The fact this officer knows he’s in the wrong and takes so many steps to justify his actions instead of just apologize is the definition of a true evil human being. This man should never be in any position of power over the life of another.

ANY cop that gets a complaint against them should be heard in court in front of a jury of people they took an oath to protect and serve. NOT just investigated by other BAD cops.
This is one of the few videos that genuinely makes me angry. That cop was deliberately contemptuous toward that woman. They held the husband hostage to coerce her cooperation after injuring him. He knew full well he was violating her rights and her privacy. And what’s he gained? The loss of trust and cooperation of two innocent people.
Cops tried to get into my house once saying they received a 911 call from my house. I told them that nobody in my house called 911, but they were very forceful. After a back and forth for 10 minutes and much anger I told them I was going to sue them if they didn’t leave my property as I’m sure phone records would prove my daughter had been on the phone for over an hour, and there was no possible way that a 911 call had come from my phone, which she verified to them as she was actually still on the phone during the whole incident describing it to her friend. Finally they left. I told them not to come back without a warrant.
I ended up reporting them to the States Attorney General and both of them were fired. They had no call from dispatch sending them to my house to begin with. It turned out that they were just angry with me personally for a post I had made on facebook insulting the local police for being bullies…..they proved my point in spades.
The C- grade is very generous given the fact they did a warrant-less search based on an anonymous call.
It was a very good thing that she said “this is against my will” after she said one could come in. This is a textbook example of duress defense. Which this video went on to prove.

How can a police department settle a claim “confidentially” or for an undisclosed amount? Does not FOIA come into play since they are public?

I’m pretty sure having the husband in handcuffs untill they let the cops search the house is a reason for her to claim she let them in under duress.

And throw him to the ground for walking. The guy had every right to file a lawsuit.He wasn’t doing anything wrong. Just not allowing cops into his home. The simple answer is they are using duress simply with the threat of consequences for refusal. She was clear. You have no permission, but I can’t stop you. No sane person can call that permission.

As soon as you let them in they just do whatever they want and you can’t stop them just like this cop did even though he lied and said he would only check the bedroom. If they were truly concerned about the medical health of someone, why would they not bring EMT? Because they knew there was no medical emergency, if there was a medical issue the It would have been the paramedics knocking on the door, if it was a medical emergency at the least there would have been a medic and then maybe cops also. They totally deserve that ‘undisclosed settlement’ money.
Until cops like that have to fear armed men forcing their way into their homes, this will never change.
It doesn’t matter how nicely you ask someone to violate them, it’s still violating them and they knew their rights.
Sounds like someone doesn’t like their daughter dating their son and gave the impending “medical emergency” as a way to claim exigent circumstances to skip a search warrant.
Does her “medical emergency” constitute ‘exigent circumstances’? If she’s a grown-up travelling with the guy on her own freewill, that should not be grounds for them to just claim to absolutely need to go into whoever’s house they fancy.
The fact that no EMS came along or was supposed to reach any time soon proves that the police did not genuinely believe that entry was necessary to prevent physical harm to the lady on the grounds of some alleged medical emergency.

It’s pretty much 100% legal for cops to lie, (and they generally get away with it anyhow even when it isn’t) but what pisses me off is how they clearly don’t see ANYTHING wrong with it. They do it so casually, as if lying to a citizen’s face is no different than talking about the weather.

I love how cops don’t realize when they talk to people after a call they’re trying to self-soothe their own bullshit and not explain it to the citizens.
They always use the same phrase “we’re past that point” when they know that POINT is where they are wrong and they won’t be able to continue, they say “we’re past that point” as a way of saying “we have fast forwarded past your rights”

How it should go. Cops “We need to search the house for this guy” Owner “No. Not without a warrent” Cops “Okay. Have a good day.”
The police lied about the search, “we just want to see where he sleeps”, and went beyond that. Had no business handcuffing the home owner, and copsplaining their abused. Cops get an F, home owners get an A for what they were out through.
“Just doing their job and following orders” is no excuse for their abuse of power and violation of rights

4:25 How exactly did the handcuffed man “get in to a scuffle” with that officer that wrapped an arm around his head and hip tossed him to the ground?! Both feet planted on the ground and handcuffed is about as docile and vulnerable as one can be.
Can you imagine, this girl has a medical emergency so she’s hiding in the closet. 10/10 detective work.

Sloth – I was detained in Austin TX for four hours, threatened with being hung for double murder and armed robbery. Finally they asked the three witnesses if the perp could be 6’1″, my height. All three said 5’9″ tops. Excellent detective work.

I really hate it when a cop says he will “ allow “ someone to do something already legally allowed.

It’s like the police are actually trained to escalate situations.

