Trump Has Made Us All Stupid

The decline of discourse in the anti-Trump echo chamber.

Donald Trump is impulse-driven, ignorant, narcissistic and intellectually dishonest. So you’d think that those of us in the anti-Trump camp would go out of our way to show we’re not like him — that we are judicious, informed, mature and reasonable.

But the events of the past week have shown that the anti-Trump echo chamber is becoming a mirror image of Trump himself — overwrought, uncalibrated and incapable of having an intelligent conversation about any complex policy problem.

For example, there’s a complex policy problem at the heart of this week’s Iran episode. Iran is not powerful because it has a strong economy or military. It is powerful because it sponsors militias across the Middle East, destabilizing regimes and spreading genocide and sectarian cleansing. Over the past few years those militias, orchestrated by Qassim Suleimani, have felt free to operate more in the open with greater destructive effect.

We’re not going to go in and destroy the militias. So how can we keep them in check so they don’t destabilize the region? That’s the hard problem — one that stymied past administrations.

In the Middle East, and wherever there are protracted conflicts, nations have a way to address this problem. They use violence as a form of communication. A nation trying to maintain order will assassinate a terrorism leader or destroy a terrorism facility. The attack says: “Hey, we know we’re in a long-term conflict, but let’s not let it get out of hand. That’s not in either of our interests.”

The attack is a way to seize control of the escalation process and set a boundary marker.

These sorts of operations have risks and rewards. A risk is that it won’t cease the escalation, just accelerate it. The radicals on the other side will get enraged and take to the streets. Their leaders will have to appease that rage.

A reward is that maybe you do halt the escalation. The other side implicitly says: “Message received. We’ll do some face-saving things to appease the streets, but we don’t want this to get out of hand, either.” Another reward is that you’ve managed to eliminate an effective terrorist like Soleimani. Talent doesn’t grow on trees.

The decision to undertake this sort of operation is a matter of weighing risk and reward. And after the Soleimani killing, you saw American security professionals talk in the language of balancing risk and reward. Stanley McChrystal, a retired general, and Michael Mullen, a retired admiral, thought it was worth the risk. Susan Rice, a former national security adviser, thought it wasn’t.

But in the anti-Trump echo chamber, that’s not how most people were thinking. Led by Bernie Sanders and Elizabeth Warren, they avoided the hard, complex problem of how to set boundaries around militias. Instead, they pontificated on the easy question not actually on the table: Should we have a massive invasion of Iran?

A great cry went up from the echo chamber. We’re on the brink of war! Trump is leading us to more endless wars in the Middle East! We’re on the precipice of total chaos! This was not the calibrated language of risk and reward. It was fear-stoking apocalyptic language. By being so overwrought and exaggerated, the echo chamber drowned out any practical conversation about how to stabilize the Middle East so we could have another righteous chorus of “Donald Trump is a monster!”

This is Trump’s ultimate victory. Every argument on every topic is now all about him. Hating Trump together has become the ultimate bonding, attention-grabbing and profit-maximization mechanism for those of us in anti-Trump world. So you get a series of exaggerated fervors

  • the Mueller report!
  • Impeachment!
  • The Steele dossier!

that lead ultimately nowhere.

Most of this week’s argument about the Middle East wasn’t really about the Middle East. It was all narcissistically about ourselves! Democrats defend terrorists! Republicans are warmongers! Actual Iranians are just bit players in our imperialistic soap opera, the passive recipients of our greatness or perfidy.

The world is more complicated than this cartoon. Love or hate him, Trump has used military force less than any other president since Jimmy Carter. When it comes to foreign policy, he is not like recent Republicans. He is, as my colleague Ross Douthat put it, a Jacksonian figure, wanting to get America out of foreign entanglements while lobbing a few long-distance attacks to ensure the crazy foreigners stick to killing one another and not us.

And this is the final paradox. For all the Sturm und Drang that surrounds Trump, populist Republicans and Democrats are gravitating toward the same foreign policy: We’re in the middle of a clash of civilizations; the Middle East is so screwed up, we should just get out; we’re too stupid/ineffective/racist/imperialistic to do any good there anyway.

