The Roots of Poland’s Defiance of the European Union

last week, Poland challenged the very notion of what it means to be part of the bloc when the country pushed ahead with controversial measures to overhaul its judicial system and essentially put the courts under the control of the governing party. The action set off unprecedented censure from the European Union.

For the first time, the European Commission, the bloc’s executive arm, used the most powerful threat in its arsenal to try to stop the measure, invoking Article 7 of the European Union treaty, which could strip Poland of its voting rights. It accused the government of trying to undermine core democratic values.

.. it also challenged the very notion of how effectively the bloc can deal with countries that step out of line. If Brussels fails to curb what it sees as behavior that undermines democratic values in Poland, other nations with their own populist leaders, like the Czech Republic and Romania, will be emboldened to chart their own course.

.. Poland is not Hungary, where Prime Minister Viktor Orban frequently antagonizes European Union leaders and cozies up to President Vladimir V. Putin of Russia.

.. But when the Constitution was enacted in 1997, no right-wing party was represented, including Center Agreement, a Christian democratic party and the predecessor to Law and Justice, the current ruling party.

“They refused to give this Constitution legitimacy,”

.. this lack of inclusion led to a bitterness that still fuels the governing party and its powerful leader, Jaroslaw Kaczynski.

.. When Law and Justice briefly held power before, from 2005 to 2007, its leader, Mr. Kaczynski, found himself stymied by the courts at every turn. He coined a term for what he viewed as obstructionism: prawny imposybilizm, or legal impossibilism.

.. The first move was to dismantle the Constitutional Tribunal, which is empowered to review Poland’s laws. They removed unfriendly justices and ensured the once-powerful body was little more than a rubber stamp for the party

“The mechanics of this attack on the Supreme Court are very similar,” he said. “First, you have an attack on judges.”

.. “The whole idea behind these two bills is to have full control over the national judiciary council, which has control over appointing judges,”

.. “And if you have control over the selecting committee, you need vacancies.”

.. He pointed to a new provision that allows for something known as a special extraordinary appeal, which would essentially allow any case over the past 20 years to be reopened.

.. “I am ashamed now,” he said. “We were a paragon of transformation of the rule of law. That has all changed.”

Donald Trump’s Insult to History

Europe’s dismay could only have deepened when Congress seemed to cheer Mr. Trump on. Republicans, who once prided themselves as stewards of national security, have shown little concern about the way Mr. Trump treated NATO members or the links between Mr. Trump’s aides and Russia. In a statement, Senator Bob Corker, chairman of the Senate Foreign Relations Committee, gushed over Mr. Trump’s trip to Europe and the Middle East, saying it was “executed to near perfection.”

.. These new stresses in the alliance come at a bad time.

  • Europe has been battered by the Greek financial crisis;
  • the rise of authoritarianism in Turkey, Hungary and Poland;
  • Britain’s decision to withdraw from the European Union;
  • and the flow of refugees from the Middle East and North Africa.

Mr. Putin, always eager to expand Russian influence, has exploited every weakness and crisis, along with instigating a few of his own.

  • Russia invaded Ukraine and has
  • interfered in electoral campaigns in the United States, France and Germany.
  • Mr. Putin has meddled in the Baltic States,
  • cultivated far-right-wing allies in Hungary and
  • wooed President Recep Tayyip Erdogan of Turkey on NATO’s eastern flank.
  • He is now courting Italy with a savvy ambassador to Rome and financing for anti-establishment parties.

There are some bright spots.

  • One is that Ms. Merkel seems committed to playing a lead role as the United States pulls back; another is
  • France’s election of President Emmanuel Macron, who has demonstrated a willingness to work in partnership with Ms. Merkel. The two won’t always see eye-to-eye, but
  • Germany needs France and Mr. Macron is a good fit.

.. Mr. Macron gave Mr. Putin full honors but did not mince words on Russia’s destructive role in the Syrian conflict, in Ukraine and in its dissemination of fake news.

How Hungary Became a Haven for the Alt-Right

The increasingly illiberal European country offers shelter to a growing number of international nationalists.

.. Orbán’s “refugees” have been moving to Hungary, and Budapest in particular, for years. A small clique of Identitarians, or aggrieved nationalists from Sweden, the United Kingdom, the United States, France, and elsewhere, all motivated by their disdain for their home countries’ commitment to liberal values, have found an ideological match in his Hungary, where two extreme far-right parties, the governing Fidesz and Jobbik, the largest opposition party, make up most of the National Assembly.

Jobbik is the first European political party to champion a border wall. Its members frequently express open anti-Semitic and anti-Roma sentiments, and prioritize the preservation of “Hungary for the Hungarians.

