Behavioral Ad Targeting Not Paying Off for Publishers, Study Suggests

Finding could affect where publishers line up in brewing privacy battles

Are creepy advertisements really necessary to support the free web?

A new academic study suggests they aren’t.

Behavioral advertising, which involves collecting data about readers’ online behavior and using it to serve them specially tailored ads, often through bits of code called cookies, has become the dominant force in digital advertising in recent years.

But in one of the first empirical studies of the impacts of behaviorally targeted advertising on online publishers’ revenue, researchers at the University of Minnesota, University of California, Irvine, and Carnegie Mellon University suggest publishers only get about 4% more revenue for an ad impression that has a cookie enabled than for one that doesn’t. The study tracked millions of ad transactions at a large U.S. media company over the course of one week.

That modest gain for publishers stands in contrast to the vastly larger sums advertisers are willing to pay for behaviorally targeted ads. A 2009 study by Howard Beales, a professor at George Washington University School of Business and a former director of the Bureau of Consumer Protection at the Federal Trade Commission, found advertisers are willing to pay 2.68 times more for a behaviorally targeted ad than one that wasn’t.

Much of the premium likely is being eaten up by the so-called “ad tech tax,” the middlemen’s fees that eat up 60 cents of every dollar spent on programmatic ads, according to marketing intelligence firm Warc.

The online ad ecosystem is complex and opaque, said Alessandro Acquisti, a professor of information technology and public policy at Carnegie Mellon’s Heinz College, who conducted the study along with Veronica Marotta and Vibhanshu Abhishek. It is “hard to understand how much value each participant in the ecosystem is adding to the process, and whether the fees different intermediaries receive are commensurate to their value added,” he said.

Publishers’ inability to benefit much from behavioral targeting could have implications for policy as lawmakers in Washington, D.C., debate the shape of national privacy legislation. The ad industry is pushing for new federal rules, partly to head off the risk of a state-by-state patchwork of privacy laws, following the passage of California’s own privacy regulations.

“It is a huge finding in terms of the policy debate,” said Ashkan Soltani, one of the authors of the California Consumer Privacy Act who formerly served as the chief technologist for the FTC. (Mr. Soltani also served as a technical adviser to The Wall Street Journal’s 2012 series on privacy, “What They Know.”)

“All of these externalities with regard to the ad economy—the harm to privacy, the expansion of government surveillance, the ability to microtarget and drive divisive content—were often justified to industry because of this ‘huge’ value to publishers,” Mr. Soltani said.

The shift toward behavioral targeting has come along with two other trends: the emergence of the Google- Facebook duopoly, which in 2018 accounted for 58% of U.S. digital ad spending, according to eMarketer Inc.; and the stalling of digital display ad revenue growth for many digital publishers.

A 2015 report by marketing and e-commerce research firm Econsultancy found that 40% of digital publishers’ display ad revenue was stagnant or shrinking. Over the past year, many of the largest digital publishers have been forced to cut staff and explore consolidation as growth has stalled.

Michael Zimbalist, the chief strategy and innovation officer at Philadelphia Media Network LLC who previously spent a decade working in digital advertising at New York Times Co. , argues the value of behavioral advertising to publishers was always misrepresented.

“Behavioral targeting has been completely overhyped in its value for publishers from the day it was first invented,” he said.

NRA Ad Firm Seeks to End Contract With Gun Group

Ackerman McQueen wants to quit nearly 40-year relationship amid the partners’ legal dispute

Advertising firm Ackerman McQueen Inc. said it was moving to terminate its nearly 40-year relationship with the National Rifle Association, the latest salvo in the dispute between the two longtime partners that has embroiled the NRA in controversy in recent months.

Oklahoma City-based Ackerman McQueen has been the NRA’s ad agency since the 1980s and has been credited with helping to transform the gun-rights group from a grass-roots operation to a powerful national advocacy group. But the two organizations have had a falling out in recent months involving litigation and dueling claims that each has leaked confidential information about their relationship to the media.

The NRA in a lawsuit filed last week accused Ackerman of being behind what it called a failed coup attempt at its recent annual meeting, aimed at ousting NRA Chief Executive Wayne LaPierre. Ackerman countersued, claiming the NRA was looking for pretexts to cancel its contract and seeking as much as $100 million in damages.

In the announcement Wednesday, Ackerman said it had formally provided a notice to terminate its contract with the NRA, claiming the agreement already had been “constructively terminated” by the NRA’s own “inexplicable actions.”

The dispute traces to a drive by the NRA to shore up its internal governance practices. The gun-rights group has said it demanded that all vendors submit detailed records to back up invoices to the NRA, and the only vendor that didn’t comply was Ackerman. The NRA paid the ad firm more than $40 million in 2017, the most recent year publicly available.

Ackerman has said it has complied with all authorized demands for records. It also sent several letters to NRA officials, saying it was unable to comply with demands for records related to certain expenses it incurred on behalf of top NRA officials without additional detail from the NRA itself.

Among the expenses was more than $500,000 the ad firm said it allegedly incurred for clothing and travel expenses for Mr. LaPierre, which included suits from a Beverly Hills, Calif., boutique and travel to locales such as Italy and the Bahamas. The NRA has said the expenses were justified, but the letters leaked out after they played a role in an internal NRA board drama that led to the departure of then-NRA President Oliver North.

Ackerman produces the gun-rights group’s NRATV, a venture that includes live video programming. It isn’t clear what will happen to NRATV once the ad agency no longer works for the NRA.

Ford to Cut 7,000 Jobs in Bid to Catch Up to Rivals

Restructurings are part of CEO Jim Hackett’s broader plan to reverse declining profits

Ford Motor Co. F -1.02% said it is cutting 7,000 salaried employees, or about 10% of its white-collar workforce, part of Chief Executive Jim Hackett’s broader plan to reverse profit declines and catch up to competitors in the fast-changing car business.

Mr. Hackett said the cuts include some buyouts and layoffs that already have occurred, and the process will be completed by August, according to an email sent to employees on Monday. The cuts will save about $600 million annually and are part of a broader, multiyear restructuring that will result in about $11 billion in charges.

The reductions will include 800 layoffs in North America, where Ford already has made about 1,500 voluntary buyouts, a company spokesman said.

.. Ford is the latest car company to make deep job cuts as the industry ratchets up investment in costly technology bets, such as electric and self-driving cars. Many big auto makers are restructuring their car-manufacturing operations to funnel more money toward potential growth areas, while preparing for an era of tougher tailpipe-emissions regulations in Europe and China.

Over the past year, several of the top car makers have disclosed job cuts totaling as many as 30,000 positions globally.

Ford signaled last fall it had begun a global revamping of its workforcethat would result in layoffs. Mr. Hackett took the top job two years ago and has been working on a turnaround plan that he has said will make Ford more nimble amid the changes buffeting the car business. Those include the emergence of driverless and electric-vehicle technology and new business models that could curb private vehicle ownership. Ford had a total global workforce of roughly 199,000 employees last year, according to its annual filing. As of last fall, the company said about 70,000 of those staffers were salaried employees.