I like the way that both cops abandoned the guy with the weed in order to attack the guy filming them. Shows which activity they consider more threatening. And they wonder why people hate them.

“We will allow you to record”. This says exactly how the criminal thinks about the citizens he serves

So if he had walked up to him from the front would it have been ok? How do police not realize that flying off the handle at completely innocuous shit is exactly what makes people dislike them?

I’ve actually been pulled over by that cop. He is incredibly unprofessional and confrontational even for something as minor as a burnt out headlight.

He wasn’t actually scared. He’s an insecure little boy who wanted to use his authority to control someone who made him angry. If he was actually scared, we don’t need cowards like this in law enforcement. This is the type of person who is going to end up discharging a weapon on a person who poses no threat to him.
What I would like to see is an audit in which two auditors participate: the first auditor simply walks by, either not directly recording, or very inconspicuously recording, and the second auditor walks by in the exact same manner as the first but is very conspicuously recording. I believe that type of audit would really show the motives behind officers making contact with an auditor that is recording.
The worst bit is that deputy is like one of those kids that just says “get away from me” while walking towards them.

Allowing police to define what is “hindering” leads to arbitrary definitions and capricious enforcement. In this case you “can’t walk up behind us” could apply to someone just minding their own business, but obviously this is contempt of cop. The real issue, though, is that police paranoia is institutionalized, and they are allowed to take anything short of enthusiastic compliance as a form of threat.
“You’re going to jail.” If you wanna illegally arrest someone, sure. Can’t wait to see Harford county get sued. Their police are ridiculous.

He doesn’t want someone walking up behind him, well, he stopped the auditor from walking to the front of the traffic stop, where he would’ve been in their view. What about the vehicles driving behind him? Does that bother him, too?
Something you didn’t mention was the fact the officer engaged Mr. Reyes when Reyes was still considerably on the opposite side of the sidewalk well far away from the stop area. Basically, he was looking to create an issue from the very first second he saw Mr. Reyes.
It’s interesting how the officer knew the exact path of Mr. Reyes and at the same time he managed to approach him from behind. :))
The officer repeatedly asked him if he could help him and when he approaches the officer to answer the officer’s question the officer starts yelling to back up and points a weapon at the citizen.
I’ve been watching ATA for a long time and it was today that I saw a video in my Home town of Harford County and I can attest to just how terrible the officers employed by the HCS are at best sub par and use intimidation tactics on citizens all the time as well as harassment and other dishonest tactics and the HCS definitely need some reform

Thanks, as always, for your excellent commentary. The deputy has anger management issues…he was so aggressive towards Mr Reyes, and created a problem where none existed. The taser threat was unjustified. It is odd that LEO units investigate themselves, rather than having a neutral outside investigative organization. Imagine if hospitals, etc were run in this manner.
So if the dude wasn’t holding a phone recording this and just walked past would the cops have acted in the same manner and accused him of hindering?
Whenever cops say that they ALLOW citizens that haven’t broken the law to do something, you know they’re about to get themselves in trouble. They think they are the boss of the public rather than the public being their boss. This cop went out of his way, stopped doing his job and hindered himself.
I’ve watched tons of your videos. I believe this is one of your poorest assessments. Mr. Reyes did not identify himself until much later on. He walked behind a single deputy at night. Mr. Reyes was confrontational. Mr. Reyes was ignorant of the law. The deputy escalated the situation as well and was not well-informed on the law either. Both should get D- for just piss poor judgment. Mr. Reyes should plead out. He will lose the court case while probably making some fair points on his ‘constitutional rights’ . Good luck!

  • I think the lady cop backed herself into a corner once she called for backup. After she called for backup, in order to “save face” with her coworkers looking on, she had to write a ticket for something. It remains to be seen if loitering would have been the citation until it was suggested by her fellow cop. Hope the fellow fought the ticket – especially the trespass one. These cops are wildly out of control and don’t appear to have an adequate working knowledge of the Utah “no smoking” law.

She prob saw someone who looked out of place in “her” community and went on a fishing expedition cause he looked like someone who smoked and when that didn’t work she had to find something to justify her stop and jam him up for not being adequately deferential to her perceived authority. She’s prob also trying to climb the ladder and had a supervisor comment on her dearth of citations. It’s a system that rewards finding or even creating criminality rather than keeping peace. Department budgets and funding are based on amount of “crime” rather than creating a culture of mutual respect and lawfulness. They assume low crime rate means they’re not “finding” it. They need to justify their exorbitant budgets and military toys somehow. Yet if there is a spike in actual crime they have a press conference reassuring the public that it’s not really that bad because they keep the peace and exaggerate any small decrease in crime as solely due to their department. It’s a self-reinforcing cycle of judicial theater.

