Do Democrats understand what they’re facing?

Item: Last week Republicans in the North Carolina House used the occasion of 9/11 to call a surprise votepassing a budget bill with a supermajority to override the Democratic governor’s veto. They were able to do this only because most Democrats were absent, some of them attending commemorative events; the Democratic leader had advised members that they didn’t need to be present because, he says, he was assured there would be no votes that morning.

Item: Also last week, Representative Adam Schiff, the Democratic chairman of the House Intelligence Committee, issued a subpoena to the acting director of national intelligence, who has refused to turn over a whistle-blower complaint that the intelligence community’s inspector general found credible and of “urgent concern.” We don’t know what the whistle-blower was warning about, but we do know that the law is clear: Such complaints must be referred to Congress, no exceptions allowed.

On the surface, these stories may seem to be about very different things. The fight in North Carolina is basically about the G.O.P.’s determination to deny health care to low-income Americans; the governor had threatened to veto any budget that didn’t expand Medicaid. The whistle-blower affair probably involves malfeasance by high government officials, quite possibly President Trump, that in some way threatens national security.

What the stories have in common, however, is that they illustrate contempt for democracy and constitutional government. Elections are supposed to have consequences, conveying power to the winners. But when Democrats win an election, the modern G.O.P. does its best to negate the results, flouting norms and, if necessary, the law to carry on as if the voters hadn’t spoken.

Similarly, last year America’s voters chose to give Democrats control of the House of Representatives. This still leaves Democrats without the ability to pass legislation, since Republicans control the Senate and the White House. But the House, by law, has important additional powers — the right to be informed of what’s going on in the executive branch, such as complaints by whistle-blowers, and the right to issue subpoenas demanding information relevant to governing.

The Trump administration, however, has evidently decided that none of that matters. So what if Democrats demand information they’re legally entitled to? So what if they issue subpoenas? After all, law enforcement has to be carried out by the Justice Department — and under William Barr, Justice has effectively become just another arm of the G.O.P.

This is the context in which you want to think about the latest round of revelations about Brett Kavanaugh.

First of all, we now know that the F.B.I., essentially at Republican direction, severely limited its investigation into Kavanaugh’s past. So Kavanaugh was appointed to a powerful, lifetime position without a true vetting.

Second, both Kavanaugh’s background and the circumstances of his appointment suggest that Mitch McConnell went to unprecedented lengths to create a Republican bloc on the Supreme Court that will thwart anything and everything Democrats try to accomplish, even if they do manage to take both Congress and the White House. In particular, as The Washington Post’s Greg Sargent notes, it seems extremely likely that this court will block any meaningful action on climate change.

What can Democrats do about this situation? They need to win elections, but all too often that won’t be sufficient, because they confront a Republican Party that at a basic level doesn’t accept their right to govern, never mind what the voters say. So winning isn’t enough; they also have to be prepared for that confrontation.

And surely the first step is recognizing the problem exists. Which brings me to the Democratic presidential primary race.

The leading candidates for the Democratic nomination differ considerably in both their personalities and their policy proposals, but these pale beside their differences from Donald Trump and his party. All of them are decent human beings; all would, if given the chance, move America in a notably more progressive direction.

The real chasm between the candidates is, instead, in the extent to which they get it — that is, the extent to which they understand what they’re facing in the modern G.O.P.

The big problem with Joe Biden, still the front-runner, is that he obviously doesn’t get it. He’s made it clear on many occasions that he considers Trump an aberration and believes that he could have productive, amicable relations with Republicans once Trump is gone.

Which raises the question: Even if Biden can win, is he too oblivious to govern effectively?

Democrats press Nadler to hold Lewandowski in contempt

Democrats are pressuring House Judiciary Committee Chairman Jerrold Nadler (D-N.Y.) to hold Corey Lewandowski in contempt of Congress after the former Trump campaign manager stonewalled lawmakers during his testimony earlier in the week.

“He operated in contempt of Congress, and yes, I believe he should be” held in contempt. “And I’ve expressed that to the chair,” Rep. Madeleine Dean (D-Pa.), a member of the Judiciary panel, told The Hill on Thursday.

“The only purpose to do it is to have teeth in it and to send a message to Mr. Lewandowski that he has to come forth, tell the truth and live up to his obligations under the subpoena,” she added. “His performance was an absurdity.”

Both Nadler and Speaker Nancy Pelosi (D-Calif.) have expressed interest in holding Lewandowski in contempt, with Pelosi telling members on Thursday that Democrats should have acted “right then and there” at Tuesday’s Judiciary hearing when Lewandowski refused to cooperate with Democrats.

But Pelosi also seemed to defer any decisions to Nadler.

“I trust the committee and the path that they are on,” she said Thursday.

Anticipating an uncooperative witness, some Judiciary Democrats initially consulted the House general counsel about a contempt vote prior to Lewandowski’s testimony, sources familiar with the discussions say. But the counsel recommended against moving to hold him in contempt.

Lewandowski’s pugnacious behavior and refusal to answer questions has triggered a new wave of Democrats to voice support for holding him in contempt.

