We’re Going to Miss Paul Ryan

Now Paul Ryan is announcing that he’s retiring — after saying “I ain’t going anywhere” in December — and the outlook for Republicans is grim, both in the 2018 midterms and beyond.

.. “Ryan has never loved the job; he oozes aggravation when discussing intraparty debates over ‘micro-tactics,’ and friends say he feels like he’s running a daycare center.”

.. By July, the House of Representatives had passed a slew of big bills, only to watch them slowly die in the Senate. He’s also trying to work with a president who flips from priority to priority (

  • DACA!
  • Guns!
  • North Korea!
  • Syria!
  • Opioids!
  • Infrastructure!
  • ) and a constantly-changing White House staff. It’s hard to generate any sustained momentum for key legislation.

.. At least some of this year’s mass GOP retirements stem from a sense that little can really get done in Trump’s Washington, so you might as well do something else more lucrative.

.. Those scoffing “good riddance” to Ryan now probably ought to look back at John Boehner and Dennis Hastert. Ryan’s younger, a better communicator, more telegenic and even more of a policy wonk than his predecessors and most of his potential successors.
.. The guy who liberals depicted throwing granny off the cliff . . . was also the kind of man goes into drug treatment centers, touches the scars from the “track marks” of heroin addicts, and prays with and for them. He was portrayed as some sort of heartless Ayn Rand acolyte when he emphasized how conservatives needed to find solutions for poverty. He was civil, well-informed, polite, and firm, the opposite of a table-pounding, demagogic extremist, and that probably just aggravated his critics on the left even more

Trump Stuns Lawmakers With Seeming Embrace of Gun Control

In a remarkable meeting, the president veered wildly from the N.R.A. playbook in front of giddy Democrats and stone-faced Republicans. He called for comprehensive gun control legislation that would expand background checks to weapons purchased at gun shows and on the internet, keep guns from mentally ill people, secure schools and restrict gun sales from some young adults. He even suggested a conversation on an assault weapons ban.

.. At one point, Mr. Trump suggested that law enforcement authorities should have the power to seize guns from mentally ill people or others who could present a danger without first going to court. “I like taking the guns early,” he said, adding, “Take the guns first, go through due process second.”

.. “We’re not ditching any constitutional protections simply because the last person the president talked to today doesn’t like them,” Senator Ben Sasse, Republican of Nebraska, said in a statement.

Democrats, too, said they were skeptical that Mr. Trump would follow through.

.. At the core of Mr. Trump’s suggestion was the revival of a bipartisan bill drafted in 2013 by Senators Joe Manchin III, Democrat of West Virginia, and Patrick J. Toomey, Republican of Pennsylvania, after the shooting at Sandy Hook Elementary School. Despite a concerted push by President Barack Obama and the personal appeals of Sandy Hook parents, the bill fell to a largely Republican filibuster.

Democrats tried to turn sometimes muddled presidential musings into firm policy: “You saw the president clearly saying not once, not twice, not three times, but like 10 times, that he wanted to see a strong universal background check bill,” said Senator Amy Klobuchar, Democrat of Minnesota. “He didn’t mince words about it. So I do not understand how then he could back away from that.”

.. Just what the performance means, and whether Mr. Trump will aggressively push for new gun restrictions, remain uncertain given his history of taking erratic positions on policy issues

The gun control performance on Wednesday was reminiscent of a similar televised discussion with lawmakers about immigration in January during which the president appeared to back bipartisan legislation to help young immigrants brought to the country illegally as children — only to reverse himself and push a hard-line approach that helped scuttle consensus in the Senate.

.. Mr. Trump’s comments during the hourlong meeting were at odds with his history as a candidate and president who has repeatedly declared his love for the Second Amendment and the N.R.A.

