Forget about a border wall – Trump and Congress should agree on these immigration policies that work

But let’s get real: There are already more than 650 miles of barriers on our southern border. Building a wall would not address needs such as: more robust training for the Border Patrol; new infrastructure and additional personnel at ports of entry; physical barriers where they make sense at key locations along the border; and a border policy that strengthens commerce and our nation’s economic competitiveness.

The truth is that far from there being a crisis on our border, unauthorized immigration is actually down 13 percent from its peak in 2007.

Instead of demanding his wall, President Trump should demand that Congress provide the Customs and Border Protection (CBP) Office of Field Operations – which oversees immigration and commerce at the country’s 328 ports of entry – with funds for more staffing.

CBP is short at least 1,100 officers at ports of entry, the Government Accountability Office reported earlier this year.

A wall won’t halt the flow of illegal drugs at ports of entry. Despite what the president tweets, CBP statistics show that 81 percent of hard drugs intercepted along the southwest border between 2012 and 2016 were seized at ports of entry.

Last year, CBP seized 118,021 pounds of cocaine, heroin, meth and fentanyl at ports of entry, compared with 20,000 pounds seized between ports.

In other words: you can build a wall to the sky, but it won’t stop drugs from getting into our communities.

A Shutdown Over Something

Legalizing Dreamers for border money would be worth the effort.

The country is yawning as Washington wrangles over another possible government shutdown this weekend, and no wonder. The fight is over a difference of merely $3.4 billion in funding for border security. If Donald Trump really wants a political fight worth having, and a chance to retrieve his public standing, he’d go much bigger and offer legalization for the Dreamers in return for his money.

At this late stage such a trade isn’t likely. Republicans who lost in November want to get out of town, and Democrats figure they’ll be in a stronger position in January when they run the House. We are left with one of those shutdown spectacles in which the rhetoric is so bitter because the stakes are so small.

.. Another possibility is to pass a continuing resolution through the new year and delay the fight until the next Congress convenes. The gambit is that the politics will be cleaner for Republicans when they can blame Democrats who will then be running the House. Yet President Trump is even less likely to prevail on border funding next year without making even larger concessions.

All of which is a reminder of Mr. Trump’s immigration lost opportunity. With his restrictionist campaign credentials, he was perfectly positioned to strike a deal that settled at least some of our immigration dilemmas.

He had leverage with Democrats on the Dreamers

.. The GOP “compromise” bill in June had $23 billion for border security, but it lost in a rout when Mr. Trump offered only diffident support. Mr. Trump was given bad advice by White House aide Stephen Miller and cable-TV scolds that immigration would be the GOP’s killer issue in the fall.

It killed Republicans all right. The summer brought the family separation fiasco, and no amount of last-minute campaign hype about the caravan from Central America could save Republicans in the suburbs. As Minnesota Rep. Erik Paulsen told us early last year, an immigration deal would have given him another accomplishment to tout and removed a vote-mobilizer for Democrats. Mr. Paulsen was among the 30 or so House GOP incumbents who lost.

.. Mr. Trump is in far more re-election trouble than he realizes. He has alienated suburban Republicans with the crude way he behaves, and the many legal and political investigations won’t stop until he has left office, if then. He needs to change voter perceptions. A deal on immigration would show he can solve problems that other Presidents couldn’t.

Republican Efforts to End Democracy

This group will not willingly cede its power.

.. Altering the structure of power in a state to limit the influence of an incoming executive of an opposing party wasn’t something I thought I’d ever see in America, but unfortunately this isn’t even the first time we’ve seen it. This is not the first time Republicans have done it.

.. In 2016, Republicans in the North Carolina legislature also pushed through legislation designed to limit the power of an incoming Democratic governor. Kevin Drum wrote a fascinating column about this in Mother Jones titled “Republicans Are No Longer Committed to That Whole Peaceful Transfer of Power Thing.”

.. Republican anti-democratic tendencies aren’t limited to the transfer of power. They extend to areas like the widespread efforts to enact voter suppression, from voter ID laws to voter roll purges to shortening early-voting windows to gerrymandering.

..  a report this year by the Brennan Center for Justice found that voter purging was on the rise:

We found that between 2014 and 2016, states removed almost 16 million voters from the rolls, and every state in the country can and should do more to protect voters from improper purges. Almost 4 million more names were purged from the rolls between 2014 and 2016 than between 2006 and 2008. This growth in the number of removed voters represented an increase of 33 percent — far outstripping growth in both total registered voters (18 percent) and total population (6 percent).

In some cases it is clear that minority voters are disproportionately affected by the purges. One reason is the method used. The report found that 28 states now submit data to the Interstate Voter Registration Crosscheck Program, the purpose of which “is to identify possible ‘double voters’ — an imprecise term that could be used to refer to people who have registrations in two states or who actually voted in an election in multiple states.”

.. But many people have the same name, which poses a problem for the database. That problem is heightened for minority voters because, as the report says, “African-American, Asian-American, and Latino voters are much more likely than Caucasians to have one of the most common 100 last names in the United States.”

As for gerrymandering, it is “the biggest obstacle to genuine democracy in the United States,” according to Brian Klaasa political scientist at University College London.

