The part it perhaps didn’t bargain for, however, is the loss of Prince Harry — a much loved Royal and a key part of the family’s global brand — along with her. In a statement released this week, the couple said they want to “carve out a progressive new role” within the royal family and will “step back as ‘senior’ members, and work to become financially independent.” The British press reacted with surprise at the “shock move abroad,” described variously as “seismic,” “selfish,” “rogue” and “an atrocious lapse of judgment.” If the media paid more attention to Britain’s communities of color, perhaps it would find the announcement far less surprising. With a new prime minister whose track record includes overtly racist statements, some of which would make even Donald Trump blush, a Brexit project linked to native nationalism and a desire to rid Britain of large numbers of immigrants, and an ever thickening loom of imperial nostalgia, many of us are also thinking about moving. From the very first headline about her being “(almost) straight outta Compton” and having “exotic” DNA, the racist treatment of Meghan has been impossible to ignore. Princess Michael of Kent wore an overtly racist brooch in the duchess’s company. A BBC host compared the couple’s newborn baby to a chimpanzee. Then there was the sublimely ludicrous suggestion that Meghan’s avocado consumption is responsible for mass murder, while her charity cookbook was portrayed as somehow helping terrorists. Those who claim frequent attacks against the duchess have nothing to do with her race have a hard time explaining these attempts to link her with particularly racialized forms of crime — terrorism and gang activity — as well as the fact that she has been most venomously attacked for acts that attracted praise when other royals did them. Her decision to guest-edit British Vogue, for example, was roundly condemned by large parts of the British media, in stark contrast to Prince Charles’s two-time guest editorship of Country Life magazine, Prince Harry’s of a BBC program and Kate Middleton’s at Huffington Post, all of which were quietly praised at the time. Her treatment has proved what many of us have always known: No matter how beautiful you are, whom you marry, what palaces you occupy, charities you support, how faithful you are, how much money you accumulate or what good deeds you perform, in this society racism will still follow you. In Britain’s rigid class society, there is still a deep correlation between privilege and race. The relatively few people of color — and even fewer if you count only those who have African heritage — who rise to prominent success and prosperity in Britain are often told we should be “grateful” or told to leave if we don’t like it here. The legacy of Britain’s history of empire — a global construct based on a doctrine of white supremacy — its pioneering role in the slave trade and ideologies of racism that enabled it, and policies of recruiting people from the Caribbean and Africa into low-paid work and then discriminating against them in education and housing, is with us today: The scandal surrounding the wrongful deportation of black British people in recent years is still reverberating. In recent months, the couple have begun bypassing official royal channels and communicating with the press directly — most notably when the Duchess said in a television documentary that she found adjusting to royal life “hard,” and Harry revealed that the tragic experience of the death of his mother, Princess Diana, made him want to “protect” his wife and family. All were signs that the couple would not abide by royal business as usual, to the extent that even announcing this decision to step down from their roles as senior royals appears to have taken Buckingham Palace by surprise. I am not at all surprised. This was the bitter shadow of their sunny May 2018 wedding. How many of us suspected — hoping but doubting we were wrong — that what would really initiate Meghan into her new role as a Briton with African heritage would be her experience of British racism. And ironically, by taking matters into their own hands, Harry and Meghan’s act of leaving — two fingers up at the racism of the British establishment — might be the most meaningful act of royal leadership I’m ever likely to see.

The Hunter Biden story is a troubling tale of privilege

For all his barking and hucksterism, Rudy Giuliani is having limited success drawing the gullible into his sideshow tent. But the fact that Giuliani’s spectacle involving the Biden family is as phony as a horse that does arithmetic does not mean there is no story worth examining. The real story of Joe Biden and his troubled son Hunter is full of pain and littered with questions and deeply relevant to our populist moment.

I claim no intimate knowledge of this story beyond the soul-baring that Hunter performed with reporter Adam Entous of the New Yorker — an airing of family laundry without precedent, that I can recall, in the rollout of a presidential campaign. To that text I add the widely shared experience of an addict in the family, plus several decades spent listening to Americans talk about the people who seek to lead them.

