Republican leaders need to mount an intervention.
Up to now I have not favored removing President Trump from office. I felt strongly that it would be best for the country that he leave the way he came in, through the ballot box. But last week was a watershed moment for me, and I think for many Americans, including some Republicans.
It was the moment when you had to ask whether we really can survive two more years of Trump as president, whether this man and his demented behavior — which will get only worse as the Mueller investigation concludes — are going to destabilize our country, our markets, our key institutions and, by extension, the world. And therefore his removal from office now has to be on the table.
I believe that the only responsible choice for the Republican Party today is an intervention with the president that makes clear that if there is not a radical change in how he conducts himself — and I think that is unlikely — the party’s leadership will have no choice but to press for his resignation or join calls for his impeachment.
It has to start with Republicans, given both the numbers needed in the Senate and political reality. Removing this president has to be an act of national unity as much as possible — otherwise it will tear the country apart even more. I know that such an action is very difficult for today’s G.O.P., but the time is long past for it to rise to confront this crisis of American leadership.
Trump’s behavior has become so erratic, his lying so persistent, his willingness to fulfill the basic functions of the presidency — like
- reading briefing books,
- consulting government experts before making major changes and
- appointing a competent staff — so absent,
his readiness to accommodate Russia and spurn allies so disturbing and his obsession with himself and his ego over all other considerations so consistent, two more years of him in office could pose a real threat to our nation. Vice President Mike Pence could not possibly be worse.
The damage an out-of-control Trump can do goes well beyond our borders. America is the keystone of global stability. Our world is the way it is today — a place that, despite all its problems, still enjoys more peace and prosperity than at any time in history — because America is the way it is (or at least was). And that is a nation that at its best has always stood up for the universal values of freedom and human rights, has always paid extra to stabilize the global system from which we were the biggest beneficiary and has always nurtured and protected alliances with like-minded nations.
Donald Trump has proved time and again that he knows nothing of the history or importance of this America. That was made starkly clear in Secretary of Defense Jim Mattis’s resignation letter.
Trump is in the grip of a mad notion that the entire web of global institutions and alliances built after World War II — which, with all their imperfections, have provided the connective tissues that have created this unprecedented era of peace and prosperity — threatens American sovereignty and prosperity and that we are better off without them.
So Trump gloats at the troubles facing the European Union, urges Britain to exit and leaks that he’d consider quitting NATO. These are institutions that all need to be improved, but not scrapped. If America becomes a predator on all the treaties, multilateral institutions and alliances holding the world together; if America goes from being the world’s anchor of stability to an engine of instability; if America goes from a democracy built on the twin pillars of truth and trust to a country where it is acceptable for the president to attack truth and trust on a daily basis, watch out: Your kids won’t just grow up in a different America. They will grow up in a different world.
The last time America disengaged from the world remotely in this manner was in the 1930s, and you remember what followed: World War II.
You have no idea how quickly institutions like NATO and the E.U. and the World Trade Organization and just basic global norms — like thou shalt not kill and dismember a journalist in your own consulate — can unravel when America goes AWOL or haywire under a shameless isolated president.
But this is not just about the world, it’s about the minimum decorum and stability we expect from our president. If the C.E.O. of any public company in America behaved like Trump has over the past two years —
- constantly lying,
- tossing out aides like they were Kleenex,
- tweeting endlessly like a teenager,
- ignoring the advice of experts —
he or she would have been fired by the board of directors long ago. Should we expect less for our president?
That’s what the financial markets are now asking. For the first two years of the Trump presidency the markets treated his dishonesty and craziness as background noise to all the soaring corporate profits and stocks. But that is no longer the case. Trump has markets worried.
.. The instability Trump is generating — including his attacks on the chairman of the Federal Reserve — is causing investors to wonder where the economic and geopolitical management will come from as the economy slows down.
- What if we’re plunged into an economic crisis and we have a president whose first instinct is always to blame others and
- who’s already purged from his side the most sober adults willing to tell him that his vaunted “gut instincts” have no grounding in economics or in law or in common sense. Mattis was the last one.
We are now left with the B team — all the people who were ready to take the jobs that Trump’s first team either resigned from — because they could not countenance his lying, chaos and ignorance — or were fired from for the same reasons.
I seriously doubt that any of these B-players would have been hired by any other administration. Not only do they not inspire confidence in a crisis, but they are all walking around knowing that Trump would stab every one of them in the back with his Twitter knife, at any moment, if it served him. This makes them even less effective.