.. But at the meeting, the president repeatedly rejected the N.R.A.’s top legislative priority, a bill known as concealed-carry reciprocity

.. Mr. Trump also flatly insisted that legislation should raise the minimum age for buying rifles to 21 from 18

.. When Mr. Toomey pushed back on an increase in the minimum age for rifles, the president accused him of fearing the N.R.A. — a remarkable slap since the association withdrew its support for Mr. Toomey over his background check bill.

.. The president did return several times to a proposal that conservatives like: arming teachers in schools and ending the so-called gun-free zones around schools

Supreme Court Denies Trump’s Appeal to Speed End of DACA

The Supreme Court on Monday denied a Trump administration appeal that sought the swift cancellation of a program protecting undocumented immigrants who came to the U.S. as children.

The court’s move means the program, called Deferred Action for Childhood Arrivals, or DACA, will remain in place for the near future while additional legal proceedings and discussions in Congress continue.

.. The decision is likely to take pressure off lawmakers in both parties to act on a legalization program for the DACA population. Many Republicans were reluctant to act from the start, and were being pushed ahead because DACA participants were set to start losing protections in March. Democrats have been frustrated by GOP demands and may want to wait to see if they gain power in Congress after the midterm elections.

“Democrats no longer have the incentive to meet the president’s demands on DACA when they feel a different Congress may be around the corner to resolve this,” said Leon Fresco, an immigration attorney and former adviser to Senate Minority Leader Chuck Schumer (D., N.Y.).

.. The judges said presidents can change policy on issues like immigration but have to do so in a more reasoned and deliberate way. And they said Mr. Sessions wasn’t correct that DACA was an unlawful action by Mr. Obama.

Trump Likes Controversy, Conflict Less So

The distinction is important, and it is woven through Trump’s operating style during his first year in office

 He likes controversy, but he isn’t all that fond of conflict.
.. He relishes stirring up controversy, and, in fact, believes stirring the pot advances his reputation as an outside agitator and improves his position by keeping adversaries off balance. But he usually keeps controversy at arm’s length, using his Twitter feed or offhand comments to attack and posture.

By contrast, when he finally comes face-to-face with both friends and foes, his actual positions are often less contentious and rigid than his public posturing suggests. His Twitter bark is worse than his personal bite.

.. He ordered the U.S. out of the Paris accord on climate change, but told British interviewer Piers Morgan over the weekend that, thanks in part to the personal intervention of French President Emmanuel Macron, who, “as you know, I like,” he might rejoin the accord.
.. When he is standing apart from negotiations over a new immigration system, he denigrates his Democratic counterparts, saying they have no interest in securing the border and are “only interested” in obstruction. But in a room with congressional leaders he sounded ready to do a deal with them, and even provide political cover for those who agreed
.. He also complains openly about other aides, including Secretary of State Rex Tillerson and the White House chief of staff, John Kelly. But he then promptly backs away and praises them, as if he had never whacked the hornet’s nest in the first place. When he wants someone to leave, he is more likely to drop hints he wants them to depart on their own, or have someone else send them overboard, than to fire them himself.

.. “Donald Trump enjoys controversy and to a degree thrives on it,” says Christopher Ruddy, chief executive of Newsmax Media and a presidential friend. “Controversy helps ratings, taking a page from his very successful showbiz career.”

But, he adds: “He often stakes out very extreme positions. He does this partly for rhetorical effort or to stake out a negotiating position. It’s worked for him in business so he’s applying it to politics.”

.. The problem is that the president’s allies and enemies alike, at home and abroad, have a hard time figuring out where bluster ends and reality begins.

.. Jason Miller, who was communications director for the Trump presidential campaign and remains in touch with the White House, suggests viewing the president’s approach as a “one-two negotiating tactic…Tweets are a one-way written message delivery vehicle to lay down markers, while in-person meetings are an opportunity to show progress and cooperation that get us one step closer to the desired outcome.”

Mr. Miller advises members of Congress that “the president is only going to bring up issues he genuinely wants to find consensus on…There’s always room for compromise after policy markers are laid out.”