While the former Trump campaign aide was ordered by the White House not to go beyond the four corners of the Mueller report, he took it a step further by refusing to answer questions about his private conversations with Trump or claiming he did not remember them.

He also challenged Democrats during the hearing, including accusing Rep. Sheila Jackson Lee (Texas) of going on a rant and arguing that “Trump haters” were seeking to take down the president.

Democratic Judiciary members are so frustrated by Lewandowski’s performance that they are urging Nadler to hold a closed-door meeting either Thursday or Friday about what action to take against him, committee members said.

“There is a lot of agitating,” one Judiciary member said.

Rep. Hank Johnson (D-Ga.), a senior committee member, said Nadler and other panel leaders had anticipated the stonewalling, with Lewandowski dropping hints in the days leading up to the hearing. Now Johnson is among those supporting a contempt vote, to prevent Lewandowski’s recalcitrance from becoming the norm.

“Many members are in accord with the Speaker about wanting to protect the integrity of our process and send a message to future witnesses that their contemptuous conduct can meet the same fate as Lewandowski — should we hold him in contempt,” Johnson said.

“I suppose some might say that to do that would be distractive,” Johnson said of would-be Democratic critics. “But the greater issue is the integrity of our process, and the fact that we can’t allow it to be trashed like Lewandowski trashed it — all the way from his opening statement to his exit from the committee room.”

If Democrats initiate the contempt process, Johnson said, it would likely be soon.

Democrats argue that if they don’t take that step, other witnesses will copy Lewandowski’s playbook in dodging questions and stalling during the hearing.

Some Democrats also say it would look bad if they do not push back against the White House claims of privilege over the testimony of someone who has never worked in the administration. Nadler and other Democrats reject those immunity claims.

Rep. Eric Swalwell (D-Calif.), another Judiciary member and former 2020 presidential candidate, is among those pressing for contempt.

“We’re engaging with the chairman about that,” he said Thursday, without specifying a timeline.

After members finished questioning Lewandowski on Tuesday, Nadler said he was considering holding Lewandowski in contempt, which would require a resolution to be voted on in Judiciary before a floor vote.

“Mr. Lewandowski, your behavior in this hearing room has been completely unacceptable. It is part of a pattern of a White House desperate for the American people not to hear the truth,” Nadler said at the hearing. “I’ve been asked several times today whether the committee will hold you in contempt. It is certainly under consideration.”

Democrats sought to question the longtime Trump ally on his role in a key episode of obstruction by Trump that former special counsel Robert Mueller examined, in which the president asked Lewandowski to pass along a message to then-Attorney General Jeff Sessions in 2017 to reverse his recusal and set limits on the Russia probe.

But for the most part, Lewandowski’s combative squabbles with Democrats and refusal to answer questions overshadowed the role he played.

Still, Democrats say they were able to prove through staff questioning that Lewandowski is a liar who has repeatedly misled the public about his involvement with the president.

Democrats have voted to hold top Trump officials in contempt before. In July, the House voted on criminal contempt charges against Attorney General William Barr and Commerce Secretary Wilbur Ross for refusing to respond to Democratic subpoenas.

But the contempt votes did not lead to any serious consequences for Barr and Ross since the Justice Department, led by Barr, opted not to prosecute Trump’s Cabinet members.

If Democrats pursued contempt against Lewandowski, it’s unclear whether they would opt for the same criminal variety they applied to Barr and Ross. Johnson, for one, suggested Democrats may instead push for inherent contempt — a rarely used device authorizing both the House and Senate to “detain and imprison” an individual who refuses to comply with congressional demands, according to the Congressional Research Service.

Such an approach has not been used for nearly a centuryemploying the House sergeant-at-arms to go after Trump officials would be a highly unusual move — but some Democrats say the degree of stonewalling demands an aggressive response.

“We should be using every tool, and that includes fines,” Assistant Speaker Ben Ray Luján (D-N.M.) told The Hill.

Other Democrats said that charging Lewandowski with contempt will send a strong message to other Trump aides and associates.

Lewandowski “went in without any intent to answer any questions. It was somewhere between an audition for a political office and trying to get an extra-big Christmas card from Donald Trump,” Progressive Caucus Co-Chairman Mark Pocan (D-Wis.) told The Hill.

“At that point, we should have put him in a place we needed to,” he said. “That isn’t what a witness is supposed to do.”

Music Black Culture Appropriation

For centuries, black music, forged in bondage, has been the sound of complete artistic freedom. o wonder everybody is always stealing it.

In 1830, Rice was a nobody actor in his early 20s, touring with a theater company in Cincinnati (or Louisville; historians don’t know for sure), when, the story goes, he saw a decrepit, possibly disfigured old black man singing while grooming a horse on the property of a white man whose last name was Crow. On went the light bulb. Rice took in the tune and the movements but failed, it seems, to take down the old man’s name. So in his song based on the horse groomer, he renamed him: “Weel about and turn about jus so/Ebery time I weel about, I jump Jim Crow.” And just like that, Rice had invented the fellow who would become the mascot for two centuries of legalized racism.