  • couple years ago my fiance and I watched a police officer pick up my wallet from a Dollar General Store parking lot. I was going to visit my brother who has cerebral palsy so my fiance went to the police station to have the officer dispatched. They threatened to arrest her and basically said even if they did recover it there’d be no money in it which it had 130$ in it. The officers basically intimidated her and threatened to arrest her if she filed a complaint. Realizing the weren’t going to help or be honest about the officer who picked up the wallet she decided to leave and we just took it as a loss several weeks after that every time we were in that part of town we began to be followed by patrolmen and a couple of months after that incident they followed her from one end of town to another stopping her and saying the reason for the stop is that they didn’t believe the color of the car match the color that was listed on the registration and when she proved them all of those things they cited her for having a mask hanging from the rearview mirror saying it obstructed her view. six officers showed up on that incident and I myself refused to identify myself because I had did nothing wrong apparently they didn’t like that because we have had nothing but harassment and intimidation from and on Sept 9th 2021 one of the same officers involved during original incident stopped us after we were parked in the out of our vehicle he even admitted on the report that he was several cars behind us and the reason he stopped us was because we didn’t engage your turn signal 100ft prior to the turn but tomorrow understanding that is only when traveling on the highway not within a municipal Corporation limited long story short we were ripped from our vehicle they threatened her and told her that she could go home if she provided my information which she refused they arrested her did not read her her rights tell her why she was being arrested or any of the above and during the arrest after we had already asked for a supervisor because the officer lied on the report and on the violation they’re trying to say now that the cam footage doesn’t exist and that is a lie it just shows one of the officers dropped their gun clip and bullets fell out everywhere while having my faced slammed to the ground. We tried to file a complaint with the chief of police for that incident and was threatened with arrest for making false accusations not a reporter knees has he been listen to our side of the story and trying to get us both to court to charges that we did not commit but are only trying to cover up their misconduct where do we go for help

In order to protect your rights and fight back against these kinds of acts, you have to go to court, but for many people representation is costly and difficult to obtain. 50 dollars is nothing. It’s extortion by a thousand cuts, making sure that the price of paying for the unlawful ticket is cheaper than fighting the charge. Pass a law that allows citizens to recover their costs against violations like these and watch this behavior dry up.

A signature on a ticket is a contract (to show up in court and plead ones innocence in this case), no one person nor entity may be compelled to enter into a contract with or without due representation. This is a common misconception, upon full information to fill out a ticket and an officer signature there is no need for the issuant to also sign. This is classic bully tactics and retaliation because the initial ‘infraction’ was never cited nor spoken of again.

  • I got hassled in the UK by a community police officer (something below a full police officer) for pulling over on double yellow lines (no parking) to let a passenger out. He told me I couldn’t park there and I said I wasn’t parking, I was just letting someone out and then moving on. He said that’s the same thing. I asked why double red lines exist (meaning no stopping) and rather than answer, he just started walking around my vehicle looking for a different reason to give me a hard time. That’s what they do. If you bruise their egos, they will find a petty reason to punish you. Since he was not a full cop I just drove off in the middle of him doing his checks.

  • This one would be an easy inexpensive to beat. Simply ask the officer why she initiated contact. Either the truthful answer (she believed she observed him smoking) or the false answer (she observed him loitering) would be difficult for her to prove. Smoking: beyond her belief, there was no evidence; when she arrived at his location,, no cigarettes were found on his person, no extinguished cigarettes were found nearby. Loitering: he had a legitimate and lawful reason to be at the station, so no loitering.

  • This is downtown near Gateway Mall and Plaza. There’s cameras probably about every twenty or so feet. The cops had evidence this guy was smoking then they should have issued a citation ;But this is unclear if he was smoking or if there’s a violation of any kind. If you presents this in court the charges will be dismissed. Then again Sue UTA for quite a bit. UTA is partially public owed.

  • In the U.K. where I live, the cops don’t act like tyrants. If you commit a minor traffic offence, or accidentally drop a piece of litter for example, the cops would probably just give you some advice, “Be careful, don’t do it again” Part of the reason for this is that if you get charged with a minor non – criminal offence in the U.K. then the cop will have a lot of paper work to write up, which they would rather not have to do.
  • Instead of suggesting that auditors stay quiet (a virtual impossibility for many of them), you should suggest that they either stay silent, or answer every question with a question (which is both NOT answering a question, and not staying silent). I think that you will find that many of them are capable of this far easier than just remaining silent.
  • Just so everyone knows, the videos of the light rail train is NOT from Utah. That is the Hoboken, NJ light rail station. It is connected to the Hoboken NJ Transit train terminal. I know because I lived in Jersey City most of my life and have been an EMT with the Hoboken Volunteer Ambulance Corps for 22 years.