It’s likely you already know the beginning of the story, at least through Joe’s eyes. The high point of his young life, his election to the U.S. Senate, collided fatally with the low point: a car wreck in which his young wife and daughter were killed. Two young sons, Beau and Hunter, survived the wreck — to live with the wreckage. Because let’s be real, folks, as Joe Biden likes to say: The crash took their mother, but in a real sense, that election took their father. I don’t care how many Amtrak trains the ambitious young senator caught to kiss his sons’ foreheads as they drifted off to sleep, or how many rides the boys took on the Capitol Hill subway as Dad worked. Politics is a punishing life for the children involved — presidential politics especially. And Joe Biden has always been running for president.

Beau Biden coped by making himself into a chip off the old block. That left Hunter to find his own lane. As Entous details it, the youngest Biden tried the arts, law, finance, political influence peddling. The consistent themes are booze and cocaine. The profile groans under a litany of failed rehabs.

There’s an old saying about addiction. The man takes a drink (or a sniff), then the drink takes a drink, until the drink takes the man. It will take the bystanders, too, if they let it. Addiction is ravenous. But there was always someone in Joe Biden’s life to help him out with Hunter. It’s heartwarming when family and friends swoop in to care for the boys while Daddy serves the people of Delaware. But little boys have little needs, while big boys have bigger needs.

Soon enough, directionless Hunter has a six-figure job at a bank run by Biden supporters. When Hunter grows bored, there’s another lucrative job under the tutelage of a former Biden staffer. When Hunter wants a house he can’t afford, he receives a loan for 110 percent of the purchase price. And when he goes bust, another friendly banker mops up the damage.

Then his brother Beau contracts fatal brain cancer, and the last wobbly wheels come off Hunter Biden’s fragile self. At this point, the New Yorker piece becomes a gonzo nightmare — much of it narrated by Hunter himself — of hallucinations, a car abandoned in the desert, maxed-out credit cards, a crack pipe, a strip club and a brandished gun.

If, as the magazine headline put it, Hunter Biden now jeopardizes his father’s campaign, the article makes clear Joe Biden feels a share of the blame. Yet, by the time the senator was vice president, the folks still willing to help Hunter were of a sketchier variety. There was a Chinese businessman who, Hunter said, left him a large diamond as a nice-to-meet-you gift. And a Ukrainian oligarch who hired Hunter at a princely sum to do nothing much. (Neither the firm nor Hunter Biden identified any specific contribution he made). Joe Biden’s response, according to his son, was: “I hope you know what you are doing.”

Hope! What family of an addict hasn’t fallen back to that last trench? Denial, they say, is not just a river in Egypt.

In sum, the story of the Bidens, father and son, is more pathetic than nefarious. Yet it might do damage anyway. Less privileged Americans can’t be faulted if they wonder why their addicted loved ones are on the streets or in the morgue while the vice president’s son is blessed with diamonds and sinecures. Multitudes locked up for years under Joe Biden’s crime bill might ask why the author’s son traveled the world scot-free. And sober working people making $50,000 a year may be skeptical of a system in which a vice president’s addicted son reportedly collected that sum every month.

A Star Graduate of France’s Elite School Wants to Close Its Doors

President Emmanuel Macron suggests shutting the École Nationale d’Administration, a symbol of cronyism for many protesters

STRASBOURG, France—One school has been the cradle of the French establishment for decades, grooming future presidents, prime ministers and chief executives.

Now, one of its most illustrious alumni, President Emmanuel Macron, wants to shut his alma mater, the École Nationale d’Administration, or ENA, an institution that has become a symbol of France’s close-knit elite and persistent class divide.

Mr. Macron aims to placate yellow-vest protesters who have bedeviled his government for months, accusing him of paying too little heed to the economic pain of the working and rural class.

ENA has become a particular target, along with its graduates, known as énarques.

The president’s proposal comes at the end of months of high-profile public debates he organized in response to the demonstrations.

“We need to abolish ENA,” Mr. Macron said in April.

The school’s closure would be part of a broader push to overhaul France’s education system for high-ranking civil servants in an effort to improve opportunities for the underprivileged. Mr. Macron has pledged “to build something new that works better,” but hasn’t provided further details.