We fight viciously about Trump, but underneath, a populist left-right curtain is descending around America, separating us from the Mideast, China, even Europe. The real high-risk move is the one both parties are making together: that if we ignore the world it will ignore us. (It won’t.)

Maybe once the Inflammatory One is finally gone from the scene we can have an intelligent conversation about that.

Trump Is Playing Chess One Turn at a Time

An impulsive president tries to look tough without being prepared to follow through.

Few who served in Iraq, or who had a loved one serving there, can avoid a spasm of gratification at learning that an American drone blew up Qassem Soleimani and half a dozen of his henchmen. The Iranian general’s hands were covered with the blood of thousands—Americans, Iraqis, Iranians, Israelis, and their allies. As Carl von Clausewitz wrote, because war involves violence, the emotions cannot help but be involved, and so a ruthless satisfaction at the elimination of an implacable foe is natural and fair. But that sentiment will pass, as it soon should, leaving behind the need for sober consideration of the deed and its consequences. In particular, we must ask what the strategic implications are, and how prepared the United States is to handle what follows.

The loss to Iran here is considerable. Soleimani was an exceptionally talented and skillful leader who inspired his subordinates and a larger Shia public. He masterminded forms of warfare that were not without precedent—after all, Frenchmen and Englishmen waged proxy war in 17th-century North America—but to which he brought rare skill and subtlety. Iran is a negligible conventional power, but through its mastery of sympathetic and controlled regional militias; clever use of technology (including explosively formed projectiles for roadside bombs, but also drones, speedboats, and missiles); and deployment of propaganda, it has become the most formidable Middle Eastern power after Israel. Soleimani was very, very good at 21st-century war.

Because organizations like the Quds Force, which he led, are not conventional military bureaucracies, their leaders’ charisma and talents matter even more than in, say, the U.S. armed forces. Soleimani’s demise is not only infuriating but demoralizing for his subordinates. A web of contacts and relationships cultivated over nearly 40 years of chronic warfare will vanish with him. Like one of his Hezbollah protégés, Imad Mughniyeh (assassinated by Israel in 2008, possibly with American help), he will prove impossible to replace for some period of time, perhaps forever.

Iran’s reaction to Soleimani’s assassination is unpredictable. It could be an explosion of violence, or long-term revenge plotted and executed over years, or attacks on exposed American outposts in Iraq and Syria, or terrorism in other countries, or mass-casualty events, or the proportionate killing of a senior American general. Or the Iranians could simply curl up in the fetal position. There are precedents for that, too, the most spectacular of which followed the shooting-down of an Iranian commercial aircraft in 1988 by an American warship, which killed all 290 passengers and crew members. It was a dreadful mistake, and in the immediate aftermath the U.S. government braced itself for a wave of terrorism in response. Instead, the Iranian government seemed to conclude that the Americans were willing to go to any lengths to bring them down, and moved quickly to terminate the Iran-Iraq War on terms disadvantageous to themselves.

In the present case, the Iranians are more likely to retaliate, at times and places of their choosing. Unlike in 1988, the Iranians have foreign friends who will not stand with the United States. Indeed, in the past few weeks, the Iranians pointedly held naval exercises with China and Russia, neither of which would be averse to seeing the United States get a bloody nose in the Middle East, and both of which might provide various forms of tacit support.

But the larger questions are about the United States: What is its strategy, and what can it handle?

The Trump administration has taken a hard line with Iran, walking out of the Joint Comprehensive Plan of Action, the flawed nuclear agreement signed by the Obama administration in 2015, and ramping up sanctions. The theory of victory, however, was never clear. The goal, presumably, was to make Iran see the error of its ways, and sign a far more restrictive agreement covering the development of long-range missiles and pulling it back from its subversive activities throughout the Middle East. But economic pressure alone has been unable to bring Tehran to heel. Indeed, in one of those clever strokes of theatrical violence at which Iran excels, in September 2019 a sophisticated attack on Saudi oil facilities showed just how much damage the Iranians can do. It sent a message to the Gulf countries that the Islamic Republic was not going away, and could do a lot of damage that the Americans could not prevent. The ambiguity of the attack—credit was claimed, implausibly, by Houthi tribesmen in Yemen, but no one doubts that it was Iranian-directed—may be a hint of what lies ahead.