That night, Rice made himself up to look like the old black man — or something like him, because Rice’s get-up most likely concocted skin blacker than any actual black person’s and a gibberish dialect meant to imply black speech. Rice had turned the old man’s melody and hobbled movements into a song-and-dance routine that no white audience had ever experienced before. What they saw caused a permanent sensation. He reportedly won 20 encores.

Rice repeated the act again, night after night, for audiences so profoundly rocked that he was frequently mobbed during performances. Across the Ohio River, not an arduous distance from all that adulation, was Boone County, Ky., whose population would have been largely enslaved Africans. As they were being worked, sometimes to death, white people, desperate with anticipation, were paying to see them depicted at play.

Other performers came and conquered, particularly the Virginia Minstrels, who exploded in 1843, burned brightly then burned out after only months. In their wake, P.T. Barnum made a habit of booking other troupes for his American Museum; when he was short on performers, he blacked up himself. By the 1840s, minstrel acts were taking over concert halls, doing wildly clamored-for residencies in Boston, New York and Philadelphia.

A blackface minstrel would sing, dance, play music, give speeches and cut up for white audiences, almost exclusively in the North, at least initially. Blackface was used for mock operas and political monologues (they called them stump speeches), skits, gender parodies and dances. Before the minstrel show gave it a reliable home, blackface was the entertainment between acts of conventional plays. Its stars were the Elvis, the Beatles, the ’NSync of the 19th century. The performers were beloved and so, especially, were their songs.

During minstrelsy’s heyday, white songwriters like Stephen Foster wrote the tunes that minstrels sang, tunes we continue to sing. Edwin Pearce Christy’s group the Christy Minstrels formed a band — banjo, fiddle, bone castanets, tambourine — that would lay the groundwork for American popular music, from bluegrass to Motown. Some of these instruments had come from Africa; on a plantation, the banjo’s body would have been a desiccated gourd. In “Doo-Dah!” his book on Foster’s work and life, Ken Emerson writes that the fiddle and banjo were paired for the melody, while the bones “chattered” and the tambourine “thumped and jingled a beat that is still heard ’round the world.”

But the sounds made with these instruments could be only imagined as black, because the first wave of minstrels were Northerners who’d never been meaningfully South. They played Irish melodies and used Western choral harmonies, not the proto-gospel call-and-response music that would make life on a plantation that much more bearable. Black artists were on the scene, like the pioneer bandleader Frank Johnson and the borderline-mythical Old Corn Meal, who started as a street vendor and wound up the first black man to perform, as himself, on a white New Orleans stage. His stuff was copied by George Nichols, who took up blackface after a start in plain-old clowning. Yet as often as not, blackface minstrelsy tethered black people and black life to white musical structures, like the polka, which was having a moment in 1848. The mixing was already well underway: Europe plus slavery plus the circus, times harmony, comedy and drama, equals Americana.

And the muses for so many of the songs were enslaved Americans, people the songwriters had never met, whose enslavement they rarely opposed and instead sentimentalized. Foster’s minstrel-show staple “Old Uncle Ned,” for instance, warmly if disrespectfully eulogizes the enslaved the way you might a salaried worker or an uncle:

Den lay down de shubble and de hoe,
Hang up de fiddle and de bow:
No more hard work for poor Old Ned —
He’s gone whar de good Niggas go,
No more hard work for poor Old Ned —
He’s gone whar de good Niggas go.

Such an affectionate showcase for poor old (enslaved, soon-to-be-dead) Uncle Ned was as essential as “air,” in the white critic Bayard Taylor’s 1850 assessment; songs like this were the “true expressions of the more popular side of the national character,” a force that follows “the American in all its emigrations, colonizations and conquests, as certainly as the Fourth of July and Thanksgiving Day.” He’s not wrong. Minstrelsy’s peak stretched from the 1840s to the 1870s, years when the country was as its most violently and legislatively ambivalent about slavery and Negroes; years that included the Civil War and Reconstruction, the ferocious rhetorical ascent of Frederick Douglass, John Brown’s botched instigation of a black insurrection at Harpers Ferry and the assassination of Abraham Lincoln.

Minstrelsy’s ascent also coincided with the publication, in 1852, of “Uncle Tom’s Cabin,” a polarizing landmark that minstrels adapted for the stage, arguing for and, in simply remaining faithful to Harriet Beecher Stowe’s novel, against slavery. These adaptations, known as U.T.C.s, took over the art form until the end of the Civil War. Perhaps minstrelsy’s popularity could be (generously) read as the urge to escape a reckoning. But a good time predicated upon the presentation of other humans as stupid, docile, dangerous with lust and enamored of their bondage? It was an escape into slavery’s fun house.

What blackface minstrelsy gave the country during this period was an entertainment of skill, ribaldry and polemics. But it also lent racism a stage upon which existential fear could become jubilation, contempt could become fantasy. Paradoxically, its dehumanizing bent let white audiences feel more human. They could experience loathing as desire, contempt as adoration, repulsion as lust. They could weep for overworked Uncle Ned as surely as they could ignore his lashed back or his body as it swung from a tree.