.. they have created a structured propaganda circuit, in the hopes of spreading their ideas far and wide.

.. At the center of the scene is a publishing house called Arktos Media. It is routinely referred to as the preeminent publisher of the alt-right

.. Dugin’s “ethnonationalism,” a belief in the creation of ethnically homogenous nation states, has been championed by white nationalists, who argue that Europe and America are innately white nations.

.. Arktos titles largely promote a viewpoint it characterizes as “alternatives to modernity” that are critical of liberalism, human rights, and modern democracy.

 .. he argues that multiculturalism and liberal human rights—what he calls “cultural Marxism”—have been the dominant culture since the fall of Nazism, and outlines how transforming this culture space is necessary for political and social change.
.. In 2014, Jobbik’s popularity surged, thanks to a platform that pledged to preserve Hungarian ethnic purity.
.. These are people with an almost medieval view on the world and they find a safe haven in Hungary,” Kréko told me.

.. Evola, who White House chief strategist Steve Bannon quoted in a 2014 speech at the Vatican, is considered by academics as “possibly the most important intellectual figure for the Radical Right in contemporary Europe.”

.. Marton Gyöngyösi, another key politician in Jobbik credited with calling for all Jews in Hungary to be registered on a list.
.. Jobbik’s resistance to immigration, he said, is limited to people from “Africa or the Middle East,” because they do not share the same “cultural values” as Hungarians, as opposed to the “Austrians or Polish or American people who come to our country and who share the same civilization, the same religion, or the same values or way of life.”
.. Friberg has sought to obscure his violent transgressions under a cover of intellectual legitimacy.
.. He has spent his far-right career repackaging eugenicist ideology by rebranding the same or similar material with words such as “identitarian,” “traditionalist,” or “archeofuturist.”
.. Michael Polignano, co-founder of Counter-Currents, moved to Budapest in 2016, and joined the nationalist scene. After moving to Hungary in January 2017, men’s rights activist Matt Forney wrote:
“Imagine there’s no leftists. It’s easy if you try. No protests in the streets, and in front of us, only cute white girls. That world exists, and it’s called Hungary.”
.. YouTube and Twitter personality RamZPaul, who has lived in the Hungarian capital off and on since 2013, tweeted in February to nearly 35,000 followers: “Budapest is like Paris of the 1920s. #Hungary.”
.. British Nationalist Party leader Nick Griffin .. has been deeply involved with a radical Christian organization called “The Knights Templar International,”
.. a resettlement campaign called “Operation Ark” for “refugee” South African Boers to relocate to rural Hungary
.. Breitbart is now rumored to be opening a Hungarian office in the near future
.. these nationalist internationals are creating a sanctuary from which to broadcast anti-globalism across the globe.

Hungary’s Revisionism over WWII

the Memorial to the Victims of the German Occupation. From the moment its construction was announced, following an opaque artistic competition lacking public consultation, it had been the subject of heated dispute. Beginning with its very title, which labels the tempted movement of German soldiers onto friendly territory an “occupation” the memorial absolves Hungarians’ complicity in the Holocaust. Depicting the Archangel Gabriel (described in the plans as the man of God, symbol of Hungary) under attack from a sharp-clawed German Imperial Eagle, it portrays the Hungarian nation as a collective victim of Nazi predation. BLOCK This distortion of history obscures both the specifically anti-Jewish nature of the Holocaust and the Hungarian state’s active collaboration in mass murder.

.. By obscuring Jewish victimhood entirely and ascribing total innocence to Hungarians and total evil to Germans, the memorial is actually as exploitative as any Stalinist icon.

… [Prime Minister Viktor] Orban’s defense of the occupation memorial was also notable for studiously dodging the fact that the main victims of the Nazis in Hungary, as everywhere else in Europe, were Jews. “The victims,” he wrote, “whether Orthodox, Christian, or without faith, became the victims of a dictatorship that embodied an anti-Christian school of thought” — essentially claiming that Christians were as much victims of the Nazis as Jews, a word his letter does not use even once.

.. Second to Russia, no European country is manipulating its history for political purposes more egregiously than Hungary. In both places, rewriting the past is done with an eye to the future, as governments inculcate their citizenries with nationalism, irredentism, and intolerance and then marshal these attitudes in service of the state.

.. As Hungary creeps further into authoritarianism, its revisionism has worrisome implications for Europe’s future.

.. I’m sure there are some U.S. conservatives who conclude that because Orban heads up the party of the Right in that country’s politics, he must be the good guy. Eh, don’t be so sure. Back in 2014, he declared, “Hungarians welcomed illiberal democracy… ‘Checks and balances’ is a U.S. invention that for some reason of intellectual mediocrity Europe decided to adopt and use in European politics.”