The alternative, then, is the overthrow of the Islamic Republic. But the regime has shown its willingness to slaughter hundreds and even thousands in order to stay in power, most recently in its brutal suppression of price riots. Such brutality works, at least for a time. And since the United States has, for now, gone out of the business of invading Persian Gulf countries, an external power is unlikely to facilitate regime collapse. Thus, even before recent events, Washington’s tactics seemed to have had no discernible way of getting to a strategic outcome.

Which brings to the fore the largest problem: the Trump administration’s national-security team. There is no such thing as a Platonic ideal of strategy. There is, rather, only strategy as can be executed by a particular group of people at any time. Any war—and if you are in the business of blowing people up, you are at war—involves improvisation and reaction. As Winston Churchill somberly observed, “Always remember, however sure you are that you can easily win, that there would not be a war if the other man did not think he also had a chance.” Iran cannot beat the United States in the field, but it can win the war politically, and may very well do so.

The dominant tone in the American government is military assertiveness. The American military has in its theater commander, General Frank Mackenzie Jr., and its chairman of the Joint Chiefs of Staff, General Mark Milley, two tough, experienced, aggressive commanders, with lots of time downrange in Iraq, where they personally felt the sting of Soleimani’s tactics. Secretary of State Mike Pompeo is forward-leaning, while Defense Secretary Mark Esper, promoted unexpectedly from being secretary of the Army, has been a capable organizer but has not articulated a distinctive strategic point of view. Neither has the national security adviser, Robert O’Brien. None has shown a substantial inclination to buck the president’s wishes or even his inclinations.

As the United States has learned to its cost, good decision making requires a forceful brake, or at least a counterpoise, to a tempting decision like the one to eliminate Soleimani. There seems to have been no one playing that role, and thereby ensuring that second- and third-order considerations had been identified and explored. Beneath the Cabinet officials is an uneven crew, many of its members filling acting positions. And above them all is a mercurial, impulsive, and ignorant president who has no desire to be pulled into a Middle Eastern war in an election year, and who wants to look tough without being prepared to follow through. This is a recipe for strategic ineptitude, and possibly failure.

The novelist James Gould Cozzens observed higher headquarters at close range during World War II. He drew on that for his masterly World War II novel, Guard of Honor. In one passage, his protagonist admits to himself that some of his seniors “were not complete fools.” However, he noted,

it was the habit of all of them to look straight, and not very far, ahead. They saw their immediate duties and did those, not vaguely or stupidly, but in an experienced firm way. Then they waited until whatever was going to happen, happened. Then they sized this up, noted whatever new duties there were, and did those. Their position was that of a chess player who had in his head no moves beyond the one it was now his turn to make. He would be dumbfounded when, after he had made four or five such moves (each sensible enough in itself) sudden catastrophe, from an unexpected direction by an unexpected means, fell on him, and he was mated.

Minus the compliments, that may be where the United States government is headed.

New Iran revelations suggest Trump’s deceptions were deeper than we thought

Believe it or not, the Trump administration may not have been completely honest about its policy toward Iran and its rationale for the assassination of Qasem Soleimani.

Not that officials have offered a single explanation for why the assassination was carried out — their story has changed numerous times. But the justification they keep returning to is that intelligence indicated an “imminent” threat, that Soleimani was planning specific attacks against American interests and personnel, attacks that were so imminent that he had to be killed to stop them.

But now we learn that much more appears to have been going on. That’s one key takeaway from this blockbuster scoop in The Post:

On the day the U.S. military killed a top Iranian commander in Baghdad, U.S. forces carried out another top secret mission against a senior Iranian military official in Yemen, according to U.S. officials.
The strike targeting Abdul Reza Shahlai, a financier and key commander of Iran’s elite Quds Force who has been active in Yemen, did not result in his death, according to four U.S. officials familiar with the matter.
The unsuccessful operation may indicate that the Trump administration’s killing of Maj. Gen. Qasem Soleimani last week was part of a broader operation than previously explained, raising questions about whether the mission was designed to cripple the leadership of the Islamic Revolutionary Guard Corps or solely to prevent an imminent attack on Americans as originally stated.