But where did this leave a black performer? If blackface was the country’s cultural juggernaut, who would pay Negroes money to perform as themselves? When they were hired, it was only in a pinch. Once, P.T. Barnum needed a replacement for John Diamond, his star white minstrel. In a New York City dance hall, Barnum found a boy, who, it was reported at the time, could outdo Diamond (and Diamond was good). The boy, of course, was genuinely black. And his being actually black would have rendered him an outrageous blight on a white consumer’s narrow presumptions. As Thomas Low Nichols would write in his 1864 compendium, “Forty Years of American Life,” “There was not an audience in America that would not have resented, in a very energetic fashion, the insult of being asked to look at the dancing of a real negro.”

So Barnum “greased the little ‘nigger’s’ face and rubbed it over with a new blacking of burned cork, painted his thick lips vermilion, put on a woolly wig over his tight curled locks and brought him out as ‘the champion nigger-dancer of the world.’ ” This child might have been William Henry Lane, whose stage name was Juba. And, as Juba, Lane was persuasive enough that Barnum could pass him off as a white person in blackface. He ceased being a real black boy in order to become Barnum’s minstrel Pinocchio.

After the Civil War, black performers had taken up minstrelsy, too, corking themselves, for both white and black audiences — with a straight face or a wink, depending on who was looking. Black troupes invented important new dances with blue-ribbon names (the buck-and-wing, the Virginia essence, the stop-time). But these were unhappy innovations. Custom obligated black performers to fulfill an audience’s expectations, expectations that white performers had established. A black minstrel was impersonating the impersonation of himself. Think, for a moment, about the talent required to pull that off. According to Henry T. Sampson’s book, “Blacks in Blackface,” there were no sets or effects, so the black blackface minstrel show was “a developer of ability because the artist was placed on his own.” How’s that for being twice as good? Yet that no-frills excellence could curdle into an entirely other, utterly degrading double consciousness, one that predates, predicts and probably informs W.E.B. DuBois’s more self-consciously dignified rendering.

American popular culture was doomed to cycles not only of questioned ownership, challenged authenticity, dubious propriety and legitimate cultural self-preservation but also to the prison of black respectability, which, with brutal irony, could itself entail a kind of appropriation. It meant comportment in a manner that seemed less black and more white. It meant the appearance of refinement and polish. It meant the cognitive dissonance of, say, Nat King Cole’s being very black and sounding — to white America, anyway, with his frictionless baritone and diction as crisp as a hospital corner — suitably white. He was perfect for radio, yet when he got a TV show of his own, it was abruptly canceled, his brown skin being too much for even the black and white of a 1955 television set. There was, perhaps, not a white audience in America, particularly in the South, that would not have resented, in a very energetic fashion, the insult of being asked to look at the majestic singing of a real Negro.

The modern conundrum of the black performer’s seeming respectable, among black people, began, in part, as a problem of white blackface minstrels’ disrespectful blackness. Frederick Douglass wrote that they were “the filthy scum of white society.” It’s that scum that’s given us pause over everybody from Bert Williams and Bill “Bojangles” Robinson to Flavor Flav and Kanye West. Is their blackness an act? Is the act under white control? Just this year, Harold E. Doley Jr., an affluent black Republican in his 70s, was quoted in The Times lamenting West and his alignment with Donald Trump as a “bad and embarrassing minstrel show” that “served to only drive black people away from the G.O.P.”

But it’s from that scum that a robust, post-minstrel black American theater sprung as a new, black audience hungered for actual, uncorked black people. Without that scum, I’m not sure we get an event as shatteringly epochal as the reign of Motown Records. Motown was a full-scale integration of Western, classical orchestral ideas (strings, horns, woodwinds) with the instincts of both the black church (rhythm sections, gospel harmonies, hand claps) and juke joint Saturday nights (rhythm sections, guitars, vigor). Pure yet “noisy.” Black men in Armani. Black women in ball gowns. Stables of black writers, producers and musicians. Backup singers solving social equations with geometric choreography. And just in time for the hegemony of the American teenager.

Even now it feels like an assault on the music made a hundred years before it. Motown specialized in love songs. But its stars, those songs and their performance of them were declarations of war on the insults of the past and present. The scratchy piccolo at the start of a Four Tops hit was, in its way, a raised fist. Respectability wasn’t a problem with Motown; respectability was its point. How radically optimistic a feat of antiminstrelsy, for it’s as glamorous a blackness as this country has ever mass-produced and devoured.

The proliferation of black music across the planet — the proliferation, in so many senses, of being black — constitutes a magnificent joke on American racism. It also confirms the attraction that someone like Rice had to that black man grooming the horse. But something about that desire warps and perverts its source, lampoons and cheapens it even in adoration. Loving black culture has never meant loving black people, too. Loving black culture risks loving the life out of it.

And yet doesn’t that attraction make sense? This is the music of a people who have survived, who not only won’t stop but also can’t be stopped. Music by a people whose major innovations — jazz, funk, hip-hop — have been about progress, about the future, about getting as far away from nostalgia as time will allow, music that’s thought deeply about the allure of outer space and robotics, music whose promise and possibility, whose rawness, humor and carnality call out to everybody — to other black people, to kids in working class England and middle-class Indonesia. If freedom’s ringing, who on Earth wouldn’t also want to rock the bell?