Indeed, Trump’s biggest disruption has been to undermine the norms and values we associate with a U.S. president and U.S. leadership. And now that Trump has freed himself of all restraints from within his White House staff, his cabinet and his party — so that “Trump can be Trump,” we are told — he is freer than ever to remake America in his image.
And what is that image? According to The Washington Post’s latest tally, Trump has made 7,546 false or misleading claims, an average of five a day, through Dec. 20, the 700th day of his term in office. And all that was supposedly before “we let Trump be Trump.”
If America starts to behave as a selfish, shameless, lying grifter like Trump, you simply cannot imagine how unstable — how disruptive —world markets and geopolitics may become.
We cannot afford to find out.
Certain leaders’ short-term interests, often presented as “national interests,” are one of the factors roiling international relations more than any time since the end of the Cold War. But the rise of nationalist populism is less the cause than the result of rifts that have been forming for some time.
.. The center of the Western political spectrum has tended to underestimate the impact of rising inequality within countries, focusing instead on the benefits of market opening and integration, such as the unprecedentedly rapid reduction in global poverty. Understandably, however, not everyone is consoled by such outcomes.
.. It is not only goods, services, and capital that circulate through the global economy. Ideas circulate, too. So globalization, like democracy, is vulnerable to itself, because it puts at its opponents’ disposal a set of tools that they can use to sabotage it. Aware of this, the “nationalist international” driven by US President Donald Trump and his ideological fellow travelers has mobilized anxiety and alienation to launch a (somewhat paradoxical) crusade to globalize their particular anti-globalization discourse.
.. Yet globalism and patriotism are not incompatible concepts. Trump’s invocation of patriotism has no aim other than to whitewash his nationalist and nativist tendencies. Rhetorical traps of this type can catch us with our guard down, above all when the person who resorts to them is a leader who is known for serving his ideas raw. But it is evident that the Trump administration, too, worries about keeping up appearances... At the UN, Trump sought to give his foreign policy a patina of coherence by calling it “principled realism.” In international relations, realism is a theory that regards states as the central actors and units of analysis, relegating international institutions and law to an ancillary status. Principles such as human rights are usually set aside, though countries may deploy them selectively to advance their interests... This is precisely what Trump does when he criticizes the repression of the Iranian regime, while failing to denounce similar practices in other countries. But no self-respecting realist would exaggerate the threat posed by Iran, or allow a flurry of compliments from Kim Jong-un to cloud their vision regarding North Korea... “America will always choose independence and cooperation over global governance, control, and domination,” Trump told the UN. In theory, cooperation is not incompatible with the realist paradigm. For example, realists could conceive of the US trying to offset China’s geopolitical rise by bolstering its alliances in the Asia-Pacific region, especially with Japan and South Korea... This disconcerting behavior has extended to other traditional US allies, such as the European Union, revealing that Trump is extraordinarily reluctant to cooperate. When he does, he seldom favors the alliances that most fit his country’s strategic interests... It is clear that China does not always adhere to international norms, but the right response is to uphold these norms, not to bulldoze them. Unfortunately, the US is opting for the latter course in many areas, such as commercial relations... In his General Assembly speech, China’s foreign minister, Wang Yi, did not stress the realpolitik that his country often promotes; instead, he mentioned the concept of “win-win” no less than five times. If Trump – together with the rest of the nationalist international – continues to reject this notion of mutual benefits, he will likely manage to slow down not only China’s growth, but also that of the US.
democracies draw upon the disagreements within their population to solve problems. Different political groups have different ideas of how to govern, and those groups vie for political influence by persuading voters. There is also long-term uncertainty about who will be in charge and able to set policy goals. Ideally, this is the mechanism through which a polity can harness the diversity of perspectives of its members to better solve complex policy problems. When no-one knows who is going to be in charge after the next election, different parties and candidates will vie to persuade voters of the benefits of different policy proposals.
Contrast this with an autocracy. There, common political knowledge about who is in charge over the long term and what their policy goals are is a basic condition of stability. Autocracies do not require common political knowledge about the efficacy and fairness of elections, and strive to maintain a monopoly on other forms of common political knowledge. They actively suppress common political knowledge about potential groupings within their society, their levels of popular support, and how they might form coalitions with each other. On the other hand, they benefit from contested political knowledge about nongovernmental groups and actors in society. If no one really knows which other political parties might form, what they might stand for, and what support they might get, that itself is a significant barrier to those parties ever forming.