..Even our current immigration debate is far more about future voters than about safety or criminals or the other canards Republicans typically use to oppose it.

.. “among all Latino immigrants who are eligible to vote (i.e. are U.S. citizens) many more identify as Democrats than as Republicans — 54 percent versus 11 percent.”

That is why immigration is such a burning issue on the right and why Donald Trump is able to exploit it: Immigration, both legal and illegal, represents a loss of political power for Republicans.

.. Republican power is increasingly synonymous with white power. The party’s nationalist tendencies are increasingly synonymous with white nationalism.

.. This group will not willingly cede its power just because demographics predict its downfall and current circumstances demonstrate its weaknesses.

If the Republican Party can’t maintain power in the democracy we have, it will destroy that democracy so that its power can be entrenched by limiting the impact of the vote.

Trump begins making overtures to Democrats amid skepticism it will lead to any deals

President Trump, facing a Congress that will become dramatically more antagonistic toward him in January, has begun courting Democrats who could determine whether his next two years are spent scoring legislative deals or staving off an onslaught of congressional investigations.

Trump’s charm offensive was on display Monday when he hosted Sen. Joe Manchin III (D-W.Va.) at the White House for a meeting that the two men had spent days trying to schedule. Over a lunch of chicken, green beans and mashed potatoes, Manchin preached bipartisanship — urging the president to work with lawmakers on ending a pension crisis affecting tens of thousands of coal miners nationwide, said Jonathan Kott, Manchin’s spokesman.

During the hour-and-a-half lunch, Manchin also suggested that Trump take a look at a comprehensive immigration bill the Senate passed in 2013 as another area of potential cooperation with Democrats — even though Trump has vehemently opposed the legislation and pursued tougher immigration policies while in office. Trump and Manchin were joined at the beginning of the meeting by Vice President Pence and the president’s daughter and adviser Ivanka Trump.

.. In recent days, Trump has invited the top Democratic congressional leaders to the White House amid a pressing government funding battle and privately told a Democratic senator he would consider legislation to help stem the loss of auto manufacturing jobs in Ohio.

The overtures are a signal that Trump and his White House are at least feeling out whether the self-professed dealmaker can find common ground with Democrats next year even as he faces pressure from Republicans to keep the opposition party at arm’s length.

.. “I’ve seen him when others advise not to make a deal and he moves ahead,” said Marc Short, the former White House legislative affairs director.

But others cautioned that Trump’s bipartisan urges can be episodic and fleeting — a dynamic of which lawmakers and his aides are well aware.

“When he thinks he needs to be bipartisan, he does it for a while,” one adviser said.

.. Trump had requested that Pelosi and Schumer meet with him at the White House this week. Aides said the White House did not specify any agenda, but the meeting has been put off until next week, after memorial services are held for former president George H.W. Bush, who died Friday.

.. In previous interactions with Trump, the two Democratic leaders have shown they can push the president toward their desired policy outcomes — and quickly set the narrative. Last year, Pelosi and Schumer left a White House dinner and eagerly put out word that Trump had agreed to a deal that would combine permanent protections for young undocumented immigrants with border security measures, only to have the administration dispute that any agreement had been reached.

Pelosi and Schumer would often skip the staff and try to meet with Trump, who would welcome a deal and emphatically support one.

“The president would learn the details and then would realize it was a bad deal,” a former administration official said.

Trade is another area that could be ripe for cooperation between Trump and congressional Democrats — leaving GOP leaders increasingly uneasy about Trump’s tendencies.

.. Lighthizer has spoken encouragingly of Pelosi — who has repeatedly bucked presidents, including Barack Obama, on trade — to GOP lawmakers since her views are more likely to align with Trump’s and she could be willing to work with the administration, according to two Republicans briefed on those exchanges.

Last week, Pelosi — joking that the new North American pact “has some kind of gobbledygook name” — said the trade deal “formerly known as Prince” was still a work in progress.

Yet Shahira Knight, Short’s successor as Trump’s main liaison to Capitol Hill, has told one key House Democrat that the president wants to pursue an infrastructure deal and acknowledges that it’ll take real money.

The White House outreach has only gone so far — particularly when it concerns committees and lawmakers more likely to be investigating the administration than cutting deals.

Rep. Bennie Thompson (D-Md.), the likely incoming chairman of the House Homeland Security Committee, has heard “not a word” from the White House as he prepares to lead a panel that plans to scrutinize the administration’s immigration directives and response to natural disasters.

.. Last Wednesday, Trump phoned Sen. Sherrod Brown after the Ohio Democrat requested a call to discuss General Motors’s recent decision to shutter several auto plants, including one in northeastern Ohio. During the call, Brown, who also talks trade with Lighthizer, urged Trump to get behind legislation he drafted that would get rid of tax provisions that could incentivize companies to ship auto manufacturing jobs abroad.

.. Trump said he liked the bill, according to Brown’s retelling, and his office rushed a copy of the legislation over to the White House. But Brown has tried to negotiate with the White House before — notably on the tax legislation last year — only to find that Trump ultimately decided to shun bipartisan dealmaking and go toward a Republican-only approach.

Brown hopes that this time it’s different.