In 1845, J.K. Kennard, a critic for the newspaper The Knickerbocker, hyperventilated about the blackening of America. Except he was talking about blackface minstrels doing the blackening. Nonetheless, Kennard could see things for what they were:

“Who are our true rulers? The negro poets, to be sure! Do they not set the fashion, and give laws to the public taste? Let one of them, in the swamps of Carolina, compose a new song, and it no sooner reaches the ear of a white amateur, than it is written down, amended, (that is, almost spoilt,) printed, and then put upon a course of rapid dissemination, to cease only with the utmost bounds of Anglo-Saxondom, perhaps of the world.”

What a panicked clairvoyant! The fear of black culture — or “black culture” — was more than a fear of black people themselves. It was an anxiety over white obsolescence. Kennard’s anxiety over black influence sounds as ambivalent as Lorde’s, when, all the way from her native New Zealand, she tsk-ed rap culture’s extravagance on “Royals,” her hit from 2013, while recognizing, both in the song’s hip-hop production and its appetite for a particular sort of blackness, that maybe she’s too far gone:

Every song’s like gold teeth, Grey Goose, trippin’ in the bathroom
Bloodstains, ball gowns, trashin’ the hotel room
We don’t care, we’re driving Cadillacs in our dreams
But everybody’s like Cristal, Maybach, diamonds on your timepiece
Jet planes, islands, tigers on a gold leash
We don’t care, we aren’t caught up in your love affair

Beneath Kennard’s warnings must have lurked an awareness that his white brethren had already fallen under this spell of blackness, that nothing would stop its spread to teenage girls in 21st-century Auckland, that the men who “infest our promenades and our concert halls like a colony of beetles” (as a contemporary of Kennard’s put it) weren’t black people at all but white people just like him — beetles and, eventually, Beatles. Our first most original art form arose from our original sin, and some white people have always been worried that the primacy of black music would be a kind of karmic punishment for that sin. The work has been to free this country from paranoia’s bondage, to truly embrace the amplitude of integration. I don’t know how we’re doing.

Last spring, “Old Town Road,” a silly, drowsy ditty by the Atlanta songwriter Lil Nas X, was essentially banished from country radio. Lil Nas sounds black, as does the trap beat he’s droning over. But there’s definitely a twang to him that goes with the opening bars of faint banjo and Lil Nas’s lil’ cowboy fantasy. The song snowballed into a phenomenon. All kinds of people — cops, soldiers, dozens of dapper black promgoers — posted dances to it on YouTube and TikTok. Then a crazy thing happened. It charted — not just on Billboard’s Hot 100 singles chart, either. In April, it showed up on both its Hot R&B/Hip-Hop Songs chart and its Hot Country Songs chart. A first. And, for now at least, a last.

The gatekeepers of country radio refused to play the song; they didn’t explain why. Then, Billboard determined that the song failed to “embrace enough elements of today’s country music to chart in its current version.” This doesn’t warrant translation, but let’s be thorough, anyway: The song is too black for certain white people.

But by that point it had already captured the nation’s imagination and tapped into the confused thrill of integrated culture. A black kid hadn’t really merged white music with black, he’d just taken up the American birthright of cultural synthesis. The mixing feels historical. Here, for instance, in the song’s sample of a Nine Inch Nails track is a banjo, the musical spine of the minstrel era. Perhaps Lil Nas was too American. Other country artists of the genre seemed to sense this. White singers recorded pretty tributesin support, and one, Billy Ray Cyrus, performed his on a remix with Lil Nas X himself.

The newer version lays Cyrus’s casual grit alongside Lil Nas’s lackadaisical wonder. It’s been No.1 on Billboard’s all-genre Hot 100 singles chart since April, setting a record. And the bottomless glee over the whole thing makes me laugh, too — not in a surprised, yacht-rock way but as proof of what a fine mess this place is. One person’s sign of progress remains another’s symbol of encroachment. Screw the history. Get off my land.

Four hundred years ago, more than 20 kidnapped Africans arrived in Virginia. They were put to work and put through hell. Twenty became millions, and some of those people found — somehow — deliverance in the power of music. Lil Nas X has descended from those millions and appears to be a believer in deliverance. The verses of his song flirt with Western kitsch, what young black internetters branded, with adorable idiosyncrasy and a deep sense of history, the “yee-haw agenda.” But once the song reaches its chorus (“I’m gonna take my horse to the Old Town Road, and ride til I can’t no more”), I don’t hear a kid in an outfit. I hear a cry of ancestry. He’s a westward-bound refugee; he’s an Exoduster. And Cyrus is down for the ride. Musically, they both know: This land is their land.

Elliott Abrams once said the animating force behind his and Ronald Reagan’s foreign policy was that the world is “an exceedingly dangerous place.” And this is true, largely because men like Elliott Abrams exist in it.Last month, Abrams was tapped by Trump to serve as his special envoy to Venezuela, to essentially help steer the Trump administration’s slow-burn effort to topple that country’s government — or as Mike Pompeo put it, “restore democracy” in the country.