This difference has important consequences for security. Authoritarian regimes are vulnerable to information attacks that challenge their monopoly on common political knowledge. They are vulnerable to outside information that demonstrates that the government is manipulating common political knowledge to their own benefit. And they are vulnerable to attacks that turn contested political knowledge — uncertainty about potential adversaries of the ruling regime, their popular levels of support and their ability to form coalitions — into common political knowledge. As such, they are vulnerable to tools that allow people to communicate and organize more easily, as well as tools that provide citizens with outside information and perspectives.
.. For example, before the first stirrings of the Arab Spring, the Tunisian government had extensive control over common knowledge. It required everyone to publicly support the regime, making it hard for citizens to know how many other people hated it, and it prevented potential anti-regime coalitions from organizing. However, it didn’t pay attention in time to Facebook, which allowed citizens to talk more easily about how much they detested their rulers, and, when an initial incident sparked a protest, to rapidly organize mass demonstrations against the regime. The Arab Spring faltered in many countries, but it is no surprise that countries like Russia see the Internet openness agenda as a knife at their throats.
.. Democracies, in contrast, are vulnerable to information attacks that turn common political knowledge into contested political knowledge. If people disagree on the results of an election, or whether a census process is accurate, then democracy suffers. Similarly, if people lose any sense of what the other perspectives in society are, who is real and who is not real, then the debate and argument that democracy thrives on will be degraded. This is what seems to be Russia’s aims in their information campaigns against the US: to weaken our collective trust in the institutions and systems that hold our country together. This is also the situation that writers like Adrien Chen and Peter Pomerantsev describe in today’s Russia, where no one knows which parties or voices are genuine, and which are puppets of the regime, creating general paranoia and despair.
.. In other words, the same fake news techniques that benefit autocracies by making everyone unsure about political alternatives undermine democracies by making people question the common political systems that bind their society.
- .. First, we need to better defend the common political knowledge that democracies need to function. That is, we need to bolster public confidence in the institutions and systems that maintain a democracy.
- Second, we need to make it harder for outside political groups to cooperate with inside political groups and organize disinformation attacks, through measures like transparency in political funding and spending. And finally,
- we need to treat attacks on common political knowledge by insiders as being just as threatening as the same attacks by foreigners.
World War I and the adversarial mentality.
It’s the eternal argument. When you are fighting a repulsive foe, the ends justify any means and serve as rationale for any selfishness.
Dax’s struggle is not to change the war or to save lives. That’s impossible. The war has won. The struggle is simply to remain a human being, to maintain some contact with goodness in circumstances that are inhumane.
Disillusionment was the classic challenge for the generation that fought and watched that war. Before 1914, there was an assumed faith in progress, a general trust in the institutions and certainties of Western civilization. People, especially in the educated classes, approached life with a gentlemanly, sporting spirit.
As Paul Fussell pointed out in “The Great War and Modern Memory,” the upper classes used genteel words in place of plain ones: slumber for sleep, the heavens for the sky, conquer for win, legion for army.
The war blew away that gentility, those ideals and that faith in progress. Ernest Hemingway captured the rising irony and cynicism in “A Farewell to Arms.” His hero is embarrassed “by the words sacred, glorious and sacrifice and the expression, in vain.” He had seen nothing sacred in the war, nothing glorious, just meaningless slaughter.
.. European culture suffered a massive disillusion during the conflict — no God, no beauty, no coherence, no meaning, just the cruel ironic joke of life. Cynicism breeds a kind of nihilism, a disbelief in all values, an assumption that others’ motives are bad.
Fussell wrote that the war spread an adversarial mentality. The men in the trenches were obsessed with the enemy — those anonymous creatures across no man’s land who rained down death. “Prolonged trench warfare, whether enacted or remembered, fosters paranoid melodrama,” he wrote.
The “versus habit” construes reality as us versus them — a mentality that spread through British society. It was the officers versus the men, and, when they got home, the students at university versus the dons.
George Orwell wrote that he recognized the Great War mentality lingering even in the 1930s in his own left-wing circles — the same desire to sniff out those who departed from party orthodoxy, the same retelling of mostly false atrocity stories, the same war hysteria. As Christopher Isherwood put it, all the young people who were ashamed of never having fought in the war brought warlike simplicities to political life.
.. Some of the disillusioned drop out of public life, since it’s all meaningless. But others want to burn it all down because it’s all rotten. Moderation is taken for cowardice. Aggression is regarded as courage. No conciliatory word is permitted when a fighting word will do.
Today we face no horrors equal to the Great War, but there is the same loss of faith in progress, the reality of endless political trench warfare, the paranoid melodrama, the specter that we are all being dehumanized amid the fight.