ENA was designed as a meritocracy to open better opportunities to all students regardless of their background. But critics say the school has become a breeding ground for cronyism, perpetuating a social pecking order that allows énarques to monopolize top positions in society. They run the prime minister’s office, the finance ministry, the central bank, two of the highest courts and many top private-sector companies. Three of France’s past four presidents are graduates of the two-year program.

“It’s a very French hypocrisy. The system is egalitarian on paper but unequal in practice,” said Jean-Pascal Lanuit, a senior official at the culture ministry and a former ENA student.

But many believe shutting ENA won’t change an elitist culture perpetuated by a two-tier education system. On one side, there are highly competitive institutions known as grandes écoles, public and private schools that are akin to the U.S. Ivy League schools, including engineering school École Polytechnique and business school HEC Paris.

On the other are universities open to almost everyone, but with sometimes crowded classrooms and crumbling facilities.

ENA was founded after World War II to better train high-ranking civil servants and open top government positions that had been reserved for “wealthy students living in Paris,” according to a 1945 government document. The creation was orchestrated by the then-general secretary of the French communist party, under Charles de Gaulle’s temporary government.

.. The Strasbourg-based school recruits about 80 students every year—compared with 2,000 undergraduates at Harvard University—based on a rigorous competitive entrance exam that includes five written tests lasting as long as five hours each in law, economy, social issues and public finances.

Tuition is free and students receive a monthly stipend to pay for books and housing.

But critics say ENA counts few students from rural, low-income families, and most current students are young white men.

The main reason, critics say, is the growing inequality of the French education system. Indeed, most ENA students have attended France’s top high schools and one of the best preparatory classes for the entrance exam. As a result, instead of promoting social mobility, the system ends up subsidizing the education of the rich with taxpayers’ money.

Many ENA students come from similar neighborhoods and attended the same schools. “I knew almost everyone there when I arrived in school,” said Florian Paret, a 27-year-old Parisian and second-year student at ENA, who graduated from the elite Paris Institute of Political Studies.

There are fewer opportunities for social advancement today compared with 40 years ago, said Ségolène Royal, a former minister and socialist candidate for the 2007 presidential elections who attended ENA and graduated in 1980.

“I’m not sure that it would have been possible for me today to follow the same path because there’s a kind of state aristocracy that has established itself,” said Ms. Royal, who came from a middle-income family in eastern France, recently. While at ENA, she met François Hollande, who would become her long-term partner and French president.

Once inside ENA, competition is fierce because top-ranked students can cherry-pick the most prestigious government posts upon graduation, including working at France’s highest courts or powerful state auditing bodies.

“Competition is part of the school’s DNA,” said Alexandre Allegret-Pilot, 30, who had degrees in biology, law and business before entering ENA.

After they graduate, énarques must work for the government for at least 10 years. If they leave earlier, they need to partly reimburse the school for tuition; usually private companies that hire young énarques pay back ENA as part of the hiring compensation.

Today, more former students move between the private and public sectors, deepening the perception that énarques monopolize top positions. After joining the state auditing body, Mr. Macron worked for private bank Rothschild & Cie. from 2008 to 2012, before moving back to government.

The vast majority of énarques, however, work for the government for their entire career. Few actually run for office, even if the school is known for producing presidents and ministers.

“ENA is being used as a scapegoat,” said Joachim Bitterlich, a former German diplomat and member of ENA’s board, who graduated in 1974.

More recently, ENA, which accepts a few international students a year, has sought to broaden its student body, notably by creating preparatory classes for the entrance exam for students from underprivileged areas.

“ENA can change,” said Daniel Keller, who heads the alumni association. “But I’m all for preserving the ENA brand. It’s a label that has value.”

It will be up to Frédéric Thiriez, an énarque Mr. Macron chose in April to lead the overhaul of France’s civil servants’ training.

Even if ENA were to close, it isn’t clear if that will be enough to appease the yellow vests.

“That’s secondary,” said Theo Feugueur, a 19-year-old law student in the Paris region, who takes part in yellow-vest protests every Saturday. “He should abolish all the grandes écoles.”