It should go without saying that the idea the Trump administration is pursuing regime change in Venezuela for the sake of democracy and human rights is as laughable as calling Jamal Khashoggi’s murder a surprise party gone wrong. But in case you need to explain this to politically confused friends and relatives, here are eight good reasons why the appointment of Abrams, in particular, makes a mockery of any such high-minded rhetoric.

1. He was knee-deep in human rights atrocities

Let’s start with the most obvious point, which is that Abrams’ chief claim to fame is his role in Ronald Reagan’s blood-soaked foreign policy in Central America in the 1980s, for which he earned the nickname, “contra commander-in-chief.” The contras were the brutal right-wing paramilitary groups in Nicaragua who terrorized civilians throughout the decade, cutting a swath of torture, rape, and murder aimed at everyone from the elderly to children. Their methods were similar to those of right-wing paramilitaries in the other countries of the region, including El Salvador and Guatemala, all of which were supported by the Reagan administration. If you have the stomach to read about them, there’s no shortage of sources that outline their barbarity.

To Abrams, however, they were “freedom fighters,” their work in El Salvador was a “fabulous achievement,” and he mocked critics of Reagan as people forced to “run the risk” of arguing that such groups were “doing something wrong and ought to stop it.” He himself had no illusions about what it is that the contras were doing.The purpose of our aid is to permit people who are fighting on our side to use more violence,” he said in 1985.

This “micromanagement” at one point also involved Abrams secretly delivering military equipment to the contras under the guise of humanitarian aid. As commentators have noted, this is particularly relevant now, when the Trump administration attacks Maduro for refusing to let humanitarian aid from the US into Venezuela.

2. He covered up brutal acts of terror

Key to Abrams’ role under Reagan was playing down and denying the copious human rights abuses being committed by the forces and governments he and the administration supported.

As Minnesota Rep. Ilhan Omar pointed out in her grilling of Abrams earlier this week, part of the Reagan administration’s “fabulous achievement” in El Salvador was the horrific El Mozote massacre, which took place shortly before Abrams took up his post. In his attempt to convince the Senate to certify that El Salvador’s government was improving its human rights record — a precondition for receiving US aid — Abrams testified that the massacre had been “publicized when the certification comes forward to the committee,” and was “being significantly misused, at the very best, by the guerrillas.” He claimed he had sent military officers to investigate the reports, and that the massacre couldn’t be confirmed.

Another incident was the 1980 assassination of Archbishop Oscar Romero, killed on the orders of Major Roberto D’Aubuisson, one of the administration’s partners in the country. “Anybody who thinks you’re going to find a cable that says that Roberto d’Aubuisson murdered the archbishop is a fool,” said Abrams. In fact, two such cables existed. Abrams would later insist that any criticism of the Reagan administration’s activities in El Salvador were simply “a post-Cold War effort to rewrite history.”

Meanwhile, as Guatemalan dictator Ríos Montt embarked on a campaign of genocide in the country, Abrams said he had “brought considerable progress” on human rights. He defended Reagan’s lifting of a military aid embargo on Montt’s government, claiming the slaughter of civilians was “being reduced step by step” and that it was “progress” that had to be “rewarded and encouraged.”

3. He’s an unrepentant liar

Abrams told Omar that it is “always the position of the United States” to protect human rights, including in Venezuela, and he stressed the US didn’t want to arm anti-Maduro forces. Besides his well-documented record of doing exactly the opposite, Abrams’ words are even less relevant when you consider his history of outright lying.

We’ve already seen how Abrams regularly lied to cover up or play down abuses by the right-wing forces he supported. This practice would ultimately land him in trouble when he misled Congress about the Iran-Contra affair with statements that ranged from outright lies (“we’re not in the fund-raising business”), to lawyerly parsing of the truth (“I said no foreign government was helping the contras, because we had not yet received a dime from Brunei,” he would write later).

Abrams would forever maintain he did nothing wrong, later writing a sanctimonious book that painted himself as the victim of an unjust, vindictive system that had criminalized “political differences.” “This kind of prosecution is something new in America, and it is wrong,” he wrote, before bleating about the “bloodsuckers” and “filthy bastards” who wanted to do him in.

Abrams rained ire upon Lawrence Walsh, the special prosecutor tasked with investigating the Iran-Contra scandal: “You, Walsh, eighty years old, and nothing else to do but stay in this job till the grim reaper gets you. Is this your idea of America?” Abrams insisted the independent counsel law under which Walsh (along with Watergate prosecutor Archibold Cox) served was unconstitutional, despite the fact that the Supreme Court had upheld it 7-1, with even the conservative chief justice Rehnquist affirming (Scalia dissented). It didn’t matter anyway, because the late George H. W. Bush pardoned him.

Abrams managed the trifecta of showing contempt for the truth, the constitution’s separation of powers, and the concept of checks and balances, all in one fell swoop. There’s no reason to believe any of his assurances now.

4. He hates democracy

Abrams has also shown a lifelong contempt for the very thing he’s now meant to be advancing: democracy.