The attempt to take out Shahlai simultaneously with Soleimani suggests that this wasn’t an isolated, defensive operation but may have been part of a broader attack on the Quds Force.

Shahlai is operating in Yemen, meaning the conflict he is waging at the moment is less against the United States than against Saudi Arabia, which is engaged in a war in Yemen against Iran-backed rebels with our support.

In recent statements, administration officials have noted Shahlai’s role in a 2007 attack on American soldiers in Iraq, his support of Houthi rebels in Yemen and his “long history of involvement in attacks targeting the U.S. and our allies.”

But if someone like Shahlai was planning to attack American forces — let’s say “imminently” — Yemen wouldn’t be the place to do it. Which suggests this may have been part of a broader operation to kill Iranian military leaders.

Democrats sound the alarm

In an interview, Rep. Eliot L. Engel (D-N.Y.), the chairman of the House Foreign Affairs Committee, told us there’s “no doubt” in his mind that the assassination of Soleimani and the effort to target Shahlai are part of a wider effort that’s mostly being concealed from Congress.

“The more you hear, the more you realize that you’ve been fed a bunch of untruths,” Engel told us. “Was Shahlai an imminent threat? I think not.”

Rep. Tom Malinowski (D-N.J.), a member of the House Foreign Affairs Committee, added that this news badly complicates the rationale offered for the Soleimani killing.

“This does make it harder for the administration to argue that the operations were solely designed to eliminate somebody who was plotting attacks on Americans,” Malinowski, a former State Department official, told us.

Malinowski also said this new report means Congress will have to orient itself toward asking broader and deeper questions about the administration’s secret military operations.

If the objective was to weaken the Quds Force irrespective of any intelligence about imminent attacks on Americans, then where does that end?” Malinowski said. “And is it over?”

You’d think Congress could bring in administration officials to answer these questions. Secretary of State Mike Pompeo has been invited to testify next week to the Foreign Affairs Committee.

But Engel told us that Pompeo has not said whether he’ll appear. “Right now it looks like he’s not coming,” Engel told us. “We haven’t heard from him.”

If so, perhaps this is because Pompeo has not been faring well lately when asked tough questions about all this.

On Thursday, he seemed to undercut the administration’s public story by telling Fox News the following about the threats Soleimani posed: “We don’t know precisely when and we don’t know precisely where, but it was real.”

Pompeo has also been struggling to clean up after Trump’s public statements. In extemporaneous remarks Thursday, Trump said Soleimani was about to blow up the U.S. Embassy in Baghdad — the first time it had been suggested by anyone.

That led Pompeo to tell reporters on Friday: “Soleimani was actively planning new attacks, and he was looking very seriously at our embassies and not just the embassy in Baghdad.”

Numerous Democratic senators are now saying that the threat to embassies was not part of the briefing given to members of Congress on Wednesday.

Which raises the possibility that it’s not actually true, but once the president said it, his national security team felt obligated to back him up.

All of which underscores the urgency of bringing in Pompeo. Will he show up? Who knows?

You’d think these new revelations would make it much harder for Republicans to resist asserting congressional authority over Trump’s war powers. The House has passed a measure requiring Trump to seek congressional authorization for future hostilities against Iran, and the Senate is set to vote on a companion version next week.

The latest news “creates an additional reason for the Senate to follow suit,” Malinowski said, because “if the strategy goes beyond protecting Americans from imminent attack, it could include further strikes.”

If Congress were to assert its authority, it could use the ensuing debate over any future actions to probe more deeply into all the questions that remain unanswered.

It’s hard to imagine that four GOP senators — which is all the war powers measure would need to pass — would not be willing to assert congressional authority, given this latest news and all it indicates about how much we do not know about what the administration is secretly up to.

Trump wins his standoff with Iran

Democrats warned that President Trump’s decision to take out Iranian terrorist mastermind Qasem Soleimani had put the United States on the path toward a cataclysmic war with Iran. They were dead wrong. Trump won his standoff with Iran.

When Trump drew his red line — warning Tehran that if it killed even one American, the United States would respond militarily against Iran — the regime never expected him to enforce it. His decision to kill Soleimani clearly stunned Ayatollah Ali Khamenei and left his regime chastened. A regime that regularly threatens “Death to America!” and promises to wipe Israel off the face of the earth suddenly embraced proportionality and legality. Foreign Minister Mohammad Javad Zarif said Iran would “respond, but we will respond proportionally, not disproportionally. We will respond lawfully, we are not lawless people like President Trump.” Quite a departure for the world’s premier state sponsor of terrorism.

