..  his intense desire to please the room at every moment — which has led him incessantly to shift course and change positions. He seems to want different things at different times in front of different audiences. But he actually always wants the same thing: He wants to be acclaimed a winner.

When he isn’t depicted as successful, whether it’s on morning television or in a meeting with congressional leaders, he says and does whatever seems required to change the story in his favor. He can’t resist such provocations because he is always on the stage, needing to please or save face before the crowd.

.. This has left President Trump open to shameless attempts at manipulation by members of Congress and his own administration who think they can push him in their direction on key policy questions by portraying their preferred approach as a way for him to look stronger.

.. Trump’s capacity to disrupt our exhausted political order and force other politicians into at least modestly more populist directions could well prove a boon.

.. the presence of an undisciplined, aggressive performance artist at the heart of our government — a figure whose excesses are not structurally counterbalanced by others in the system because they are not strictly speaking excesses of presidential power — could alter the public’s expectations of government and politics in ways that are decidedly unhelpful to American constitutionalism and would not be easy to reverse. Viewing politics as entertainment could be a hard habit to break.

.. Washington has experienced the Trump presidency so far as an exhausting, intense, and unproductive circus.

.. Both seem to have been incapacitated by concerns that anything meaningful they do could be undercut by an erratic presidential tweet at any moment.

.. The appointment of judges might be the one presidential function that does not require perseverance — once nominated, they are confirmed by another branch of government and then perform their work without dependence on the president

.. it is frankly hard to say just what the president actually aims to achieve except for being on everyone’s mind all the time.

.. For many decades now, American progressives have advanced an ideal of the presidency in great tension with the logic of our broader constitutional architecture. Trump now offers a far less coherent model of the presidency that is downright unaware of that broader architecture and so stands as a kind of histrionic alternative to constitutional politics. If we are to hold out any hope for a constitutional restoration, these cannot be the only options before the public.