When the Uruguayan military government imprisoned Wilson Ferreira, the country’s most popular politician and a fierce liberal opponent of its rule, Abrams defended the Reagan administration’s meek response, which the New York Times had called “stunning.” Abrams explained that “the transition [to elected government] itself is more important than the immediate situation of any individual politician.” Abrams had earlier insisted there was no evidence the Uruguyan military was stifling political freedom, even as it

  • closed newspapers,
  • arrested its opposition, and
  • continued to ban political leaders, among other things.

Around this same time, Abrams was one of a number of Reagan officials who supported Oliver North’s call to pardon Honduran general Jose Bueso Rosa, despite his having received a relatively lenient sentence. Rosa had been convicted after being caught in Florida plotting to overthrow the Honduran government.

In 2002, Abrams reportedly “gave a nod” to the military coup that attempted, ultimately unsuccessfully, to remove the democratically elected Hugo Chavez from power. The Observer, which broke the story, called Abrams “the crucial figure around the coup.” Abrams has had his eye on toppling Venezuela’s government for some time.

When Hamas defeated Fatah in the 2006 Palestinian election, Abrams, then the point man for George W. Bush’s Middle East policy, helped implement a scheme to nullify the results by fomenting a Palestinian civil war which, they hoped, would remove Hamas from power. When the plan backfired, with Hamas emerging victorious and in full control of Gaza, Abrams accused Hamas of staging a “coup.”

5. His only political principle was anticommunism

Abrams’ disregard for democracy is part and parcel of his general philosophy, which views left-wing governments uniformly as threats to be stamped out.

Abrams, who once told a reporter that he’s “been a counterrevolutionary for a long time,” cut his teeth opposing student protesters at Harvard in the 1960s. He believes the idea that human rights extend past the political and into the economic realm to be “nonsense” and “old Soviet bromides.” As such, he viewed defeating the Soviet Union as the greatest US priority, telling one interviewer that “the greatest threat to human rights is the Soviet Union, not Guatemala or the Philippines.”

In 1984, Abrams quite candidly explained to Policy Review that his human rights policy was one of double standards: fierce opposition to communist rights abusers, and coddling of oppressors friendly to the US.

“Liberalization for purposes of letting out steam always involves line drawing,” he said. “How much steam should you let out? At what point do you risk anarchy and destabilizing the regime?” He went on to explain that “the line drawn varies from country to country,” and that “even a highly imperfect regime may well give a much better prospect of democratization than would the Communist regime that might follow.”

In other words, no matter how brutal or outright fascist a government, it was by default preferable to a communist one, a philosophy he applied in obvious ways to his work in the Americas. It was also evident in his treatment of Cuba, whose prisons he denounced in 1984 as “barbaric” and whose leader, Fidel Castro, he labeled “oppressive” and accused of “betrayal.” He attacked human rights groups, politicians, reporters, and church groups who praised Cuba as “apologists” who “will never take off their rose-colored glasses” and had spent “years defending tyrants” and “years obfuscating the truth.”

At literally the same time he was doing this, Abrams publicly defended Turkey, a key regional ally, from criticism of its human rights record. Abrams praised Turkey, which had recently been pilloried in an Amnesty International report for widespread torture of its people, for “extraordinary progress,” charging that “some who criticize Turkey’s human rights situation have no interest in human rights in Turkey or anywhere else,” but “simply use this issue as a weapon with which to attack a vital member of the Western alliance.” He dismissed Amnesty’s claims as “false history,” criticized human rights groups for “an appalling shallowness of analysis” that ignored social, political, and historical context, and charged that the Turkish people “resent the activists’ shrill and uninformed criticisms of their country.”

As Abrams had earlier said, “the line drawn varies from country to country.” If you played nice with the Reagan administration, your human rights record was tempered by nuance and context, and it was getting better anyway. And if you didn’t, you were beyond redemption.

6. He dislikes journalists and accountability

Abrams no doubt sympathized with Turkey’s rulers because he himself had first-hand experience dealing with pesky journalists and human rights groups.

He said critics of Reagan’s support of the contras would have “blood on their hands,” and accused human rights groups of having communist sympathies. He hopped aboard the Reagan administration’s McCarthyite attempt to shame congressional critics into giving him a blank check in Latin America, claiming that there was an “elaborate and skillful” campaign by Nicaragua’s Sandinista government to “manipulate Congress and the press.” When the GAO released a report alleging contra corruption that was inconvenient for the administration’s attempts to secure aid, Abrams dismissed it as a “smear campaign” cooked up by Democrats.

While Abrams didn’t have a police state at his disposal, that didn’t prevent him from lobbing heavy-handed broadsides against reporters he didn’t like. He refused to be questioned by or debate certain journalists he perceived as critical. Most infamously, from 1986 to 1987, Abrams accused left-wing Colombian journalist Patricia Lara of being a “Cuban agent” and “an active liaison” between Colombian terrorist organization M-19 and “the Cuban secret police.” In October 1986, Lara was stopped by New York immigration officials and imprisoned, before being sent back home, without explanation.