Iran’s retaliation was just as muted as its threats. Tehran could have targeted large, heavily populated U.S. bases across the Persian Gulf, all of which are within range of Iranian missiles. Instead, it fired a handful of missiles at bases in Iraq, in an attack that deliberately did not target American troops. The Iranians warned Iraqi Prime Minister Adel Abdul Mahdi in advance of the attack — a message they knew he would pass on to the United States. To control the outcome, they carried out the strike themselves, rather than relying on Shiite militia proxies in Iraq, who might accidentally kill an American. According to Fox News’s Jennifer Griffin, the Pentagon “believes there was a political decision taken in Tehran NOT to kill Americans … Even within that target, the Iranians chose to hit dirt rather than runways … so as not to escalate militarily.”

The objective appeared to be political, not military. They wanted their people to see Iranian missiles firing at the Americans, without actually killing one — provoking an even more devastating U.S. response. And once it was over, Zarif announced on Twitter that Iran’s response was complete and meekly added that “we do not seek escalation or war.”

In other words, the Iranians blinked. All the overwrought warnings of a U.S.-Iran conflagration were wrong. Trump understood what his critics did not — that the Iranian regime’s No. 1 priority is the preservation of the regime. Before the Soleimani strike, Iran doubted Trump’s resolve. After the Soleimani strike, they knew Trump was serious when the president warned that next time “Iran itself, WILL BE HIT VERY FAST AND VERY HARD.” Trump has treated Iran for what it is — a bully. When confronted, bullies back down.

Far from provoking war, Trump’s action against Soleimani might have prevented one. Iran had been escalating for months — striking allied oil tankers, U.S. drones and Saudi oil facilities — with no significant U.S. response. This failure to respond emboldened Tehran. Had Trump allowed Iran to get away crossing his red line and killing an American, they would have been further emboldened. Instead, by taking out Soleimani, Trump put the regime on its heels. As the president put it in his address to the nation Wednesday: “For far too long … nations have tolerated Iran’s destructive and destabilizing behavior in the Middle East and beyond. Those days are over.”

In his excellent speech, Trump rightly castigated the Obama administration for providing the Iranian regime with billions in sanctions relief as part of its nuclear deal, noting that “The missiles fired last night at us and our allies were paid for with the funds made available by the last administration.” He might well have added that Soleimani’s reign of terror was directly subsidized by those funds. When Trump came into office, Iran was on the march across the Middle East — in Lebanon, Syria, Iraq and Yemen — thanks in part to the money President Barack Obama released. We were promised that the nuclear deal would alter Iran’s malign behavior. Instead, it was an accelerant. With his maximum-pressure campaign, Trump has removed the accelerant. And with his strike against Soleimani, he has eliminated the mastermind of Iran’s proxy wars across the Middle East and restored deterrence. Now he must maintain it.

Here’s what you need to know to understand what this moment means in U.S.-Iran relations.

What happened: President Trump ordered a drone strike near the Baghdad airport, killing Maj. Gen. Qasem Soleimani, Iran’s most powerful military commander and leader of its special-operations forces abroad.

Who was Soleimani: As the leader of the Revolutionary Guard Corps’ elite Quds Force, Soleimani was key in supporting and coordinating with Iran’s allies across the region, especially in Iraq. Soleimani’s influence was imprinted on various Shiite militias that fought U.S. troops.

How we got here: Tensions had been escalating between Iran and the United States since Trump pulled out of an Obama-era nuclear deal, and they spiked shortly before the airstrike. The strikes that killed Soleimani were carried out after the death of a U.S. contractor in a rocket attack against a military base in Kirkuk, Iraq, that the United States blamed on Kataib Hezbollah, an Iran-backed militia.

What happens next: Iran responded to Soleimani’s death by launching missile strikes at two bases hosting U.S. forces in Iraq. No casualties were reported. In an address to the nation, Trump announced that new sanctions will be imposed on Tehran.