Abrams claimed to have “concrete evidence” that Lara was “heavily engaged” with M-19, but when challenged to reveal evidence, claimed it was based on “intelligence information” that he couldn’t reveal. The Colombian Defense Ministry, then battling M-19, categorically denied they had any such information, and assigned her a bodyguard because Abrams’ accusation had put her in danger. The country’s foreign minister said “we don’t know where the US government obtained” such information.

Abrams also granted a “meritorious honor” award on the Office of Public Diplomacy, a government body responsible for waging an illegal domestic propaganda campaign, in which Iran-Contra architect Oliver North was closely involved, that disseminated Abrams’ preferred narrative about the region. Abrams praised it for “setting out the parameters and defining the terms of the public discussion on Central America policy” and countering the “formidable and well established Soviet/Cuban/Nicaraguan propaganda apparatus.”

7. He’s a fan of regime change

Like any neoconservative worth his salt, Abrams has an abiding faith in the US government’s ability to simply remove world leaders it dislikes at will. (He’s also continued the neocon tradition of never personally fighting in any war, avoiding Vietnam thanks to a hurt back that happened to clear up once the war was over.)

When Abrams wanted to remove former ally Manuel Noriega from power in Panama, the former chairman of the Joint Chiefs of Staff under Reagan wrote, he threatened sanctions, then actually imposed sanctions, then established a Panamanian government-in-exile on a US military base. Abrams finally called outright for the US military to topple Noriega, in an op-ed titled “Noriega Respects Power. Use It,” which is what George H. W. Bush ultimately did. It was a chilling preview of where US policy on Venezuela may now be heading if Maduro stays in power.

Reflecting on the mistakes of Reagan’s Latin American policy in 1989, Abrams’ regret was that it hadn’t been more forceful. “You can make a very good argument that after the successful rescue mission in Grenada the president should simply have said, ‘Look, we have to enforce the Monroe Doctrine, we cannot have a Communist government in Nicaragua,’ and done whatever we needed to do to get rid of it, including a naval blockade or possibly even an invasion,” he said.

In 2007, Abrams blessed Bush’s plan to launch a covert operation to destabilize Iran’s government. Two years later, he mused about what should happen if Iran develops a nuclear weapon. “Responsible leadership cannot allow this to happen,” he said. “Preventing it through military action perhaps is the second worst decision we could make. The only worse one being to say it’s all right now, it’s acceptable, we will not act.” But this wouldn’t involve regime change or the killing of civilians, he stressed; just a strike on nuclear facilities. Iran, Abrams warned, was one to three years away from developing a nuclear weapon.

In 2013, Abrams told a House Armed Services Committee hearing that the US had to get militarily involved in Syria. Why? Because “a display of American lack of will power in Syria will persuade many Iranian officials that while we may say ‘all options are on the table,’ in reality they are not — so Iran can proceed happily and safely toward a nuclear weapon.” Two years later, he said at a Council of Foreign Relations event that Netanyahu had two options: either strike Iran right then, or wait two years and see if an administration willing to take a tougher line, or sanction an Israeli strike, would be elected. Abrams, it seems, got his wish.

8. He’s beloved by the Right

In case anyone still believes the fiction that “anti-Trump” conservatives actually oppose Trump, Abrams is a living reminder that there’s no daylight between Trump and the establishment Right that pretends to dislike him.

Abrams was once an “anti-Trump” Republican who signed a letter opposing his candidacy in 2016. He tutored Paul Ryan in foreign policy when he was Mitt Romney’s 2012 running mate, and served on Marco Rubio’s so-called National Security Advisory Council in 2016. It’s no surprise the Florida senator, long viewed as an establishment-friendly, “sensible” conservative alternative to Trump, is now all but directing Trump’s Latin American policy, sounding virtually indistinguishable from Abrams.

Abrams has now served in every Republican administration since he first entered government bar one. In between, he’s worked at the Heritage Foundation (whose head of Latin American policy just called him “a patriot and dedicated voice for repressed communities”), helped found “anti-Trump” Bill Kristol’s Project for the New American Century, was a fellow for the Council on Foreign Relations, and was a board member of the National Endowment for Democracy, the US government’s arm for foreign political meddling.

Meanwhile, just look at who came to Abrams’ defense after his grilling by Rep. Omar. The National Review — which not long ago put out a much-celebrated “Against Trump” issue whose purpose, according to its editor, was to say, “He’s not one of us. He’s not a conservative, and he’s not what conservatism is” — just published an editorial calling Abrams “one of the wisest, most experienced foreign-policy heads in this country,” and “a steadfast advocate of freedom, democracy, and human rights.”

A former Bush administration official and current Harvard professor defended Abrams as “a devoted public servant who has contributed much of his professional life to our country.” The newly rebranded neocon Max Boot, who very publicly proclaims he’s seen the error of his ways and broken with the ugliness he now sees in the GOP, deemed him “a leading advocate of human rights and democracy.” Unfortunately, it’s not just the Right; the Center for American Progress’ vice president of National Security and International Policy called him “a fierce advocate for human rights and democracy” who simply “made serious professional mistakes.”

That someone like Abrams, who’s now leading Trump’s regime change efforts in Venezuela, is warmly embraced by the coterie of establishment and “never-Trump” conservatives should tell you everything you need to know about these groups.
